in the last hour, canada's parliament g standing ovation to the man who stopped yesterday's shooting. sergeant at arms kevin michael vicars shot and killed michael zehaf-bibeau when he rushed into the hall of honor. for more, let's go to news 4's richard jordan at the newsdesk. >> he had actually changed his name, originally michael joseph hall, then changed his name after he joined islam. 32 years old. police believe that he acted alone here yesterday. he was shot and killed inside parliament. shot in a hail of gunfire. canadian police already aware of him. he had a criminal background. a lot of drug charges. some robbery charges as well. take a look at this video from yesterday. on the right, as we come around the car, that was taken just

before he went inside the parliament building and started shooting there. he had been declared a high-risk traveler, his passport confiscated. a concern he would become a foreign fighter, a radical islamist. it's not clear whether or not he had any ties to isis. but as to the big question why, bibeau's mother spoke with the associated press. she said she had been estranged from her son for about five years. they recently reconnected. she said she did not know what was in his mind, but she is crying for the victims, not for her son. canadian prime minister stephen harper went back to the site where the shooter killed a soldier. the corporal was guarding the nation war memorial when he was shot at point blank range. bystanders tried frantically to revive him but failed.

cirillo was a member of the largest reserve unit and dreamed of becoming a full. time soldier. he leaves behind a young son. corporal cirillo was guarding the national war memorial in ottawa when he was shot at point blank range. a tourist snapped this photo moments before the shooting. cirillo died a short time after the attack, despite frantic efforts to revive him at the base of the tomb of the unknown. a vote happening today could determine what time your children must get up every morning. the fairfax county school board will decide if school start times will be changed. >> school systems all over the country are feeling the pressure to do this. have later start times. for this school system in particular, it all comes down to one final vote. the first students arrive at marshal high in falls church

under the cover of darkness. as early as 6:00 a.m., well before their classes started at 7:20. too early for laura kaiser. >> i do, i think. my kids are out of high school, but i think they would have appreciated starting a little later. >> the largest school district in the area is ready to consider a big change. after looking at the benefits of allowing some students to begin classes later. here's the plan up for a vote tonight. all middle school students will start at 7:30 with a goal of one day moving them closer to beginning classes at 8:00 a.m. high schoolers will start at 8:00 or 8:10 and start times for most elementary students will not change. supporters say there's medical evidence to back them up. some studies show teens do better mentally, physically and academically with more sleep. >> well, that gives them enough time to sleep obviously. because most kids now a days do

>> thanks, amelia. this just in, the suspect in the deputy involved shooting this morning in prince georges county has now died. around 1:00 a.m., the deputy responded to a domestic violence call. when the deputy arrived, there was some sort of confrontation with the male suspect. the officer shot the man. he was taken to the hospital where he has now died. the deputy was not hurt. he is now on administrative leave. within the last hour, we found out when a trial will begin for the man accused of three high-profile murders in alexandr alexandria. a judge set a date for october 5th of next year. charles severance was in court for today's hearing, along with his parents. family members of victims were also in the courtroom. severance is accused of murd murdering three people. the judge approved the defense to hire two private

investigators for no more than $30,000. and right now, people are able to apply for new gun permits in d.c. the d.c. council changed the gun law last month to allow concealed carry. under the new law, people will only be allowed to carry a gun outside their homes if they can justify the need for a weapon. they will also have to undergo new safety training. guns will still be banned in certain sensitive locations around the district. and new this morning, montgomery county police are looking for two men who held up a shell gas station in ga gaithersburg. police don't have a description of the suspects. prince georges county schools today clarifying a text message sent to parents about possible violent at six flags this weekend. the message came from the principal at suitland high school. it mentioned gangs planning to

retaliate for a large fight at six flags last month. that's when a 15-year-old was critically hurt. the school system now says the message came after unsubstantiated rumors. released statement reading, while students are expected to follow expectations as outlined, we encourage students with parental supervision to adhere to these same expectations while in the community. right now, a warning to consumers about a huge air bag recall that could take years to fix the problems. has the national highway safety administration tries to get needed information to car owners. and what we know about

we're working for you with this consumer alert. the government is adding to a massive air bag recall. nearly 8 million air bags need to be replaced because shrapnel can fly at drivers and passengers when the air bags deploy. so far, the defect has killed at least four people. the national highway traffic administration's website where you can go check if your car was involved was down for part of the last 24 hours. we just checked and it's now

back up and running. they're worried it could take years to fix the air bag problem because this could become the biggest recall in u.s. history. we know all of this information is a lot, so we have a complete list of cars involved in the recall at nbcwashington.com. you can check to see if your car is on that list. new developments on ebola today. a dallas nurse with the disease could soon be on her way home. the family of amber vinson says doctors no longer detect ebola in the nurse's body. right now, she's in a special treatment unit at emory university in atlanta. the nurse contracted ebola after caring for thomas duncan who died of the disease earlier this month. we're now hearing from the photographer who contracted ebola. in liberia. ashoka mukpo was working with an nbc news team when he was diagnosed with the disease after more than two weeks in the hospital, mukpo says he still can't explain how he got it. >> i was working with various news organizations.

