now. we'll share it from the live desk. plus, as you step outside this morning, you might want to grab a jacket. a lot of you are waking up to temperatures in the 40s right now. storm team 4 meteorologist tom kierein is here to help you get out the door this morning. tom? yes, indeed. as you are preparing your family for this tuesday morning, rummaging through your closet, here is what to wear for your children this morning especially. the choices you have, i would suggest a jacket and long pants this tuesday morning. because we are down just into the 40s for much of the metro area. that includes prince george's county, much of montgomery county and fairfax county as well as loudoun, prince william and much of southern maryland. right near 50 degrees, low to mid-50s for the bay. we have the first frost advisory of the season. showing up out of the mountains, the counties in blue. protect the outdoor plant there is because it is down into the mid-30s there now. and hour by hour throughout the day today, we'll have

temperatures climbing to 50 by 8:00. mid-60s by noontime. by the mid-afternoon, we'll be into the low 70s. coming up next weather and traffic on the 1s at 6:11, we welcome back the nats. i'll have the game-time forecast for you coming up. right now we are seeing volume build this time of the day hopping on 270. headed into town southbound coming out of frederick county, we are a little slow. only until you hit clarksburg. then things kind of open up a little bit. and you're fine after clarksburg. a wider look, inner loop and outer loop, no major problems. at this point of the morning, we'll keep our fingers crossed. prince george's county, we are moving right along. no issues there. 95 right now, a little bit closer to dale city, warning that later this morning 95 northbound at dale city, 9:30 to 3:30, two lanes are blocked

southbou southbound. l see you at 6:11 with some travel times. 6:02 and breaking news. new video into news4 showing the damage from u.s. air strikes in syria targeting isis and other terrorists. this is video posted from the first people arriving on the scene of one of the attacks. here you can see a building completely reduced to rubble. it looks like emergency crews and ordinary folks are rushing in to the scene to check out the damage done by the joint air strikes conducted by the u.s. and five arab nations. news4's angie goff is at the live desk with breaking developments overnight. >> reporter: hi, aaron. first we want to show you the new video that reportedly shows what the air strikes did. take a look again, this one just came into the news desk. it shows all the destruction on the ground in the area. you can see people digging out of the rubble.

observe i observin reuters reporting the death toll is at 50. they say isis members are among those dead. now, looking at the aftermath of the 14 air strikes carried out overnight, this is what we are seeing. but switch over to this video of another strike reportedly showing what was done over the city of raqqah. this target is the headquarter for isis. also important to note, nbc news cannot verify this video's authenticity. this is circulating widely on social media. and as we look at the u.s. fighter jets taking off, the pentagon released a statement just now saying they have destroyed and damaged multiple targets. the numbers are rolling in. 47 tomahawk land missiles were used. they hit everything we are told from a weapons depot to stormg units and important building. we are also learning that countries are stepping in on this fight to help the u.s. with

these strikes. they include the united emirates, saudi arabia, qatar, jordan and bahrain. so far no report from the islamic state. >> angie goff, thank you. 6:04, the air strikes come as the u.s. and world leaders are set to begin the united nations general assembly today. nbc news' chief foreign correspondent richard engel says the timing is clever. the u.s. can look strong in front of the u.n. with air strikes already underway. president obama is expected to rally more nations to join the campaign against isis militants. you can stay updated with the latest developments in syria by getting breaking news alerts on your smartphone by downloading nbcwashington. we expect new details about the evidence found in the disappearance of uva student hannah graham. the charlottesville police expect lab results from the search in the car they believe hannah was riding in.

jesse matthew is the person of interest here and was the last known person to see happen in saturday morning. she was leaving a restaurant in charlottesville, but they no longer know where he is. >> we want to speak to him because, again, he was the last person we could show -- we know was with hannah graham. so he has got that information that we need and it is very frustrating. >> at this point there is this wanted poster for matthew. he is not a suspect in hannah's disappearance but he is wanting on reckless driving charges after speeding away from police over the weekend. today investigators will sear soccer compl in germantown for two missing children and police want businesses to look for two vehicles that may be on surveillance. they think jacob and sarah huggle may have been riding inside the vehicles around the time they went missing. the children's mother katherine huggle is not cooperating with police and is due in court for a hearing next week pending a

psychiatric evaluation. and in prince george's county, a youth pass store in trouble for sending sexually explicit photos to an underaged church member. 22-year-old vincent bowes used a messaging app used kicks to send pictures of himself to a 15-year-old girl. he's weighing to be extradited back to virginia. groups in three counties are banding together to stop cell phone towers from going up in maryland schools. the coalition includes activists from prince george's, montgomery and ann arundel counties. organizers will hold a news conference tonight on the steps of the prince george's county board of education. parents are being kept in the dark about the pending cell phone tower pronlgs. in prince george's county, there are 73 already on school property with 9 in the developing stage. a student is killed by a bear while hiking. what he and his friends were doing on the new jersey trail right before it happened.

