on the corner of 14th and pennsylvania avenue in northwest d.c. at freedom plaza. >> good morning. >> reporter: barbara, this protest started about half hour ago. you can see all the cabs lined up on the curb. we're on pennsylvania avenue. you can see car after car. taxi after taxi traffic is getting by the center lane here. police are on hand. they're directing traffic. but it is slowing things down. traffic is still moving. but certainly it's slow going. the d.c. kun sill is voting on legislation to allow app based car services to operate permanently in d.c. with regulation. the drivers would have to undergo background checks. they have to meet safety regulations for their cars. traditional cab drivers say the

legislation can't go far enough. companies like uber don't have to pay the fees and follow the rules that traditional cab companies do. they say they are losing money to these new companies. >> it's like 32% taking over. everywhere you go you see people on the corner with it. >> what do you want to see happen? >> fairness. fairness. >> and we have seen several of these protests here recently, and in some cases they have really snarled traffic. right now, not too bad. but it's only a half hour into it. so we're going to have to keep an eye on it. lots of police here. so far they have not intervened. they're just directing traffic. we'll have to keep an eye on this. it could snarl traffic in the area around freedom plaza. back to you in studio, barbara. >> thank you, megan. right now we're working to find

cedarville road. it's a rural road in a wooded area. prince george's county police found a man's body near a car there. police say because of the location, it's so remote, whoever call eed 911 may know kw about what happened. a pabtd who was isolated at the university of maryland medical center for ebola testing does not have the deadly virus. the maryland department of health made the announcement before 7:00. the person is still in the hospital and will continue to receive appropriate treatment. aaron gilchrist is here with an update on the nurse being treated for ebola. >> barbara, we just learned that amber vinson will be released from the hospital this afternoon. we do expect she will make a statement before she leaves. you maybe remember she's the

second nurse who treated eric duncan. she was one of two nurses who became sick after treating him. she had traveled from cleveland back to dallas. that led to a bit of a scare with air travel. she was taken to atlanta where she was treated at emery university hospital. and a few days ago her family said she was ebola-free. now she's being released from the hospital, discharged today, and we expect she will talk about her experience, make a brief statement before she heads back home this afternoon. that's the latest from the live desk. barbara, back to you. >> thanks, aaron. and right now the nurse who was forcibly quarantined in new jersey is out of the hospital and back home in maine now. kaci hickox is speaking out about her treatment, calling it inhumane. the health care worker was the first to return to the states under the mandatory quarantine order in some states. new jersey governor chris christie defends his position.

i'm aaron gilchrist at the live desk. we're just getting details about a trial connecteded to the boston marathon bombings. a guilty verdict. he was convicted of lying to the fbi when he said he was not in tsarnaev's dorm room. his lawyer tried to paint him as a frightened 19-year-old too high on marijuana at the time, and saying that he was intimidated by agents. so much so that he couldn't clearly remember his actions that day. reporters in the courtroom said he had no reaction when he heard the verdict there. and sentencing is set for late january. the same time that the trial will start for tsarnaev. >> thanks. today we are learning more about the deadly school shooting in washington state.

investigators say he lured his victims to the calf tier. he texted them to meet him there. he shot four others before killing themselves. two of them have died. we are also hearing from his cousin, one of the victims, and is recovering right now. i love you and i forgive you. rest in peace. this story happening as voters in washington say they're getting ready to vote on two opposing gun laws. one would prohibit background checks there and prevent the government from taking someone's guns without going to court. the other would require background checks for every gun purchase. some women working for the second initiative lost children in other mass shootings in the country. they say their experiences are motivating them. >> it devastates you and it devastates you forever. >> aerial footage of the school and seeing kids running. thinking about it now, i can feel my heart starting to accelerate again. >> investigators say he used

illegally purchased gun in this week's shooting bought by a relative. for today, a panel on the federal appeals court will review virginia's practice of automatically holding death row inmates in solitary confinement. a federal judge in alexandria ruled the practice should be reviewed on a case f-by-case basis. the counter will appeal based on safety issues. an inmate fileded a lawsuit saying he's spent the last six years alone as the suffolk state prison. the virginia supreme court will decide whether your reviews on yelp will remain anonymous in the commonwel. yelp is appealing a ruling that lowereded the website to to identify the users who criticized the carpet business. the judge held the company in contempt. yelp said the users are entitled to first amendment protection. an important vote today could make medical marijuana available in maryland. the state commission is set to

>> we are watching live pictures. this is the funeral procession for nathan zarillo. he's the young man killed when a man went on a shooting ram pain at the parliament building there. you can see this casket being escorted through the streets of his hometown. literally thousands of people in the streets of the town there. you're looking at the canadian prime minister, stephen harper at the church where the funeral is happening in a while. i should note, the casket is being led through his hometown by members of obviously the canadian military the canadian mounted police, and firefighters from that area in hamilton and around canada at this point, and perhaps as i was watching this a little bit earlier, one of the most somber images was that of this army corporal's 5-year-old son. walking behind that casket. carrying his father's body in a sign of tribute to his father.

a new project. darcy spencer reports on the demolition and what's next. >> i'm told years ago that the apartments here were known as little vietnam. that's because it was a virtual war zone for many people who had to live here in these deplorable conditions with shootings, crime, and drugs. well, today is a new day. these apartments are coming down. several hundred of them. it's going to be done piece by piece beginning today. there's going to be a huge new investment here. in the glen arkansas den area. they're going to put in 450 new units. those are going to be apartments and townhouses. there will be an emphasis on senior living. there's a big announcement with county officials as well as people who used to live in these pardon mes and have a lot of memories here. everyone says it should happen.

the event has a long history. they flock to watch the parade of costumes. then the race down 17th street and everything gets started at 7:00 this evening. you should expect road closures in the area. and good time is usually had by all. you can look for this guy. >> i did the high heels and that worked for a halloween costume after the marathon a few years ago. but i would never do that after the the race again. >> well, no thanks. i appreciate it, though. but it's going to be a great evening down there. you're right about the road closures and traffic. be ready, everybody. it gets mary down there. that's metro, i expect. high heel drag race tonight. gorgeous weather for that. tomorrow all things start to change. there's your tomorrow forecast. cloudy skies, scattered showers around off and on. not a total washout. but rain likely at almost any point. let's focus on the positive. fis and warm today. a few showers tomorrow.
