first court appearance. he's the man charged in the abduction of hannah graham. today matthew will be arraigned on attempted capital murder in connection to a 2005 sexual assault in fairfax city. he will appear through a video link from where he is being held. he is not being charged for the death of hannah graham. d.c. police need your help finding a man responsible for a robbery and sexual assault yesterday morning on 16th near bladensburg road northeast. the woman was walking along 16th street when a man approached her, took her belongings and sexually assaulted her. the victim describes the man at 5'6", in his 30s with a cross tattoo on his right cheek. . right now we want to warn you about a project that could affect the morning commute. in about two hours, crews will test a nulevee system on the national mall. there will be close issues on 1st street. news 4 megan mcgrath has a look

at how this levee works and the impact it could have on the commute. good morning. >> reporter: aaron, right now 17th street is open. you can see traffic starting to flow down. a car passing. that's not going to be the case for much longer. they will shut down 17th between constitution and independence both directions they can test a new flood wall. this wall has been designed to prevent the potomac river from flowing down 17th to constitution and beyond in time for the flood. going to work like this they will practice later this morning. metal posts have been sunken into the sidewalks and across the road. they have solid panels they will snap into place. they will go all the way across the road, up here on the sidewalk. then they snap into place right here with this cement wall. so it will create a solid wall

patrolling his beat. not too far away from this scene in the 3800 block of 13th street northeast, all of this very close to the franciscan monastery. to give you more of an exact location. the officer at the time was sitting in his patrol car around 3:15 when this happened. here on perry street northeast i've counted at least four police cars on this street. the canine unit followed the suspect. not a good description. only that he was wearing a black jump suit. they follow the suspect here. they are holding out in this community in this neighborhood on this particular street to be -- to find that particular suspect. police tell us the officer was not hit, not struck by this axe. but he did hurt his shoulder when he attempted to tackle the respect who of course got away.

15 before the hour. crews are ready to shut down a major route to the national mall. in an hour they will begin testing on a nulevee wall. megan mcgrath is live with a look at how the system works. megan? . well, 17th street, a heavily traveled ro during rush hour. but in a little while here it will be closed in both directions between constitution and independence avenue. why? because they are going to practice putting a new flood wall into place. if you look down at the pavement here they have put a bunch of metal posts in the ground, the sidewalk and across the street. in the event of a flood, the

murdering ross in 2012. he was walk to go high school in capital heights when he was e killed. the murder happened during an attempted robbery. bennett was convicted of both of those things. he could spend the rest of his life in prison. two prince george's county police officers face assault charges involving teenagers. the state attorney said the first accident happened in november 2012. officer jerry thomas is accused of hitting a handcuffed 15-year-old in lockup. the sec in 2013. charles picard is accused of assaulting a student at suitland high school. the police chief called the behavior unacceptable. new developments from kansas this morning after a small plane crashed seconds after takeoff. investigators can't get into the building where the plane crashed because it is not structurally sound. that is hampering the investigation and recovery process. the pilot had just taken off from wichita airport yesterday when he reported that he lost an engine. he crashed into a building on
