millions of visitors walk it each year and now big changes are coming mall. parts of the mall will be tough to access. and a fire at this nondescript building is causing major problems for air travelers this morning. we're following story and we will bring you the latest. today, the second phase of a major undertaking to restore the national mall gets under way. crews will begin restoring the area. you've already seen the first phase closest to the capitol. now, a look at what this is going to mean for you.

is it coming togetherut there, megan? >> it is. but there are going to be a lot of inconveniences for tourists, people who work in the area. if you have seen the part that's already done, it's absolutely gorgeous. green and lush. you go west of seventh street and this is what you get. pretty sad conditions. we've got all kinds of bald spots. in fact, the green stuff you're seeing, it isn't grass, just weeds. pretty sad shape here. they're going to fix it. however, in order to do the work, they're going to have to shut things down. the fencing is going up. and when crews are done, a long stretch of the national mall will be closed. that means steve turner won't be able to take his short cut to work. >> i walk from there to american history. so i assume i'll just be able to walk up the street. it won't be quite as scenic but i'll get to work.

>> phase two of the turf restoration is getting under way. over the next 18 months, crews will rip up the grass between seventh and 12th street. the walkways cross cutting the mall will also be closed. and visitors, like the bel air family from connecticut, won't be able to walk along the grassy panels. but looking at the condition of the grass, they understand. >> i thought my lawn looked pretty bad, but this is pretty bad. yeah, people staying on the walkways, we wouldn't have the problem. >> the tightly packed dirt will be hauled away, replaced by better draining soil that will be more friendly to the new grass. when it's done, this section will look like the finished section, nice and green. >> to make it look b the next time we come this is all nice and green, i'm fine with that. >> it doesn't look very good. there's, like, bald patches everywhere and it looks very run over. >> and you can see the work crews there. they're continuing to put up the

fences. they expect to have that completed, the fence completely up some time in the next week or so. then they'll have this entire session completely enclosed and folks will not be able to walk through. so some growing pains here. it's going to be inconvenient for a while. we're talking over a year. but when it's all said and done, barbara, it should be very, very nice. back to you. >> it sounds it. thanks so much, megan. police are expanding their search for missing uva student hannah graham. police will comb areas outside the charlottesville area. 14 spread out in carter mountain area, just south of town, yesterday. investigators are pleading for homeowners to double-check their property for clues. police are trying to track hannah's movements. the problem, police say, that friends didn't report her missing for a day and a half. the man charged in her abduction is not helping police. investigators from charlottesville have tried to interview jesse matthew in

galveston, texas, but he has d silent. police are preparing to bring matthew back to virginia to face a judge on monday. detectives from our area already started inspecting the car he drove across country, looking for any clues that could lead them to hannah. turning to our weather now, finally seeing some sunshine out there, after a gray, wet thursday yesterday. storm team 4 meteorologist tom kierein joins us. >> we had some dense fog this morning but that dissipated by 9:00 this morning. since then, we've had quite a bit of sunshine. there's another view of our sky looking off to the west. just some high clouds drifting over. a blue sky. absolutely gorgeous. this scene was socked in withg morning. it's a little bit of lingering folk. parts of the shenandoah valley. temperatures are jumping as well. as the sun is now beaming down. it's now 70 degrees in washington.

upper 60s, prince georges. much of fairfax county, the rest of virginia, upper 60s to 70 degrees. much of the region will be climbing well into the 70s. comfort humidity. a beautiful day coming up. touch of summer in the air. how hot it will get this saturday and sunday. now we're going to derek ward at the live desk. >> all flights are grounded at two chicago airports after a fire at an faa facility just outside the facility. that was around dawn when the fire was reported and the facility was evacuated. this facility handles traffic in and out of o'hare and midway airports. that's been a disruption in incoming and outgoing planes. southwest announced they're canceling all flights at chicago midway and at milwaukee general mitchell airport. although some of those planes --

and american has announced they have at least one cancellation. they're being told to stay on the ground. it's unclear how bad the facility was damaged. one person there with what's being called an apparent self-inflicted wound. if you are expecting someone who's flying through chicago, you're being advised to check with the airlines. at the live deck, i'm derek ward. police have now identified the woman killed after being struck by a fairfax connector bus. 41-yeana gimenez was struck last night. police say there is no indication that speed or alcohol was a factor in the crash, and no charges have been placed at this time. shoppers helped catch a man

a woman claims he inappropriately touched and kissed her on the lips. and says she was paid to keep quiet for years. whether the lawsuit has been filed too late. texas five-year statue of limitations. jones and the cowboys deny the allegations. s remain high in ferguson, missouri. four people arrest a peaceful march turned violent. protesters took to the streets to call for justice in the michael brown shooting. among them was the police chief. about an hour into the event, some protesters began fighting with police. these protests came just hours after jackson released a video publicly apologizing to brown's family and the people of ferguson. there's a new computer bug. the bash bug is being called worst than the heart bleed bug. it targets a specific operating system commonly used in cars and cameras. the bug can steal your information and allow a hacker

new developments in the fight against isis this morning. air strikes overnight hit key terrorist targets in the eastern part of syria. no one was killed. a u.s.-led coalition to take down isis has been carrying out air strikes there since monday. just this morning, denmark became the latest country to join the global campaign. they're sending fighter jets to carry out air strikes against isis' targets. and back here in the u.s., officials are reassuring millions of you it's safe to take mass transit. isis was planning an imminent attack on subways here in the united states. meanwhile, british parliament is coming to a decision on whether they would join the anti-terror coalition fighting isis. nbc's tracie potts has more.

