right now storm team 4 radar is showing some of the lingering sprinkles this morning. they are tracking southeast now in calbert county and northern st. mary's exiting southern prince george's. we have a few sprinkles here in stafford and spotslvania. they are tracking quickly to the south and east. a little dry pavement around with milder temperatures this morning in the low to mid-50s in prince george's county and the district. much of fairfax county now dropping into the upper 40s to near 50s. so montgomery county and points west where the skies are beginning to clear out now, still near 60 degrees in southern maryland. and over capitol hill now, clearing skies and a cool morning. afternoon showers likely moving in. your weather headlines for this tuesday looking ahead to the next 24 hours, it will be wet and windy tomorrow with a coastal area of low pressure developing off the jersey coast and affecting our weather on wednesday. for today, a cool morning and mild afternoon. in fact, by early afternoon we aught to be up near 70 degrees. sunshine through the morning through noontime, but then quickly clouding up with showers

it's called the move d.c. plan. news4's megan mcgrath is joining us live along d.c. 295 to tell us what we can expect. megan, good morning. >> reporter: well, good morning, eun. how would you feel about paying a toll to travel on a highway like 295? that's one of several ideas that have been batted around by d.c. transportation officials for the last 18 months. now over the next 25 years, the population in d.c. is expected to increase by 175,000 people. and in that same time, 200,000 new jobs are expected to be added. so the question is, how are you going to be move all those people around, especially when congestion in this area is so bad already. that's what the move d.c. plan is about. they are looking at a lot of different strategies and options. the final report is going to be released in a matter of hours. now here are some of the ideas that the experts have been looking at. first, tolls. also, congestion pricing where a single occupancy vehicle would

be charged a fee during peak hours. they are also looking at miles of new streetcars and bus lines what else the possibility of a new downtown metro loop. other options that were considered in this 18-month period, more water taxis as well as more bike lanes and trails in the area. so there's ban lot of input from not just transportation experts but from commuters and people who live in the district. exactly what has been decided, we're going to find out at 11:30 today. reporting live in southwest, megan mcgrath, news4. back to you. >> thank you. 5:04 now. the man accused of getting into the white house is back in court this morning. u.s. army veteran omar gonzalez faces a judge for a stay does hearing. he was carrying a knife when he scaled the white house fence last month, got through the front door and made it as far as the east room. he pleaded not guilty and the judge ordered tests to determine his competency to strand trial. one of the men who tried to

get into the cannon office building on capitol hill with a gun will be in court today. he could accept a plea deal in this case to carry a one year in prison and $1,000 fine. it was offered after a judge declared d.c.'s handgun ban unconstitutional. prestage said he has a concealed weapon license in north carolina. a woman vanished in fairfax county. take a look at this picture, blanco stone was last seen walking away from her home on woodfield drive yesterday around noon. fairfax county police searched by helicopter but cannot find the woman. if you have seen her, call police. and you have probably seen them on shows like "law and order," police lineups are a common way for law enforcement to identify possible criminals. but today we're expecting to hear a report that says virginia is not doing enough to ensure their accuracy. 13 of 16 people who have been

new research shows traffic pollution during pregnancy can harm an unborn baby's lungs. research found that the risk is the greatest during the second trimester. that's when a baby's lungs begin to mature. in fact, women who lived in more polluted areas in the second trimester were 22% to 30% more likely to have a child with poor lung function by the age of 4. so you might want to wash your kitchen towels. today a new study found that

arranging a sexual encounter online. during his interrogation, van confessed to the murder and six others. >> i want to know that that is the last face my daughter saw before she died. i still can't stomach it. >> they are working to notify family members. the man hinted there could be more victims dating back 20 years. >> a d.c. neighborhood is on edge following a drive-by shooting that hurt one man who was holding his 3-year-old son. the toddler was not shot but cut when falling to the ground. this happened on fort davis street in southeast just south of fort dupont park. more than 20 bullets were found there with the markers all over the ground. the shooting happened outside a home where a great grandmother was baby sitting. the 10-month-old boy's mother rushed to the scene. >> and she said, he jumped and

started crying, you know? and she just held him. she heard eight gunshots and held onto him. and my baby was scared. >> she says four generations of her family grew up in that home and neighborhood. both men shot are expected to be okay. if you have any information about this shooting, call d.c. police. this shooting comes less than three weeks after a 9-year-old boy was shot in the head in northeast d.c. he was standing near a playground outside an apartment complex at the time. police say he was caught between two men shooting at each other. he survived with critical injuries. last week d.c. police chief kathy linear told news4 many of the gun violence victims in the sixth district were targeted. developing now about ebola, the nbc photographer who was infected in liberia could leave the hospital this week. ashoka mukpo said, i don't regret going to liberia to cover the crisis. that country was a second home to me and i have to help raise

of bug spray and sprayed the would-be robber until she left. the clerk said she saw the masked woman walk into the store sunday night, grabbed the closest thing in her reach that was bug spray. it is never a good idea to confront a robber but the clerk says she would do it again. people in new york have seen it all, but you don't see this too often. a horse running at full gallop down 11th avenue. this was a horse used for the carriage rides in central park. he escaped from a stable there apparently and took police on a pretty wild ride through the streets. the police cruiser did manage to pull in front of the horse. and the owner helped police chor chorale the horse. you may want to double check whether your car is affected by a massive air bag recall. this is affected more than 4.5 million vehicles in several brands including toyota, honda, gm and ford. the national highway traffic

