get to work and anything is possible from new tolls to a new metro line. we're laying out what we could see today in a new transportation plan for d.c. but first, meteorologist tom kierein is keeping a close eye on the chance for rain today. good morning. good morning. grab the umbrella before you head out the door. the storm team 4 radar showing speckles of green here in charles county and across the river king george picking up a few scattered sprinkles there this morning. these are tracking off to the northeast, so a few sprinkles maybe getting near upper marlboro over the next hour. and they will quickly move through. right now a dry sky over washington. we have a clearing sky from the west. the cool morning now in the 40s and 50s. and an afternoon shower is looking likely as well as a wet and windy wednesday. and for the day today, we'll have a cool morning in the 50s through 8:00 with some sunshine. mild midday. we aught to be in the upper 60s to near 70 degrees by early afternoon.

then the clouds quickly close in bringing us some showers moving in by the afternoon commute. wet roads and temperatures in the 60s by late afternoon. the next weather and traffic on the 1s coming up at 6:11. the storm team 4x4 hits the road with your commuter forecast on the road. we are checking out a crash in montgomery county. southbound seven locks at democracy avenue, part of the road is shut down. it should be opening up in just a little bit. police say tow trucks are on the way. 66 eastbound after 50 in the right lane here, we do have a semi truck disabled. a new crash here at route 1 at east-west highway in prince george's county. that right now, we have one lane blocked there as well. taking a look in virginia, 95 if you're headed out of safford county, we are pretty slow at this point this morning. no real reason to be quite slow through dale city. slow for this time of the morning at 40 miles per hour. the beltway at central avenue is moving right along. i'm back at 6:11 with travel times. thank you.

6:02 is the time right now. we have breaking news right now, oscar pistorius is heading to prison. a little more than an hour ago the paralympian was sentenced to five years in prison for killing his girlfriend on valentine's day last year. the family says there's going to be no appeal, but his defense lawyer says the athlete will be able to apply for house arrest after eight months behind bars. police are looking for two men behind a drive-by shooting in southeast d.c. two other men were hit. one of them was holding his 3-year-old son at the time. the toddler was not shot. this double shooting happened on fort davis street southeast of fort dupont park. police say more than 20 bullets were fired. you can see the markers all over the street here. alma sharp was sitting in her living room baby sitting her 10-month-old grandson when she heard the shots. >> i was sitting right here with my little great grandchild. he jumped and i jumped and i just kept him close to me.

and in a minute or so, again, i just -- it frightened him. >> sharp and her great grandson were not hurt. both men shot are expected to be okay. if you have any information about this double shooting, call d.c. police. your trip to work could undergo major changes, including brand new tolls and a new metro line. it's all part of the new master transportation plan. and news4's megan mcgrath is live in southwest washington with an early look before it comes out today. good morning, megan. >> reporter: good morning, eun. well, rush hour is starting to pick up here this morning. if you look over my shoulder here, the headlights you're seeing, that's inbound 295 with folks headed to work. how would you feel about paying a toll to travel on a highway like 295? well, that's one of many ideas batted around by d.c. transportation experts over the last 18 months. the d.c. population is expected

to increase by 170,000 people over the next 25 years. and another 200,000 jobs also expected to be added in d.c., well, how are all those people going to get around? especially when things are so congested now? that's what the move d.c. plan is about, they are looking at a number of strategies and options. and they plan to release that report in hours. they are looking at new tolls and congestion pricing. that's when you have a single occupancy car, a car with one person in it, they would be charged a fee for traveling during peak hours. they are also looking at new streetcar and bus lines as well as possibly a newdo downtown meo loop. they are looking at water taxis and additional bike trails in the area. all these things to move people around and cut down on the congestion out there on the roadways over the next 25 years. what are they going to decide?

well, we are going to learn more when they unveil that plan at 11:30 this morning. reporting live in southwest, megan mcgrath, news4. back to you in the studio. thank you, megan. >> 6:05 right now. the nbc news photographer infected with ebola in liberia is opening up about the disease. ashoka mukpo took to twitter to say he's truly humbled and lucky by the disease. he has no idea how he got sick and added, quote, i don't regret going to liberia to cover the crisis. that country was a second home to me and i had to help raise the alarm. if the cdc clears him, mukpo could leave the hospital this week. another man who was treated and released is waking up with his family this morning. a health care worker helped him walk arriving at emory hospital last month. the hospital will not release his name at the request. the man was in treatment for six weeks. no other u.s. patients have been at a hospital for more than three weeks.

