deal reached. afghanistan has a new president this morning. and that means u.s. troops could be staying in that country. plus, d.c. streetcars are on the tracks this morning and moving. the test run and what it means for the start of service. and storm team 4's keeping an eye on radar. there's some rain showers out there. coming up, meteorologist chuck bell will let us know how much rain we can expect today. welcome to news 4 midday. i'm barbara harrison. we begin with news 4 live death with the latest on the afghanistan and the u.s. now expected to sign a deal as soon as tomorrow that would allow 10,000 american soldiers to stay in the country past the end of the year. now, this is according to one of

president obama's senior advisers. no word yet on whether afghany elected president will be the one signing this security pact. earlier today replacing hamid karzai in the country's first transfer of power since the '01 u.s.-led invasion toppled the taliban. the international combat mission still scheduled to end on december 31st. that's the latest from the live desk. back to you. right now, the new d.c. streetcars are running on h street northeast. you can't use them quite yet, however. news 4's megan mcgrath joins us live from h street to tell us about the tests that are being started today. megan, good morning. >> you can't ride them quite yet. that's coming probably in another month or so if all goes well. but they are doing some testing today. they're running these simulated services, doing the regular schedule without people on board. and this is the first time they've done this sort of thing during rush hour. while they're in the mix with the rest of the traffic. so far, so good.

early this morning, the first trolleys made their way from the depot on bening road out on to the tracks. no passengers yet. this is just practice. but for the first time, the streetcar's mingled in with traffic during rush hour. notice anything different this morning? >> streetcar sounds and moving around. it's great. >> reporter: the trolleys are running every ten minutes on their normal route along bening road and h street. on bening, the streetcars have a dedicated lane. but that is not the case on h street. where the trolleys share the road with cars and trucks. for those parking along the trolley route, be sure to hug the curb. you've only got a couple inches of clearance. >> i think it will be great to connect h street to union station. so we're excited about it. >> while there is much

excitement, there is also some skepticism. >> we're going to try to make left turns in front of it, that's where the accidents are going to come in at, so i don't think it's going to work. >> and another tip for people. if you are parking along the trolley route, the streetcar route, you may want to take your mirror to your car and tilt it in. the clearance really is not much bee trolley and the parked cars along the curb. so far, so good. we still have the reste y to go. they're going to be doing this for several day. if all goes well, we're being told that we could start to see service with passengers on board some time in november. barbara, back to you. >> this is the first time streetcars will run in the district in decades. to make sure there are no problems, there's a new effort to make sure your kids will stay safe. the program look, listen, be safe, kicks off for children and schools around h street. it will include school kits for

teachers, as well as safety presentations about those al fo man accused of shooting an alexandria police officer is under away. the man is charged with shooting an officer during a traffic stop last year. northern virginia bureau beach julie carey is in court, live, tweeting the proceed. bullet fragments found near the officer matches the gun found with basher. he was ruled competent to stand trial two times by a circuit court judge after questions about his mental health. la voi is still recovering from a traumatic brain injury. he's had to relearn how to speak and to walk. turning to our weather now. a few showers are showing up on radar and skies are gray. storm 4 meteorologist chuck bell joins us with his first forecast for midday.

>> cloudy skies, sort of match the mood for a monday for a lot of people. not a whole lot rain out there, but there are rain drops to be found in the shenandoah valley, across much of central virginia, even into parts of far southern most maryland as well. it's all part of an area of fairly light rain, moderate at times. most of it is fairly light at point in time. it's going to continue to come into the metro here. southern culpepper county. soon to be out near stafford as well. so be on the lookout for drops there. already light rain in parts of far southern maryland. st. mary's county, a couple of rain drops for you in the next little bit. not too terribly warm. up into the upper 60s and low 70s. we will not be in the 80s today but it will be mild nonetheless. really, no big impact on your weather today. temperatures eventually squeaking their way up into the mid to maybe even upper 70s for a lucky few. when i see you in a few, we'll talk more about the mild weather for the remainder of the

weekend. we'll start talking about the weekend on a monday. see you in a few minutes. >> we look forward to seeing you. new today, annapolis city police are looking for the gun man who shot a man and woman in a busy apartmentmorning, the shooting happened, at the apartment complex on madison street. police say it was near the swimming pool area. they found a man and a woman with gunshot wounds. they were taken to trauma. police aren't releasing any other information about the shooting. and right now, route 108 is open again following a deadly crash this morning. we're working to learn the name of the woman who died. it happened in olni on 108. we can see the cars slammed head on into each other. one other person was hurt but should recover. we're going to go back to the live desk. what's happening? >> take a look at this video. this is chopper 4 live right now over the scene in laural. take a look at this.

after a worker fell at a construction site there. this is the 10,000 block canadian way again in laural. the initial report was a worker fell several stories. then we saw this person come down in sort of an elevator kind of thing that was lowered from the top of the building. all these rescue workers now putting him on that gurney to get him out of there. fire and rescue were working to get that worker out of the hole. medevac chopper also called to the scene. this person apparently falling several stories. looks like he should be okay. barbara. right now, police are about to hold a news conference to announce more information about a murder arrest for a woman killed inside her own home in maryland. nicole burgess was found stabbed to death inside her davidson home in march of 2013. her dog was also killed. county police annound an arrest in the case yesterday, but so far have not released any details on that person. meanwhile, a 15-year-old

high school student is in a medically induced coma this morning. family members say he was severely injured outside the fright fest event at six flags america. witnesses with this cell phone video. they say fights broke out in the parking lot and -- outside the park in buoy. the teen's relatives say his head hit the concrete after he was punched twice. they're wondering if he was a victim of the so-called knockout game. >> the security had to be beefed up. you're goings like this, you have to be prepared for them. >> six flags says it has beefed up security and is calling this an isolated incident. the teen is in the icu in stable condition today. the first action by the supreme court gay marriage case out of virginia. coming up, why virginia is not the only state watching. plus, president obama says the u.s. underestimated isis.

