now some students say they were lured to a synagogue under the pretense of earning extra credit. first tonight, our weather. a nor'easter is developing, bringing rain across our region, even though we will be spared from the brunt of this storm and it could create a mess of our morning commute. doug is tracking it all from storm center 4. doug, getting ugly out there. >> it is, doreen. and this evening's rush hour is definitely going to be a problem with the rain falling now. the heaviest rain around the d.c. metro area and lightning. we saw a bolt around bethesda, chevy chase, kensington. some of you asking was that lightning? yeah. we are seeing a few storms develop here. brief lightning, the heaviest rain towards culpeper county, west of fredericksburg, loudoun county, jefferson county. and we continue to see it around the bethesda area toward chevy chase, northwest portions of d.c. and over towards college park and takoma park, even close to laurel seeing heavier rain

now. not close to being done yet. the storm still taking shape. you can see the spin in the atmosphere as it moves out. it will become a nor'easter. the biggest effects will stay well to our north and east. up towards new york, boston, but it's still going to have an impact on your wednesday. i'll show you how and what impacts you can expect in a couple minutes. >> thank you, doug. the storm team 4 weather app is free on itunes or google play. new travel restrictions going into effect to keep ebola out of the united states. starting tomorrow, anyone who travels into this country from west africa is required to go through one of the five airports that have enhanced screenings for ebola. and that includes dulles. about 94% of people traveling from liberia, sierra leone, guinea, already come through those five airport. the other 6% will now have to change their travel plans. once passengers land, they'll go to a secondary screening process, which includes checking their temperature. in the meantime, new

guidelines are now in place for medical workers who deal with ebola. nbc's jay gray is live in dallas tonight with details on the new plan to fight the spread of the deadly disease. jay? >> reporter: hey, doreen. let's start with good news. we have just learned that fina pham, the nurse who contracted ebola while treating a patient at dallas and is now being treated at the national institutes of health in maryland, has been upgraded, going from fair to good. so that is very good news. more good news, 60 people pulled from the ebola watch list here, a list that both national and state officials hope they can eliminate all together. the centers for disease control has established new guidelines for medical teams dealing with the deadly virus. health care workers must be repeatedly trained how to use personal protective equipment. the suits should leave no skin exposed and must monitor employees using protective gear. >> we want a fresh pair of eyes

watching step by step, that adequate, safe removal of all personal protective equipment occurs without contamination. >> reporter: officials say it's likely nurses nina pham and amber vinson were affected while taking off their protective suits after treating ebola patient thomas eric duncan. both are said to be responding well to ongoing treatment. >> we'll continue to be vigilant. >> reporter: this afternoon, governor rick perry announced the creation of two new state-of-the-art infectious disease bio containment centers in texas. >> facilities that could provide world-class care to those stricken by ebola or other critical infectious diseases. >> reporter: the center is expected to be operational within the next 24 hours. there is a newly created response team. the pentagon saying those -- that team will be trained just south of here in san antonio. that's the latest live in dallas, i'm jay gray, news4.

>> there is new surveillance video just released in an unsolved local murder. u.s. postal inspectors believe the person inside this suv may know something about a mail carrier gunned down on the job. tyson barnett, shot and killed last november while he was delivering mail in a cheverly neighborhood after dark. his killer is still out there. here's another look at the suv. investigators believe it may be a jeep grand cherokee. there is a $100,000 reward in this case. tonight, the charlottesville community desperate to know if remains found on an abandoned property belong to hannah graham. so far, police haven't said yet. but we do know that they're still blocking the road where the discovery was made. and that suggests just how extensive this investigation is. bureau reporter david culver is outside police headquarters now with the latest. david? >> reporter: doreen, as you mentioned, this is albemarle county police head cars. tough to see because of a few of the many satellite trucks that

fill this parking lot. you've got national media and reporters from all over the commonwealth all of us here awaiting the identity of those remains. police not giving a clear time line, only to see it could come at any moment. the attention centered on what's happening inside this richmond building. the office of the chief medical examiner. they'll first send the autopsy hult results to the albemarle county police but unclear when we'll find out if it is, in fact, hannah graham. what is clear, police don't want us to go beyond this road block. a half mile up is where they found the remains. but that was more than three days ago. still, they're investigating. but what more could they be looking for? former albemarle county prosecutor, scott goodman, says police are building what could become a complicated case. >> if it's confirmed that is hannah graham, it's almost certain that forthcoming in the near future would be another charge brought in charlottesville involving the murder of hannah graham, not

