rescuers, i was taken in philadelphia. please help me. this is dark color ford san in which a terrified carlesha freeland gather had been held captive while talking down the street in philadelphia. the right rear passenger side window was broken out. to pre serve possible evidence inside, an agent taped it one a plastic trash bag before it was towed away. the car was spotted in a small shopping center in jessup, maryland birk agents from the bureau of alcohol, tobacco and firearms. the atf doesn't normally investigate kidnappings but the search for the missing student nurse was urgent. when there was a tip, the squad took to the streets. >> they set up a perimeter around the vehicle and then conducted surveillance on the vehicle for a few moments. they saw there was a male and female in the rear passenger

seat, actually, the rear seat of the vehicle. after another few moments, the male then climbed from the rear into the driver's seat. >> the agents feared a possible hostage stand-off with the suspect's 37-year-old delvin barnes. >> for fear of him driving away before we could detain them and determine if that was our abduction victim, the agents at that point moved. in utilized one of their vehicles to block him. >> witnesses were shocked to learn the police seen with the resolution to a case that had captured national attention. >> that is huge. i'm so glad she was found safe. >> fantastic. that's great. >> reporter: now the agents said that carlesha was so hysterical, so upset that she was taken to a local hospital where we're told that she is in good condition. and it was fast actions of these agents, getting here as quickly as possible that led to the positive resolution in this

case. alive in jessup, news4. >> thanks, jackie. we looked into delvin barnes' criminal history and found a long list of felonies on his record. they include breaking and entering in the richmond area in 2001. also in virginia, armed robbery and conspiracy. in pennsylvania, he is charged with rape, sexual assault, and false imprisonment in question, an incident in 2005. and philadelphia's police commissioner said tonight, barnes is wanted now on charges of attempted murder. >> no one is more relieved than the familiar live carl dlaesh freeland gaither. >> her mom and other family members came to the xroempbs to thank the police, the fbi and even the public. >> in my kich glen front of me and told me, i'm bringing your daughter home. he said no, i'm bringing your daughter home. and he brought my baby home.

come through. that's not all we've got. i've got that forecast for you which includes the weekend. in a minute. >> new tonight, federal prosecutors have asked a judge to throw out drug charges and convictions against 28 defendants, all of this because of charges of misconduct by an fbi agent. now let us know what will happen tomorrow. >> prosecutors filed motions today, skag judge to dismiss the charges and 58 date convictions of 28 people charged in various drug trafficking sting operations. over the past year. now last week, several of those men were released from jail after that fbi agent involved in their arrest was accused of misappropriate rating evidence. tomorrow the judge will rule to set the men free and dismiss the charges against them. the fbi has been suspend condition and he remains under investigation. >> so there are more defendants

than these 28. what happens to them? >> that's the big question. i spoke to one of those attorneys and he said this could be really far-reaching. this is an fbi special hoogt worked a lot of high profile investigations. one of them netted more than 2,000 kilos of cocaine and more of heroin. they spent millions of dollars on these investigations. now they're concerned that every investigator who was a local police officer before he became a fed could be called into investigation. they're going to go through every case he ever worked on and they'll be asking to have reviews of the convictions. >> thank you. a local mother heard crying outside her door this morning and found a baby a few hours old. shamari stone has the details. >> reporter: people in this beltsville neighborhood are stunned. they want to know who gave birth to this baby and why was the

child abandoned. >> i stepped outside. >> reporter: she couldn't believe that a healthy newborn baby girl was craig outside her home in beltsville, this morning. >> she was cold. she was really cold. it was crazy. >> reporter: she found the baby on the side of her house. she is a mom. she knew what to do. >> i heard a bigger cry and i stopped my porch and i saw her right here. i immediately just got up and got her and washed her. >> reporter: investigators belief she was born moments before she found her. tonight the child is sleeping at a hospital and we're will she appears to be in good condition. she wishes the mother had knocked on her door. >> i would have done what could i to help her, you know. but it came to this. god works in mysterious ways. >> reporter: tonight prince george's county police want your help. if you know who the mother of this child is, they want you to give them a call. in beltsville, news4.

a stabbing victim ran into the dupont circle metro station tonight looking for help. it looked like the person was attacked outside at 20th and q streets. a news4 crew saw them put someone in a cruiser. the victim went to the hospital and is expected to recover. the metro station remained open. a warning for students at catholic university to stay away from the woods there. last month, several students were held up at gunpoint while they used a wooded area as a shortcut to hawaii avenue and taylor street. today the university sent a letter to students calling the woods dangerous and off limits. any student caught walking there will be disciplined. a local principal is indicted, accused of repeatedly punching a student. dwight jefferson was the principal at dwight d. eisenhower school. he is in jail for child abuse and assault. police say jefferson trade to stop a student on the way to