for the seventh time this year, the secret service is dealing with a fence jumper at the white house. a man scaled the fence last week just one month after a war veteran made it inside the executive mansion. how the secret service responded differently this time around. morning, megan. >> well, good morning, barbara. this was handled quite a bit differently. for starters, the secret service released the attack dog. so he only made it about 20 feet

beyond the fence. it's one of the highlights of a trip to washington. having your picture taken in front of the white house. alex is here from ohio and likes the easy access. he hopes it stays that way. >> if you look around, everyone's here to see the white house. so it would really stink if you had to stare at a wall instead of the white house. >> the white house fence and the secret service are in the spot line again after another fence jumping incident last night. people in the area caught the commission on their cell phones. the latest incident comes just weeks after a huge security breach in which a man scaled the fence and actually made it inside the white house. the secret service was criticized for not releasing the attack dogs. but that was not the case last night. canines sprang into action and 23-year-old dominic anayany was quickly brought down. >> everyone was diligent last

plan to be at a forum. earlier this year, bowser agreed to four debates which have all passed now. today's forum will begin at 7:00 this evening at plymouth congregational church in northeast. nbc 4's erica gonzalez will moderate and mark see graves will be a panelist there. a new poll is out from christopher new port university showing how young voters in virginia feel about the senate race in their state. incumbent democrat mark warner is the favorite among voters 18 to 35 with 47% of likely voters. libertarian robert sar advivis in second. republican gillesspy only got about 11% of the vote. 18% of the young people polled were undecided at this point. the 2014 midterms will be the most expensive congressional races in u.s. history.

on track to cost nearly $4 billion. and for more on that, we're joined by carrie dan, a writer, political writer, for nbc's first read. good morning, carrie. so tell us about those numbers. wa what's driving that cost up? >> that $4 billion number sets up these midterms to be the most expensive in u.s. history. a lot being driven by outside groups. not by the candidates that may be calling and raising money or the committees that are in charge of doing that in washington. but these outside groups, people funded by, say, both liberal and conservatives, billionaires who are contributing money to this. about $666 million is coming from these outside groups. they don't always have to disclose how much money they're spending it and how they're spending it. >> they do have to disclose on the commercial that this is paid for by another group and not by the candidate himself, right? >> that's right. >> so people can tell.

compare this to presidential election years. how does this compare? >> the 2012 election cost about $6 billion. obviously a lot more than this midterm cycle. that said if this midterm cycle without any major candidate on the ballot for president is already at $4 billion, it sets up this presidential election to be even more than the interest of contest. >> is this going against republican thought these days? >> rand paul has a tricky job to do with this speech and his overall policies. he started off being a very noninterventionist. he was making the case against u.s. intervention around the world. that's not a very tenable position in the republican party generally. he's trying to moderate and say i'm not interventionist in many cases but sometimes i know we have to send the military in. >> we're counting down to election day. >> coming up. >> thank you, carrie. for more, check out first read on nbcnews.com.

called help save the next girl organized last night's vigil. it was formed in honor of morgan harrington, a tech student who was killed five years ago. and we're still waiting to learn if the remains found in the county are those of hannah graham. until then, investigators are keeping the scene of the discovery cordoned off. yesterday, another search for clues picked up around walnut creek parm. prince georges county police are looking for a link between two sexual assaults there. one on september 8th and the most recent three days oig in chefferly. monday night, a woman says she was attacked walking on annapolis road. her description of the suspect shared similarities to the one provide by the victim of sexual assault in bladonburg. >> hopefully the predator will be caught. that's what we're hoping. very hard to know that someone else has been attacked. >> this is the sketch. if you have any information,

before the washington wizards begin their regular season next week the team will spend time giving back to the community. the coach and several players will volunteer at the capital area food bank tomorrow. they'll help pack bags with the weekend bag program that provides food for some 2,000 children. well, from candy to costumes, halloween has become an expensive holiday for parents. how can you keep your kids and your wallet happy? one tip is don't overbuy when it comes to candy. think of how many trick or treaters you had last year and plan accordingly. halloween is on a friday though. so you'll probably have a lot of kids at your door, maybe more than last year. >> i got two kids of my own so i kind of have a handle on what

butler's or charrchard, we came with apples and we are going to make apple sauce. we cut the pumpkin in half. we scoop out all of the flesh until it's nice and clean like this. and then we put a little bit of water in the pan. turn it flesh down and let it roast at about 400 degrees for about 45 minutes until it is fork tender prp while that's making about, baking, we dice our apples. and we boil them and about a cup of water until fork tender. >> so they're pretty soft? >> yes, they're very soft. and then what our puonce our pu done, we peel cube it. we put that all in the food processor. it's very easy. journey helps me with this all the time. first, here, you take this and we're just going to scoop that right no. >> that's the pumpkin. that's just about how much you

he comes to school. his social worker joined us and shared lots of wonderful stories about the many things joshua has learned to do and say and we all celebrated his victories with high fives and a lot of laughter. we then decided to visit joshua's favorite place at school. the library. and he couldn't wait to get through that door. this is where joshua feels most at home and comfortable. he chose a book he wanted me to read. and the soothing sound of words read from the page was so relaxing he almost fell asleep. jay told me that joshua is friendly and affectionate. and has been in foster care for most of his life. the gains that he's made in school in both speech and in the interaction with others is a
