the ground who describe a sound wave that came seconds after the explosion. >> a pilot posted this video on he captured the explosion from 3,000 feet in the air. >> and the plume of smoke that followed was so huge, it was even picked up on storm team 4 radar. od i'm doreen gentzler. >> and i'm jim vance. that rocket was supposed to go to the international space jim handly has new details just in. >> reporter: right now, the fires up and down the beach caused by that explosion are just burning out as crews mark off wide debris fields. they'll be back out at first light tomorrow to get an even closer look. but first, let's take you back 4 1/2 hours to the beginning of that fateful launc everything seemed fine until about 12 seconds in when the rocket began to slow and then the massive explosion. at a joint press conference about an hour ago, we learned as the rocket began to fall back to earth, a destruct command was sent causing the rocket to

frank culbertson of orbital sciences which was directing the mission describes the order. >> there was disassembly of the first stage. then it fell to earth. we observed the failure of the telemetry. and after this the destruct command was se i don't know the exact timing. but i believe they sent it before it hit the ground. >> nasa is warning the public that debris from the explosion could wash up on area beaches over the coming days, even weeks. they say not to touch that debris and to report it immediately to n coming up in just about ten minutes, we'll hear from a virginia man who describes what he saw and felt while watching the launch very near wallops. >> wallops island is an hour

south of ocean city. the facility sits on 6,000 acres but it is nasa's only owned and operated launch range and employees more than 1,000 nasa contract employees. it is home to the only launchpad that can handle the antares rocket that exploded tonight. >> this was intended to be a resupply mission to the internationa the ant terrace was carrying 5,000 pounds of supplies and equipment. orbital sciences says everything on board can be replaced. nasa says there are several other resupply missions to the space station comg up. one launches from russia tomorrow and spacex will have a mission in december. right now, the amber alert that was issued for a maryland woman and her two young children is over. the children were found unharmed in delaware. the alert for the two were issued after their father told

police their mother threatened to drive off a bridge with them in the car. police say tips from the amber alert helped find them. the mother will not be charged. tonight, a local woman is waiting to learn if she was one of the people secretly recorded during ritual showers at a d.c. sin gone. rabbi barry freundel is accused of making the videos at kesher israel in georgetown. police are trying to identify victims there. shomari stone is there with more on how that incident changed that woman's life. >> reporte. this woman feels betrayed by someone she trusted as a spiritual leader. she claims the rabbi abused his power. >> i've been going through sort of a depression. >> reporter: tonight, stephanie doucette is going through emotional distress and claims

rabbi freundel committed voyeurism. >> it will be weeks before we find out whether the videotaped footage was found. >> reporter: the 62-year-old was arrested and computer equipment seized from his ohm two weeks ago. investigators accuse him of installing a clock radio and recording women in showers used for a ritual cleansing. stephanie met him a year and a half ago when she asked him to convert her to orthodox judaism. >> first things were good. >> reporter: things turned bad when she said she complained about some of the men at the synagogue. >> over time, he would make comments about finding me an attractive young female when i was having issues with some of the male congregants making inappropriate comments to me. >> reporter: stephanie left the syna >> i think it's terrible waiting for a phone call to find out

the department of homeland . nbc 4's jackie bensen is live on the national mall with more on what's behind it. jackie? >> reporter: we're told this decision was not based on any one thing. but what is described in a press release as the general threat. outside the white house, a security vehicle stands parked on the north plaza. additional secret service officers are patrolling the area and adjacent lafayette park on foot. just last week, a fence jumper was successfully subdued by secret service k-9. now the department of homeland security has ordered an increase in security at some federal buildings nationwide, citing violence targeted at government personnel in canada last week and continued public calls by terrorist organizations for attacks on the u. visitors taking pictures in front of the white house say they had no concerns about being safe here. >> i don't think that would concern me much for being here

morning outside his apartment in mary. no suspects have been identified yet. and tonight, fliers were handed out to the neighbors there there's a $25,000 reward for informatio the widow of a man found murdered in brandywine married says her husband had a troubled life but was trying to turn his life around. devine was found murdered. so far, no arrest. he and his wife had only been married for a month. the city council passed a new law that allows web-based car services, such as uber, to operate more freely in the city. it passed by a vote of 12 to 1 despite a noisy protest from cab drivers earlier today. the cab drivers say they feel that they are too regulated while the car services aren't regulated enough. that new law requires car service vehicles to have d.c.

tags and the drivers must undergo background checks. also web-based services can not pick up random passengers on the streets as cabs can do. voting problems in maryland. the state board of elections is investigating complaints of votes being changed from one candidate to the other. there's an extremely tight race for govern. election officials told us they have taken three machines out of service for this problem. that's one in virginia, negative ads are a big part of the fight ft. tenth congressional district . the republican and the democrat are making some tough claims about the other. you can go to the nbcwashington.com to see how those justify the ads and how they defend themselves.