the court could agree to hear one or more cases this winter, deny them all, or delay the decision. unconstitutional by a lower court earlier this year. a stay was issued to put a hold on marriages until the supreme court decided what to do. aig is suing the federal government. their trial starts today. more than how billion, that's billion, with a "b," dollars are at stake in this trial. the government bailed out aig, you may remember, in 2008. aig says that was illegal. doctors are telling people not to be alarmed after an american doctor exposed to the ebola virus was brought to nih in bethesda. the doctor was exposed while volunteering in sierra leone but it's not clear if he contracted the disease. right now, he is being kept in isolation and is under observation. medical experts say even if the doctor does have ebola, there's virtually no risk the disease

today, a judge could decide the fate of two prized possessions from the late martin luther king jr. the king family has been in a battle over his bible and peace prize. e king bible was used in the obama inauguration. they say bernice removed and hid those items. illinois senator dick durbin is calling for an investigation into how a contracting employee was able to sabotage a regional control center and bring chicago's two international airports to a halt. hundreds of travelers remain stuck in chicago area airports. friday, an faa employee set fire to a radar facility in a suicide attempt. it caused more than 2,000 flight

as a terrorist organization. president o is blaming u.s. intelligence for allowing isis to grow inside syria. the president says u.s. officials believe they had defeated the group in iraq, only to find they were hiding in syria and gaining in numbers and power. nbc's brian moore has more on what the president's next move against isis might be. >> reporter: president obama admits u.s. intelligence underestimated the isis terror threat and overestimated iraq's ability to deal with it. in an interview with "60 minutes," he still sounds less than certain that iraq's new government is up to the fight. >> i'm not going to speculate on failure at the moment. we're just getting started. i think right now, you've got a campaign that has a strong chance f success in iraq. i think syria is a more

americans who say i think he's wrong. and that we will have u.s. ground troops. barbara, i find that to be a pretty stunning number. just given the numr of times president obama haseate rep again and again and again u.s. combat troops won't play a role in iraq or syria. >> do you think people are surprised the president said we underestimated what isis was going to be able to do? >> that's not surprising to me. you know, you look back, you end up having james clapper, one of the top intelligence officials in the obama administration, saying we underestimated isis. a lot of people, other expert, people in the media. this was a story that almost in a lot ways came out of the blue. there were some important exceptions of course. i think the country, the administration, the intelligence community, was taken by surprise on how quickly isis was able to move through iraq and of course surprise how the iraqi and the military just started dropping their weapons and not being able to fight. >> let's talk about wisconsin. what's happening out there that

deep concern. >> i got serious questions about the leadership and protocols of the secret service. they have had far too many problems. this is not something that's acceptable. >> that was kristen welker reporting. we should learn more about this issue tomorrow when the secret service testifies on capitol hill. it doesn't look like the protests in ferguson, missouri, are going to end any time soon. eight people were arrested overnight there. police said some people were throwing rocks and empty bottles. there were reports of gunfire as well. no one was hurt though. ferguson police are also searching for someone who shot an officer this weekend. but they say the protests and the shooting are not related. it's been more than two weeks since anyone has seen uva student hannah graham. searchers are stretchi outse the area where she disappeared for their surfs. set out on atvs to comb a rural countryside just south of charlottesville yesterday. they were following up on more

on wednesday, amazon will start collecting sales tax from maryland shoppers. news 4 has what you need to know before you place that order. >> reporter: starting in two days, october 1st, you'll begin paying 6% in sales tax on items you order from amazon.com. we want to break it down for you buy something for $49. you factor in the 6% sales tax and the tax comes out to about $3. that makes your final total about $52. this new tax is expected to bring in $50 million in revenue to maryland. now, the reason that amazon is charging you this tax is because it's opening a new warehouse in baltimore. since it will have a physical presence in the state, it has to charge you tax. the brand-new facility will be nearly 400,000 square feet. it will bring in 1,000 new jobs to the area, including even more part-time and seasonal jobs. the warehouse is on track to open next spring and will begin

diseases. promising news this morning for women with an aggressive form of breast cancer. doctors now say a new drug called projecta is showing unprecedented benefits for extending lives. the drug was used along with another drug. patients with a type of breast cancer known as her-2 positive live an average of 15 months longer. parents there is a new danger lurking in high school hallways we're hearing. the synthetic drug called cloud 9 is legal, unregulated and has already sent dozens of young people to the hospital. one country -- one county in michigan has even issued a public health alert. nbc's john yang has more on what you should look for. >> sabrina began worrying about her son chris shortly after he turned 15. >> he would go from loving, like, i love you, mom, then he would, like, switch to this other child. >> no signs of alcohol and drug tests were negative. then she got a wake-up call.
