of the suspects. new developments out of canada. a memorial is growing for a canadian soldier killed by a gunman outside canada's parliament. this is outside an armory in hamilton, ontario. the corporal was guarding the national war memorial when he was shot at point-blank range yesterday. a tourist snapped a photo moments before the shooting. they tried to revive him by failed. the shooter had been designated high risk by canadian authorities. he was identified as michael zehaf bibeau. he is 32 years old and a recent convert to islam. he went into the parliament and died in a hail of gunfire. officials feared he would travel abroad and commit crimes. canada's prime minister called yesterday's shooting an be act of terrorism. just about 6:03 now. today is your first chance to

apply for a new gun permit in d.c. d.c. council changed the gun law last month to allow concealed carry. the judge ruled the previous ban on guns outside the home was up constitutional. under the new law, people will only be be allowed to carry a gun if they can justify the need for a weapon. guns will still be banned in certain sensitive locations around the district. a much faster response from the secret service after a man jumped the fence outside the white house. the man scaled the fence last night about a month after war veteran omar gonzalez made it inside the executive mansion. news 4's megan mcgrath has a look at more on what the secret service is doing. megan, good morning. >> reporter: well, eun, this time the jumper didn't get too far. 20 feet from the fence before he was taken down by secret service and dogs. this takedown was all captured on cell phone video by people in the area. you can hear the commotion and

some of the dogs barking in the distance. this happened just after 7:00 last night. about another month after a man jumped the fence at the white house and actually made it outside. after that incident, an additional barrier was put up. that did not stop the 23-year-old. he scaled that barrier and then climbed the fence. secret service released their dogs, did it quickly and took him down. he was later arrested. now the president was home at the time but he was never in danger. according to the secret service, he never came into contact with him. there were two dogs who were injured in this. they are said to be treated by a veterinarian but expected to be okay. you can see the barrier behind me. this is the new one put up after that incident that happened a month ago. we had yet another jumping incident here last night. the seventh so far this year.

welcome back. your teenager's moodiness could be a combination of problems at home and school. southern california scientists interviewed 100 kids and their parents and found in-home arguments often impacted the teen anticipates school performance. the reverse was also true. school problems were likely to affect the home. it could last two days and trap a teenager in a cycle of negativity. if you're going to call in sick, don't post it on social media. one in four workers get busted faking sick calls through social media. the survey found 28% of employees admit to faking a sick call. most said they didn't feel like going in while others said they wanted a a free day. some of the strangest excuses, needing a you day to fixed botched plastic surgery. >> wow. >> and accidentally, accidentally getting on a plane.

the accident happened in jerusalem a few blocks from the national police headquarters. a palestinian slammed his car into a crowded train station. the driver does have a history of anti-israel violence. they are blaming hamas for this attack. new poll numbers just coming in on virginia's senate race with less than two weeks until the the election. this is a different kind of poll focusing on voters 18 to 35 years old. the democrat mark warner, 47% of the vote. ed gillespie with 11%. 18% of these young voters are still undecided. the libertarian candidate got 24%. it's not very often we see him come in second place in a poll like this. but the big question mark is how many young voters will actually go to the polls. roughly 20% of them typically

vote in an election. this time they say there is a lot on the line at the top of their list. they say jobs and the economy, that's a hot topic, a big issue they're looking at. nfl commissioner roger goodell is expected to testify at ray rice's appeal hearing. a judge acting as an arbitrator ruled that he should testify. rice wants the league to pay damages and rein state him. rice argues he was punished twice for knocking out his fiancee in a hotel, first with a two-game ban and then an indefinite suspension. the city of minneapolis will not be allowed to ban the name redskins when the team plays the vikings next month. the city attorney handed down that ruling yesterday. he said the city has no jurisdiction over speech or property at the university of minnesota. the vikings are playing at the university while their new stadium is being built. two city council members tried

deputies responded to a domestic violence on huston street in suitland. when the deputy arrived there was confrontation with the male suspect. he shot the man and was taken to the hospital. the deputy is not hurt. he is on administrative leave. as many of you know, waking up a sleeping teenager is not an easy task. the fairfax county school board will decide whether school start times should be changed. molette green joins us live at marshall high school in falls church with more on what's happening today. molette? >> reporter: a school bus getting ready to leave to pick up students. some high schoolers are picked up early in the morning. some of them are getting to campus way before 7:00. the the start time now is at 7:20. well, tonight the largest school system in the entire area is poised to make a big change to

allow teenagers time to sleep in. all middle school students will start at 7:30. now, the goal is to eventually move them closer to an 8:00 start time. high schoolers in the county would start between 8:00 and 8:10 with a 2:55 dismissal. this group, these teenagers were the main focus of this entire effort, backed up with medical evidence. it will help them mentally, physically and academically perform better. elementary school students will start about the same time as they do now. there will be added bus drivers and added buses. if it's going to help our high schoolers, our students as a whole.

we're just getting new information now about the latest man to scale the fence at the white house. megan mcgrath is live with details. megan, good morning. >> well, good morning, eun. we have learned that the man who scaled the fence is from bel air, maryland and that he had to be taken to the hospital to be treated from bite wounds from the police wounds. he was bitten on the back, chest, arms and knee. he is now facing a variety of charges. this is the seventh time that somebody has scaled the fence here at the white house. but this time around the man didn't get very far. 20 feet from the fence before dogs and secret service agents took him down. the scuffle caught by people in the area on their cell phones. that's what you're seeing now. it happened a little after 7:00 last night, a month after another man jumped the fence and actually made it inside the white house. after that incident, an additional barrier was put up in front of the fence. that didn't stop 23-year-old

george's county taking rumors seriously about six flags this weekend. suitland high school's principal sent a text message to parents. it mentioned gangs planning to retaliate for a large fight at six flags last month when a 15-year-old was critically hit. the text message urged parents not to let their children go to the park. six flags responded saying it has stepped up security. a texas bus driver was shot with a b.b. gun by one of her student passengers. a 10-year-old boy brought the the b.b. gun to school in the morning and was playing with it on the bus that afternoon. the district says he and a friend pulled the trigger several times hitting a student in the foot and hitting the the bus driver. neither was seriously hurt. four things to know at 6:55 before you head out this morning. nbc news cameraman is now out of the hospital and talking about his recovery from ebola. you can hear his story exclusively next on the "today" show. . the fairfax county school