just the abduction. >> reporter: that could mean even more charges against jesse matthew, the man accused of abducting hannah. he's still in jail in albemarle county. his defense got more complicated. county prosecutors indicting him for attempted capital murder stemming from an alleged sex assault. while matthew faces three life sentences on the charges, goodman says it could affect the potential cases in charlottesville. he likened it to the d.c. sniper cases. >> there were multiple charges not prosecuted, because once a death sentence was returned by the jury in prince william county, the prosecutors in maryland and district of columbia and other jurisdictions in virginia said what's the use? he's got a death sentences. so we're not going to prosecute the other cases. that's possible that could happen with regard to mr. matthew and the charlottesville cases. >> reporter: police telling me tonight that once they get the results of those autopsy tests, they're going to be releasing them to us via a written statement. and that's a change from their

usual in-person updates. the press conferences we have been sharing with you. meantime, we're going to keep it here, keep close to the police headquarters for when that news breaks. live in charlottesville tonight, i'm david culver, news4. former fbi profiler and nbc news crime analysts, clint van zan zandt, gave us insight. he said if jesse matthew is responsible for her disappearance and other crimes, he's the type of predator who knows exactly who he is looking for, someone out alone and vulnerable. >> we've got somebody who is out almost stalking, like a lion would stalk a gazelle. this is someone who can potentially recognize a victim out and about. >> clint van zandt says moving forward, authorities need to create a time line to which matthew may be connected. a war veteran accused of scaling a fence and running into

the white house has to undergo a mental health evaluation. police say omar gonzalez had a knife in his pocket when he got through the white house front door. he made it all the way into the east room before secret service agents tackled him. a recent examine finds gonzalez was not mentally competent. attorneys from both sides agreed today another evaluation is necessary. gonzalez has pleaded not guilty. an american father who was being held in north korea is on his way back home tonight. jeffrey fowle was arrested in june and charged with crimes against the state. he reportedly left a bible at his hotel. his family insists he was not on a mission for his church. north korea considers missionary activity a crime. the swedish embassy helped negotiate his release. now to politics. many people think he'll run for president, but today new jersey governor chris christie was in montgomery county urging voters here to elect larry hogan for governor. this comes days after president

obama campaigned in the state for anthony brown. as news4s mark segraves reports, two national figures in maryland show how close the race for governor is getting. >> i actually believe the biggest upset in the entire country is going to be here in maryland. >> reporter: republican candidate larry hogan got a boost today from new jersey governor, chris christie, who attended a fund-raiser with hogan in potomac before meeting at a breakfast spot in bethesda. christie was quick to point out a republican can win in a democratic state. >> i'm here to show people i'm living proof it cannot only happen once, but twice. >> reporter: brown has been bolstered by big name democrats as well. >> you must have a leader. that's what anthony brown is. >> reporter: president barack obama just campaigned with brown over the weekend. >> and we're going to hope. that's what brown is about, is hope. >> you can see that democratic

a close call for a homeowner, almost hit by a car while sitting on her sofa in her living room. it happened in montgomery village. paris was about ready to go to work when a car came crashing into her townhome. >> i was sitting on the sofa and all of a sudden there was the car there about two feet from me and i don't know, about ten feet inside my house through the patio door. and i asked the lady if she was okay and called 911. >> was it pretty scary? >> it was, yeah, yeah! i was not expecting a car to be a guest in my living room today. >> there's no word yet on what caused the driver of the car to lose control. he suffered serious injuries. a woman who was in the car with him was also hurt. paris was not hurt but has to look for a new place to live

now. her home has been deemed unsafe. another hack attack. today office supply store staples confirmed it's looking into a potential security breach. consumer reporter erika gonzales is here with what may have been compromised. >> staples says it has contacted law enforcement and is looking into a possible hack. the retailer says customers' credit and debit card information may be at risk. the financial hacking, as the fbi puts it, says it's not the first and likely not the last either. at target, the first big u.s. retailer hit by hackers last year. people were swiping credit cards today. but some were concerned. >> everybody is worried about that. it's so much stuff going on today. >> reporter: kmart has been hacked, home depot, even dairy queen. staples is the latest. the company warning law enforcement today that payment card data is presumed stolen. but it's not just plastic. it's bank accounts. just a few weeks after jpmorgan

