i'm aaron gilchrist. >> i'm eun yang for this tuesday, october 14, 2014. we'll take a live look outside right now at 5:00 a.m. 67 degrees outside the studios. a pretty mild start to the day. you may open counter fog on the way to work this morning. >> chuck bell is here with everything we need to know. chuck? good morning. temperatures are already near our average high this time of the year. mid to upper 60s through much of the area. 67 ins reston. 66 in falls church and burke and maryfield this morning. radar around the metro, no rain out there but everything is wet from the cloudty skies and foggy and humid conditions outside. we have seen a little sprinkle activity out there from the blup ridge into the shenandoah valley. we'll need the umbrella in and around town. you can probably get away without the umbrella to play it safe. it will be warm and increasingly breezy today with temperatures in the mid to upper 70s today.

all eyes are on tomorrow. what could be a very high-impact weather day tomorrow, heavy rain and a chance for flooding around tomorrow. some gusty winds and even a risk because of the heavy wind and rain options. we could see power outages coming up for tomorrow. tomorrow's highs once again in the mild 70s with the showers and storms around. we'll take you hour by hour through today to give you an idea of what to wear on your tuesday. that's coming up in ten minutes. a check on first 4 traffic now with melissa mollet. a live look at traffic, no problems right now. 66 in and out of town is looking good. 95 and prince william parkway is moving right along. indian head highway at the beltway is seeing volume. nothing abnormal this time of the day. 95 in maryland and bw parkway, we are moving along just fine. we have a brand new crash at gw parkway northbound at beltway. we'll make some falls and be back in a couple minutes with more information on that. guys? melissa, thank you.

new this morning, we're working to find out more about a fire that hurt three people including a firefighter as flames erupted inside montgomery county apartments on needwood boulevard. the victims e b put in the ambulance here. firefighters rescued those in the apartment. we have a crew headed to the scene and will bring you a live report as soon as we can. today city leaders are pushing to close the d.c. shelter where 8-year-old ralicia rudd was taken from. they want to replace the she felt we are a safe, modern and humane place to house families. rudd was living through with her family before she vanished in march. she was taken by a janitor at the shelter who later killed himself. >> a man accused of infecting women with hiv is going to be in court later today. daniel reeves could be brought here later this week.

he had unprotected sex with a woman in bethesda and did not tell her he was hiv positive. police say that he assaulted three women in virginia over the last year. you can save money of your taxes if the montgomery county council passes a parking lot tax bill. right now some of you have to pay a tax to finance parking lots in bethesda, wheattop and silver spring. turned bill, if you show that you have your own parking spaces, you won't have to pay the tax anymore. also, today is the first of many chances to talk to school super independent of fairfax schools. she'll be in the mount vernon area at 7:00 tonight to talk about the current state of the school system. she is in her second year as superintendent. today your feedback is welcome on the transformation of the prince george's plaza. the meeting is being held tonight at 6:30. they want to change the area into a vibrant downtown.

have you seen the news about barbara comstock? first, the washington post reported, barbara comstock failed to report eighty-five thousand in income. now, we learn, barbara comstock pushed a client's issues in the virginia legislature and didn't disclose it. barbara comstock shepherded a trio of bills through the legislature and into law, but barbara comstock never officially disclosed that all the while she was being paid thousands of dollars. no wonder she hid it.

i'm angie goff at the live desk. this just in, we have video after a major quake strikes off the coast of el salvador. the impact was widespread. taking you to that video, a tsunami warning sent people scrambling, looking for shelter. some even evacuating after the 7.4 magnitude trembler struck the area. no reports of anyone hurt or major damage. from guatemala to nicaragua and western panama, people across central america said they felt it. a lot of power outages right now. thank you. today students from our region will help first lady michelle obama collect the fall harvest at the white house kitchen garden. students will also participate in a farm to school month celebration. you may want to watch what you say around your children. apparently toddlers can tell when their parents are angry at just 15 months old. that's according to a new study

better way to describe it from the tower here looking down past the national cathedral. there's the washington mop yumt. the very fact that we can see the monument which is four to five miles straight distance from the camera means visibility is not bad in up to. some of the rural areas of montgomery, loudoun counties, there is a dense fog advisory through 9:00 this morning. the big view on the radar, notice all this moisture coming northbound just hits and misses of sprinkles and showers down in southwestern virginia. and best chances for rain today will be along to the west of the blue ridge west of the metro. that being said, you may want your umbrella the play it on the safe side. going out for the early morning run, i did mine yesterday afternoon, it is humid outside. temperatures, hourly temperatures through the morning rising out of the 60s and into the mid-70s by noontime today. so bus stop weather by later on this afternoon, breezy and warm. might see a sliver or two of

