couple of minutes. >> melissa, thank you. monitoring a developing story in new york where a doctor is now in isolation after testing positive for ebola. his name is dr. craig spencer. he recently returned to the u.s. after working with ebola patients in guinea. he had a fever yesterday. within minutes he was taken from his home to a hospital in manhattan. no word if he will be moved to one of the facilities specifically equipped for ebola patients. how this region is preparing for an ebola patient. a at 9:00, a news conference at the wilson building in d.c. they are expected to talk about compliance already in place and what is still needed to keep everyone involved safe. there will be a similar discussion on capitol hill. house lawmakers on federal hill.

they will look into the training and equipment for front line health workers. nbc news is helping to show you how this latest case in new york is impacting the biggest city in the country. look for a live report at 7:00 right after news 4 today. two sisters who died in a big crash in oxen hill will be laid to rest this morning. they have 10 children between them. all younger than 15 years old. the sisters, along with three other people, died earlier this month when a car slammed into theirs on livingston road. they were waiting at a traffic light. the funeral service at mount baptist on third street northwest this morning. today transportation officials in virginia will discuss safety on the rails. we have shown you this before of the train that derailed in lynchburg and burst into flames. a task force is meeting to discuss train safety today >> right now crews in prince

george's county are preparing for the snow. hundreds of plows are out on the roads this morning. megan mcgrath joining us live where they are taking off in forestville. megan, good morning. >> reporter: yeah, good morning. you can see the crews behind me here starting to pull out. we have all kinds of snowplows ready to go this morning. an odd thing to see on a day like this. not expecting any snow in the forecast of course. they are out doing a dry run. they are practicing to make sure when we do get some snow that we will be ready to go. i'm joined by the director at dbw. talk about the idea behind this. >> well, the idea behind this is to make sure we are prepared for winter operations. we certainly want to make sure that our equipment is functioning properly. we have 400 employees that are participating this morning. we want to make sure all 400 employees are familiar with snow routes. we want to make sure our equipment is operating properly. the goal is to make sure we're

welcome back at 5:15. we're getting a better idea of what happened moments before a deadly midair collision in frederick, maryland. a small plane crashed near frederick municipal airport. in the air traffic control recordings you can hear the tower warn the pilot of several hole copters in the area

yesterday but the pilot was cleared to land. a warning what happens next may be difficult to listen to. >> oh, god. oh, god. >> airplane down and helicopter down. >> yes, yes. i just saw it. 911 is on the way. >> those voices you heard were all from the control tower and the two men on the plane who survived the crash. three people in the helicopter were killed. the ntsb is investigating. they're still not sure why the two collided. witnesses described what they saw. >> i saw an airplane hit a helicopter. it proceeded down, parachute. so i went over to check and see what was going on, and pulled both those guys out. >> ntsb said a parachute on the plane may have helped save the

men on board. the names of the men on the helicopter were released. christopher parsons and brendan mcfond and william jenkins were on the helicopter. a crash on the beltway. we reached out to state police but have not heard back yet. it shut down the left lanes on the inner loop, dulles toll road. everything is open again right now. >> one group is gearing up for a massive search for missing 8-year-old alicia rudd. saturday four teams will search kenilworth aquatic gardens. the guardian angels are driving from maine. they believe she was taken by a janitor at the homeless shelter where she lived. this morning a frederick county man is facing charges for so-called revenge porn. we are hearing from the woman who says she is his victim. his former girlfriend said he released explicit videos of them

on two web sites. court documents posted her address with the videos and encouraged other men to rape her. she spoke exclusively to news 4's pat collins. >> it's pretty much ruining me. it's going to keep ruining me. these things don't just go away. >> he is believed to be one of the first men charged under maryland's new revenge porn law. if convict he could face two years in prison and $5,000 fine. 18 after 5:00. amnesty international is releasing a report on human rights violations following the michael brown shooting in ferguson, missouri. that report calls into question with the use of deadly force by officer darren wilson against michael brown. it also detailed law enforcement use of tear gas and curfews to discourage protests following the shooting. amnesty international said the events sparked a long overdue conversation about policing and race in america. this morning we are learning more about the gunman who opened