welcome back. so far it's pretty cool out there, but we could use some rain. tom kierein is going to let us know when we'll see some showers in the next weather and traffic on the 1s at 6:21. right now we are staying on top of breaking news from syria. the u.s. and allies carried out 14 air strikes targeting isis militants there. this video posted online showing damage from one of the attacks. at least 50 people died in the

air strikes according to a syrian human rights group. we are also following breaking news in israel. >> a source tells nbc news israel shot down a syrian fighter jet in its air space. this is the first time israel intercepted and aircraft from syria since 1989. israel warned that anything crossing its borders will be shot down. police are narrowing their search for a man wanted for killing a pennsylvania state trooper. another trooper was seriously hurt in that ambush nearly two weeks ago. investigators say they are closing in on eric frein. he's been on the run now for ten days. police say he's hiding in a wooded area where he grew up. his parents still live in the neighborhood in the pocano mountains. some people living in that area have not been able to go home since police shut down the road. new this morning, police are looking into reports of shots fired inside fort carson in colorado. our nbc affiliate in denver reports that people are allowed to enter the base but cannot leave. investigators say there is not an active shooter situation

right now with no reports of any injuries. a hiking trip turned deadly when a rutgers student is killed by a black bear. this is the first attack in new jersey of a black bear on an adult. when the group encountered the bear, they panicked and ran. his friends got away but he was mauled. the park officials say the animals are docile but the group's reaction may have prompted the bear to attack. >> it is very strange and unusual. but it goes to show you with wild animals you never know what might happen. >> now when searchers found his body, the bear would not leave so they had to kill the bear. biologists will study the bear to determine if it was sick with rabies or another disorder. the news4 i-team uncovered a disturbing new trend. since september of 2011 more than 100 people have been hit or killed by trains while walking on the tracks. those incidents include three locations in prince george's

county which i-team cameras monitored over recent weeks. they spotted a series of people illegally crossing the track including along route 1 along the csx tracks in riverdale. the father of a young woman hit and killed in the riverdale location says a short-cut is too tempting for some people. >> the train tracks are the fastest way to get from point a to point b on foot. by far. it's much shorter. >> csx says it helps to fund awareness campaigns to warn people of the dangers of trespassingment and it says a csx police force has turned away more than 100 trespassers in the d.c. area recently. 19 after the hour now. today a former deputy from fairfax county's sheriff's office will be in court. robert palmer jr. retired after being accused of stealing from the target in leesburg this summer. his trial will start at 10:00 this morning. today you can tell folks about the changing area in

light showers wednesday night, perhaps light to moderate showers during the day on thursday. highs only in the 60s to near 70, but that should be ending thursday afternoon. then the roller coaster of temperatures rebounding back to the upper 70s on friday. then feeling summer-like again this coming weekend. similar to last weekend, highs in the low 80s on saturday. may hit the mid-80s on sunday. near 80 on monday. a look at the bus stop forecast coming up next weather and traffic on the 1s at 6:31. now melissa is looking at volume building, right? just the typical volume building with a live picture right now. chopper 4 over 270 at the beltway, all the folks headed down to the outer loop there as i zoom in. there's the montgomery county bus lot here with the buses getting ready to get kids off to school this morning. a live look at things with other slow spots top of the beltway past new hampshire avenue. d.c. 295 a little slow again as you pass 60. then 66 inbound just inside the beltway.

66 at sudley road is looking good. hopping on 295 in virginia northbound out of the triangle area, you want to be pretty open until you hit dale city slowing down all the way through lorton and opens up again near braddock road. 95 at cherry hill road is looking good. i'm back in ten minutes at 6:31. right now it's 6:23. today we learn more about a deadly bus crash in delaware. we told you two women died in the crash in new castle south of wilmington. investigators now say that drugs and alcohol were not factors in this crash. the driver is not charged with anything. right now three people are still in critical condition from that crash. a new warning today says the u.s. is at a high risk for serious train crashes. take a look here, you might remember this crash when the train jumped the tracks in lynchburg, virginia. nobody was hurt there but the u.s. department of transportation is behind on safety standards as the country makes more oil and gas and transports a lot of it by train.

they do not want anything like this crash happening again. one delta flight is back to normal today. take a look at this scene of it stranded on the runway in detroit last night. someone smelled smoke on board. 54 people had to get off right there on the runway. according to the fire department, something overheated on the plane. a pistol-packing pastor helped nab a habitual thief. >> a what? >> a pistol-packing pastor. >> she's good. this pastor got so sick of the same woman stealing that he took the matters into his own hand. he set empty boxes as bait outside his home in texas and sure enough the alleged thief came snooping. just as she went for the boxes, holmes ran out of his house with a gun in hand. >> when i came out of my house and she turned the corner here, she met me and my gun. and i put her on the ground and began to tell her what she was doing. she said she wasn't, she was

looking for her dog. i said, well guess what, you just found your dog. bow, wow, wow. >> the police were never able to catch her in person until the pastor holmes stepped in there. the police department recovered several stolen items from inside her home. >> she messed with the wrong pastor. today we could see a big change to d.c.'s gun law. the controversial new rules up for a vote and why they are not what the city initially wanted. plus, an early warning about a man who jumped the white house fence and got inside. the item found on him two months ago that made police warn the secret service about him. and so far this morning, pretty chilly out there. tom kierein have are your bus stop forecast in your weather and traffic on the 1s at 6:31.