tracey? >> reporter: hey, aaron. good morning. we'll look at the race and the latest numbers because mark warner is far ahead by double digits. take a look at the latest poll, 51% to 39% over gillespie. that's not what we are seeing in many of the senate races around the country. take a look at the map. there are races where democrats are holding on to their seats. republicans are holding on to their seats. and in the yellow where those seats are open. and we're seeing a lot of republican challengers essentially beat up on some of the democrats for the president's policies. in north carolina, cay hagan, is getting hit because of isis. as you see here, in kentucky, mitch mcconnell and also allison lundgren grimes had momentum, but at one point the democrats pulled their money. and also here in arkansas where mark pryor is having a hard time

from an attack that happened in fairfax county. a grand jury indicted him on three charges including rape and attempted murder for the attack that happened nine years ago. a 26-year-old woman was walking home from the grocery store with bags near the oxford row townhomes in fairfax back in 2005. police say she was dragged into the wooded area near a pool and assaulted. the young woman ran to die yap jenkins' home for help. >> i remember that she had sticks and grass in her hair and some scratches. and she was confused. and she was not speaking english. >> police matched the sexual assault through dna to the murder of virginia tech student morgan hardi harrington in 2009. matthew has not been charged in that crime. police are looking into a sexual assault in georgetown where a woman was attacked in a home on prose pekt street in northwest d.c. steps away from

have you seen the news about barbara comstock? first, the washington post reported, barbara comstock failed to report eighty-five thousand in income. now, we learn, barbara comstock pushed a client's issues in the virginia legislature and didn't disclose it. barbara comstock shepherded a trio of bills through the legislature and into law, but barbara comstock never officially disclosed that all the while she was being paid thousands of dollars. no wonder she hid it.

your trip on metro this veterans day will be different as they shut down an entire line for the concert. up to 800,000 people could attend the concert of valor on the national mall, four times larger than the crowd on the fourth of july. in order to accommodate everybody, metro plans to shut down the blue line for the entire day. >> so what we are going to do on veterans day is replace the blue line with yellow line service. trains coming from springfield will depart as yellow line trains and run over the bridge between springfield and

a war veteran accused of breaking into the white house faces a judge this morning. omar gonzalez will be in court for a status hearing. gonzalez was carrying a knife when he scaled the white house fence last month. he got through the front door and made it as far as the east room. gonzalez has pled not guilty and the judge ordered tests to determine his competency to stand trial. the man accused of walking onto the capitol grounds with a gun will be in court today. ronald prestage could accept a plea deal in this case. it could carry a maximum one year in prison and a $1,000

fine. prestage had a loaded handgun when he entered the cannon office building. the plea deal is being offered after the judge declared the handgun ban unconstitutional. the federal government is paying hundreds of millions of dollars to workers off the job for disciplinary reasons. the new report in "the washington post" says over the last three years more than 57,000 employees were kept at home for a month or longer. some were kept home for as long as a year while their cases were pending. the government accountable office says the tab for the workers exceeded $775 million in salaries alone. the comptroller general says workers should not be side lined unless considered a threat to the workplace. >> a jet carrying a french company ceo crashed into a snowplow killing the man in russia. this accident happened at a moscow airport last night. the investigators say the private jet plane belonging to total f.a. crashed into the

snowplow during takeoff. the driver was not hurt. the man who died was 63 years old. 5:48. in alexandria today, the new app that will help stop animal abuse called ice black box. with the app you can record video of illegal animal cruelty and share it with police. they can use that video to investigate and arrest and prosecute an abuser. right now fairfax county police are looking for somebody who stole a puppy from the petco adoption site on richmond highway. take a look here at the picture of the puppy. police say they want to talk to a teenager in connection with this theft. there's also a $500 reward for return of the puppy. prince george's county is looking for arwin, a 10-year-old boxer. last week we told you somebody stole the dog along with a laptop and diamond ring in greenbelt. after we aired the story, a tip led her owner 40 miles away where she found the dog.

police are working to find whoever took the dog. check out this scene, alexandria police need your help catching this man who shot a gas station clerk during a robbery. this happened sunday night at the liberty station on north washington street in old town. police say the robber had trouble getting to it the door and thought he was locked in when the clerk told him to pull the door, not push it, the robber shot the clerk. he's expected to be okay. if you recognize the map in the video, call alexandria police. 5:49 now. three members of a high school football team are being investigated for assault. the loudoun times reports the players are members of the briarwood high school varsity team. they are being investigated for the assault of a junior varsity player. loudoun county public schools is working with the sheriff's office and says it will not comment at this time. if you live in frederick county, maryland, the sheriff's office says you should watch out for scams. it mentioned two scams, in particular. one case is where scammers call

you claiming to be a family member arrested and they need some help. in the other, callers say they are with someone you owe money to. never give out your personal information over the phone to anybody. if you think a scammer has called you, call police. in st. mary's county, investigators are looking for someone who used a fake $100 bill. this man used the counterfeit cash at the wawa gas station in mechanicsville. he was driving a dark blue or black crown victoria. if you recognize him, call police. you can vote early in washington, d.c. right now. there's a new poll out about the mayor's race. according to the race, democrat murial bowser is in the lead with 45%. david catania has 33% of the vote. and independent candidate carol schwartz has 12% of the vote. and d.c. earned the best