today the state of maryland gets another visit from chris christie. the new jersey governor will attend a fund-raiser in potomac for gubernatorial candidate larry hogan. the two will make a joint appearance at the original pancake house on woodmont avenue in bethesda later this morning. christie made his first stop in bethesda last month to raise more than $400,000 for hogan's campaign. 6:06 is the time. virginia governor terry mcauliffe is in japan this morning on an 11-day swing through asia to drum up business for the commonwealth. today mcauliffe meets with uva alumni and will speak to a japanese business group. the governor then heads to china for several events through the rest of the week. this is mcauliffe's second trip to asia. the commonwealth receives an estimated $4 billion from asian investments. when someone demanded cash at a convenient store, the clerk grabbed the first weapon she could find. the strange spray you're seeing here that she used to protect herself. plus, a common kitchen item

6:17. we are seeing a few lingering showers on storm team 4 radar. take a look, don't be caught off guard. the rain is not over for the day. storm team 4 meteorologist tom kierein is tracking when you'll see the next round of showers in your weather and traffic on the 1st at 6:21. this morning a suspected serial killer is behind bars in indiana. police arrested and charged 43-year-old daren van in the murder of a 19-year-old woman. he met her last friday at a motel after arranging a sexual encounter online. during his interrogation, van confessed to that murder and six others. >> i don't want to know that's the last face my child saw before she died. you know, i can't stomach it. >> so far police have identified four of the seven victims. they are working to notify family members now. van hinted there may be more victims dating back some 20 years. today the trial is ending for a friend of boston bombing suspect dzhokhar tsarnaev.

his friend is charged to lying to the fbi after being in tsarnaev's dorm room a few days after the attack last year. three people died from the bombing, hundreds were hurt. lawyers will present close arguments a few hours from now. the virginia state crime commission is examining whether police are doing enough to ensure the accuracy of eyewitness identification. the commission is set to hear a report on the issue today. 13 of the 16 people wrongly convicted in the commonwealth and later exonerated by dna evidence were originally misidentified by eyewitnesss. friends, family and friends are mourning the death of oscar de la renta this morning. the 82-year-old passed away yesterday at their home in kent, connecticut. de la renta has been at the forefront of couture for decades and designed fashion for first ladies and celebrities. the former first lady laura bush issued a statement saying,

at 6:21. good morning. we have big changes on the way over the next 48 hours as a powerful area of low pressure is beginning to develop here. i have just been analyzing that. it will be passing just to our north later today to bring a change to our weather. right now this morning, just a few scattered sprinkles are passing south of the metro area. storm team 4 radar showing that in the speckles of green in charles county and st. mary's. these are tracking off to the northeast passing well south of the metro area for the morning commute. and temperatures right now are down into the mid to upper 40s in montgomery county, near 50 for fairfax county. the rest of northern virginia, generally in the mid to upper 40s. and the sky is clearing out there, still quite cloudy in southern maryland where it is hovering near 50 degrees. for the bus stop this morning, it will be cool with sunshine all around much of the region. by 8:00, we'll be in the low 50s between 8:00 and 9:00 climbing to 60 degrees with lots of sunshine. right now we have a crescent moon hovering over northeast washington. storm team 4's tower camera

morning. tom, good morning. >> good morning. yes, some of the roads are wet, especially just south of the metro area where there's been some scattered sprinkles over the last couple of hours. right now getting those in charles county, southern prince george's, calbert and st. mary's. these will pass well south of the metro area over the next hour or so. 51 in alexandria with a clearing sky. hitting the mid to upper 60s by 2:30 this afternoon. that's when we'll have the highest temperatures of the day. germantown, montgomery county, a chilly 49 now. and by early to mid-afternoon, the mid-60s there as well. and then right now in charles county where they are getting a few of the sprinkles, we are in the low 50s. but the upper 60s to near 70 by early afternoon. after that we'll get the rain moving through. the next weather and traffic on the 1s at 6:4 1 /*1. we have a new problem now with melissa. what's going on?

we have a crash near lee chapel road and ox road. not sure how serious this is, but we do know there's a crash. 66 in general, looking pretty good. no major incidents or accidents at this point this morning. woodrow wilson bridge is moving right along as well. and the beltway at colesville road, we are actually moving pretty nicely for 6:30 on a weekday. no major issues there right now. just a little slow because of volume. i'm back in ten minutes with travel times. see you then. 6:31. right now, new this morning, three men were stabbed early this morning in columbia heights just before 3:00 a.m. those men were stabbed at the intersection of 15th street and club olumbia road northwest. one person is in custody. we are still waiting to hear what led up to the stabbing. a war veteran accused of breaking into the white house is in court today. omar gonzalez will face a judge for a status hearing.

