meteorologist chuck bell with that weather. >> good morning, everybody. it is indeed a weather alert day here at nbc 4. what does that mean? you need to be weather aware. a possibility of heavy rain. it can cause scattered power outages. severe weather potential. main threats will be heavy rain. rain more than two inches between now and the time the sun goes down. a lot of leaves still on the trees starting to come down. slippery sidewalks. it is mild outside. temperatures are in the 70s right now. and storm team 4 radar here is i-81 south of winchester, woodstock and jackson. new market towards the warrenton area. the rain is coming down in buckets. we're still dry in the metro. first wave leaving charlottesville. i-66 near gainesville and the plains within the hour.

be ready for that. the threat pushes into the metro. heaviest rain in d.c. proper between 9:00 a.m. and 3:00 p.m. rainfall amounts, one to two inches and gusty winds as well. for now, back to the news, aaron. 6:03. a second health care worker in dallas tested positive for ebola. the person provided care for the first person infected in the united states. work to go identify any contacts that person has had with any people. and the first nurse is in good condition this morning. a vigil for nina pham yesterday. the cdc said it is monitoring 76 hospital workers in dallas who may have had contact with thomas eric duncan. the cdc will address the american workers association to go over how to better prepare

front line nurses for ebola. president obama will discuss the international response to epidemic with brish french, german and italian counterparts. that was conduct canned by nbc news and the wall street journal. 56% say the nation is prepared. 42% disagree. 20% say the u.s. is not prepared at all. he shot hires ex-wife last october while she was crossing the stree both were convicted of first degree murder. they could face life in prison.

. a well-known d.c. rabbi will be arraigned on voyeurism charges today. he recorded women showering inside kesher israel in georgetown. the 62-year-old is accused of using a camera disguised as an alarm clock. he has been a leader for 25 years, and an author and professor at georgetown law school. the synagogue is cooperating with police. he has been suspended without pay. new this morning, an advocate for the the homeless plans to file a formal complaint regarding an encounter he had with a police officer. it shows tibbs speaking to an officer in downtown silver spring friday night. during that conversation the officer unholsters his gun and points it at the ground as you may be able to see here and then puts it back in the holster. tibbs said he asked what was going on during the arrest of a

homeless man. he said he asked him for identification. he said he would give him a business card and reached into his coat to get it. that is when the the officer reached for his gun. montgomery county police reached for his gun. they say the incident is under investigation. they say the officer never pointed the gun at him but officers can take action if they feel they are in danger. a plan that has one community divided. wawa wants to build a gas station and convenience store at old ox road and oak road in sterling. it would be the first in the county. self nearby businesses oppose the plan. others say it will create more revenue in the area. neighbors say they are against any new development in the area. county staff and commission are also divided. we're tracking breaking news for you on the roads right now. it is accidents like this one on the beltway have traffic at a

breaking news on 95 southbound at skaggsville. your alternate is going to be 29 to the icc to 95. it is quite a mess this morning. we'll try and go back to it. chopper over the scene. this is a tractor trailer on its side. that is one of two major crashes we're dealing with this morning. the other is the inner loop just after 270.

a tractor trailer jackknifed here with a fuel spill. to just a mess. all over the place this morning. take an alternate. if you are trying to get through bethesda, wisconsin might be your best bet. dulles toll road from 28 to the beltway, 15 minutes. maryland, 270 southbound from jermantown to the beltway looking good. and the outer loop, 95 to 270 is 12 minutes. inner loop just down at 270. chuck? thanks, melissa. hour by hour through the day. here's what you should plan on. mid-70s already. rain increasing. heavy rain likely from mid late morning until the midafternoon hours. scattered showers continue into your wednesday evening as well. what should you send the kiddos out? anything and everything to keep them drive. rain jacket, long pants, galoshes, umbrella.

