starting today. now, this is for all travelers. the airport does not have direct flights from those countries. so the new screening measures are for people whose travel originates in the west african nations. they will receive a a fair kit or a kit to check and report ebola. in it, a thermometer, tracking log, description of symptoms with pictures and who to call if they do get sick. now, each passenger will be required to report to health officials for every day for 21 days, the incubation for the ebola virus. they have to report their temperature, ebola symptoms, even the lack of stupls and travel plans. these travelers will have to provide their information.

. the federal government is warning states about imposing mandatory quarantine rules for returning travelers. they say the the decision to hold people that are returning from west africa and were exposed to ebola could quickly backfire. obama administration orders say it was not grounded in science. there are a lot of moving parts. we set up a special section on our website at nbcwashington.com and search ebola outbreak. in the day ahead, a trial for a former marine charged in his wife's death is expected to begin in fairfax county. he is accused of dumping her body in the aquan river. he has been in jail without bond since his wife's death >> montgomery county schools and the county expected to ask the

killed yesterday in a car crash in the dominican republic. this is video showing the secret service officers and canines taking down adesanya. he is expected for another court hearing today. a court-ordered psych evaluation will be present. this is adesanya's third arrest at the white house since july. it is a controversial topic. should teens who sex face the same punishment as child pornographers. right now virginia law makes no distinction between adult predators and minors. this came into question earlier this year. a 17-year-old manassas high school student was charged with two felony counts of child pornography for sexing his then

i will see you weather and traffic on the 1s at 5:41 with travel times. >> melissa, thank you. it's 5:33. new information this morning on the condition of that new york city doctor battling ebola at bellevue hospital and individual states are putting new controversial measures in place to try to stop the spread of the disease here in u.s. some are calling the mandatory quarantines a violation of human rights. jay, good morning to you. >> reporter: good morning, aaron. let's start with the condition of that dr. craig spencer here at bellevue hospital. his medical team saying he's doing much better. he has taken a turn for the better after receiving plasma from nancy writebol, the former ebola patient now infection free. that plasma treatment seeming to help dr. spencer here. his fiancee has left the hospital. no signs of the virus. she will remained

self-quarantined in their apartment. new york, new jersey, as well as illinois now requiring a mandatory quarantine for anybody returning from west africa who has had direct contact with someone carrying the virus. there is a nurse here, kaci hickox in new jersey across the river in isolation. even though she has shown no symptoms and she has tested negative for the virus twice. so there is a lot of frustration. she has hired an attorney. she is considering some way to get it of isolation to she can return to texas. this is a process that will continue to move forward as other states consider this mandatory quarantine. i know florida yesterday, the governor signed an order not for quarantine but twice a damon toring for anyone who has returned from west africa. >> jay gray, live in new york city. jay, thank you. as jay just mentioned, the the first nurse to be isolated under

and of course this comes while washington state is in the middle of a vote on whether or not to implement more gun control. they have two ballot initiatives that they are voting on right now. they do mail-in so that's already under way in washington state. they are looking whether to require universe cal background checks for every gun sold in the state. or the opposite, which would prohibit anyone from having to get a background check in washington state unless congress says otherwise. here on capitol hill, lawmakers have been unable to come to any agreement on that as they have been dealing with it for the last couple of days. today two of the parents from the sandy hook shooting are in washington state. they are there to help push that ballot initiative the. now in a statement they say they are ready to support the families who are going through the same thing they went

wonderful. gorgeous sunshine. nice and dry. great for outdoor activities. i posted some of those photos on twitter, facebook and instagram. this morning we are scraping frost after it got to 70 yesterday afternoon. frosty cold. all these counties in blue under this frost advisory. that is until 9:00 this morning. so protect any sensitive plants or bring them inside if you have any house plants on the porch. cold start for just about everybody around the region. now in prince georges, upper 30s and 40s. same in fairfax county. farther west it's much colder. only 32 in warren ton at the bus stop. you'll definitely need a jacket with temperatures hovering in the 30s between now and 8:00. bright sunshine, though. then chilly. getting into the 40s much of the region between 8:00 and 9:00 with bright sunshine. there's the capitol. under a clear sky.