share now. >> reporter: yes, take a look at what we just got within this half hour from the u.s. navy. right there, you are looking at a tomahawk land missile launched against isil. it is one of 47 sent their way, we are told. now on twitter, the pentagon press secretary says a mix of fighters, bombers and tomahawk missiles we just showed you were used in this operation. next, take a look at idlib, syria. this is one of the places that u.s. and its partners dropped bombs on overnight. at least 50 people reportedly killed. nbc news cannot verify authenticity of this video posted on youtube to show bombs over raqqah, an isis stronghold where the group is headquartered. so far no response from isis itself. >> angie goff from the live desk. thank you. right now we are seeing the coolest temperatures we have seen in months.

definitely a jacket and long pants as we are getting started with a chill in the air early this morning. coming up next weather and traffic on the 1s at 6:41. we'll look at the hour-by-hour changes on the way over the next 24 hours. now melissa is checking on the tuesday commute. any problems yet? no real problems but a lot of volume. 270 southbound at old hundred road, it gets curvy here but we are seeing slowdowns. typical but just a warning as you head out from that area any time soon. you look normal this time of the day. the outer loop and top of the beltway slow near colesville road and hampshire avenue. hopping on at prince william parkway heading through centreville, we are pretty slow the entire way in and only opening up there in oakton. 95 in virginia if you're headed northbound, you're slow southbound is looking good.

the prin george's county side of the roadway is looking good at 40 miles per hour. follow us on twitte twitter @first4traffic. a heads-up right now if you go to school in d.c. eastern high school in northeast d.c. is closed today. an underground transformer exploded last night. fire and power crews have been working through the night to restore power. the school will be closed this morning due to the transformer explosion last night. and a man managed to get through the front door of the white house last week. meanwhile, we are learning more about that man, omar gonzalez. there are a lot of questions about why he wasn't stopped sooner. gonzalez was first arrested in july in virginia for reckless driving. he had weapons and a map of d.c. with the white house circled in his car. then he was seen last month in the white house. finally, he was arrested after

making it to the front door. his ex-wife spoke to us saying he had no intent to hurt anyone. >> i want him to get treatment. he doesn't need to be punished. he didn't go to the white house to hurt obama. >> a review of the security breach is underway including why attack dogs were not deployed. the president says he still has complete confidence in the ability of the she secret service to protect him. we expect a decision from the d.c. council today on the rules about carrying a gun in the district. richard jordan is live outside the wilson building in northwest d.c. to tell us more about this. good morning. >> reporter: hi, aaron. good morning. today the council could clear way for legal d.c. owners to carry their guns around with them anywhere they go in the district. the council will be debating the issue today after a judge said that d.c.'s gun laws have to change by the end of october. so this could happen in just a matter of weeks now. we are expecting the council will give the police department

the authority to issue conceal and carry permits to legal gun owners. there's going to be requirements. anyone who applies for this permit will have to go through an 18-hour training course, a background check and a mental health check. there are restrictions as to where owners can take their guns. they cannot take them near a school, they also can't take them into a bar or any other establishment to serve alcohol. or on public transportation. that's because it's somewhat controversial with gun owners believing they should be able to move around the district with their gun on metro and buses. the council will be discussing this today and it will likely be a short-term solution for about three months so that the council complies with the judge's ruling. then they will come back to debate this issue further to determine a long-term solution. roaring live this morning in northwest washington, richard jordan, news4. president will be in new york city today to talk about climate change in front of the u.n.

today you can try out the express lanes on the beltway in virginia. you had to sign up last week to try out this week's promotion. around lunchtime today, you can take the lanes for free any time provided you have three people in the car. and you need an e-z pass flex if you do it. not enough people around the district are following the rules. and d.c. is changing how to issue tickets to cut down on mistakes. the department of public works is planning a software upgrade

u.s. air strikes against isis is one of the major stories we are following to get you up the minute you're up. >> we start with tracie potts looking at the impacts the strikes could have on president obama's trip to the united nations. good morning. >> reporter: gmorning. he was supposed to talk about climate change today but now he has to address the overnight air strikes. the question for president obama today, who was involved. we know there were five gulf nations but more specifically what did they do? did they send in their up fighter jets or just provide tactical assistance for the united states? what's the reaction of the syrian government? we hear a lot about that this morning. we know there's not a very strong relationship between the assad regime and the united states. frankly, the united states wants to see assad go. they did get a heads-up about this, but only a few hours. and then also, is this going to continue? are we going to see more of