chase disclosed the 83 million customers' names, addresses and phone numbers got coped, the fbi is warning almost anyone funds can be stolen anywhere in the world. >> we're in the days where someone can commit 15,000 bank robberies sitting in the basement of their apartment. >> for victims, it's heartbreaking. and as a country, we've got to do more to stop it. >> reporter: the government says step one to stopping it, switching to credit cards with secure chips instead of magnetic stripes. the new target, walmart and home deep credit cards have chips, but they're not out yet. we're waiting gore those. >> all right. thanks, erika. doug is here with more on our weather forecast and that nasty weather moving in. >> and really is nasty already in many parts of the area. the drive home is definitely going to be a problem, no matter where you are. because once again, seeing heavy rain.

this is river road, and yeah you see what's going on there. we do have some rain out there on the roadways. the roads definitely going to be on the wet side. the traffic is going to be a problem. and it is a problem out there on parts of the beltway too. but that's what we're going to be dealing with right through early tomorrow. right now, currently out towards the airport, the city cam taking a look at the city with shower activity. 62 degrees. as the winds are out of the northwest at 9 miles per hour. not going to be a good night for soccer, guys. if you've got a soccer game, might be cancelled. heavy rain to the south, up to the north, around the d.c. metro area and southern maryland. back towards the west around martinsburg, shepherdstown, heavier towards maryland and washington county and frederick county. leesburg also seeing that heavy rain. we drag towards the warrenton area, culpeper. southern fauquier county seeing heavier rain moving northeast. heads up around prince william county and manassas. and bethesda, clinton, marlboro

seeing rain. and we are seeing a little in the way of lightning every now and then in and around this area. bethesda, one of the roads around river road. how about i-95 and beltway, college park, vw parkway, very heavy rain too. laurel, you're seeing that raeb towards the west around the aspen hills area and wheaton. it's going to stick around through early tomorrow. and the reason is because of low pressure. you can seat spin here. that's the area of low pressure, very cold air associated with this and lightning and temperatures have fallen because of that. now overnight tonight, 8:00. still dealing with rain. tonight at 11:00, still some areas of shower activity as it all moves through. but then watch what happens as typical of a nor'easter, moves off the coast and brings the moisture back in off the atlantic ocean. and that's what we'll have during the day tomorrow. 7:00 a.m., showers likely and even around the noon hour, still

dealing with showers. so take your time, especially with those roadways, because they are going to be quite wet even through the afternoon tomorrow. so tomorrow morning's commute, 5:00 to 8:00 a.m., expect rain. 52 degrees. give yourself extra time. not only rain, but wind. so wet roads, combine that with the leaves, makes for problems. so as i mentioned, give yourself extra time for sure tomorrow with that morning commute. four-day forecast, 20 to 30-mile-an-hour winds, a raw, wet, cool day. 63 on thursday. dry, but still rather windy and cool. and looking a lot better as we head toward the weekend. saturday and sunday, temperatures in the mid 620s and monday and tuesday, we're dealing with nothing but sunshine with temperatures back into the 70s. >> right now, prince george's county detectives are canvassing a neighborhood after a sexual assault. jim handly is at our live desk. >> yeah, wendy. police are in cheverly passing out flyers near 57th avenue and

crews are working on river road up to little falls parkway in bethesda. and it's a lot more than just repaving work. transportation reporter ad am tuss has a look at how neighbors hope this frustration will pay off eventually. >> reporter: driving down river road can be tough enough. throwing in a massive pepco project doesn't make it easier. look how far down crews are digging, 10 to 12 feet down into the road so that 6500 feet of pipes can go in, carrying serious heavy duty electrical cables that should modernize the electrical system. this is a very big project. take a look here at the hole that is being cut open in the ground. and we could have a lot longer to go with the project. the heavy duty digging here is expected to wrap-up in january. joy is an au pair who says the

