month. d.c. has $1 million in its budget for a pilot program. the department will start a six-month testing phase october 1st. police say they are talking to laurel police who use the cameras about best practices such as turning it off when going into someone's home or responding to a sexual assault. jesse matthew is want odd felony abduction charges now. this development is significant because matthew's status as a tpaoupbl active will let the fbi use its extensive resources to track him down. now police are officially saying matthew took hannah with the intention to sexually assault her. he was seen with the uva student in the downtown mall area of charlottesville from she disappeared almost two weeks ago now. investigators did not specify what evidence led to the new charges. clothing items were removed during a search of his apartment monday. and that was september to the lab for analysis. >> we reached that point where

welcome back. 5:15. speed cameras and parking tickets on the front burner for the d.c. couple. lawmakers will hold a hearing after scathing new reports that say the district cares more about making money than they do about public safety. richard jordan is live in northwest washington with a look at what prompted this hearing. richard, good morning. >> hi, eun. good morning. this is about fairness. no one wants to take the fall for something they didn't do. apparently that's what's happening. the wrong people getting citations. there are so many speed cameras and red light cameras all over the district. this is what will be front and center at the council hearing later today. a report from the inspector general says these cameras make

about $89 million a year. and that's just half of all the revenue that comes from citations. the rest is parking tickets and citations issued by police officers. say you get a spieeding ticket but there are two cars. how do you figure out which car or driver is speeding? there is a strategy to do that. there is a protocol. but it gets complicated and they can't guarantee the person who is speeding gets the citation. the city council doesn't want that to be the case. they want it to be fair. that's why they will be holding this hearing today. the police department has weighed in on this. they say the report is flawed. there are issues with it.

it is sensationalize good news for parents in southwest d.c. we have just learned power has been restored at eastern high school. the school is opened at schedule. students should report as normal this morning. this after what you are looking at here. investigators trying to figure out what happened after a transformer blew monday night, knocking out power in the area around east capital street. the school has been closed since then. all students should report as normal. 5:17. a new ruling on a police beating case in prince george's county is upsetting some people today. take a look here. you probably remember the video that took place just off campus at the university of maryland back in one of the officers in the video, james harrison, was convicted of beating student john mckenna.

now in a reconsideration hearing the judge in the case cleared harrison's conviction. if he doesn't break the law in the next year his record will be clear and he could get a job as an officer again. a man who stabbed his boss more than 40 times has been indicted. late last month he went into the restaurant and wound up killing the night manager inside. another employee found her body in a stock room. gomez castillo is being held without bond. we are staying on top of a developing story for you as the second night of air strikes in syria under way. concerns of counter threats here in t. this is one of the most dangerous periods since the 9/11 attacks. the threat of attacks in the u.s. and particularly in new

he served as treasurer from 2005 to 2012. police do not believe there was any foul play here. we reached out to d.c. council member jack evans says who said he was very, very sad to hear the news. mack was 51 years old. we learned about the man who jumped the fence at the white house. he was arrested with a sawed off shotgun and a map that marked self tourist spots, including the white house. it happened in virginia in august. then he was stopped with hatchet near the white house fence. agents said both times they did not have enough evidence to detain him. we could learn what when a plan will move forward. the commission was supposed to make a decision last week. they are presenting a new version.