police say gonzalez was carrying a knife when he scaled the white house fence last month, made it through the front door and went as far as the east room. the case sparked outrage and criticism of the secret service. gonzalez has pled not guilty. decision 2014 now, we are just two weeks away from the midterm elections and all eyes are on the big races like the virginia senate race between mark warner and ed gillespie. tracie potts is live on the hill with how this could impact the power in the u.s. senate. >> reporter: good morning. republicans only need six seats to take over in the senate and they are hoping to win races like the warner/gillespie race you talked about, but that could be a long shot. take a look at the latest poll, double-digit lead for mark warner. gillespie is behind by having

39% right now. isis has become a key issue as they are targeting kay hagan for being quiet on isis. then other races we are watching in kentucky, challenger allison lundgren grimes who hat one point had momentu against the senate minority leader, now democrats are pulling out from ads there. and we are also looking at arkansas where democrat david pryor had a hard time answering whether or not the obama administration has done a good job dealing with ebola. ebola and isis are what they are talking about out in the districts. as we look at the numbers this morning in the ten tightest senate races, in all but two of the races the republicans are tied or they have the lead. >> tracie potts on the hill for us. thank you. i'm angie goff at the live desk with breaking news. a string of pennsylvania schools are closed after another

reported sighting of alleged cop killer eric frein. the entire pocanos school mountain district is closed according to an alert posted on their website this morning. this after a late friday night sighting of frein. this is not the first time this has happened. the schools were closed for days after frein allegedly gunned down two police troopers in september. i'm angie goff live at the live desk. 6:34 and the search is on for a missing 73-year-old woman in fairfax county. take a good look at the photo on your screen right now, police say that blanco sone was last seen walking away from her home in the centreville area yesterday at noon. police searched by helicopter and could not find her. if you have seen here, call police. three members of the high school football team are being investigated for assault. the loudoun county times reports the players are members of the briarwood high school varsity team. they are being investigated for the assault of a junior varsity player. loudoun county public schools is working with the sheriff's office and says it will not

comment at this time. it is now 6:35. a stolen dog is back home with her owner in greenbelt right now. police are looking for whoever took arwyn, a 10-year-old boxer taken along with a laptop and diamond ring last week. we told you about it when it happened. after the story aired, a tip led the boxer's owner into calbert county 40 miles away where she found arwyn roaming the streets. protecting your private information. the extra steps facebook is taking to find out whether somebody else has your password. plus, an entire line on metro will be shut down for a day. why metro says it needs to close it down on one of the busiest days of the year. and storm team 4x4 is at the red line metro station this morning. we'll tell you how to dress and we'll tell you how to dress and prepare for the day

welcome back. your trip on metro will be different this veterans day as they will shut down the entire blue line to control the crowds expected for a huge concert. >> organizers say up to 800,000 people could attend the concert for valor on the national mall. metro says shutting down the blue line will increase train capacity on the orange and silver lines. anyone wanting to go to arlington cemetery by metro will have to take a special shuttle from reagan national airport. they are trying to put these systems in place to make it easier to commute because it will be very busy down there. >> learn early how to get around. many of y are getting ready to head out to your metro stop this morning. >> and we have a little rain

sticking around. meteorologist chuck bell is live at the rockville metro stop with the storm team 4x4. what are you seeing out there, chuck? >> reporter: we had a little light rain last night into the early morning hours this morning. it was sprinkling when i got up after 2:00 a.m. now all that has gone away and the skies are clearing out between 85 and 91. clearer skies have allowed for some colder temperatures. it's 52 in winchester with clouds around, but it's 46 now in manassas. so on your way out the door, if you're walking to work or school today or just walking here to rockville to the red line station, i would go ahead and have a lightweight jacket ready to go as temperatures are in the 40s and 50s now. we'll have a very nice warm up again later on today. temperatures will reach the upper 60s. might even flirt with 70 again today just like we did yesterday. but for the outside the door weather this morning, a lightweight jacket and rain chances are coming back in a little bit later this afternoon as well. so you may want to have your pocket umbrella ready to go. ten minutes from now, tom will

accused of abducting hannah graham is facing separate charges including attempted capitol murder. police say matthew abducted and sexually assaulted a 26-year-old woman walking home from a grocery store in fairfax back in september of 2005. she survived and helped police come up with a sketch. the police used dna evidence to link him to the 2009 disappearance of morgan harrington. matthew has not been charged with her murder but virginia state police say he is forensically linked to the graham abduction. matthew has not entered a plea in the graham abduction and his attorney will not comment on the latest charges. meanwhile, the community is awaiting word from the medical examiner whether the remains found here outside of charlottesville over the weekend are indeed those of hannah graham. >> gabe gutierrez live for us in charlottesville for us. thank you. coming up on the "today" show, see gabe's full report on the new charges for the main

