>> i never would think that she would hurt them. >> what this woman says is the key to finding her two missing grandchildren. news 4 at 11 begins with breaking news. breaking news on i-95 in maryland. a single-car crash in the southbound lanes near route 198 in laurel, sent three children to area hospitals this evening. state police tell us, one child was taken by helicopter with life-threatening injuries. an adult was also hurt. traffic was backed up for miles. there's no word yet on what caused this crash. also new tonight, a warning about a man posing as a cop in order to lure women into his car. good evening, i'm jim vance. >> and i'm doreen gentzler. that police impersonator pulled a woman over saturday night in the balston neighborhood of arlington. shomari stone explains how she got away and what police want you to be on the lookout for. >> it's shocking. >> erika can't believe it. a man is impersonating a police officer in arlington.

she's vigilant. >> there's things that happen, but it's also about being safe and knowing where you are. >> police say the man posed as a cop and tried to lure a woman into his car saturday night around 11:30. he drove behind the woman, turned on a rotating dashboard light and pulled her over in the 4,000 block of north 11th street. >> i was very shocked and surprised. really can't believe it's happening in our community. >> it's a concern. >> reporter: police say the man demanded she go with her. >> she asked for a uniform police officer to come to the scene. he got back in his car and drove away. >> i hope they catch him soon. >> reporter: tonight, investigators want you to call the arlington police department if you have any information about this fake cop. i'm arlington, i'm shomari stone, news 4. do or die for the nationals

tonight, so they did. they forced a game four out in san francisco. got really interesting, didn't it? >> it was fun too. it was notasy and it is not over. nats live to play another day after a tense game three in san francisco. nationals had gone 21 innings without scoring a run. that streak ended in the seventh inning today. then in the ninth, bryce harper kept it going, hammering this shot. his solo homer put the nats up 4-0. nats also struggled this series, but with a man on second, they get travis ishikawa to ground out. nationals win it for one and live to play another day. so they are still down 2-1, but they are not out. they force a game four from at&t park. first pitch 9:00 tomorrow night. tell them not to shave the beards just yet. >> ain't over till it's over.

today the u.s. supreme court said it would not hear appeals from five states, including virginia, that had banned same-sex marriage. that means the appeals court ruling stands, and gay and lesbian couples will be able to marry now in 30 states and d.c. news 4 jackie bensen is live in alexandria where one couple's been waiting for this for years. hi, jackie. >> reporter: hello, doreen. up with groom to be told me this means virginia is for lovers. all of them. >> this is the little island that overlooks the water. >> reporter: like any other couple with a wedding date just a few weeks away, jim and justin are working their way through a to-do list that seems endless. the couple were with their ca r caterer late this morning when they heard the news. >> we were expecting out the me menu and we got a text today. >> after rushing to the alexandria courthouse, they

signed a document that may someday be in a museum. it's the historic city's last marriage application with the designations bride and groom, which have been altered to reflect the new law. the clerk has created an updated version. last summer the two had decided to marry in the district. now there's going to be a last-minute change. >> as a native of fairfax, virginia, it's important for me to get married in northern virginia. looks like we'll have to change the venue. so we'll be looking at a couple new sites. >> reporter: earlier at the arlington courthouse, jennifer and erika walked outside after obtaining their license and directly into their marriage ceremony. >> you may kiss your bride. a thousand laws that will be afforded to us upon our marriage. >> reporter: and those include laws on taxes, adoption, and inheritance, just to name a few. live in alexandria, jackie bensen, news 4. thanks, jackie. a local lawmaker is calling on the president tonight to put someone in charge of the u.s. response to the ebola outbreak. mora that now. >> virginia congressman frank wolf, along with a senator from kansas, are asking for a senior ebola adviser, someone who will coordinate the mission to fight the disease here and in africa. this request comes after the president met with his national security team today. they are considering stepping up screening efforts at several major airports, including here at dulles, where a significant number of flights from west africa arrive everybody day. nbc news has learned that that could mean cdc personnel at dulles asking passengers about their travel history and taking

their temperature right when they get off flights. there's fresh concern tonight about the world's ability to contain the virus. a nurse is spain has contracted the disease outside of west africa. she was part of a team to treat an infected priest who later today. back here, an nbc photographer arrived in nebraska to begin treatment there, both he and a man in isolation in dallas, are in the process now of receiving experimental drugs. at the live desk, i'm jim hadley. back to you. >> thanks, jim. a 19-year-old from chicago is in jail tonight, accused of trying to travel overseas to join isis. it's name is mohammed khan. he was arrested just before he got on a plane headed to turkey. he appeared in court today. documents show he left a letter for his parents, explaining his plan to sneak into syria and

join the terrorist group. if convicted, he faces at least 15 years in prison. >> a big win for protesters in ferguson, missouri. a federal judge ruled that police cannot make protesters move if they are protesting peacefully. officers have been forcing protesters to keep moving. the judge says that's a violation of first amendment rights. >> tonight, the family of a 9-year-old boy hit in the head by a stray bullet, says that child is fighting to survive. that shooting happened on friday night at the may fair mansions complex in northeast d.c. the child's injury was so severe that a police officer drove him to the hospital, rather than wait for an ambulance. news 4 spoke to the boy's sister, who did not want to go on camera. >> i just would like the community to keep praying for my little brother, and you know, at some point, it all needs to end. >> two adults also were injured in that shooting.