heathrow airport and survivor kent brantley donated blood to the nurse who contracted the disease in dallas, nina pham. and we are learning the university of kansas hospital is testing a patient for ebola. the map recently worked on a medical boat off the west coast of africa. ebola preparedness is being talked about with the montgomery county council this morning. they will also talk about the emergency steps to be taken as well as what happens with the whooping cough. an experimental drug made in canada is being shipped to the walter reid army institute in silver spring for trials. it could be shipped to west africa in months if it works. another vaccine is undergoing trials at the national institute of health. a northern virginia man

knows what it takes to contain the ebola virus. the first outbreak happened in 1976. gary cook lives in fairfax county and was a young foreign service officer who helped coordinate an international response the a disease that was ravaging a small village. he recalls the team of scientists who flew in from around the world to treat the then unknown virus. >> we had the a-team come in from the centers for disease control. i still remember the names of the heroes as they were dedicated and as young as i with, many of them. >> lessons from the 1976 outbreak are the subject of an article entitled "ebola then and now" published in last month's new england journal of medicine. this morning we hear from a mother who survived a crash that killed her two children and three others. she says she wishes she would have died as well. dossa boykin is now out of the

hospital. her 1-year-old son haitian hassan and 13-year-old daughter khadiua both died in the crash. typhani wilkerson and tameika kurtis also died in the crash. virginia's candidates for the senate are waking up today with no more debates to convince you who to vote for. ed gillespie and mark warner wrapped up their debates last night. >> let me make clear, i did not offer her a job. nor would i offer her any kind of position. >> i can tell you this, the role the senator plays in the

at all later today either. right now it's full of cloud cover and a little bit of fog. most of the fog is out across northern maryland and out near the shenandoah valley. the weather service does have a dense fog advisory for loudoun county, montgomery county and frederick county in maryland until 9:00 this morning. we haven't seen any reports of significantly reduced visibility. just be on the lookout for it. it's muggy, 68 degrees. 64 degrees is the dew point. those numbers are close enough where it just feels awfully humid out there. the weather impact on your tuesday today, a relatively low impact. can't rule out a possibility of a shower. rain chances at 30% today. cloudy skies becoming breezy later on this afternoon. good kite flying weather for sure. temperatures in the mid to upper 60s right now. even 70 degrees already in frederick, maryland. sunris two hours away. hourly temperatures a big jump coming our way today. temperatures will reach mid to upper 70s.

and if you see a little break of sunshine at all, you may get close to 80 degrees for a high today. you can always stay ahead of the weather on nbcwashington.com and follow me on twitter @chuckbell4 and on instagram. here's the radar image across the entire eastern united states. out in kansas city, they got rained out last night. they should be able to sneak the game in today as the area of low pressure moves east. severe weather yesterday in arkansas, alabama and louisiana. that is in georgia today. that push of unsettled weather and heavy rain, guess where that's coming for wednesday, everybody? yeah, right here. be ready for some potentially, locally, heavy rains tomorrow. could see localized flooding as well. as far as rain chances today, they will be highest from the blue ridge westbou. lower rain chances down to southern maryland. you can see a little bit in the way of a couple showers out there for now. that's really just it. the future weather forecast keeps it all cloudy all day long. rain chances begin to increase after the sun goes down tonight.

difference day at the prince george's county schools. they hosted the fathers for breakfast and visits to their children's classrooms. the dads told news4, when they were kids many of them didn't get the same chance. >> he taught me a lot. my father was around but he wasn't there for me. >> they are recognizing their father's contribution to their children's academic success. today bowie police will show off their first fleet of electric motorcycles. it's the first of its kind in the state of maryland. here's a look at deputy police chief dwayne preston on the new motorcycle. the department is one of the first agencies on the east coast to buy electric motorcycles for its patrols. the department will hold the news conference at 10:00 this morning near the amphitheater at the allen pond park in bowie. the department will use two electric motorcycles to patrol 13 parks in the city. mcdonald's is planning to answer all of your questions about their food. you can submit questions via twitter and facebook.

coming up at 5:30 this tuesday morning, a warm 67 degrees outside our studios. and it is soupy when you step out there today. >> dealing with fog. we'll check in with storm team 4 meteorologist chuck bell to get a look at the kind of day we'll have. good morning, chuck. it's a hot chicken noodle soup. it is not cold potato soup, it is very moist and very warm. temperatures are already in the mid to upper 60s across much of the metro area. typical for the average high temperature this time of the year. storm team 4 radar showing no drops out of the sky just yet, but everything is wet from the moisture around yesterday. and there's a chance for a couple showers today. look at the big plume of moisture lifting northbound here. better chances of rain from the blue ridge westbound today. but even a 30% chance of a quick shower in the metro. don't turn your back on a little bit of a rain chance. but it will be mild today. temperatures mid to upper 70s. fredericksburg, stafford, might get close to 80 degrees later this afternoon. so be ready for a mild day

