monica lewinsky back in the public eye today, speaking out about ending online abuse. plus, credit cards at risk. consumer reporter, erika gonzales breaks down a data breach, targeting stores popular in this area. first at 4:00. news4 at 4:00, starts now. here come the clouds and scattered showers. good afternoon. i'm pat lawson muse. >> and i'm jim handly. the big question now is, just how long will it last? >> let's get the answer from storm team 4 meteorologist veronica johnson and the weather center. what about it, vj? >> guys, this storm system stickinging around for a while. we're really just getting started with some rain showers, pushing in our area. if you're going out this evening between 6:00 and 8:00 p.m., a few wet spots on area roads. the temperature 61, so cooler and cooler. we drop to the upper 50s 8:00 to 11:00 p.m.

showers sticking around and that means slick spots on area roads for a while, especially your morning rush. take a look at the latest storm team 4 radar. you can see activity here, just south of fairfax, and yes there's been a bit of lightning too between fairfax and woodbridge heading into the western side of the melt beltway, 495. from winchester, more showers here. and at times even a little lightning. there's your storm system, so it will be making its the way in. we're talking about wind-swept rain for tomorrow morning. gusts 25 to 30 miles per hour. we'll talk about how much rain in a little bit. we'll keep you up to date on the changing weather throughout the newscast and you can also download the weather app on your smartphone for frequent updates. we have just learned about a disturbing case out of charles county this afternoon. police there are looking for a man who tried to lure young girls into his car. this happened last wednesday around 4:00 in the afternoon. two girls ages 14 and 8 were

walking to their house on banister circle near brightwell court. a man driving a four-door passenger car pulled up beside them, pointed to the passenger seat and asked if they wanted to get n. the girls said no, and the man drove off. anyone with information is urged to contact police. we are hearing about new allegations against barry fundel. a student where he taught tells the school paper that he invited her and her classmates to use the micva during a tour. that's the synagogue where he is accused of recording at least six women. investigators say while there's no evidence the students were recorded, they would like to hear from them. right now in charlottesville, the crime scene is still blocked off. a mobile command unit has still been set up. three days after human remains were found on an abandoned

property in charlottesville, police still haven't confirmed if the body is that of missing uva student hannah graham. just a few hours ago, albemarle county police tell us when they get the results of the forensics test, they will issue a written statement and they will not hold a news conference. jesse matthew is accused in graham's abduction and is behind bars facing attempteded capital murder charges in the 2005 alleged sexual assault in fairfax. ahead at 5:00, northern virginia bureau reporter david culver is live in charlottesville to explain how that indictment and trial could affect the other potential cases. and you can find a time line of events in the hannah graham case on our website, nbcwashington.com. right now, the man accused of running into the white house is facing a judge in d.c., omar gonzalez is in federal court for a status hearing right now. police tell us he scaled the white house fence last month and made it as far as the east room before being tackled by secret

service agents. he was found carrying a knife. the security breach led to the resignation of the secret service director. gonzalez has pleaded not guilty. imagine running home for lunch and finding this in your house. check out the scene on ridge line drive in montgomery village. someone drove their car right into a townhouse. it happened just after 1:00 this afternoon. today firefighters say the driver was trapped and had to be rescued. he suffered serious injuries, and a passenger was also injured. the woman who was in the house at the time is fine. no word yet on what caused the driver to lose control. that house has been condemned. a woman arrested after passing a stopped school bus with flashing lights -- it happened in st. mary's county two oh weeks ago. several people reported seeing her pass the bus. police went to her home in california, maryland, and asked it to see her driver's license and registration. the 50-year-old allegedly

refused to hand them over, and then allegedly pushed the deputy. they arrested and charged her with obstruction, assault, and resisting arrest. traffic along one of the district's busiest corridors is about to get even messier. d-dot is about to begin a major rehab on the 16th street bridge in northwest d.c., and it will also impact military road, which runs below. one lane in each direction will remain open at all times, but the project is expected to take about nine months to complete. construction is set to get under way this fall. a formal announcement will be made tomorrow. a new capital street bridge, a potential toll road for i-295 and miles of new street cars and bike lanes. all that and more included in may your vincent gray's plan to charge improvement thes over the next 25 years. gray who was defeated says the plan was developed over the past 18 months and is something any

you're watching news4 at 4:00. a toast to one of virginia's most flourishing industries right now. the third annual wine summit is wrapping up in richmond. wine experts from around the country have been holding seminars all day. the summit also involves lots of