flood watches are posted. one to two inches of rain possible. water covers the road. turn around, don't drown. a check on radar in 10 minutes. for now, back to the news. chuck, thank you. apparently you can be a google glass addict. doctors in san diego documented the first. a 31-year-old enlisted service member who checked into a treatment center for alcohol itch. turned out he was also having a hard time functioning without his google glass. the man had been wearing glass up to 18 hours a day. he told his doctor that the withdrawal symptoms from gls were much worse than withdrawing from alcohol. it seems crazy. >> there is the idea of what you are seeing, changing the stuff going on in your head. it changes your perspective with your sight.

breaking news at 6:16. major problems on the roads this morning. this is a live picture of the inner loop of the beltway, old georgetown road. a jackknifed tractor trailer has blocked all lanes there. also take a look at this. chopper 4 live over a tractor trailer accident on i-95 south in skaggsville. all lanes are blocked here as well. melissa will have the latest on both crashes at 6:21. today is a weather alert day. you can see the rain moving into the area here on storm team 4 radar. we're also keeping an eye on the wet road conditions. it is making for a messy commute this morning. give yourself plenty of extra time as you head out the door.

coming up, storm team 4 meteorologist chuck bell will tell us how much rain we can expect today. communities in parts of georgia busy cleaning up from tornados. one ravaged a dozen homes. entire sections of twisted, torn up trees. some came crashing through roofs. there were 25 confirmed tornados yesterday in the country. today's rain will cause a break in the search for a missing university of virginia student hannah graham. emergency management officials say there will be no search today, but it will pick up thursday. hundreds of law enforcement officials will also be looking for her this weekend. graham is from fairfax county and disappeared in charlottesville a month ago. jesse matthew is charged with abduction in her disappearance >> this morning a former fairfax county school bus driver is accused of abusing a student with special needs. johnny miller is accused of inappropriately touching a girl as he buckled her in her seat.

a search warrant showed an adult attendant reported her suspicions and told administrators to watch the bus video. he is expected in court in two weeks. miller retired soon after the investigation began when he was put on leave. we reached out to miller, but we have not heard back. a school in new york is closed after a school came down with enterovirus. the student did not have the severe strain of that virus. he is currently seeking treatment. an outside cleaning company has been called in to disinfect the school building. they will use an anti bacterial product to stop the spread of germs. it is to reopen tomorrow. the sentence is not going to be handed down today, but we are hearing tomorrow today on the stand. a probation officer called by the the defense actually paid by the defense saying she believes pistorius should face three years of house arrest. she said prison would not be safe for him.

also would not accommodate his handicap. there are no rail gs in the prison shower that the double amputee would be able to use. the prosecution saying it was paid by the defense and the testimony is unreliable. we're getting reaction from the bombshell dropped in court yesterday that for the past year and a half, pistorius has been paying the the parents of his former girlfriend reeva steenkamp $600 for rent and other expenses. the parents saying they only kept it confidential because they plan on paying him back. that's the latest from the live desk. richard, thank you. 6:19 right now. three people training to be dealers at maryland live casino are suing for lost wages. the students say the casino disguised its training course as a dealer school to avoid paying wages. 830 people took part. lawyers are asking for the suit to move forward on behalf of all of those who attended. maryland live has not commented.

federal prosecutors are posing a new request from bob mcdonnell and wife maureen. prosecutors say the request is without merit. a jury convicted him of 11 counts and his wife of 9. they accepted $165,000 in exchange for promoting a company. prosecutors failed to prove they performed any official act. a $9 million federal grant will help people in virginiaup for the the aorblca grant money will be used to hire more than 100 people to help with enrollment, which runs from november 15th through february 15th. state officials say 300,000 people were qualified for tax credits under the affol care act are still uninsured. democrat boughs sper david

or route 1 might be your better bet. right now we're talking about three-mile backup you can see at chopper 4 pans up here. they are pushing everybody off on skaggsville to get everybody out of the way. just a mess there this mornin inner loop after 270 had a tractor trailer jackknifed. completely shut down there. they are driving towards democracy boulevard right now. just jammed 495 northbound on 270. very, very slow. otherwise, looking typical for this time of the morning. we have breaking news in the weather department as well. tornado warnings to talk about. >> chuck, what can you tell us? >> brand-new tornado warning clark, frederick and warren in northwest virginia until 6:45 this morning. this is the storm right her this is what has generated the the tornado warning. it is just south of front royal.

