6:16 am
wage. that doesn't play well in a diner in maryland, in montgomery county. i think the problem that brown has, you know, we anticipated that he would get the president's support. he's had every major democrat in country supporting him. it's the local democrats that seem not to be seen with him enough to create an enthusiastic turn out. >> do you sense an excitement. voter enthusiasm for this race. >> i don't think you see it. i don't think there's a lot of sizzle for hogan. the problem for him with christie and tom ridge and letters from michael steele and these letters from algorithmer governors, christie willover shine hogan. diners say i think chris christie will be a great president. what about hogan for governor?
6:17 am
in some ways that's hogan's problem. it gets him over the hump it's a good problem. i don't think it's enough. christie is coming in saying i'm a governor in a blue state. larry hogan can be the same. >> dave? >> republicans need to have the democrats split up. that's how they always get in because there aren't that many republicans. is there dissension within the democratic ranks? there appears to be some. there's concern about the way that their candidate comports himself, has treated some of them over the years not well. that he's not sure footed politically. he makes mistakes. we have the bomb care fiasco in maryland, things like that. if that gets strong enough he could be in trouble that could help hogan. at the moment people think they will muddle through and democrats will pull it out. >> probably will muddle through. but it will be very, very close and it boils down to what i
6:18 am
think we would all agree, maybe not, but it's the ground game. and that's what i'm saying worries me. there's just not that enthusiasm as it relates to the ground game in places like baltimore, baltimore county and prince george's county. that he's got to carry those in big numbers. >> virginia voter i.d., virginia voters will need identification to cast their ballots next month. under the old dominion new law if your i.d. has no photo you won't be able to vote. in person you can vote by mail. these i.d. laws have come under fire across the country where critics say they have the greatest impact on the elderly and minority voters, african-american voters who are more likely democrats. how much of a difference is it likely to make in virginia races? >> i don't think we're sure right now. we don't know. another reason is this race may without voter i.d. it makes a
6:19 am
difference. critics say it disfranchises young people and people without cars to go around and get -- you can get a voter i.d. for free in virginia i'm told. it's something, the biggest argument against it is why are we doing it? where's the evidence of voter fraud. the other side comes out even if there's a tiny bit of voter fraud it's too much. it could make a difference in a close election. >> it really -- let's be honest. this is a partisan issue. democrats are not for it. republicans are. there are state legislatures controlled by republicans have pushed this through. this voter i.d. law in texas went through. the supreme court allowed it for now but also remember ruth bader ginsberg wrote a scathing dissents saying it might be
6:20 am
unconstitutional and its a poll tax. it will float back to the supreme court. in virginia it's moving forward. it's still an issue and i agree with dave in this sense, there's really not a lot of evidence of voter fraud. so you really have to ask the question why do we have these laws that are coming through. >> we spend a great deal of time of this on my show. first it is a poll stocks. i've read studies where believe it or not it costs $17 to $50 to get a new voter i.d.. people say what your talking about. in some states you have to get a birth certificate. if you're a poor person or senior citizen only limited income you have to pay $17 to $50 to get a birth certificate. in some states you can't use a military i.d. to vote. you can't show your military i.d. but you can show your hunting license. let me tell you something, this is a civil rights issue and i