police did find weapons near the scene, but they still have no one in custody. >> a montgomery county ladder struck is out of service after catching fire in silver spring today upon. it was headed to a call when it filled up with smoke. crews put the fire out, but there was heavy damage. the department said it would bring in another truck from its reserve unit. there's a new poll that will shows the race tightening with anthony brown still in the lead. "the washington post," nfrt of maryland poll shows brown with a nine-point lead over larry hogan. but brown led by 14 points last month. 11% of voters in the latest poll say they are still undecided. on nbc 4 tomorrow night, the candidates for virginia's senate seat will square off in a debate. chuck todd will host the debate at 7:00 p.m. between senator

investigators say they have no idea where that bear came from. the nypd animal cruelty squad is on the case. they're trying to decide if that bear was killed someplace else and then dumped in the park perform. new at 11, maryland's largest casino took a hit with the opening of the new horseshoe casino in baltimore. new numbers out today show the horseshoe made $22 million in september. maryland live made more than double that, but its revenue was down 10% compared to september of the laf year. maryland live had been making steady gains and this was the first drop in monthly revenue. olympic champion michael phelps will not be competing for six months. he was suspended today following his dui arrest last week. he was also forced to withdraw from the next year's world championships.

his blood-alcohol level was nearly double the legal limit in maryland when he was pulled over near the ft. mchenry tunnel. phelps says he's entering a treatment program. only on news 4 tonight, the grandmother of two missing toddlers is speaking out. she wants to find her grandchildren. she also wants to address mental illness and the impact it's had on her family. >> doreen, she says she's not spoken to her daughter kathryn since she was arrested. kathryn doesn't want to speak to her. if she could talk to her, she'd tell her daughter she needs to take her medicine, and say where she took the children. relatives believe once kathrcate hoggle begins taking medication to treat her illness, she'll say where here children are. >> it's the common problem with every mental health situation is that you don't want to take your meds. >> but it will apparently take a

court order to force hoggle to do that. right now, she's undergoing a psychiatric evaluation to determine if she's competent, and she's not taking her medicine. >> did you ever fear that she would harm them? >> never. never. >> her mother, lindsay hoggle told news 4, she believes her daughter should be forced to take her medicine. it could be the best hope of finding sarah and jacob. >> it's not meant in a harmful or hurtful, or vindictive way, i want my grandchildren back. >> she remembers the weekend she disappeared with the kids. she erased a picture of sarah and jacob from her phone. >> there was subtle signs that something was on, but not sure that this would ever be anything that you would predict. >> she says she's considering seeking guardianship over her daughter, which could enable her to make medical decisions for her.

winchester. this is the area we'll be watching over the next few hours, as this moves to the east, i do expect these showers to weaken just a little bit. but, notice what's coming back towards the west. more showers and even a few thunderstorms here. most of this activity will continue to pass just to the north and west. so most of us could even stay on the dry side tonight. especially d.c., south and east. so your commuter impact for tomorrow, tomorrow morning, 59 degrees, i think a pretty nice start. not as cool, tomorrow afternoon, maybe an isolated shower around that time, between 5 and 8:00. but not a lot of rain to that point. after that, that's when things change a little bit. here's the rain now. here's future weather. tomorrow morning, 8:00, just talking about cloud cover around the region, but not a bad start on our tuesday. tuesday afternoon, a few showers move through, but we're also seeing sunshine. watch what happens as we move to about 8:00.

then we start to see showers and thunderstorms develop, and if it comes together, i think we could see fairly strong storms, around 9, 10, 11:00, a line of storms could develop and move on through our region. this is something to watch over the next 24 hours. high temperatures tomorrow, cooler than today, as a result of the cloud cover. 74 degrees in d.c., 73 gathersburg. 72 in culpepper. all most of the day should stay on the dry side, tomorrow evening into the overnight hours, the most rain. both days rather breezy, although i don't think as breezy as we saw today. then we get into the weekend. friday, saturday, sunday, monday, storm system moves across the area and sits across your region. a cold front will do that, producing temperatures only in the 60s. we're talking mid 60s and a chance for some rain, both saturday and sunday. and i think that could last into the day on monday too. so cooler weekend, and we're watching this very closely, this is going to be a rather
