at a home in potomac and a man's body in a crashed car. police have been working more than 20 hours now to try to figure out a. now, what is happening out there. what have you learned so far? >> i just got of. they say they are investigating this as a murder/suicide. that this started yesterday as a foundati, cystic fibrosis foundation. apparently yesterday there was an internal work issue discussed at the foundation. again, the homeowner, in management. the man found in that mercedes yesterday is at a lower level. apparently after that discussion, that man came over to the home here and committed the crime. again, all this information just coming in at this point in time.

police are investi this as a possible murder/suicide. at this point in time, they have not identified the person that was killed inside the home, but police do believe it's carolyn maddingly, the wife of the husband. reporting live here in potomac, zachary kish, news 4. new details of a deadly shooting in d.c.'s northeast quadrant. the teen gunned down was only 13. police responded to a shooting last nen was conscious on the way to the hospital but later died. police have one person in custody but aren't revealing the victim's exact age or the motive behind the shooting. news 4 richard shorten at the live desk with breaking news. >> this just in from falls church police. they say they have arrested michael gardner in connection to sex assault charges with children. these are charges he has faced before. gardner is the former head of also the husband of cratic

the former mayor of falls church robin gardner. police say they received some information that back in 2009 a family member under the age of 13 says that she was assaulted. now, gardner back in 2012 was convicted and sentenced to 22 years in prison for molesting girls at a slumber party at his home, at his daughter's slumber party. the girls were about 10 and 11 years old. that conviction was overturned just a few months ago. and now gardner facing very similar charges. again, he is in jail this morning, being held without bond. we're going to have more on this throughout the day. >> thank you, we'll talk to you in a little bit. the accused white house jumper heads back to court today. gonzalez is caught on camera jumping over the white house fence and running across the lawn. secret service says he made it all the way into the east room of the white house. gonzalez faces federal and local charges. a judge could revisit if he

for students going to and from school but police are not saying any students were involved. police are describing what a woman saw after the shots. >> i instantly called police and jumped out and saw kids running. >> late last night, a four-day chevy was towed from the parking lot at buoy high school. but they're not saying how the car is connected to the investigation. >> right now, two new driving laws are in effect in maryland. on i-270 with what you need to know to stay safe and keep from getting a ticket. >> these tougher penalties for maryland drivers are all about saving lives. today, the moveover law expands to tow trucks. when you see their flashing lights, maryland law now requires you tt to be right nex emergency vehicles if possible. and give them room to work safely. if you cannot move over, then

slow down until you pass the scene. y brownsen has been turned ov over befe when she was a passenger. >> we were driving down 270 and she didn't move over. we got pulled over. honestly, neither of us had any idea but i know about that one. >> she and the driver she was with only got a warning but starting today, if you break the move over law, you could be fined $110 and that fine goes up if you cause a crash. before today, drivers were already required to change lanes for police officers, firefighters and other emergency workers at accidents on maryland roads. >> it' the law. nothing we can do about it. >> this electronic sign says it all. wherever you drive in maryland, think twice before you text and drive. if you're sending or receiving messages on your hand held phone and you cause an accident that leaves someone seriously hurt or killed, you can now face jail time. up to a year and a $5,000 fine.

in the first ebola case diagnosed in the united states. doctors if in isolation at a hospital in dallas. the cdc says he traveled to dallas from liberia to visit family. health officials do not risk a fear of any airline passengers because the patient did not have symptoms at the time that he flew. nbc is confirming three members of the ambulance crew that transported tha patie has tested negative for ebola. the cdc is confident they can prevent ebola from spreading here in the u.s. how health officials are working to contain the disease. >> one of the things we emphasize for any health worker in this country is if you have someone who's been in west africa in the past 21 days and they've got a fever, immediately

you might want to familiarize yourself with maryland law. there are a handful of new ones taking effect today. some even affecting your wallet. nbc has a closer look. >> among the most prominent of them is the decriminalization of marijuana. people caught with small amounts of pot less than ten grams will pay a fine of $100 and the drug

will be taken away. people will no longer be arrested or face jail time. but having marija nail ya like a pipe is still a criminal offense. one law stiffens penalties for certain acts, for instance, people who commit domestic violence in front of a child could face an added penalty of up to five years in prison. heads up for shoppers. if you place an order on amazon, it is going to cost you more. the online retailer is now charging a 6% sales tax in maryland. amazon has to add the tax because it has a new distribution center near baltimore. for more information on these new laws, we have a list posted on nbc.com. told in the district, it will cost you more to work out at a gym. the so-called yoga tax or wellness tax goes into effect today. it adds 5.7% to your cost at yoga, gyms and health clubs.