suspect in the hannah graham investigation. that begins in just a few minutes right here on nbc4. d.c. is looking to make big changes to your commute. there's a brand new plan that could add more toll roads here, even a new metro line coming out today. and news4's megan mcgrath is live where traffic is looking pretty heavy right now. megan, good morning. >> reporter: yeah, aaron, traffic of course in washington, d.c. is just terrible. look at the traffic we're seeing behind me here on 295. the headlights you see, that is the inbound direction. and you can see things are really starting to slow down this morning. and traffic in d.c. is only expected to get worse over the next 25 years. according to the experts, they are expecting 175,000 people to move into the washington area. an additional 200,000 jobs are expected to be added in the next 25 years. and of course, the big question is, where are all these people going to go? how are they going to move around? that's what the move d.c. plan is all about.

transportation officials have been looking at a number of different options over the last 18 months. and in the next couple of hours, we are expected to hear their ideas about what to do to move people around. now, take a look at some of the things batted around here. first of all, they have been looking at the important of tolls on highways like 295 behind me. also, something called congestion pricing. that's where you have a car that has just one person in it, that person would be charged a fee for traveling during peak hours. they have also been looking at new streetcar and bus lines as well as the possibility of a new downtown metro loop. other things that have been looked at, additional water taxis in the area as well as more bike lanes and trails in the area to help move people around. they have been consulting the experts, the transportation experts with commuters and people who live in the district. they are going to unveil their plan at 11:30 today. back to you in the studio.

i'm angie goff at the live desk with breaking news. oscar pistorius is going to prison. he's in a holding cell right now below the courthouse in south africa. now he'll be there several hours before headed to jail. early this morning, take a look, this is as they were leaving the courthouse after pistorius was sentenced to five years for killing his girlfriend reeva steenkamp. now his legal team came out after this to say after serving eight months, the athlete can apply for house arrest. last month pistorius was found guilty of culpable homicide. and now he's banned from the paralympics in rio. the nbc photographer infected with ebola in liberia is opening up about his disease.

ashoka mukpo said he saw awful things and wish head could take things back, but he added, quote, i don't rebret going to liberia to cover the crisis. that country was a second home to me and i had to help raise the alarm. he also has no idea how he became sick but could be released from the hospital this week. in west africa thousands of liberian families are using new medical kits to stay protected. the group doctors without borders are handing out the kits to families turned away from the hospital. so many people are infected there the clinics cannot hold them all. today the state of maryland gets another visit from chris christie. the new jersey governor will attend a fund-raiser in potomac for larry hogan. the two will make a joint appearance at the original pancake house in bethesda later this morning. governor christie made his first stop in bethesda last month to help raise more than $400,000 for hogan's campaign. coming up on ten minutes

at 22 miles per hour. as you head through manassas, taking a look at 95 out of stafford county, virginia, headed northbound you're slow to the triangle opens up. then it is slow once again. prince george's county looking typical for this time of the day. a little red and yellow here and there sprinkled throughout. follow us on twitte twitter @first4traffic. thank you. 6:54 right now. this morning a family is upset after a drive-by shooting near their home in the district. two men were hit and last on fort davis street southeast just south of fort dupont park. one of them was holding a 3-year-old son and the toddler was not shot but did suffer cuts when he fell to the ground. police say more than 20 bullets were fired. you can see the markers all over the street here. that shooting happened right outside a home where a great grandmother was baby sitting a 10-month-old. his mother rushed to the scene. >> and she said, he jumped and started crying. you know? and she just held him. she heard eight gunshots and held him, held onto him.

and my baby was scared. >> four generations of her family grew up in that home and neighborhood. both of the men shot are expected to be okay. if you have any information about this double shooting, call d.c. police. tens of thousands of federal workers are being kept off the job for disciplinary reasons. and that is costing the federal government a lot of money. a new report in "the washington post" says over the last three years more than 57,000 employees wereept home for a month or longer. some were kept home for as long as a year while their cases were pending. the government accountable office says the tab for the workers exceeded $775 million in salary alone. in an effort to keep your online accounts safe, facebook has created an automated service to monitor the web for stolen e-mail addresses and passwords. that service checks stolen credentials to see if they match those being used on social networking sites. if it finds a match, facebook notifies the user the next time they log in.