and i-95, some problems on it already. and look at the beltway right here. this is the beltway at connecticut avenue. yeah, as always in this area, a tough spot for sure. you add in some of the rain we continue to see, and we are going to continue to see that rain through the night tonight in through early tomorrow as the storm system starts to strengthen. it will become a nor'easter. we won't see the worst effects but we will see the effects in the farm of rain and gusty winds. i'll be back to tell you how long the storm will stick around in a few minutes. now to growing allegations against a rabbi. one of barry freundel's former college students says she and classmates were encouraged to use a ritual shower at kesher synagogue. pat collins is live in georgetown with the new accusations. >> reporter: rabbi barry freundel was a professor at the

university. he would routinely take his students for a tour of the sin gone synagogue in georgetown. would he a he would ask the women to take a ritualistic shower here. did rabbi barry freundel secretly take naked pictures of college students at his synagogue here in georgetown? for years, the rabbi has been a professor of religion and ethics at townsend university. meet jonathan. he took a course from the rabbi. he is also the editor of the campus paper. for extra credit, he says the rabbi would offer field trips to a synagogue in georgetown. in a story in the school paper today, he quotes a woman student as saying she and other women went on a tour and were asked to shower in the ritualistic bath.

>> she and two other female students went into the synagogue as part of an extra credit opportunity for his class and they were offered to take that ritualistic bath you mentioned. although the woman i talked to did not accept. the two people she was with did. >> reporter: last week he was arrested and charged with using a hidden camera disguised as a clock radio to take pictures of naked women in a ritualistic bath at the kesher synagogue in georgetown. the rabbi has led the congregation for 25 years. in court documents, police identify six victims but investigators believe there could be more. this story comes as a council discloses other allegations of questionable behavior by rabbi freundel. in 2013, an allegation he took a train ride in a sleeper car to

chicago with a woman other than his wife. in 2012, an allegation that conversion candidates complained they were forced to perform clerical work for him. in 2012, an allegation that rabbi freundel ended up as a cosigner an one of the conversion candidates' checking accounts. now back to those townsend student tours. it's unclear how many field trips there were to the synagogue. how many stunts took the bath and whether or not they were photographed. this investigation is ongoing. live in georgetown, pat collins, news4. new at 6:00, attorneys for accused killer charles severance are asking an alexandria judge to allow their client to be fully unshackled during their visits to the jail. he is charged with three alexandria murders. he is due in court thursday for a hearing. his attorneys say with his

wrists handcuffed, he can't have the same communication with his lawyers other prisoners have. and a guilty plea. police arrested ronald press contingent in july after he tried to enter the cannon house office building with a loaded pistol and magazine in his briefcase. he was sentenced to probation. he was in the district to meet with members of congress. the future of a top-ranked high school football program is in question tonight. this amid allegations of assault against two student athletes. northern virginia bureau chief julie carey reports from briarwood's high school in loudoun county. >> reporter: the cold rain didn't stop the briarwood's football team from practicing this afternoon, but they are missing a few varsity players. they have been sidelined as the sheriff's department investigates an allegation that some older players assaulted two

younger jv players in the locker room. >> it was on the 17th of october that the officer was made aware there was a possible assault that occurred with two separate victims on two different dates within the school. >> reporter: the report came initially on friday to th school resource officer, a deputy himself. today detectives joined him at briarwoods to continue the investigation, first reported by the "loudoun times." is there any indication this is a hazing incident or have you ruled that out? >> i would say we look at it from a legal standpoint, not necessarily hazing, but whether there is a criminal matter involved. and that's why we're investigating with the security folks to make sure we're getting all of the information, working with the parents and students to get as much information as we can. >> reporter: school officials are unable to comment on the ongoing investigation. the sheriff tells me it's unclear whether or not the investigation will result in any charges. he says he expects detectives to come to some conclusion within a week. in loudoun county, i'm julie

and good thing they sold out quickly because they would be waiting in the rain, still coming down in parts of the region and fairly heavily. look outside now, towards the key bridge where we are right now in between some of those showers but you can see the traffic always a problem in this area. and it is again right now. storm team 4 radar showing that rain across the region. the heaviest rain coming through parts of maryland, northern virginia, really just about everywhere seeing at least some shower activity. and you have seen it and go through. so let's take a couple views for you. up towards the martinsburg area, shepherdstown, washington county and kreegerstown area, clarksburg seeing heavier rain. warrenton, fauquier county, this is where we see that heavier rain too. so heads up along 15, 17. fredericksburg. woodbridge, about to see more rain. and then heavier rain, even