the path will take it up towards the southeast side of steven city, front royal. this is interstate 66 in western fauquier, warren county. so warren, clark, frederick county in virginia. tornado warning until 6 kh:45. lowest level interior room. stay away from doors and windows. this will continue farther north to i-81, northern maryland over the next little bit. this is coming through culpepper, a rap hand act. culpepper, 6:29. front royal, 6:35. be on the lookout for the next 15 to 20 minutes as this line of thunder showers continues to intensify. another round of very intense thunderstorms on the border.

that will be two and a half hours from now. so 8:00 to 9:00 a.m. this morning. be on the lookout. tornado warnings clark, frederick, and parts of warren county until 6:45. more heavy rain into culpepper. that will be in warrenton and manassas within the next hour. that whole mess moving into the heart of the metro over the next little bit. heaviest rain in town today between 9:00 this morning and 3:00 this afternoon. stay very weather aware. it's a good opportunity to download our storm team 4 weather app from google play or itunes store. it's absolutely free. has a radar section as well. track the storms right there in the palm of your hand. temperatures are in the mild 70s. will stay in the 70s all day long during the course of the day. here's the way your future weather forecast is handling it. look at that powerhouse line of thunderstorms potentially coming through the i-95 corridor just about lunchtime today, gradually winding down by 5:00, 6:00, 7:00

this evening. meantime, it will be a heavy rain and windy rain at that. mostly cloudy. scattered showers around. flash flood watches. we could easily see one to two inches. leaves could be coming down. that's going to cause flash flooding issues. if you see water on the road, turn around, don't down. it may be a low chance. we have an opportunity for a tornado today. gusty winds and heavy rain likely throughout the course of the day. severe weather chances today. our main threat is going to be the wind and the rain. but, again, even a 1% chance for a tornado. we do have the tornado warning out right now. that does the not mean it's on the ground. it is indicated by radar. but nonetheless be careful if you're in clark, frederick, or warren county. that goes until 6:45, the next 20 minutes from now. heavy weather the next couple of

hours. showers. just a passing shower during the day tomorrow. temperatures near 70. friday looks good. the weekend is drying out as well. so two back to the radar. back out of the shot and back up to the radar for you. want to go ahead and continue to track this tornado warning in northwestern virginia and show you where that is going to be here over the next couple of minutes. that's the worst of the storm right there in and around front royal right now. that storm is continuing to move off to the north-northeast at 50 miles per hour. this is going to be a very big impact. it will cross interstate 66 out near cedarville, north of front royal. this is the western part of 66 out standards strassburg and middletown. this storm does mean business. get to your tornado safe place. that is the lowest level interior room of your home. stay away from the doors and windows. again, this is the radar

indicated tornado. this is not a -- has not been reported on the gun but that's the area that we're watching most carefully right now. northern fauquier, westernmost loudoun county, warren and clark counties in northwestern virginia. we'll put this back into motion for you. heavy rain continue to go move into front royal. again, it will move up here in the next 15 minutes. you can get a better sense of timing over the next 15 minutes. it will continue to move north-northeastbound. front royal, 6:27. rockland at 6:33. white post, 6:38. barriville, 6:49 if it continues on its current path. again, i'll show you. that's the polygon that the weather service is warning for. the worst of the storm is just about ready to get on to

interstate 66 in fauquier and warren county, cedarville. let's see if we can get closer. riverton, rockland. be very, very careful. stay very weather aware. there's the tornado warning until 6:45. severe thunderstorm warning continues in the whole yellow area surrounding it. bad weather first thing this morning. other storms are starting to intensify in culpepper. those are also moving north-northeast very, very quickly. those storms will be making it on i-66 near the plains and gainesville, virginia within the next hour to 40 minutes or so. so that is going to be continuing to make more and more problems for anyone who is trying to get out and get around. back up to toms brook in virginia. this is a little bit of a bow out here on the front of the storm. right through there. that's the part we're watching for most carefully.