fire inside canadian parliament. police are saying he acted alone. well, this morning we're learning more about michael zehaf bibeau. canadian police say he acted alone. he may have had dual citizenship in libya and may have tried to get a passport to syria. we have this new surveillance to show you which shows the gunman walking into parliament after shooting and killing a soldier who was guarding the national war memorial. bibeau's mother issued a statement saying she is crying for the victim, not for hersel and there was this emotional moment inside parliament for the man who stopped bibeau from doing more damage. vickers was honored with a standing ovation. lawmakers stood and applauded for several minutes. many feel he saved their lives. he shot the gunmans on he stormed into the building on

wednesday. he calmly patrolled the hallways of that building afterwards with his gun still in his hand. 5:20 this morning. people living in washington state are clearing up after a powerful tornado there. take a look at the scene. the funnel cloud was caught on video as it was making landfall yesterday. the ef-1 touched down in the southwest part of the state. you can see roofs were ripped off buildings, power lines were toppled, and trees uprooted. there haven't been any reports of injury so far. if you doesn't catch the collar eclipse, not to worry. take a look at your screen right now. this is time lapse video of the partial eclipse beginning. it happened just before sunset. the moon passed between the earth and sun last night creating a partial solar eclipse. so pretty to look at. it's hard to see in our area because of all the clouds. >> it is the beauty of television. >> working for you right here. >> get it on tape. it's online. we tweeted it, facebookeded it.

campus and its neighbors were opening a labs to seventh graders to learn science can be fun. about 700 students will have the opportunity to do hands-on science experiments >> so what goes through your head when your child comes home from schl and says, i don't have any homework. teachers at gaithersburg elementary stopped giving students homework three years ago. now students are simply expected to read for at least 30 minutes every night. no math drills, no worksheets. just lots of reading. the principal encourages them to just try it. >> we can certainly have the conversation around what that looks like at home. and typically that's what they do. and then they are thinking the time they are spending with their children reading at night. >> developing a culture of reading is a big goal at her school. but we wanted to know how successful thissest has been and whether parents and students are

manhattan with more. chris, good morning. >> reporter: yeah, good morning, eun. that doctor has been back in the united states a week now after treating ebola patients in the west africa nation of guinea. leaders in new york are trying to reassure the the public they are not at risk. the doctor is identified as 33-year-old dr. craig spencer. noon on thursday he notified the relief group that he works for doctors without borders he was suffering from fever, nausea and fatigue. he was whisked to bellevue hospital in midtown manhattan. since he's been in the states he has not gone back to his job where he is an emergency room physician. the health department said he came down with a 103-degree temperature yesterday morning, which prompted him to come to the hospital. it turns out that he and some friends, along with his fiancee, went to a brooklyn bowling alley the night before he got sick.

the fiancee is in quarantine. two other friends being monitored for symptoms. president obama has been notified and briefed. he has spoken with the governor and the mayor from new york. they are coming here to monitor this latest case. eun, we'll send it back to you. >> chris, thank you. mali is the sixth nation to report a case. a 2-year-old girl who came from neighboring guinea now has that disease. this ebola outbreak started in guinea last december. the world health organization said the disease has killed nearly 5,000 people and infected 10,000 people. the family of the ebola patient who died in dallas says they may file a lawsuit. he was from liberia and visiting his family in texas. he showed up to the hospital in dallas but was sent home with

antibiotics. texas law could make it difficult for a lawsuit. plaintiffs have to prove malpractice and willful negligence in the emergency room. and there is a $250,000 cap on pain and suffering. you'll find links to it on our home page. we are learning the possible dna link between two sexual assats dating back to 2005. the suspect in a uva student's disappearance is charged in one of those cases. according to the richmond times dispatch, police say a t-shirt connects a 2005 fairfax rape to the murder of virginia tech student morgan harrington. the search was last believed to be worn by harrington. she disappeared in 2009 after attending a conce in charlottesville. no one has been charged in that case. but jesse matthew could be moved to fairfax to stand trial in a fairfax attempted murder and