then it loose ns up once again. beltway at st. barnabas moving along. no major issues there either. and as for 95 in maryland, that's looking good. just look to the camera there and we'll show you that live coming up at 5:41. also travel times coming up in ten minutes. see you then, melissa. thank you. 5:32. a developing story now targeting isis. that's what president obama will discuss with 21 defense leaders from around the world this afternoon. so far the u.s. is focused on air strikes in iraq and syria. but critics say the president should begin a ground-based attack. nbc's tracie potts is live on capitol hill with more. tracey, good morning. >> reporter: eun, good morning. don't expect any major changes, policy changes we are told will come from this meeting but there's a key question. and the question is which of the 22 nations including the united states is going to be willing to commit the ground troops. the u.s. has said no and pushed

for the arab countries to do that. but without ground troops, this campaign could be the longer and less successful. all agree on that. what we are expecting today over at andrew's are ten arab countries and 11 other partners to sit down. their defense chiefs will shut down to talk about how they are going forward with this campaign. turkey could be key in that effort. turkey is now denying that they gave access to their bases for the u.s. and its coalition partners to use for the air strikes, but they do say they will help out with training of the syrian rebels against isis. >> tracie potts live on capitol hill for us. thank you. ending the fighting in ukraine will be the focus of a meeting between secretary of state john kerry and his russian counterpart. that meeting will be held in paris later this morning. ukraine says russia is following through on president vladimir putin's order to pull back troops from the border. ukraine, the u.s. and the european union accused the government in moscow of providing weapons, financing the

troops to pro-russian separatists in southeastern ukraine. moscow denies the allegations. oscar pistorius back in court for the second day of his sentencing hearing. right now his agent is on the stand testifying about his charity work. once the defense is done calling witnesses, the prosecution will have its turn. the phase of the hearing could last up to a week. pistorius was found guilty of culpab culpable homicide for killing his girlfriend, reeva steenkamp. he could face up to 15 years in prison. many classes are canceled after a storm spawned tornados in several states. it's blamed for two deaths, one in arkansas and one in alabama. more than 50 people now have arrest records after police detained them during protests in ferguson, missouri. protesters capped off days of demonstrations with a, quote, moral monday march from a church

to police headquarters. you can take a look here at activists and professor cornell west who you can see there was arrested, too. police officer darren wilson shot and killed michael brown just over two months ago. there's a protest against gun violence in our area today at 10:00 at the nra headquarters in fairfax. organizers did not say how many people they expect to be there. they hold similar protests once a month. today you'll learn what is included in the emergency room plan for the -- or the energy plan for the state of vermont. terry mccoluogh is looking to bring first plans to the state.

last month a jury convicted bob mcdonald and his wife of taking gifts from johnny williams. the missing uva student's parents are asking for you to help find hannah graham. the fairfax teen disappeared more than a month ago. in a statement, they say they are heartbroken that no one has come forward with hannah's location. jesse matthew remains in jail charged with her abduction and is under investigation for a possible connection to the abduction and death of morgan harrington in 2009. 5:36 right now. and three virginians have been selected to participate in the fall white house internship program. 140 people were selected from across the country to take part in this semester. virginia's interns are from herndon, manassas and falls church. the white house says this

it is cloudy out $rigthere righ now. good morning, everyone. >> good morning. we should expect very little in the way of sunshine today with a sliver or two. but by and large the clouds win out today and that will not impede the warm-up at all. our view from the tower cam looking over national cathedral, the washington monument is visible, so the fog is not as big of a problem as a couple hours ago. the dense fog advisory has been lifted. so just areas of locally, patchy fog. visibility is not that badly reduced. rain showers across southwestern virginia is part of the huge push of moisture that is coming in our direction for later on today, tonight and tomorrow. out the door on weather today, the best chance for rain. it's a slow chance, but 30% out to the west with temperatures in the 60s to near 70 degrees. so it will be a mild day today. county by county, we'll reach up to the mid to upper 70s today with only a quick shower or two possible. so by and large, getting the kids ready, short sleeves and maybe a precautionary umbrella.

news yesterday morning. we learned the fire at fred's sports in waldorf may have been intentionally set. chopper 4 flew over the scene. the state fire marshalls and the charles county sheriff's office say the store was robbed before the fire was started. the fire caused an estimated $1 million in damage. the montgomery county council is considering its options to improve student safety getting on and off school buses. since january 25th, the montgomery county buses have been comparing the bus tickets from four maryland counties. montgomery county with 25 cameras and issued more than 700 tickets. more than washington county, ten cameras and 112 tickets. frederick county and prince george's county had way fewer.