you'll also see the extra charge bowling, water delivery services, carpet cleaning and car washes. the tax was intended to offset a cut in d.c.'s income tax. right now, lawmakers are discussing a u.s. marine held in mexican custody. the sergeant was stationed in san diego. mexican authorities arrested him in march, claiming he illegally carried weapons across the border. the sergeant said he accidentally entered mexico when he made a wrong turn. the marine's mother is in d.c. she read various messages from her son begging for help. >> these quotes, horrific, pale in compar to andrew's statement that my time in mexico has been far worse than my two combat tours to afghanistan. >> more than 130,000 people have signed a white house petition

demanding the marine's release. britain has joined the aerial bombing campaign in isis against iraq. british firied out their first air strikes yesterday. the are growing questions this morning about the effectiveness of the u.s.-. isis fighters are still advancing and more people appear to be joining the cause to protest the air strikes. there are also new concerns the fighters are getting dangerously close to baghdad. we're staying on top of a developing story. story out of hong kong. hundreds of thousands of people are on streets, demanding the registration of the territory's chief executive. protesters say if their demands are not met, they will occupy several key government buildings. it decided it would prescreen

candidates for the first direct election that is set for 2017. and the situation in hong kong is something being watched by leaders around the world. for more on that, we're joined by mark murray, nbc's senior political editor. the protests could turn into a huge political story. all of these people gathered on their television sets. what's the reaction across the world? >> they are a really big postory. particularly internationally. you and i often talk about domestic politics. this is a big international story. po it. it has to do with hong kong, ruled by the british government but then handed over to china. people saying beijing in china has too much control, political control, and they want to be able to take some of that. the inherit promise was hong kong would always remain democratic but there's the feeling the more it becomes part of china, the more people lose

some. >> is hong kong's government losing credibility with leaders across t world? >> the government i'm watching is china's government. i think there's a certain kind of fear, what we saw in tiansquare, how does the chinese government react to these protests? right now, we haven't kind of seen a crackdown, just waiting and watching. we've seen protests and unrest throughout the world, even our own country, in ferguson, missouri. we'v seen it in the middle east. this is so striking because it's affecting china. certainly one of its economic powers that china has in its final area of hong kong. >> let's talk about u.s. politics. chris christie in a new poll, how did that come out? >> he's in a 46 approval rating. politicians in washington, d.c., g president obama, said

to provide prescriptions to people. psychologists are n able to do than. in general, psychologists can do things like testing for learning disabilities and also testing to help establish a diagnosis. like licensed clinical social workers and licensed professional counselors cannot do. one thing that's important for everybody to know, it's not as ifyy better, we just have different skill sets. all of us are generally able to provide psychotherapy and the best therapists i know in the s a licensed professional counselor. >> when you hear the word clinical, that does not mean they can prescribe? >> absolutely not. it's only a psychiatrist. yon md in order to write prescriptions. >>l health concern and you don't know where to go, where should you start? >> i think the best place is with their primary care doctor.

you really want to see, if you can, g in to see somebody who specializes in mental health. go to your primary doctor and ask them for referrals. because studies have found that if you just leave it to the internal medicine doctor to getting the ajority of times, necessary care. it's really the vast minority. only about 30% of people end up getting the recommended approach and care that they need for their condition. >> do you think there should be more emphasis on the doctors, the general practitioners, to recognize some problems that they need to send their patients away for treatment. >> i think that the doctors do get training in that. i think some of them are very good at recognizing these things. i also think, even though they're doctors, people come into this with their own dispositions. people think, don't worry, you're just dealing with a tough

time, when in fact that person does need more help. >> let's say that person is really struggling and needs intensive treatment. what should they do? >> if you're not an immi to you else, hospitalization isn't an option. they do have these things called partial hospital programs. or day treatment programs. these are day hospitals where you go and youe from 8 to 4, you're getting intensive treatment. generally for a period of 1 to 3 yeeks. so tstays are also longer than hospital. seeing a therapist once or twice a week is not sufficient. >> what if a person experiences a real mental health emergency? >> they can go to the emergency room or they or a family member can call 911. each county has one of these mobile health cr come to the sc an evaluation and then provide the appropriate recommendations