in all likelihood, it's a quick spinnup. nonetheless, it does have enough rotation for the weather service to justify that tornado warning there. clark county, warren county, parts of western most fauquier county. that, again, goes until 6:45 this morning. another 15 minutes from now. so we will be continuing to watch it rfo brian, getting any new information over there? >> i am not. >> okay. that's fine. let me know when you get anything new. we will continue to follow this active tornado warning the next couple of minutes and bring you up to date as we can. but, again, as of now we have not heard about it on the ground. but we have a radar indicated tornado at this point in time. so be very, very careful around us, this system for the next couple of hours as things get worse before they get better in that sense of the word.

i apologize for stopping talking a little bit for a secon but strong winds very likely with this storm as it continues to move off to the north-northeast at 30 to 40 miles per hour. the rain is really, really intense. again, where we are watching is inside this red area now. most of the worst part is up here on the north side of interstate 66 out across clark and warren counties. be very careful now. stay in your safe place. if you can delay travel in this area for the next hour or so, you may want to go ahead and do it as the rain is really, really coming down at this point in time. it's not a safe condition to get outside driving in rain if it's anywhere near that heavy. there's the worst part of the storm moving just to the south of steven city. and we'll zoom in just a touch here. this is the worst part right in

here. just east of middletown, north of cedarville, south of stevens city. so this storm will continue to make itself known over the next a little bit. the timing on this over the next few minutes is going to be arriving cedarville 6:31. steven city, 6:44. bartonsville, 6:46. white post, 6:39. boyce, 6:43 this morning. be real careful out here. there's interstate 81. some street names for you here. 277. there's 340 right there. 277 up in northwest virginia all going to be impacted by this storm here. again, we don't have any reports of a tornado on the ground. what we have is a radar indicated tornado. that's the type of threat we're up against today.

not long track powerful tornados. just quick spinups. even they can spin 70 or 80-mile-per-hour wind gust for a brief period of time in a circular fashion. that is why they have gone and issued the tornado warning. until 7:15 for loud on, fauquier, clark and warren or. frederick county, virginia, thunderstorm warning until 7:15. right here in the middle we are watching for the possibility of a quick spinnup for a tornado here. and, again, this is going to continue moving north-northeast at about 50 miles per hour. these storms are really booking it outside early this morning. so, again, steven city, 6:34. that's two or three minutes from now. if you're out in stevens city, get to your tornado safe place. lowest level interior part of your home. stay away from doors and

windows. again, not indicated by a person but rather indicated by radar at this point in me. but you should expect a real gust of very high winds and some heavy rain as well. we'll be back with another weather update as soon as we need to. back to you guys. 6:33. breaking news. two tractor trailer are making a mess of your morning commute. a live look from chopper 4 over 95 south in skaggsville. all lanes are blocked there. right now the backup on 95 is three miles long and growing. and here is what traffic looks like on the inner loop. another tractor trailer creating a mess there just after the 270 spur. that's where we find derrick ward. derrick? >> reporter: well, good news, eun. they have just reopened all lanes of the beltway here just

north of that spur. we haven't seen a tractor trailer come through here. they have righted it, got it across the lanes of the beltway. traffic is again slowing. we know there is significant backup on the other end of this. we don't know of any injuries in this accident. there was front end damage to a small suv t the owed out a few seconds ago. the remarkable thing was the traffic. this is usually when rush hour is just starting to pick up. it is back open again. your commute will be delayed somewhat if you're behd is we have a crew back there. there is a significant delay behind us. the good news is that it is moving. we are live. back to you. all right. thank you, derrick. again, finally moving. inner loop just after 270. the backups remain. it is moving.

