news 4 at 11 begins with breaking news. >> right now there's a mystery in a rural neighborhood. a man found dead and now the police are trying to figure out what happened. >> it's happening in brandywine in prince georges county.

jackie bensen just arrived on scene. >> we're told the dead man was found in an area between a gravel pit and a swamp. now police say they were called here about 6:40 this evening. they won't say who called them. they said it was a 911 call. when officers arrived, they found the man. they won't give us any details. their investigation is just beginning. this area belongs to something called aggregate industries. they use this as a sand and gravel pit. we talked to corporal nate lewis, the public information officer for prince georges county. this is what he had to say. >> this is a heavily wooded relatively rural area, so it's not heavily populated with anyone, quote, living in that area. >> so that's why someone who would know something about this would be important to your investigation?

>> absolutely. >> what we are told, they are trying to determine whether a vehicle that was found here, is associated with the man who was found. so they have not confirmed that yet for us. homicide detectives are still arriving here and they are likely to be on the scene here all night. live in brandywine, maryland, jackie bensen, news 4. a short cab ride developed into a frightening experience for a young woman. she hailed a cab in northwest d.c., and she said she knew something was wrong from the start. shomari stone spoke to the woman and has the story for us. >> this woman tells me tonight that she felt trapped, that tonight she's sharing her story because she wants to warn other women. >> it's a terrifying thing to have to go through. >> katie watkins said she experienced a horrifying cab ride with a driver, less than a mile from her home last month. >> i cannot imagine him out

there doing this to other women. >> she claims to be a victim of a cab-dukz. on a friday night, a cabbie picked her up and told her the meter was broken. she said he overcharged her and locked the doors when she refused to pay. >> he intensely looked me in the eyes and said i'm not letting you out until you pay me what i want. >> she filed a report once the cabbie drove off. >> i feel like this is something that should be taken more seriously. i feel like it's something that probably happens a lot. >> d.c. council member mary shay said the same thing happened to her daughter last year when she tried to pay with a credit card. the driver allegedly demanded cash. >> he looks the door and drives her blocks away. >> to an atm. he unlocked the doors after her daughter gave in and paid with cash. >> i feel frustrated. i feel like this is something

that should be taken more seriously. >> tonight d.c. police are investigating katie's case. police say you should give them a call if you're in a cab and you feel unsafe, or if there's a dispute, or if the cabbie locks the doors. they say that should never happen. katie says the cabbie shouldn't have picked her up in d.c. because she claims that the license plate was that of maryland. as for the d.c. taxi commission, we called several times and our calls were not returned. shomari stone, news 4. right now, a patient in maryland is under isolation after showing symptoms that are similar to an ebola infection. that patient is now being treated at the university of maryland medical system in baltimore. doctors are now waiting for lab tests to return. but an initial evaluation suggests that it's not ebola. the state health department has not revealed whether the patient recently returned from west africa. meanwhile the cdc announced no guidelines today for workers

returning from ebola-plagued countries. high-risk workers will be asked to isolate themselves for 21 days and will undergo active monitoring. workers who fall under the "some risk" category will have temperatures checked twice a day. their interaction with the public will be determined on a da case by case basis. in virginia, anyone who arrives from liberia, sierra leone, or guinea, will have to sign an agreement they will monitor themselves for 21 days. everyone will be asked to take their temperature twice a day. some will have to call the local health department while others will get daily visits from health officials. anyone who refuses could be involuntary the plan is largely the same in maryland, except travelers will have to take their temperature

four times a day. those who are high-risk will be required to stay home. and they'll be asked to avoid public transportation and avoid large public gathering. a 5-year-old boy has tested negative for the deadly disease, he's still in isolation in new york right now, because more negative tests are required. meanwhile the new york doctor who tested positive last week is in serious but stable condition right now. the doctors say he is improving. the nurse who was forcibly quarantined in new jersey last week has been released now. she called her treatment inhumane. >> there are screams in court today as a white house fence jumper fought against the u.s. marshalls who tried to remove him. you'll look at video of dominic adesanya, he was punching and kicking secret service guard dogs before he was arrested last week. today a judge ruled he's not competent to stand trial. the judge ordered the man to

undergo treatment for the next 45 days. he screamed he was the victim of a trap. he lives in maryland and he had been arrested three times since july near the white house. a d.c. elementary school is undergoing a deep clean after a teacher attracted a virus. a department of health spokesperson said the organization does not believe the children are in any great danger of contracting the disease. the school will stay open as the cleaning continues. it's important to note this is a case of viral meningitis which is much less serious than the life-threatening bacteriaial meningitis. it can be spread through contact with an infected person. so the cdc suggests frequent hand-washing. viral meningitis requires no

