first agencies on the east coast to buy these electric motorcycles for patrols. they will hold a news conference at 10:00 near the amphitheater in bowie. the department will use two electric motorcycles to patrol 13 parks and more than 50 miles of bike and walking trails in the city. and a report is coming out today to show more younger people are driving less. the u.s. public interest research group and frontier group found evidence that my lep yals are shifting away from driving and the trend is not temporary. the researchers say the trend is likely to continue as the economy improves. we'll learn more when the full report coming out at 9:00 this morning. that makes sense, there's more efforts to make public transportation. >> bikes get a lot of people home. >> the bike sharing program as well. >> with their suit and ties and bag over their shoulders. 4:41 on this tuesday

last year. he could get 15 years behind bars or just a fine. thank you. 14 before the hour now. finding a solution to the crisis in ukraine is the focus of the meeting between secretary of state john kerry and his russian counterpart later this morning. the meeting is being held in paris. russia is following through on vladimir putin's order to pull troops back from the border. they accuse moscow of providing weapons, financing and troops to pro-russian separatists in the southeastern part of ukraine. moscow dps the allegations. back here in washington, president obama is joining more than 24 defense chiefs to talk at the strategy to defeat isis in syria and iraq. so far the president has focused on the air strikes against isis, but critics say he should begin a ground-based attack. this comes amid a new warning from the fbi and the department of homeland security. isis-inspired terrorists may be weighing lone wolf attacks inside the u.s. 4:47 now.

the vatican's new report is being called a seismic shift. it calls on the catholic church to be more open to gays. they mention the gifts and qualities of gay catholics. they also reiterate the church's opposition to same sex marriage but acknowledge the partnership of gay marriage. >> they want to reach out to these people and call them home. >> the report also discussed issues like divorce and birth control. the conservative groups call this a betrayal that will only confuse people. more than 50 people now have arrest records after police detained them after protests in ferguson, missouri. protesters capped off days of demonstrations with a moral monday march from a church to police headquarters. cornell west, the activist in the glasses, was arrested as well. darren wilson shot and killed

19-year-old or 18-year-old michael brown just over two months ago. today there will be protests in our area against gun violence. it's happening at the nra headquarters in fairfax. it starts at 10:00 this morning. organizers did not say how many people they expect to be there. they will hold similar protests and do that once a month. the parents of a missing uva student say they need your help to end their ordeal. they released the new pictures of their daughter hannah graham. the fairfax teen disappeared more than a month ago. in a statement they stay they are heart broken no one has come forward with hannah's location. the man charged with her abduction, jesse matthew, is in jail and under investigation for the possible abduction of morgan harrington in 2009. some are calling for montgomery county to double fines for passing stopped school buss with their lights flashing. since january 25th the montgomery county school buses have been equipped with cameras

than two weeks. the protesters want the government to drop plans for a pro-beijing community to pre-screen all candidates and only allow its choices in the next election. also new this morning, north korea's official newspaper released what is believed to be new photos of kim onun. if they are new, it is his first public appearance in more than 40 days. the newspaper did not specify when exactly the pictures were taken but you can see him walking with a cane. it was reported last week that kim has been absent from the public eye because he hurt his leg. today fema is making sure you're earthquake ready. the day of action is on thursday where nearly 25 million people worldwide will participate in emergency drills. this morning officials will release details about drills while showing off a new disaster exhibit at the national building museum. and scientists say it's only a matter of time before faults

in the san francisco area rupture and lead to another huge earthquake. data shows the faults appear to be locked and one of the segm t segm could give way producing a 6.7 or larger quake. there's a 70% once of them will rupture in the next 30 years. this was published in the seismic society of america. a downed tree here from a deadly system the result of a tornado, one in arkansas and one in alabama. now the storm system is headed our way. that could mean trouble for us. chuck bell is here now with more on what it means. our big day to watch will be tomorrow. especially tomorrow afternoon and tomorrow evening. be ready for that. heavy rain, probably not much of a tornado threat here. it is october after all, but we can get tornadoes in october. they are not big tornadoes

today you can see a new -- today you can see a new mural created by students in prince george's county and those in brazil. school leaders will officially unveil the joint project at the administration building in upper marlboro at 6:00 tonight. the students worked to the on the one-year project called walking with a purpose. as part of the project, students traveled to brazil to learn the culture and techniques. and in prince george's