that is great news. beltway at river road, look how jammed it is. being pushed away from the spur and heading up to montrose road. right now you can see i believe this is ma let green. doing that to avoid 270 right now. taking a look at our other problem, 95 southbound at skaggsville road, your alternate, 29, route 1 just a few minutes ago chopper zoomed down more towards where this overturned truck was. it looks like some people might be getting by. there you go. thank you very much. you can see that is getting by right now. otherwise, 66 east, a crash on the shoulder. prince george's county looking good. beltway in gel. guys? . staying on top of breaking news at 6:35 this morning, we are looking at a tornado warning

in northwestern virginia. let's check in with meteorologist chuck bell for the very latest. chuck? >> good morning once again. the tornado warning for warren county, clark county until 6:45. a check of here here on radar. the area that we're paying the most attention to is right here in this red box just to the north of interstate 66. this is in clark and warren county, out towards frederick county virginia at this point in time. so folks inside this area from cedarville, bethel, millwood, steven city, be very careful. stay indoors. go ahead and delay your travel plans the next couple of minutes. we have a radar indicated tornado. we spoke with emergency managers. they don't have any reports of

damage at this point in time. so that is did news. you can see the storm continuing to move to the northeast. the most dangerous part is on the leading edge, right in there. that is where most likely if we have a brief spinnup of a tornado, that is where it will be, along route 340 there. that's coming out of northern warren county, southern clark county and eastern parts of frederick county, virginia. that's frederick county, virginia, not frederick county, maryland. these storms will continue to move farther and farther off to the northeast. white post, winchester, blue mont, this is going to be coming in your direction here the next little while. i'll go ahead and put a storm track on and give you some idea of the timing of it. that is the most danger ours part right there. it is racing eastbound. white post, 6:42. boyce, 6:47. millwood, 6:50.

again, if the storm holds together, it will be up toward barriville by 6:57 and middleway before 7:00 this morning. the tornado warning itself will be expiring at about six minutes. we have had only a radar indicated tornado. it has not been spotted on the ground. but you need to take your tornado precaution. that means lowest level interior. staying away from doors and windows. don't go out to look at it. it is still dark. what a little bit of rotation is out there is probably wrapped up in rain as well. this storm is going to continue to move right here into southern parts of clark county and eventually into jefferson county in west virginia as well. bethel, white post. and this zone right in here, this is where the most dangerous part of circulation is. mill veil to white post in the next two to three minutes.

if it holds together it is going off to the north. white post by 6:42. that's only four minutes from now. i'll give you a little wider view on it now so you get a sense of what's coming our way. this isn't the only game in town. we have heavy rain now and a possibility that these storms near culpepper, fauquier county, the storm structure is much like the one that's already generated the tornado warnings. these storms are going to continue to intensify over the next little bit. culpepper, the heavy rain coming into your area now. it will move towards reading ton and warren ton the the next 15 to 30 minutes. these storms are racing off to the east and northeast. this storm, as it's going, is 20 minutes from warrenton. that storm also could become severe very, very quickly. there are more heavy thunderstorms down south of richmond. keeping an eye on those.

because those are coming our way. at the speed they're moving, they are only two, two and a half hours from impacting the metro washington area. it will have to be watched carefully the next little while. we will go back up to the storm we're most concerned about. the red shaded area, south of winchester, southwest of blue mont, north of front royal now. the worst part is on the north side of interstate 66 following route 522 and 340 northbound into parts of clark county. most of it is in warren county. headed into clark county the next couple of minutes. that will put it in jefferson county and charles town area of the panhandle of west virginia. just because you're out of the red triangle, that's where the storm is now. where it is going next is what we are most concerned with the next couple of minutes. it looks like it lost a little

bit of structure. it was never reported as a tornado on the ground. but the type of very dynamic atmosphere we have over us first thing this morning, that is the reason we can get the brief little spinups. they can easily generate a wind in the 60 to 70-mile-per-hour range. go ahead and take severe weather precautions at this point in time. delay travel. interstate 66 west of marshall area, be careful. don't try and get outside and drive in the storm. let the storm two by and then two about your business the rest of your morning plan. the storm moving off to the northeast. it does look like, from what i see here, like it lost its punch. it will expire hikely at 6:45, three minutes from now. we will watch this carefully over the next few minutes. again, if you can delay all of