specific treatment and patients recover on their own in tiply 7 to 10 days. however since viral and bacteriaial meningitis symptoms can be similar, you should call your doctor right away if you think you or your child could have it. >> turning now to chilling new developments in that deadly school shooting in washington state last week. investigators now say the teenage gunman lured his victims to the cafeteria. they say 15-year-old jaylen fryberg text them to meet him for lunch. and the five students were all sitting at the same table when he shot them and then turned the gun on himself. two 14-year-old girls were killed. the sheriff also revealed that fryberg used a handgun that was legally punched by a relative but they don't know how he got it. the man charged with kidnapping hannah graham will appear before a judge in fairfax county in a rape case this week. jesse matthew will not travel from alb marl county in

virginia. instead he'll appear in court on friday through a video link. he's accused of a sex assault in fairfax from back in 2005. he's not charged with murder in the graham case. the medicalxaminer identified her remains on friday. tonight a man accused of putting women at risk for contracting hiv in bethesda is out of jail on a $5,000 bond. daniel cleaves is his name. he's been ordered to stay at home with his parents in virginia, except for meetings with his lawyers, and doctors. prosecutors say he met two women at a bar in bethesda at separate times, and had unprotected sex with them. cleaves did not tell those women that he had hiv. his lawyer says cleaves was a recovering alcoholic who had started drinking again when it all happened. police believe there could be more victims. twisted metal and shattered glass, the aftermath in oakton,

virginia, after a car smashed into a hallmark store this afternoon. investigators say the driver lost control and drove the car right into the building, narrowly missing the stock room in the back. there's major damage inside and it could take quite a while to clean up the mess here. nobody was hurt, though. paramedics took the elderly couple inside the car to the hospital to be checked out. a guilty plea, a surprise, in fact, in a gruesome fairfax county murder just before the start of trial. caleb crew shocked the courtroom today when he admitted to killing his wife and the mother of their two children. he originally reported his wife, ankraia, he reported her missing a year. then her body turned river weighted down with dumbbells and granite. crew says they fought, the two of them, and that he killed her in a bank parking lot. he's now facing up to life in

prison. she stole more than $400,000 from the family who trusted her with their children. now she'll go to prison. sentenced to three years in prison today. the maximum sentence was 20 years. she forged her employer's signature on more than a hundred checks and used the money to gamble in west virginia and to buy a house in africa. she was also ordered to pay all of that money back. >> we have learned who will replace rob ford as the mayor of toronto in canada. but ford himself is not out of a job. voters elected john tury to be their next mayor. tury beat ford's brother doug who ran in ford's place. rob ford announced earlier this year that he suffers cancer. he did that after dealing with

complaints from drivers are leading to changes along a local highway. transirvin, the company that operates the express lanes in virginia says it's beginning a program called first-time forgiveness for drivers. this story is according to "the washington post." that program will waif the fee for people who unknowingly did not pay toll with their easy pass for any reason, but only for the first offense. some drivers have criticized that company for charging too much in fees. it's been seven weeks now and there's still no sign of young sarah and jacob hoggle, but their mother insists the children are safe and okay. the 2 and 3-year-old were last seen with their mother, but montgomery police say she's refused to cooperate with detectives.

she's being charged and is held in a psychiatric facility. in a phone conversation, she told her husband that someone was watching over her children and that she had a way of checking up on them. >> when i asked her about jacob and sarah, she said they're fine. she cut me off and said, there's no reason for you to look for them. they're okay. to me, they're not okay unless they're hope, no matter what's going on. >> troy turner has spent every weekend passing out flyers about his children's disappearance. he believes they're in the area and are still lave. but prosecutors are building a homicide case against kathr hogg hoggle. a major face-lift could ease some traffic headaches. here's a look at what it could look like. pedestrian friendly, new bike lanes, even a rapid bus line down the middle. the city also wants to widen the pike from eight to 12 lanes. a series of public meetings is scheduled. there's also a walking tour this

"the washington post" is reporting the cab drivers will be doing the same thing tomorrow. they're protesting services like uber and lift, the d.c. council will vote tomorrow on whether these services can operate in d.c. walmart is apologizing tonight for a section on its website tonight called "fat girl" costumes. it displays plus-size costumes. somebody posted a picture on twitter. walmart responded to the tweet, but it did not remove the label on the site until today. walmart says that label is unacceptable and should never have been on the site. >> new tonight, prince georges

county has revealed its new slogan to attract new visitors and business. experience, expand, and explore are the key words for this campaign. county executive made the announcement tonight at national harbor, released new ads showing all the opportunities for fun in the county. nasa will try again tomorrow with the first ever night launch of a rocket in virginia. at the last minute today, a boat forced them to scrub the lift-off. the commercial rocket is supposed to take fresh supplies to the space station. the time for launch tomorrow is 6:22 p.m. if it happens, we should be able to see the glow right here, and also up and down the coast from massachusetts, all the way down to south carolina. >> i think it's a safe bet we'll be keeping an eye on that during the 6:00 news. >> yeah. because we want to go live.
