the search for a killer playing out on a quiet street. more questions than answers after a man was stabbed to death. >> it is all happened in northwest d.c. off 14th street in columbia heights.

>> reporter: we're on perry place west of 14th street. we're few blocks north of the theater. here's what we know. police believe the stabbing happened on perry place about 7:15 p.m. we know the victim of that fatal stabbing is a man. police have not released his name or his age. it is believed he was walking along the street when he was stabbed. at this time police say there is no apparent motive. no one is in custody and there is no lookout for the suspects. that lack of details is strikingly similar to a fatal stabbing that happened just one block south of here in the 3,400 block of 13th street three weeks ago. on october 3rd, broad daylight, a 35-year-old man named kenneth young was found stabbed to death. at that time there was no apparent no, one in custody, no sgids no lookout for

>> reporter: police stay man confessed but the woman realizes she may never see justice. >> i find myself hiding behind people. >> reporter: she is too scared to show her face on camera after what she says she experienced inside this massage parlor inside d.c. >> i don't have my boldness anymore. >> reporter: she tell me her life changed saturday october 4th when her friend gave her a groupon to go to massage escape spa. she said he massaged her neck and back for around 30 minutes. and then sexually assaulted her in the room. >> may first thought was, i am a going to die here? >> she yelled stop, got up, and according to this police report, he said it's okay. i'm sorry. i'm sorry. >> i didn't believe he was sorry. i thought he was trying to manipulate the situation. >> she called 911 in the lobby.

officers showed up, investigated and arrested him for first degree sex abuse. police say he admitted to sexually assaulting her. he told detectives, he knew what he did was wrong and he was sorry. he was released and the judge ordered him to surrender his passport. best handed it over, he flaw to chain. tuesday doesn't have an extradition treaty with mainland china. tonight there is a felony warrant out for his arrest. the woman has filed a lawsuit against massage escape. >> she has to trust the therapist will be licensed. >> i feel like he got away. i feel like it was an injustice done. >> reporter: i talked to the manager on the phone. he refused to talk on camera. he admitted that tong is not a license mad sag therapist in the district but he did say as he licensed certified action

rocket launch off in the distance. they tell us they could feel the shock wave after the explosion. i spoke with noomds it will be at least a week to see what caused the failure that caused that explosion. they did tell me that they have been spending today, searching the area for hazardous material and other debris. and ground crews will come in and begin to do a closer examining of the launch site. the good news is the launch pad wasn't as severely damaged as they first feared. they said they'll be up and running again about three months from now. >> we had a lot riding on it. people were committed to this program so it is a huge disappointment. >> reporter: hear on chincoteague island, a lot of people were concerned that the wild ponies. we spoke with an official from the volunteer fire department who told me the ponies are just

fine. they sent a craw out there this morning to check on them and there was no did ebris or ashes that area. the pentagon says all u.s. troops returning from west africa will have to spend 21 days in isolation. more than a thousand troops are there fighting the outbreak. could it grow to nearly 4,000 in the weeks ahead. chuck haggel said it will be supervised. the move is to protect the families from exposure to ebola. >> the nurse who treated ebola in west africa said she will not abide the quarantine imposed by the state. the state is trying to force her into isolation but she said she will take legal action if necessary. she was in isolation in new jersey last week. after she ran a fever.

but she was released after an ebola test came back negative. >> you know, i don't plan on sticking to the guidelines. i remain appalled by these home quarantine policy that's have been forced upon me, even though i am in perfectly good health and feeling strong and have been this entire time completely symptom-free. >> hickox is staying with her boyfriend in northern maine. there is a police officer parked outside her house. the state's health commissioner says the 21-day quarantine is voluntary but if the nurse does not comply, they'll file a court order to keep her inside. the first noerp contract ebola met with president obama at the white house today. dr. kent brantly urged more medical personnel to volunteer to fight the outbreak in west africa. he was treated in atlanta. he made a full recovery several weeks ago. he has since donated blood to severe ebola patients. there is an effort at the university have maryland to stop

the spread of viral meningitis. the cases of that disease have jumped from one to 20 in just order a week. health experts emphasized viral meningitis is the least dangerous form of that illness. warrick hands is the best way to protect yourself. all 20 of the students who are sick are expected to recover. the health center director said it is not unusual for meningitis to spread when people are in close contact such as in a college campus. a local community is rallying to try to take down a strip club. residents packed an amc hearing to protest the liquor license. the residents said without it, the gentleman's club wouldn't make enough money to stay open. they said the club attracts crime. the stadium club was shut down after four people were stabbed outside the place last area. police have made an arrest on a stabbing on labor day. 24-year-old jose is facing

murder charges. police say he killed a 27-year-old man in an apartment complex parking lot in falls church back on september 1st. he was already in police custody when dna evidence helped link him to the murder. today would have been her ninth birthday. the d.c. police and the fbi have been working to collect classes to his disappearance. police are hoping to turn up new leads. no one has seen her since march. that's when she disappeared from the d.c. general homeless shelter with a janitor who later committed suicide. the fbi is offering $25,000 reward in that case. to a story on team 4. if you thought today felt more like fall, wait until you see what's coming. doug kammerer is tracking it all for us. >> november is going to come in

dash cam video from maryland shows all too clearly the danger that's troopers can face on area interstate. there's a move over law in maryland and virginia. police in maryland say everyone is not getting the message. this year, five maryland state troopers in our region have been

involved in crashes while on the side of the interstate. a new campaign will start in the coming weeks to enforce the move-over law. officers say if you can't move over, you need to reduce your speed. >> there's new video of an armed robbery. d.c. police want to talk to a man only a few feet away holding a baby. video shows him with a gun on tuesday. he took off after stealing a box from a man opening a cash machine. just a few seconds earlier he was standing outside with a man who had a baby strapped into a carrier on his chest. police are looking for any tips on who those two men are. extra eyes is the name of a special effort to catch drunk drivers in northern virginia on this night. several agencies are working together. they plan to saturate the streets, all over the area to keep watch for drivers who are