your travel. this is going to be a very big imup here on some of these roads and some of our local communities up here. there we go. that's route 17 up here in clark county. that storm is going to be crossing at route 17 in the next couple of minutes. we'll put timing on it and give you an idea how long. that's 10 minutes away from crossing route 17. folks towards millwood. go ahead and take your severe weather precautions right now. don't wait for it to be on your back door before you move to a safe place. and also you folks out here to the east of front royal along 66, bell meade, blue mountain. that storm will be on blue mountain in the next couple of minutes. only 5 to 10 minutes maybe at the most before that storm reaches blue mont, blue mountain, virginia. eventually that will put it into

far westernmost loud on county as well. folks in western loud on county need to be watching out. upperville, howardville. these communities will be next in line. you are already under the severe thunderstorm warning. severe thunderstorm warning for western loud on county, northern fauquier county. that severe thunderstorm warning until 7:15. so that's another 30 minutes for you folks towards blue mont area. that's going to be a high impact for you the next few minutes. so be on the look jut for this. be ready for the wind to come rushing up. heavy rain. side ways rain. a little more intense fiction starting up south of front royal. we'll zoom in on that just a touch. we just talked to officials in clark county. authorities reporting heavy rain but no damage. this has always been a radar

indicated tornado, not one spotted on the ground. we talked to clark county and warren county officials now. no one reported any actual damage with this storm. this little line just south, that will be crossing interstate 66 east of front royal. let's go in. west of bell meade, east of happy creek, virginia. there's your road. freeze land road area near interstate 66. that's going to be hit hard in the next two to three minutes. again, this storm will continue to move off to the north and northeast at almost 50 miles per hour. so at the pace it's going, within the the next 15 minutes or so, it will be up there on route 17, parts of northern clark county. so all of you folks out here, i'll turn this off so you can see a little bit better where things are. the red area is the tornado area which expires a membership from now.

getting by. as the chopper pans down, you can see the crash. it was dragged on the side of the roadway. two lanes getting by. still four miles worth of backups at this crash scene. very, very slow. your alternate 29 or route 1. work your way down that way. let's also show you the live picture. this, again, 270, the inner loop just after 270 i should say is now finally open. we had a jackknifed tractor trailer that blocked things for a couple of hours. it is open. of course it is quite jammed. out of town, up river road, 495 northbound, initially you could not take the spur. that is now open. up to democracy. a lot of people trying to avoid that altogether. >> 95 in virginia. still a mess there once you pass skaggsville, it is looking good.

melissa, thank you. 6:47. breaking news this morning, more breaking news involving the growing ebola crisis. while you were sleeping, we learned another person has been diagnosed with that disease in texas. kate snow has been tracking all the latest developments. kate, good morning. >> reporter: good morning, aaron and eun. a busy morning. just before 4:00 a.m. we got the news from the hospital about this second patient. we just learned that 76 people were being monitored, health care workers who came into contact with thomas eric duncan. we know one more of them, in addition to the nurse already being treated, is also now being treated for ebola. in a statement the hospital said the health care worker reported a fever on tuesday and was isolated immediately at the hospital. health officials center identified the latest patient to identify any contact or potential exposures. this comes as the cdc said said

we need to do more when this happens. they need to send in a rapid response team. and the head of the cdc saying the government may have been able to stop all the health care workers from being infected here. the infection of the nurse might have been stopped if the government had been more proactive about sending a rapid response time, aaron and eun >> kate snow in dallas. much more coming up on the "today" show in a couple of minutes. and the first texas nurse to contract ebola. she's in good condition. she made a statement yesterday saying she is doing well. pham graduated from texas christian university. today the cdc plans to address the american nurses association. they want to go over how to better prepare front line nurses for ebola.