>> reporter: there's more security in new york's subways after iraq's prime minister surprised everyone and told everyone isis was planning to attack subways here and in paris. new york's governor, mayor and police commissioner quickly hopped on board and tried to reassure the public. >> there is no specific credible information about any specific threat to the new york city subway system. the new york city subway system is safe to ride. >> reporter: the fbi agrees but an iraqi official says they warned the u.s. the u.s. is still going after isis with air strikes. the pentagon says the latest hit on oil refineries cut off an important source of financing. >> they're not going to be pumping any refined oil out, petroleum, any time soon. >> reporter: this morning, the british parliament is back. considering whether to join the u.s.-led air strikes. >> it is not only right that we now move to a new face of action by asking our armed forces to

take part. >> reporter: some in congress want to come back to. they claim president obama skipped an important step. >> we're obviously engaged in war inside syria. seems to me the important thing for congress to do is vote on. >> reporter: tracie pots, nbc news, washington. news four has learned metro recently sent an internal memo urging employees to be extra vigilant. that memo di but it does talk a isis. because it's d.c., officers are always on high alert. >> on any given day, we have more than 2 dozen explosive detection canine units performing sweeps. in station, aboard trains. we have thousands of security cameras and other detection systems. >> riders have to keep an eye out for anything that doesn't look right. >> less than a half hour from now, president obama will speak about ebola.

at 11:40, he'll discuss the ways to improve treatment of the virus around the world. right now, the death toll from the outbreak is nearly 3,000 people. delegates from more than 25 countries are at the white house right now to hear what the president has to say. this morning, we're starting to get a look at who may replace attorney general eric holder. on the short list, current homeland security secretary jay johnson. former homeland security secretary janet napolitano and labor secretary tom perez. during an event, holder says he's committed to continuing his work until he leaves office. >> i am deeply proud of all that we have achieved together. l draw to a close in the coming months, once my successor has been nominated and confirmed, i want you to know my commitment to this work will never waiver. holder told president obama

he will continue to work until the president finds a replacement. who will replace eric holder is only one of the questions that we will want answered. there's also the question of when. for insight, we bring you political writer. at are you hearing? is the timing a big issue? >> it is a big issue. any nomination is always going to be controversial in the senate where there has to be a confirmation. right now, congress will be back after the midterm elections. they'll be back during that lame duck session before the new congress comes in. democrats currently have control of the chamber. if they decide that's when they want to confirm whoever this nominee may be, they will have a chance of getting that person through. if they wait until after the midterm, republicans could gain control of the senate and they'll have a tougher battle. democrats seem to be split on the strategy. should they try to be as fast as they can, or give it a little bit of time and try to address this next year. >> you think the president will hope he will have his

replacement confirmed before the first tuesday in november? >> i think that probably is going to be the strategy that most democrats are going to espouse. but there are others who are saying, if republicans do win control of sure, we would love to have a battle over this. maybe see them having to defend blocking a presidential nome in a nominee as their first act. >> any front-runners you are hearing about? >> until yesterday, right after the announcement, there was an early front-runner. massachusetts governor deval patrick is leaving that job. he was considered to be a top runner. he said yesterday though he's not interested. i think the presidk at both those officials you mentioned and some other folk, names that won't be as familiar to many of the american people. one thing that will factor into this, i think, holder was the first african-american to hold that job. i think the president will be keeping in mind, trying to break some new ground with this appointment. >> let's talk about the annual

parental permission and guidance. actually for things like breast implants, it's a federal regulation you cannot do breast implants in people, in children under teens, under 18, without special permission from -- or special circumstances. >> so why do you think they were seeing a lowering of the rate of teenagers? >> well, i like to think it's because parents and teenagers are realizing that, you know, it's not really necessary to have cosmetic surgery at that point in time. this could be a little bleep. it could go up again next year. i think we as a profession, plastic surgeons think we're trying to put the breaks on this because yes, you know, teenagers aren't happy with anything. they're not happy with their parents. they want to change everything. >> they make decisions they will reget later. >> many are not mature enough to make that decision. >> there are some circumstances where kids have been so badly -- i use the word bullied, but

criticized for having a large nose or teeth that are not right or a big nose. that's what makes a child, i'm sure, go to the parent, and maybe the parent feel like they understand that the child doesn't want to be -- >> i think so. as we looked at the numbers, even though it's been a reduction, what did these kids get? they got odeoblasties. >> what is tha the protruding e. before going to kindergarten. kids do get teased about these things. it can create some kinds of conflicts. rhinoplasties. especially if they've had trauma. breast reduction. they're still doing it. if there's pain. back pain. or really physical ailments. and then young boys who have breast development. sometimes that can be psychologically very challenging. >> so these -- are there others th you would consider appropriate for teenagers? their faces are still changing. so what would be the guidelines

for deciding whether a teen should be able to have plastic surgery? >> sure. the other thing teenagers are focusing on. they do have acne. that's the parent when we always did acne. so a lot of procedures. mic micr, peopleels, which is okay because acne can cause permanent scarring. is the teen physically mature? so in girls, that's usually 14 or 15. boys, it's usually later. can be 16 or 17. you have to make sure they've gone through their growth spurt. number two, are they emotional mature? can they understand what this procedure is? do they know the risks? understand the recovery? are they mentally -- are they together? or do you need the help of a mental health expert? and finally, are they there because they're being pressured by other family members? sometimes we see ts in parents bringing people in. she's got to have this nose taken care of. and the teenager's not quite
