take a live look at the capital wheel at national harbor. a chilly breeze outside. good morning everybody. indeed chilly temperatures, 30s and 40s this morning early are now 40s and 50s as the warmup is under way. most neighborhoods barely going to cross 60 degrees. as you were mentioning, a beautiful picture off national harbor. nice looking day to be outside. nowhere near as windy as it was yesterday. there's still a bit of a breeze blowing out there. downtown has warmed up significantly. we're at 57 at national airport. 55 in college park. still just into the upper 40s and low 50s from rockville to manassas and fairfax. hour by hour, temperatures trending upwards. most of the supp ushs will be in the mid to upper 50s by noon. there's one more cold morning coming. then milder days return.

a new memorial knew the national mall to honor our disabled veterans. >> hours from now a special guest will speak there. news 4's derrick ward is live on capitol hill to tell us about the dedication happening today. derrick? >> i'll give you a sense of where we are. this memorial is located between the hey burn and humphrey buildings on the house side of capitol hill. it's appropriate in that location. i want to show you some video of this memorial actually taking shape. take a look at that in time lapse. it's amazing, is it not? throughout history of this nation, men and women have been called upon to give life and limb in service and in the line of duty and those who walk away carry scars, those that can be seen and those that can't. they carry them with them to the

grave. this memorial will feature things like a reflecting pool with inscriptions in stone. what's also important about this is proximity to those who are often charged with responbility of sending men and women into the theater conflict. hopefully it will convey to congress the gravity and conflict. take a look at what some of the veterans had to say about this. >> looking forward to it. it should have been done a long time ago. i'm just proud to be here. i really am. proud to be an american. >> what d you want people to take away from this when they come to d.c. >> war is hell. >> reporter: the president and also the secretary of veterans affairs will be among those attending the ceremony. it gets under way about an hour from now. we are live on capitol hill, derrick ward, news 4, back to you. >> thank you, derrick. tomorrow president obama is going the meet with financial leaders at the white house.

they will talk about the economy and possibly new plans for wall street. federal reserve chair janet yellen is expected to be there as well. this morning we are celebrating hispanic heritage month which is september 15th until october 15th. this area has seen a surge in hispanics who call the washington region home. initially d.c.'s ward 1 made up of adams morgan, columbia heights and mount pleasant was known as barrio latino. now the population extends into frederick and prince william counties. experts say that trend will continue. >> reporter: bertha stanley became a student later in life, learning english and u.s. history. stanley returned to her homeland el salvador on occasion, but the d.c. area is home. k arace nefrnlths hn has been h

become a citizen. >> i have two wonderful daughters who help me a lot. my first daughter pushed me to do my citizenship. >> reporter: 432,000 hispanics are in the area now. the 12th largest hispanic population in the country, even ahead of texas border towns like b el paso. it didn't happen overnight. initially jobs brought immigrants to the region. then turmoil in el salvador and other central american countries created a surge of new residents. elaine pena is a american studies professor and took an in-depth look at the washington appeal. in the '50s and '60s, foreign embassies attracted foreign workers for domestic roles. >> women in particular coming to washington, d.c. through labor recruitment by members of organizations like usaid. >> reporter: the allure also

brought immigrants to the region in a relatively short time. in the 1930 census, 735 people identified as hispanic or latino. by the 1970s, d.c. recorded 15,500, mostly from puerto rico, mechanics co-and cuba. in 1990, 20 years later, the population doubled to 31,000. the civil war led to a mass exodus. those who had family members in the washington area had a connection that drew them here. the government there was over thrown, the military targeted anyone suspected of supporting social and economic reform. stanley said she feared for her life. >> they stop the buses and attack innocent people. >> reporter: abel nunez grew up in the district. in 1985 he noticed a boom. >> i was in the eighth grade. i noticed in the summer i had a core group of central american

itself of the virus itself t. white house has to deal with the public's concern over ebola and the fear factor out there. that seems to be what they're struggling to get their arms around, which is to try to calm the public down, to try to reassure that there's confidence -- that the public should have confidence in the steps the government is taking. the government has taken a beating in the last two years on trust. the cdc on one hand said to me, hey, this is not going to spread here in the united states. we have the capability of handling it and in the next sentence admits the drug pipeline for the one drug we know that helps ebola patients, we're out of it. the drug pipeline is going to be slow. this is a bigger concern to west africa, but mrs. probably a little nerve-racking for americans. >> all the skepticism very understandable considering all the scandals we have seen. we want to shift gears and talk policy. 30 days out until the election.

president obama very well aware a lot of democrats have tried to separate themselves going into this. also he's quick to remind that in a way he is on this ballot. >> he did that. a whole bunch of democrats that are actually on the ballot did not like that he did that. they're very upset. in fact, you'll see -- the president said it on thursday. there are senate campaigns, republican senate campaigns in three states already using it on tv advertisements already. it just shows you that they view the president's statement as incredible good fodder for them come november. >> talking about senate campaigns, this week you'll be moderating a debate between virginia senate candidate mark warner and ed gillespie. i imagine we'll hear ed gillespie echo the president's statement. this is a gift -- you'll hear a former adviser to the president say this was a gift to the republicans. a new look coming up on "meet the press."

suburban, maryland. jennifer is a follower. she sent me this picture of the front on the roof of her car, i'm guessing a minivan in hyattsville. frosty start. all that is gone now. fwheer store for a nice warmup today. temperatures are already back up into the 50s in many spots. mid 50s by 11:00. 60 by 1:00. this afternoon temperatures will be just up into the low 60s. that's about eight to ten degrees cooler than average. the real change is so much colder than we've been the last couple weeks. our coldest morning this morning since the middle of april. the cool flow and dry flow in the atmosphere, this is going to stick with us for the next 24 to 36 hours. the next little chance of rain that's coming our way is drawing off a continental air mass which is very dry. these showers in iowa, that's our next chance for showers that arrives the second half of the day on tuesday. that tuesday afternoon, tuesday evening rain chance, it's thin.
