continues at this hour. but an attorney said he's representing him. this is the parent yesterday charging him with a serious felony count of abduction. charlotteville police said it was evidence that came back from the state crime lab to go to tom wol wolf, state attorney to seek him that ties him to hannah graham. two places where he worked are responding to serious allegations. we were first to report matthew was volunteering as assistant coach at a private school. this video shows him at a game on a friday evening before hannah graham turned up missing. she was last seen with matthew in the early morning hours of september 13. now the school says matthew is

no longer associated with the program. he had been working at the uva medical center aztecnition. and they said matthew has been suspended without pay in the wake of the charges. we met with his new attorney this afternoon. jim is the former county attorney. he confirms he was the lawyer called to police headquarters last saturday when matthew walked in and said he wanted to speak to an attorney. his client hasn't been seen since. am mr. matthew's attorney. i was hired on saturday. that's the only thing i will confirm at this point. the family and i -- nobody is making any statements at this point in time. we might later on but right now, we are not. >> and he would not disclose where his client might be at this time. coming up later, the latest from

starting next month, some d.c. police officers will have a new tool that's supposed to keep

you and them safer. 160 officers will be wearing body cameras. they'll tape interactions in all six districts in the county and will have one mounted on the head, lapel or front of the shirt. the video will be destroyed after 90 days unless there is a diute or investigation. this will give the department an independent unbiased witness to what happens out on the street. >> for the officers who volunteered for the pilot we all realized we implement ed a lot f technology in washington d.c. and a lot of technology is to make officers safer, make them more efficient and effective. this is just another way for us to do all of that. >> d.c. police consulted with other police departments including laurel police which started using body cams last year. much more on the program including how this might impact

your right to privacy. >> if you have a habit of pa passing stopped school buses, you'll soon be caught on camera. the school board will install cameras on buses similar to these in montgomery county. over the past five years, 700 have been ticketed for passing stopped buses in arlington. the new cameras will catch you from the front and back. the new law takes effect february 1st. if you get caught you will pay a $250 fine. >> the date is set for d.c.'s long awaited street car program. the new trolleys are expected to start carrying their first passengers in november. the cars are still being put through testing but things have been going smoothly and so service will now begin in november. the street car project at benning road has been plagued by setbacks and delays and many in

into a gas station to buy the drug. listen to the conversation he had with the clerk. >> can i get some cloud, too? >> we don't have it. >> what happened? >> i don't know much about it. it's a headache. >> reporter: public safety director said in the last three months they had five teenagers to overdose on cloud 9 and this past monday 2 students at john glenn high school were rushed to the hospital after ingesting the drug and four students were also taken to the hospital. frazier is meeting with other law enforcement leaders across the state thursday and hopes to bring cloud 9 down. >> the goal is to make this a felony to distribute and possibly possess. we want to be proactive and don't want anybody to die. the sooner we tackle this problem the better. >> cloud 9 can produce hallucogenic effects similar to

two police officers are injured, five people under arrest today after protests reignited in ferguson, missouri. hundreds of people gathered in the streets overnight. they were angry over the burning of a memorial for michael brown. the 18-year-old was unarmed when he was shot and killed by police last month. last night, windows were smashed on a beauty shop and restaurant set on fire. police don't know how the brown memorial caught on fire. now to a developing story

marlboro to leonardtown and fredericksburg. if you're leaving or about to head down 95 towards fredericksburg, be on the lo lookout for that rain. the northern neck getting hit pretty good and that southern maryland portion around leonardtown and mechanicsville, where it will continue to come down all night long. the rest of us will get the rain in richmond and raleigh and the outer banks. we continue to see all this moisture move in. a little bit of nor'easter here coming with winds at 20 to 25 miles an hour. they will strengthen, the haven't rain come through and the flood watch in effect until tomorrow morning. i'll update you on all of it and show you that thursday coming up. >> thank you. >> you can stay ahead of the forecast, download the weather app or