tasting and critiquing some of the famous wines in the commonwealth. virginia's wineries contribute to the state's economy, and in fact, the 2014 fiscal year was another record-setter, well more than 6 million bottles sold. it's a fine thing that offers some food for thought. the falls church library has a deal now for customers who owe fines pay in food instead of money. through sunday, patrons can erase their fines with a nonperishable food item that will be donated to the area food bank. a single food item clears a single fine but there is no limit on the number of fines that can be cleared. this program is operated for several years and brought in hundreds of items to feed the hungry. >> if you had a book you kept six months late or a book you kept two days late, that one can of soup would take care of that one fine. we're a small community library, and this is a chance for people in the community to not only clear their fines but also to

you can now actually see signs of the second royal baby. kate suffered from the same condition during her first pregnancy. the latest royal is due in april. he changed the face of fashion in america. >> everyone from first lady entertainers wore his designs. and this afternoon, that industry and fashion fans are remembering oscar de la renta. late last night, he lost his battle with cancer. bull billy bush joins us. what was it that made oscar de la renta a mogul in the fashion industry? >> from the ladies he dressed, from first ladies to a celebrity. the great oscar de la renta looked so great. i remember in april when we saw amal clooney getting her wedding dress fitting for "vogue" magazine, leaning up against a desk, looking fit and on top of

his game. often described as the sultan of suave, dressed jacquelyn kennedy, nancy reagan, oprah winfrey, anne hathaway, and amal. former first lady laura bush said we will remember him as the man who made women look and feel beautiful. he was the best. i remember recently sarah jessica parker convinced him somehow, this great, know -- wasn't a guy that really got out of the box. he was -- she made him write oscar de la renta on the back of her dress, something or car would never do, but for sarah, she talked him into it. he was diagnosed with cancer in 2006. many people didn't know that. but again, looking great in the spring, and he will be missed on all red carpets across the world, for sure. >> so billy, what's next for the company, and will his fashions continue on? >> oh, of course. the house of de la renta will

it's been raining for a while out west. western maryland, areas of eastern west virginia. temperature there, 56 in hagerstown, maryland. 55 in martinsburg. down south where they haven't had the rain, fredericksburg, 70 degrees now. huge range throughout a small area. and it is wet right now. rain moving in. up i-95, mt. vernon, alexandria. that rain advancing north and east. so soon on the eastern side of the beltway headed toward areas like walker mill, and advancing east. yes, this whole area. so it's showers with some -- maybe embedded areas of more moderate rains this evening. there is that rotation around our storm system that sits up to the north and west and areas of pennsylvania. future weather, here we go. for this evening, again, wet periods coming through this evening. leesburg, wet at 9:00. fredericksburg too, more rain coming your way. by midnight, wet in the morning rush. we could see some areas with more moderate rains moving through. especially across areas of southern maryland. hagerstown, areas around winchester, too.

and in the morning, we could see winds gusting to 20 to 25 miles per hour quickly, increasing by the afternoon. we stay with that overcast sky with showers rotating through from time to time, but i think we're front loaded tomorrow with most rain before noon or 1:00. so what to wear tomorrow? you're going to be needing a warm jacket. your umbrella, and yes, the rain boots too for that early morning rush. high temperature going up to 61 degrees around waldorf. 58 around mt. airy. 58 degrees over around leesburg. here's a look at your storm team four-day forecast. tomorrow, 60, we're wet, sloppy, nasty. once the rain leaves tomorrow afternoon, it's still going to be a windy day on thursday. the high temperature at 63. so very brisk. we start drying out friday and for the first part of the weekend. just a couple minutes, i'll show you what recess is looking like for the kids tomorrow and what you can expect on area roads. jim, pat? >> veronica, thanks. up next, the first person charged under the new revenge porn law is a woman from virginia, what she is accused of

a virginia woman becomes a first to be charged under the state's new revenge porn law. >> what she posted on facebook wasn't very friendly. joining us in the studio, cain from hot 99.5. so cain, this woman charged stole the picture off her ex-boyfriend cell phone. >> yes, and this is of his new girl friend. and a lot of people are very heated about this conversation, because, of course, revenge porn is a big deal. people posting things online can now be charged in the state of virginia. and this 28-year-old woman is now officially charged with a class one misdemeanor. her name is rachel lynn craig. and believe it or not, the thing that decides whether or not you can be charged for revenge porn is whether or not there was intent to do harm. so if you accidentally post a picture of someone else they're saying that could be a question mark. if you do it on purpose like she did, there could be trouble. >> how about something more

all right. we've got some wet weather moving in. so stepping out the door, you're going it need your umbrella. and in fact, you're going to need it until we get to tomorrow afternoon. probably early afternoon. here's the rain making its way from west to east through areas of ohio, west virginia, right here we've got some moderate rain heading through middleburg area now. down south around mt. vernon, all moving east-northeast towards leesburg, reston and fairfax. you'll get that rain before long. tomorrow morning, rainfall intensity picks up around the area. this time instead of the small umbrella, you need the big umbrella. heavy in spots and hold on to that umbrella, because it is going to be windy too come tomorrow morning. temperatures are going to be very cool, so just an ugly morning out there. 49 degrees, manassas starting out tomorrow morning. 51 in d.c. gaithersburg at 49. 50 in baltimore. you need a warm jacket. now looks as though recess we could start to see improving conditions recess and dismissal time.

