cleared up. at the live disk, another round of air strikes in syria. it is where isis fighters are believed to be. another area supposedly hit, the city of kobani, which is close to turkey. it's a site the islamic state has been trying to take over since last week. no word from u.s. officials or any of its arab partners. it could be a straeplic move for coalition forces. they say they were not syrian air strikes, suggesting they were the work of the coalition. forces that launched 200 air strikes in the country on tuesday. . angie, thank you. later this morning, president obama is expected to rally the worrell against this threat of isis. the president will speak at the united nations general assembly in new york city. this afternoon at 3:00, he will

chair a security council meeting on international security and terrorism. he will meet with the iraqi prime minister and other worrell leaders. police have officially charged a man in the disappearance of hannah gram. jesse matthew is wanted on felony abduction charges. this is a major shift pause matthew's status at a fugitive will allow the fbi to use extensive resources to track him down. that could lead to a quicker arrest. he was originally a person of interest in the light of new evidence he took hannah with the intent to sexually assault her. investigators did not specify which evidence led to the new charges. but clothing items were removed during a search of his apartment on monday. and that was september to the lab for analysis. >> we reached that point where the commonwealth felt we had

sufficient probable cause to seek an arrest warrant for jesse leroy matthew jr. of charlottesville charging him with a class 2 felony of abduction with the intent to defile. >> those tests could be released in the next couple of days. matthew has staoeus to the d.c. area. if you see him, call police. . the schools will be open today. an underground transformer exploded monday night, knocking out power in the area. school was closed yesterday as a result. everything is back to normal. eastern high school is open today for school. today d.c. leaders will take a closer look at the accuracy of speed cameras in the district. that hot-button issue has been under increased scrutiny as it is geared towards money making. now a look at what the d.c.

council will try to accomplish the. richard? >> reporter: hi, aaron. d.c. police relying more on technology. that's why they have all of these cameras up armed the district. the speed cameras, red light cameras. these are bringing in a lot of money. about $89 million a year. the inspector general putting out that report. that's just ha. on parking tickets and those given by actual police officers, they are bringing in another 89 million dollars. but there is controversy when it comes to the cameras, especially with this new report that said it's not always the right person. not the person that broke the law that is paying for the tickets. so here's the scenario that is being presented. a speed camera takes a picture on a two-lane road. two cars going by. it's haar to determine which one is speeding, which driver is

welcome back. there is telling enough research about teen's drinking habits. time from their first drink to drunken experience may determine their risk of alcohol abuse in the future. a quick progression into getting drunk is a major sign they may become a heavy drinker. experts recommend delaying children's use of alcohol for as long as possible. apparently a good workout and good drink go hand in hand. we drink alcohol on days we work out more. people work out on the weekends and people drink harder as well. researchers say that people have been rewarding themselves for hitting the gym hard.

welcome back at 6:15. we are tracking a big system of rain sweeping towards us. tom kierein will look at how much rain you can expect and how things will look when it is gone. we are staying on top of a developing story in missouri. three people arrested following a protest in ferguson. they responded to a break-in at a beauty store last night. they report hearing gunshots in the area. police found 200 people gathered there following a city council meeting. a nearby convenience store boared up as a precaution. . a makeshift memorial for an unarmed teenager shot and killed by police burned to the ground. the candles were part of a display for michael brown. they are not sure how the fire started. following another developing story as a second night of air strikes in syria is under way. there are concerns of retaliation against the u.s. and

its partners. new york top police officers says this is one of the most dangerous periods since the 9/11 attack. they said the threat of the u.s., and specifically new york city, will increase in the weeks and months ahead. new york officers are monitoring terrorist groups on social media. the wife of a british man being held hostage by isis should follow her own rule of law. his wife says a court found him innocent of being a spy. she's asked the militants to follow the ruling of their own justice system. in a statement she said he was working with muslims to help the most vulnerable within syria. nothing has changed. he went to syria can to help muslim friends deliver much needed aid. she went on to say, please release alan. we will get a live report from richard engel, talking about the

>> reporter: good morning. confirmed two strikes overnight against isis targets inside syria. and then this morning witnesses say there were two more of those being carried out, also against isis, not have very far from where i am right now. those air strikes this morning have. so far the united states and several arab partners have been targeting isis militants in syria. they have also been targeting a thing called the khorasan group, al qaeda offshoot based inside syria. it is said to have 50 to 100 core members. u.s. intelligence officials say they believe this group, which has been in contact with with other al qaeda affiliates around the middle east, was plotting to care out some sort of attack against usair liners. u.s. officials are now telling us, however, that was never

imminent. it was more aspirational. they were worried that the group, if left unchallenged in syria, could pose a direct threat to u.s. interests. >> all right. richard evening el live for us this morning. richard, thank you. coming up in a few minutes on the "today" show, you can see richard engel's full report. today d.c. leaders will take a closer look at the accuracy of speed cameras in the district. a scathing report says the program is geared towards making money. richard jordan live with a look at what the d.c. council will try to accomplish the. richard? . aaron, no one likes to get a ticket from one of the speed cameras or red light cameras, especially if you're not the one that broke the law. but the inspector general said that is happening more often than you think. the district is making $89 million a year from the cameras,

sprt speed cameras and red light cameras and the same amount by tickets and citations from actual police officers. but according to the inspector general they are more concerned about bringing in money than finding out who is at fault. there are substances where there will be two vehicles in the frame, making it difficult to tell which driver is actually speeding. there's a process to determine which driver would get the ticket or which vehicle that ticket would go to. but according to this report, it's not always done correctly. and at times the wrong driver could receive the citation. at that point there's not much they can do but just pay the fine. the council will be looking at the issue today. they have said this report is flawed and sensation allized.