rape case. a judge issued a bench warrant yesterday. matthew faces charges in the disappearance of hannah graham. the search will resume today in the area where human remains believed to be graham's were found over the weekend. >> the man who jumped the white house fence will back back in court monday. he will undergo a psychiatric evaluation. several times he tried to ask the judge questions directly and had to be pulled out of the courtroom. he is being held without bond. giving kids a chance to sleep in. new school start times in fairfax county after the school board voted to push back that first bell. gearing up for a busy weekend around the d.c. area. amelia siegel live in the storm

your time now is 5:46. get ready to change your morning routine. there are new approved start times in fairfax county. the vote came down late last night from the school board. and there was overwhelming support in the crowd. high schools in the county will now start 8:00 or 8:10, pushed back from the current time of 7:20. middle school students would start 15 minutes earlier at 7:30.

sleep experts across the country say high school students are not getting enough sleep. people at last night's meeting agreed. >> i knew that these brutally early high school start times could not possibly be healthy. >> being alert is challenging when i look outside and the sun hasn't even risen yet. >> start times for elementary school students would remain about the same. the changes will not take effect until next school year. it will cost the school district $5 million in the first year alone. a new state educate ex commission meets for the first time next week in virginia, recommending any changes to lawmakers. they are supposed to make changes by september 1st. and november 6th at the university of virginia. the commission was create by terry mcauliffe in the bake of bob mcdonnell's hearing. maureen mcdonnell's hearing was

moved. he has another trial scheduled on the original date. sentencing will go on as originally planned january 6th. several family members will be at the funeral for two sisters who died in a big crash this month. it happened in oxen hill. they were at a traffic light on livingston road when another car plowed into theirs. three other people died as well. the the sisters have 10 children between them, all younger than 15. it is happening on third street northwest this morning. . d.c. police need your help identifying the man in an armed car jacking on new hampshire northwest near north capitol street. in the video, the men get out of the car on the left side of the screen. one with man pulls the passenger out of another car while the second man forces the driver down on the ground. after robbing the victims, the thieves took off. call police if you have any

information. a family that lost their grandmother after she went missing are saying they are hurt by the results of the investigation in the case. she went missing after flying into reagan national airport. three days later her body was found less than a mile away. u.s. park police released a report yesterday that showed several officers made inappropriate comments calling kong a 9,000-year-old alzheimer's woman. >> i was able to offer my personal sincere condolences to the family and the insensitive comments made by the police officers. >> the family released a statement through their lawyer saying in part, "it is troubling to receive this report which on details open wounds not yet healed. it is our hope that this report will serve as a vehicle bringing change and the way missing persons reports are handled." an important message for parents in prince george's county. you only have one more week to

get your children properly vaccinated. school officials say more than 3,000 students need required vaccines by the october 31st deadline. that is next friday. they need their mumps, measles and whooping cough vaccinations. students in the 7th grade needs to get their t-dap. those who don't have vaccinations by october 31st will not be able to attend school. maryland dealing with several new cases of viral meningitis. three students have been diagnosed but none needs to go to the hospital. they all had contact with each other. while viral meningitis is nowhere near as strong as bacterial meningitis, you still need to use painkillers, rest and taking in extra fluids. the concert for valor veterans day november 11th. bruce springsteen, rihanna,

it continues to invest heavily in new investments. smartphone. fresh food delivery. investors liked that when they were growing. now amazon says sales will be slower for the very important upcoming holiday season. so that stock likely to be down again. another atlantic city casino may shut its doors. the taj mahal will almost certainly close as finances are dire. the billionaire investor said he won't back out of a deal to buy the casino but he said he had never answer the phone when they called him about it. it would be the fifth atlantic casino to close this year. union workers will protest of a court-ordered termination of their pension and health care plans. it's been a bad bet.
