>> people watching a rocket launch in virginia got a terrifying surprise when that rocket suddenly exploded just after launch. this morning, crews back out to get a closer look at the debris field. nasa is warning it could wash up on beaches in the coming days and weeks. it was operated by orbital sciences company in dulles. the rocket began to slow down and break apart. an official at orbital sciences says he believes the the command staff sent a self-instruct command to intentionally destroy it before it hit the ground. they could tell the rocket didn't have enough speed before exploding. >> you can actually hear the sound wave come. i don't know. maybe a second or two after the initial crash of it, that comes across. everybody is sort of in shock

and awe at this point. it comes across and gets all of it. >> we have heard people feeling the shaking in observation city, maryland, 45 miles up the coast. storm team 4 radar captured the smoke from the explosion. it's important to mention no one was injured. but the rocket was carrying 5000 pounds of supplies and equipment. everything on board can be replaced >> and nasa says there are several other resupply missions coming up. there was one this morning from kazakhstan and spacexwill launch supplies in december. wallops island is near chincoteague, nasa's only owned and operated change. thousands of rockets have been launched from wallops since it opened in 1945. a prince george's county man is expected to to be sentenced

after pleading guilty to several charges, including kidnapping and sexual assault of a child. he is accused of luring two 6-year-old girls out of a store in hyattsville in 2012. he then tried to assault her in a nearby park. expect extra security at the office if you work for the federal government. the department of homeland security issued new orders to keep you safe. news 4's molette green joins us from the white house with what this means for you. molette? >> reporter: good morning. we can see five police cars out here. three more than last hour. and several more officers standing outside on guard. there are some officers on their bicycles. these new orders impact the white house and other federal buildings in washington and other major cities. homeland security not saying which facilities, though, out of

sandy slammed into the coast. the storm devastated the ocean front coastline and caused catastrophic flooding in new york and new jersey. it is blamed for 182 deaths and caused at least $65 billion in damage. dozens of volunteers are help to go rebuild at least one home destroyed by that storm. the group launched a 29-hour construction blast to help a man move back into his keensburg, new jersey home. the home owner should be able to be back in there this december. >> i'm a fighter. so she is not taking this house away from me. >> to mark this somber anniversary, new jersey governor chris christie will tour the area. some are using this time to review their time for d.c.

canseco is recovering after accidentally shooting himself in the hand at his home. las vegas police responded to the home yesterday afternoon. they say he told them he was cleaning the gun when it accidentally fired. a finger on his left hand was injured. is a flashlight projector is under recall because it can burn your hand. the company says it received one report of a flashlight projector overheating and melting the plastic handle. no injuries have been reported. you can return it for a full refund >> don't be surprised if you see changes to the map on your phone. apple is taking new steps to update the much maligned map application. it launched map connect. apple maps has been criticized for giving inaccurate routes and wrong locations.

>> richard jordan is live on capitol hill with more on that. richard, good morning. >> reporter: good morning. the president has several briefings scheduled for today with his public health team and national security team in "the situation room". he will meet with american doctors and nurses who plan on going to take on the fight against ebola, the ebola hot zone. president obama wants to make sure they will not face a stigma when they come back home. some in the medical community say they are treated differently whether they have ebola or not. there is that stigma out there. they are they are concerned what they could face when that happens. that is one issue on the president's plate. the president will be looking at military personnel going out to provide aid and what happens when they come back home. military officials are asking for a mandatory 21-day quarantine for those soldiers. right now they are being held in isolation for a short period of

this is what guard rails are supposed to do. the head of the rail is designed to absorb the impact of a crash and push all the metal away from the truck of the truck or car. virginia is the first in the country to remove a certain guardrail because of the potential risk of making a crash worse. trinity made a cost-cutting design change in 2005 without telling federal officials. that design change could allow the metal to pierce through cars and trucks. the rail heads are used in maryland and virginia. they are inspecting each guardrail since 2006. >> i think it's time to replace them. >> i don't want to hit a guardrail. >> the company that makes the guard rail heads said it will cooperate with new crash test. big mess here. breaking news outer loop.