but ugly at the bus stop tomorrow morning. much more later this hour. and we'll keep you up to date on our changing weather throughout the newscast this evening. you can also download the storm team 4 weather app on your smartphone for frequent updates. big changes are ahead in the fight against the spread of ebola in the united states. after two nurses contracted the disease in texas, there are new guidelines now involving the protective gear that health care workers wear. and anyone flying here from affected west african countries must enter the u.s. through one of five airports, including dulles, screening passengers for the deadly disease. nbc's jay gray joins us live from dallas where the majority of the u.s. cases are being handled now. jay? >> reporter: hey, jim. yeah, and this afternoon we learned 60 of those people potentially at risk for contracting the virus have been removed from an ebola watch list, as the national government like you talk about and state leaders here try to eliminate that list all together now.

starting tomorrow, new flight restrictions will go into effect requiring anyone traveling from the ebola-plagued countries of liberia, guinea or sierra leone to land at one of five u.s. airports. new york's jfk, newark, washington, dulles, or chicago where enhanced screening measures are in place. on the ground, the centers for disease control has established new guidelines for medical teams dealing with the virus. health care workers must be repeated trained on how to use personal protective equipment. the suit should leave no skin expose and had a trained observer or sight observer must monitor employees using the protective gear. >> we really want a fresh pair of eyes watching step by step that adequate removal of all personal protective equipment occurs without contamination. >> reporter: officials say it's likely nurses nina pham and amber vinson were affected while taking off their protective suits after treating ebola

patient thomas eric duncan. both are said to be responding well to treatment. this afternoon, governor rick perry announced the creation of two new state-of-the-art infectious disease bio containment centers in texas. >> facilities that could provide world-class care to those stricken by ebola or other critical infectious diseases. >> reporter: the facility in the dallas area is expected to be online and operational within the next 24 hours. yeah, there is also a texas connection to the newly created u.s. military ebola response team. that unit, the pentagon says, will receive specialized training at a base just south of here in san antonio. that's the latest live in dallas. i'm jay gray. jim? back to you. >> jay, thank you. you can get the latest on nbcwashington.com. just search ebola. canada's prime minister calls this troubling. canadian soldier has died following a suspected terror attack in quebec.

he was run over yesterday in a parking lot. authorities believe they were targeted, and the car was driven by a suspected islamic militant. police shot and killed the suspect after a high-speed chase ended in a crash. it's the first incident in canada since the country joined the fight against islamic state militants. former south african olympian track star, oscar pistorius will spent his first night in prison tonight. the judge sentenced pistorius to a maximum of five years in prison for shooting his girlfriend, reeva steenkamp, to death. pistorius could be released after ten months in jail to serve the remainder of his sentence in house arrest. the judge said pistorius had shown gross negligence by shooting steenkamp four times through a locked toilet door in his home. pistorius claimed he thought she was an intruder. breaking news in the nfl now. the dallas cowboys have cut michael sam, the first openly gay player in the nfl. dianna russini at the live desk

standing by right now with new stories first at 4:00. erika gonzales, barbara harrison, wendy rieger, shomari stone and doug kammerer. breaking news first. a car crashes right into a gas station. wendy rieger is at the live desk with details. >> pat, this happened at a gas station in landover along the martin luther king jr. highway near kit lynn park. chopper 4 over the scene. this is the sunoco gas station. right now. we don't know what caused the car to crash or if anyone was hurt. the building inspector is headed to the scene. back to you. staples, the office store, says it's now investigating a possible data breach. >> news4 consumer reporter erika gonzales joins us now with details, plus what the fbi is now telling companies about financial hax. erika? >> hi, jim, pat, good to see you. let's start first with what staples is staying about this possible breach at staples involving customer credit and debit information.

