megan? stphrr wel >> reporter: well, eun, you can see police tape blocks this off. the block now a crime scene. police are looking for a person who stabbed a man to death here. they don't have a lot to go on. they are asking for the public's help. witnesses in the area to please come forward. the victim was found just after 7:00 in 1400 block of perry place. they believe the victim was walking down the street when he was stand. they have no motive. there is no lookout information on a suspect. this stabbing comes just weeks after another deadly stabbing that happened just a block from here. now, that happened october 3rd right around 5:30 at night. so broad daylight. 35-year-old kenneth young was stabbed in the 3400 block of 14th street, just south of this location. no motive in that case either. no arrests that we're aware of

as well. police have not connected the two crimes. certainly a disturbing situation for people who live in this area. two deadly stabbings in a matter of weeks. four minutes after 5:00. d.c. police want you to get a good look of this armed robbery. the robber burst into a store with a gun on tuesday. just a few seconds earlier, the robber was standing outside with a man with a baby strapped to a carrier on his chest. the university of maryland has adopted a new policy to combat campus sexual assaults. it implements special procedures for investigation and discipline and specifically defines what a sex assault is and what role attorneys should play during a campus investigation >> just in, the man who said he was punched by chris brown in washington last year is getting

paid. the singer is settling a lawsuit. the victim will get $100,000. it was for $3 million for damages, mostly medical expenses. this all started last year, last october outside the w hotel. the man claims brown punched him when he tried to get a picture with brown. there was a criminal lawsuit. he pleaded guilty to simple assault. that meant that he did not have to go to jail. his bodyguard, however, was convicted of an assault charge. this is just one assault case. they reported settles another out of west hollywood for much less. we are just learning that the victim in the d.c. case will get about $100,000. aaron and eun? >> thank you, richard. we are now just five days away from election day. the executive director of the

board of elections say 40% of you are expected to vote on tuesday. this year's mayoral election is as competitive as it has been for a long time. if you vote in virginia, a new report says you may see voting rights groups at the polls. this is the first year the commonwealth will require a photo i.d. for anyone who wants to vote. "washington post" says voting rights add casts will be at 80 places to explain the law to voters. >> you don't want to be without water. agencies in our area will talk about how they will deal with the possible surge in water main breaks. it is ready for whatever winter throws its way. you probably remember the polar vortex. it dealt within close to 600 water main breaks just in the month of january. that was significant because there were 1600 in all of 2014.

b.b. gun at a school bus full of children. according to fredericksburg star, wednesday morning, 7:00 a.m. the bus was on north main street near 6th answer when a projectile shattered one of the windows. they believe it was a b.b. but no b.b. was found on the bus. none of the students or the bus driver was hurt. if you know anything about this incident, call police. fairfax county can police have a man responsible for a murder on labor day. he is behind bars this morning facing murder charges. police say he killed a 27-year-old man in an apartment complex parking lot falls church back on september 1st. he was already in police custody when dna helped link him to the murder. today aaron hernandez will be in a courtroom for a change of venue hearing. he is charged for a murder of a semi pro player in 2013.

programs that don't produce graduates that can pay back their loans they will lose access to federal student aid. there is a primary revenue stream for colleges. they receive 90% from federal loans and grants. they will affect half a million students at for-profit schools. i want to show you a picture. it is a piece of scrap metal that may not look special. but they are certain it was part of amelia ear heart's plane. she disappeared over the pacific back i 1937. nobody ever found her or the plane. scientists say that scrap could be a breakthrough in this case. they plan to search part of the pacific for her plane next summer based on the discovery. repairs being made as part of the american reinvestment and recovery act. a week before the election, some republicans are annoyed. they say most of the federal

potential deadly guard rails that slice through your car's metal. we spoke to transportation officials in virginia. they will replace all guard rails made by trinity industries. in maryland, officials told us they are requiring contractors to report them before installing any questionable guard rails. what can be done to make it easier to get in and out. one is to change the lanes outside the station to cross traffic to get to cars, buses and taxis. the virginia board of education is is awarding based on the standards of learning tests in the last two years.

news 4's molette green is here to talk to us about it. >> reporter: i know we hate talking about snow but it is that time of year. we have to talk about a snow plan. behind me you see the the snow trucks and the plows. today it is all about the technology coming in the form of a new pavement monitoring system. what does that mean? well, this is a system designed to give the county a head start on snow and ice treatment. there are four pavement monitors in the county. now, before conditions get bad this system is designed to send out a text message to treat the roads before they pile up with snow or get block ice. and all of this information will be coming out today. later this morning at the county's snow summit with the the county executive and all the players in charge of the roads. that's coming up a little bit later this morning.