>> we just smoke with michael waller by phone a few hours ago. he was with a large group of people watching the launch when he shot an instagram video of the fiery explosion. and he couldn't believe what he was se waller tells us he was about six miles from the launch site. he's been to several launches before and says you could tell the rocket was not picking up speed as quickly as it should ha. and he says once it exploded you could feel just how powerful that blast was. >> you can actually hear the sound wave come. and maybe a second or two after the initial crash of it -- everybody's sort of in shock and awe at thi and then that sound wave comes across there and gets all of us. and then people start to sort of panic a little bit. >> now, we also had reports of people feeling shaking as far away as ocean city, maryland. just a reminder, despite that

impressive explosion and the flames that followed, no one was hurt in this explosion. we will follow the developments through the night. we'll have the latest beginning at 4:36. and tom cobstello will be live n the "today" show tomorrow morning. this is what guardrails are supposed to do, it's designed to absorb the impact and push all the metal away from the car. but virginia's department of transportation says guardrails across the state could hold a hidden danger, it could make crashes worse. the company that makes the so-called rail heads made a design change nearly a decade ago that could allow the metal to pierce through cars. virginia is the first state to say it will remove the fally guardrails and drivers say that's a good move. >> i think there's some safety standard required for the guardrails and whatever the mandated safety standards are, they should be honored and implem

>> the company that makes the rail head says it will cooperate with new crash tests and may have to pay the cost to replace them. leaders past and president got together in the district t commemorate an important date in the city history. it was 40 years ago that the bill was signed. it gave the city the ability to elect its own mayor and council members. it included a call for renewed commitment to d.c. statehood. it's a first for fairfax county. the board of supervisors adopted a master plan for bicyclists. plan calls for more than 1,100 miles of bike routes. there will be improvements to trails and intersections as well as bike racks at metro and bus stations. a big fear coming true tonight in hawaii. a wave of lava now inside a neighborhood and only a few yas away from the homes there. evacuation orders forced families out of their homes last night.

a storage building has already burned up. and now the 2,000-degree lava is only yards away from the homes. there are fears that dozens of homes and buildings in that neighborhood could burn. it's being called a slow-motion disast. that lava started heading towards those homes when mt. kilauea erupted back in june. >> that lava is going in the opposite direction from the the way it usually goes out, towards the ocean. >> it has a longer way to go to the ocean. it won't stop till it gets there. and it's continuing to make new land. right now, we've got some pretty nice weather around our area. looking good as we look towards the lincoln memorial. a nice evening with temperatures well above the average high even at 11:00. sitting at 69 degrees. winds out of the south at 9 miles an h that's due to the fact that we have our cold front just off to the

so a nice, warm air out of the south making its way up here. 70 in leesburg. 71 in fredericksburg. a lot warmer than it has been the last few days. you see the cloud cover starting to move clouds normally act as a blanket. they'll keep us a little bit warmer tonight with that . and here's the rain. it's close, right? well, this is not the rain we're going to that frontal boundary is actually kind of stalling back to our wes we're watching this moisture back to the west, back down towards tennessee. this is another system riding along that that system will produce the energy to continue to move that front towards the east. when it happens, we'll see shower activity. most of which will happen during the earl 68 degrees for a high temperature tomorrow afternoon. temperatures nearly 15 to 20 degrees colder tomorrow, especially back towards the west around winchester which was at 84 today.

that impact forecast, not a big impact on your day. low impact but because of the showers, we're going to see the umbrellas. so you may need those from time to time. .ut still not that big of an 60 degrees on thursday. nice day but on the cool side for sure. 60 degrees on friday. halloween, what about that halloween forecast? what about the trick-or-treaters? as we look out towards the spooky moon there, 5:00 p.m., nice and cool. chilly, temperatures around 56 degrees. breezy with temperatures around 52 at 9:00. i think we'll stay dry for the duration. but i expect to see showers coming in around 10:00, 11:00 on friday night. that's something to watch out for ahead of our next front. that next front knocks us down to 52 degrees on saturday. 50 on sunday. that wouldn't be too bad if we had plenty of sunshine but saturday, much colder with winds 20 to 25 miles an hour. windchills around 40. that coming with some showers possible. saturday is not going to be a

he was unbelievable last night. former third-string quarterback showed up and showed out against the cowboys. got the offense to 20 points. the defense were outstanding as well. late in the game, they shut the cowboys down. the skins pull off the improbable win. excitement all over the d.c. area. but this team not satisfied just yet. >> the fact of the matter is we're 3-5 and we have a long way to go. we can't lose sight of that. we have to have fun with this victory, winning at dallas is always an important rivalry, division game. but we're 3-5. we have to continue to compete and work very hard to get there. george washington getting ready to tip off their season. they won 24 games a year ago and made it to the second round of the ncaa tournament. fourth year as head coach of the clothesliniane ia he's got another experienced group on his hands.
