ago a 9-year-old boy was shot in the head while standing outside of an apartment complex in northeast. he was caught between two men shooting at each other. he survived with critical injuries. last week d.c. police chief cattily linear told news4 that many of the gun victims in the sixth district were the intended targets. today we expect to learn about the future of transportation in d.c. mayor vin september gray will release the full move d.c. plan that lays out the next 25 years of transportation planning. we got our hands on the draft when it was first proposed. in it, new tolls on major roads are a part of the plan. so was congestion pricing charging you a fee for driving downtown during rush hour. this was also when we first heard about the downtown metro loop that could eventually be built. we'll learn what made the final cut later this moing. >> all the ideas to try to ease congestion driving downtown, even in the middle of the day, it's tough. >> just an absolute headache. coming up on 4:31 this

tuesday morning, 55 degrees now outside our studios. >> yeah, not too bad. we'll check in with storm team 4 meteorologist tom kierein to find out what the rest of the day is going to look like. good morning, tom. >> good morning, you guys are wearing gray and so is the sky. still rather gray with clouds passing through. right now we are getting sprinkles near annapolis with patches of green on the radar. a few light sprinkles of rain in southeastern prince george's southeastern charles county and northern st. mary, that's tracking off to the east. a few sprinkles farther west of there. southern stafford county into northern spotslvania county. those showers are passing well south of the metro area here tracking across southern and south/central virginia. we'll stay dry for the morning commute and the roads will dry out throughout the morning. temperatures are on the cool side. not cold like yesterday morning. we are in the low to mid-50s in the nearby suburbs. mid-50s in prince george's, low 50s in much of montgomery.

and the skies are beginning to clear out down into the mid to upper 40s. then into west virginia, shenandoah valley, we have breaks in the clouds. so for this morning, a cool morning in the 50s between now and 8:00. by noontime, into the upper 60s. a mild day midday and then the clouds quickly close in for the afternoon. a pretty good chance for passing showers for the afternoon commute down into the mid-60s after it peaks near 70 degrees by early to mid-afternoon. and melissa is here now to look at work zones and road closures. what's going on with that. 95 southbound the off-ramp to 198, we have the ramp access blocked this morning because of construction. also, just below that, southbound after powder mill road the right lane is blocked. a lot of construction in maryland. a wider look at things, no major problems in or out of up to. we are looking quite good right now as we should be. 95 into and out of town on virginia, no problems there. and 66 at compton road is moving right along.

do want to remind you of this northwest, 15th street at columbia road is closed for a police investigation. i'm back in ten minutes. thank you, melissa. 4:33 is the time. we have breaking news, oscar pistorius is in a south african courtroom waiting to hear his sentence for shooting and killing his girlfriend. news4's angie goff is following the developments from the live desk. angie? >> reporter: this news breaking out of south africa. oscar pistorius is about to learn his fate any moment now. the judge started her sentencing a short time ago. the paralympian faces 15 years in jail or a fine for killing reeva steenkamp last year. she rejected house arrest and community service which was pushed by the defense. right now it is looking like some jail time is a big possibility. prior to that, she said she wants to find balance in her judgment. something that's not too harsh and something not too light. hearing now that as we take a

asia. today mcauliffe will meet with university of virginia alumni in japan and attend a meeting of the japanese business federation leadership. the governor then heads to china for several events through the rest of the week. this is mcauliffe's second trip to asia. the commonwealth received an estimated $4 million from the asian invest. i'm angie goff at the live desk with breaking news from south africa. oscar pistorius was just sentenced to five years in prison for killing his girlfriend, reeva steenkamp last year. the judge literally just handed down the sentence a minute ago. it's a third of what he could have got behind bars. pistorius was convicted of culpable homicide but cleared of murder recently. hearing from reporters in the courtroom, you can take a look at what is going on in there. they are saying that there is absolute silence in court. no sign of reaction from pistorius' family. something they must have

it is 4:45. in the hannah graham autopsy, we are hearing that the results will come back this week. news4 learned the location she was found is a few miles from where jesse matthew once lived with his mother. matthew faces new charges from an attack that happened nine years ago. a fairfax county grand jury indicted him on three charges including rape and attempted murder. a 26-year-old woman was walking home from the grocery store with bags near the oxford road townhome in fairfax back in 2005. police say she was dragged into the wooded area near a pool and assaulted. the woman ran to diane jenkins' home for help. >> i remember that she had sticks and grass in her hair and some scratches. and she was confused.

and she was not speaking english. >> police matched the sexual assault through dna to the 2009 murder of virginia tech student morgan harrington. matthew has not been charged in that crime. the federal government is paying hundreds of millions of dollars to workers who are off the job for disciplinary reasons. a new report in "the washington post" says over the last three years more than 57,000 federal employees were kept at home for a month or longer. some were kept home for as long as a year while their cases were pending. the government accountable office says the tab for these workers exceeded $775 million in salary alone. the comptroller general says workers should not be sidelines unless they are considered a threat to the workplace. the ceo of a french oil company died when his corporate jet crashed into a snowplow in russia. the accident happened at a moscow airport last night. investigators say the private jet plane belonged to a total

southeastern prince george's. we have light rain now dissipating here in the area tracking well south of the metro area for the morning commute. so the overnight showers, some of the roads are wet and will be drying out throughout the morning. we'll have a partly cloudy morning by 9:00. it will be a partly sunny day with clouds coming and going between then and noontime. then it's by early afternoon some showers are moving into the shenandoah valley. then by 5:45, 6:00, some showers in northern virginia coming right into the metro area. might have a little rumble of thunder, too, so don't be surprised if you hear that. no severe storms. then we'll have more showers moving through. these areas in green through the evening hours, that's going to continue through this evening. and by this time tomorrow morning, likely the pavement will be wet all around the region. right now it's down into the upper 40s to near 50 in the northern and western suburbs with the skies clearing out. south and east of the metro area, still clouds around and milder in the 50s to near 60 degrees. there's the capitol under a

he's expected to be okay. if you recognize the man, call alexandria police. three members of a high school football team are being investigated for assault. the loudoun times reports the members of the briarwood high school varsity team are being investigated for the assault of a junior varsity player. the loudoun public school is working with the sheriff's office and won't comment at this time. this morning we're learning new information about a 17-year-old who fell from a fifth floor of a dorm at the university of mary washington. he was high on lsd when he jumped from the window according to "the freelance star" newspaper. the boy is not a student at the school. a search warrant shows police found the drug paraphernalia in the room. the teenager's condition is improving. right now there's is a warning about scams in frederick county, maryland. the sheriff's office says scammers are calling you to claim they are a family member. then say say they have been

arrests and need help. in another scam, they say they are with someone you owe money to. remember, never give out your personal information over the phone. you can also call your family to make sure any calls are real. if you think you have been scammed, call police. . reporting for the news4 i-team, a local school district is under a big legal bill. this summer the i-team reported montgomery county school board members used their government credit cards on expensive dinners and hotel rooms. now they discovered the county is paying $146,000 for lawyers to review all the spending. when they are finished, the lawyers will recommend policy changes to the board. the school board also voted to cut up its credit cards so they won't be used anymore. you can help the smithsonian reach its goal of raising $1.5 billion. the board of regents announced private support for the museums. the group already raised a billion dollars since 2011 before making the campaign