security blogs say the data breach affects staples locations in the northeast but no word on exact stores affected. we reached out to staples, and it confirms to news4 that it is in the process of investigating a potential issue involving credit card data and have contacted law enforcement. staples went on to say, if it discovers an issue -- if -- customers will not be responsible for any fraudulent activity on their credit cards if that fraud is reported in a timely manner. and if you don't shop at staples, don't exhale just yet. the fbi said this week nearly 439 million records were stolen in the past six months, due to hacks. 439 million. and the fbi's advice to companies? you're going to be hacked. so get a game plan together. please. coming up later on at news4 at 5:00, we've got another story coming up, jim, we mentioned

just a few minutes ago. >> you've been working hard on this. >> i'll tell you what. my team and i have heard just about every scam out there in the book, from grandparent scams to someone pretending to be from microsoft. we're going to show how to protect yourself and how to spot the scammer. that's coming up tonight at 5:00. please, please, please do not fall for this stuff. >> we want to hear this one. erika, see you then. thanks much. >> thanks, guys. so veronica, how much rain are we talking about? >> we're not going to get a lot. i think the bigger part of this storm system will really be the wind. but when you combine what rain we're talking about, even not a lot for the morning rush and the wind, it is going to be pretty nasty. let's talk about this evening out there right now. we do have some showers falling throughout the area. and yes, the wind will start to pick up but not until tomorrow. take a look at the graphic. your evening showers, gusty morning rains and that wind again will hang on even after the rain is out of here. let's talk about storm team 4 radar. we've been tracking this all afternoon.

you can see that rain advancing from southwest to northeast. big batch of it right here. and anywhere you see the shading, yellow and orange, some moderate rain falling, north of frederick county in virginia. right there on the east side of i-81 near luray, and advancing toward leesburg now. a pocket of some moderate rain into loudoun county, fairfax wet inside the beltway too. and i think by the time we get to 7:00, 8:00, everyone will be seeing some rain activity around the area. tomorrow morning, rain, yes, temperature it 52. wet roads between 8:00 and 11:00 a.m. and that means conditions could be slick. it's wind-swept rain. 57 to 62 for tomorrow. so it is going to be on the cool side. you're going to need a nice, warm jacket in terms of rainfall amounts. again, not a tremendous amount. these locations here in the blue, that's just over a half inch. there could be some isolated 1-inch totals, mainly south, i think, through areas of st. mary's and the northern neck. but a bigger storm for new england. and, again, wind, yes.

let's go to meteorologist doug kammerer on how windy it will get in your neighborhood. >> yeah, any time you mention the fact there is going to be a nor'easter, everybody starts to worry a little bit about it. but this one is not going to be that big of an impact for us. although tomorrow will be one of those raw, dreary, cool windy days. future wind gusts tonight. 6:00, not much wind in the d.c. metro area, but starting to see wind towards the west and we'll continue to see it through early tomorrow morning. so tonight at 11:00, winds gusting to 15 to 25 miles per hour and tomorrow, upwards of 30 miles per hour, and this storm system not a fast-mover. the wind will stay with us through most of the week. i'll update you on that at around 5:15. vj? >> thanks. we're top-loaded with that rain for tomorrow. most of it ending around 1:00, 2:00. thursday, there's your wind, the high temperature just 63. friday, we start to dry out and right now looking like we're going to get a beautiful weekend with highs mid to upper 60s across the area. yes, nice and even a chance to warm up the early part of next

you're watching news4 at 4:00. take a look at this. a woman tried to rob a store in pennsylvania. instead a clerk grabbed a can of bug spray and sprayed the would-be robber. she left. the clerk says she actually saw the masked woman walk into the store on sunday night. she grabbed the closest thing to her, which was that can of spray. police say it's never a good idea to confront a robber, but this clerk says she would do it again. pocono mountain schools in monroe county, pennsylvania, are closed right now as officials continue their search for fugitive eric frein. police activity in the area of the county has increased in recent days. a woman reportedly spotted him in the area last weekend. and the local law enforcement officer reported seeing the fugitive yesterday near swift waters post office. police say frein opened fire outside the blooming grove state police barracks in september, killing one trooper and seriously injuring another.

busiest roads is being torn up. the nor'easter, ready or not, is arriving in our region. >> it's a nasty mix of rain and wind around for the next 24 hours. let's go straight to doug kammerer in storm team 4. >> the biggest factor about this nor'easter developing off the coast is the fact we are not going to see the worst of this storm. that will be left up towards parts of new england, boston and portions of maine. for us, it is still going to bring the rain and the wind. right now it's just the rainy portion of this. we have some pretty strong, heavy rain now around portions of loudoun county, down through prince william and stafford county and is right towards madison and portions of culpeper county, too. even some lightning with this. don't be surprised to hear a rumble of thunder moving through. the rain right now in loudoun county, right around leesburg, making its way toward the north and east. leesburg, ashburn, on your doorstep right now, as a matter of fact. fairfax, right along 66, seeing heavier rain towards centerville and chantilly and towards quantity co across the d.c.