6:22 am
they have to take drug tests. if they come up positive are they suspended. i play and live and work in a city that's legal. there's your problem. you're right. this is a major problem. i don't know what the council can do. >> you also have the issue of elected officials they don't have to take drug tests. >> they should. >> katcathy lanier said d.c. poe officers will be held by the standard you can't smoke marijuana. she's made that statement. i do think it will be a murky situation. it will stay in the courts for a while until it gets smoothed out. there's no way to avoid that when you have a federal law, city law, private versus public. a lot of upheaval to put this into place. >> where i hang out in congress there's already evidence on the republican side they will fight this thing. they will put in an amendment to the spending bill that prohibits
6:23 am
6:24 am
d.c. police accept concealed carry permits beginning this weekend and for the first time in four decades you can apply for a permit to carry a concealed gun in the district but the police chief says you have to get a permit. and you have to prove to have been threatened, stalked or a victim of domestic violence. wouldn't that eliminate most d.c. residents and most applications. >> what is difficult is the operative word is proving. what do you use to prove that? is it documents? is it trustworthiness.
6:25 am
it is word-of-mouth. do you have to have family members, friends? once again, these laws get murky when you put certain requirements in. i think it's a way for the d.c. government to say we don't want anyone walking around with concealed hand guns but how do you prove that? >> dave the police chief and others say you got to have strict regulations in a city that's full of dignitaries and high-profile events what do you think about these initial regulations because the council is still working on ooh permanent set. >> it's a dilemma. from a law enforcement standpoint they don't want this. they don't want this change at approximately. on the other hand there's a very strong pro gun crowd in congress and elsewhere that's push forge this and even if there are restrictions put in by the city they will be challenged likely on the hill and in court. this is a train that's moving and it looks from what i see very hard to stop. >> these restrictions are
6:26 am
exactly what will take people to court. there's no if, ands or butts about it. people who want to carry concealed weapons don't want any regulations so they will bring it to the supreme court. i find it fascinating when you think about this that you can have a gun, consoled weapon if you're near a presidential motorcade. please? so you can be standing on the corner of h and 7th in chinatown, presidential motorcade comes around, now what do you do with your concealed weapon. in washington, d.c. and by the way, a nonresident of this town can bring in a concealed weapon. but, to your point about congress i bet you this is one law congress will want to pass. >> quickly to that point, cathy lanier said that's the major issue, because of the district of columbia and all the dignitaries and public officials you have in the city it's very
6:27 am
difficult if you can't be so close to these folks but they are every where. what does that mean? most folks won't able to carry a concealed weapon. what do you do with fit you have it? >> you keep those people out of that area. >> how do you know if they have it if it's concealed. >> this is another huge supreme court fight. >> d.c.'s flag flub. the board of elections voted a voter guide with an upside down flag on the cover. one said it was a deliberate effort to boost turn out and then the executive the director said no it was a% take. mayor gray said it's a fiasco. what do you guys say? >> it sounds like a "daily show" segment. i don't know if it ended up on the "daily show". what's problematic the spokesperson said we did it on person. the executive director said no we didn't it was an error. the spokesperson said the executive director knew about it and approved it because voter

turnout was so low during the primaries we wanted to put something there where people would notice it and click on the website to show there was reaction. >> dave? >> these are the same people who couldn't get the results in on time in the last election. >> the board. >> the board. the same people that have bumbled through any number of election fiascos and both candidates alibi carol schwartz said if and when they get elected there will be changes in the election board. >> stupid. it's just stupid. it doesn't make sense. clearly the left-hand doesn't know what the right-hand is doing. who is the spokesperson who said no we did it on person. the upside down flag means it means distress. that's in the military. save that kind stuff for the military and leave the voting election board out it. >> the mayor said this is a

fiasco. he has no trust in the board. the mayor appoints the members. >> the passing of ben bradley, one of the giants joirnlism, who passed this week, dave mcconnell what are your thoughts? >> extraordinary person. this is the cliche of cliches. one of a kind. he changed journalism in the city, he changed the "post." he changed "the washington post". he brought in style which is an extraordinarily cultural change in journalism. the society page became almost like reading a novel when ben was heavy on it. tough guy personally. i came in contact with him. interviewed him a few times. he was not shy about telling you your questions were dumb. he could be charming and praise from ben bradley like from heaven. >> i'm old enough to remember

today. republicans haven't been able to break through because the number one issue in most of these battleground states and i got it from the voters themselves is they are tired of the dysfunction and gridlock and they want to see something get done. they don't just sit here and blame president obama they blame the republicans too. they are really conflicted. they want to punish one party, in this case, they would like to basically say to the president we're not happy. but they don't trust the republicans. they don't want to reward the republicans here. how are these guys going to break? i think it's a much more complicated election cycle. this should be simple if you looked at it from 30,000 seat given the president's job approval rating. >> dysfunction in washington. people upset with the people in charge. is there anything you can look at and see it change washington? >> you have this movement, it seems, with more and more senators speaking out about the idea of well maybe they don't want harry reid or mitch