class. when the boy tried to run away, he pull the 13-year-old into the classroom and punched him twice in the stomach and once in the face. a very close senate race in virginia, fairfax county election volunteers will be back at work tomorrow morning counting votes. senator mark warner is the apparent win we are a 16,000 vote lead over republican ed gillespie. counties around the state double checked vote totals today, looking for any errors that might have created votes to the wrong candidate. the results will not be available until november 25th. that's when gillespie can call for a recount. larry hogan is starting to get used to the idea that he is now the governor-elect. he said he is ready to start making some changes. >> a lot of work tad. our state economy is in real trouble. we focused on that for years. now we have to roll up our

government employees drinking and driving on the drive. new, the i-team has video to prove it. these aren't just any government employees because beer is their business. >> reporter: with their distinctive blue trucks, it is hard to miss the men who deliver beer. every beer you drink in the county grom this government controlled warehouse. for weeks the news4 i-team followed them as part of a different story. then we discovered something even we didn't expect. >> all right, here we go. >> reporter: we couldn't help but notice how the guys in truck 81 take a lot of breaks.

to eat, sleep, even go inside a private home. while their truck sits unattended on the side of the road. then we spotted the styrofoam cups. they bought them almost every day we watched them. why should you care about a couple of cups? because after an early morning delivery to a store, we saw the worker walk out with a brown bag and a bottle. later we caught him pouring the contents of that bottle into his cup and stirring. a few minutes later, the driver does the same thing. before getting back on the road. days later, same truck, same driver, a different helper who throws away this white plastic bag into a dumpster. we pull the bag out of the dumpster and found two empty wine bottles. and on yet another day we watched them walk out of a privately owned store with four bottles in a small box.

when we went inside, we found the same box full of white wine. hi there. i'm tricia thompson with the news4 i-team. i wanted to talk to you for a second. i wanted to know why the two of you have been drinking while you're in a government vehicle? >> he's been drinking. not me. >> reporter: he says you've been drinking in a government vehicle and not him? >> who has been drinking? >> reporter: you have. we have video of the two of you pouring alcohol into styrofoam cups. >> you didn't get me. >> reporter: do you want to see the video? i have video of you taking a bottle of alcohol and pouring it into a styrofoam cup. >> me? let me see the video. >> reporter: i've got it here. but instead of watching the video, the two men went inside only to come out for a few seconds to grab the styrofoam cup. we never saw the cup again. i show you the video? can i show what you we've seen

over the last couple weeks? instead they packed up. and drove away. >> and their job is to deliver it, not consume it. >> reporter: george griffin is the director of montgomery county liquor control. >> it appears from this that two of our, two county employees consuming alcohol while they're operating a county vehicle. which is obviously against all the administrative procedures in the county. >> reporter: griffin says he immediately pulled both men off the street and put them on administrative leave pending an administration. he says while he cannot comment specifically on personnel actions against specific employees, he did tell us that drinking on the job is, quote, widely seen as grounds for dismissal without fail. news4 i-team. >> you can see part one of the i-team report on possible theft inside county liquor control on nbc washington.com.

right now, just click on investigations. we've had some, it seems to me, fairly pleasant temp this is time of year. >> yeah. our average hey was 62. we got to 68 degrees today. that's quoming the cloud cover that we saw. but normally, when you've got clouds, eventually you get some rain. it we'll see a lot of rain right through the overnight hours early tomorrow morning. 58 degrees rate now. on the mild side, the winds of about three miles an hour. take a look at the radar. here it is. showing you we will see that rain. as it does so, it will get a little heavier as we move through the morning hours. there it is. there's that rain. most of it toward the baltimore area. northern virginia seeing a little break. win chester seeing that rain. we're seeing it down toward southern maryland. this is the area we've seen the stead yift rain.

around sandy spring. down toward bowie and may folks, down in cheverly. showing the cloud cover, we've seen extensive clouds. you notice this little batch of rain continuing to grow a little bigger. we've got more rain to the west and we've got this area storminess. that will allow all of this moisture to funnel through our region. here's what you can expect in the overnight hours. notice where the rain is. right around the i-95 corridor. back toward the win chester area. leesburg, gaithersburg, along 270. it will be a tough one tomorrow morning for the morning commute. by noon, still dealing with the rain. the lighter rain moves in around the noon area. then we have some showers in the afternoon for our evening commute. still a little on the breezy side. rain, heavy at times with a temperature of 56 degrees. early tomorrow morning, they'll

be guiding through the rush hour. then tomorrow evening, veronica johnson, more showers likely with temperature around 64 degrees. tomorrow, we won't be talking about the rain for the most part. we'll be talking about the much caller air making its way in. their temperatures tomorrow. 65 in d.c. still on the mild side when you compare to where we should be. here's the cooler air. a high of 55 on friday. more like the 40s on friday and saturday. 54 degrees on saturday. and starting off, 39 degrees in the city. we'll see a slight chance of a shower. and then monday and tuesday looking good before our next batch of cold air. look at that. a lie of only 46. that looks like the coldest air. that air will be making it's way

you have to love the voters in cleveland, ohio. here's why. they killed traffic cameras out there. they overwhelmingly passed a ballot issue that takes effect immediately. it means drivers can no longer be ticketed if they're caught by one of those darn cameras. police tried to fight the measure. they called it a matter of public safe. critics argue the cameras are money making speed traps, period, that took in $6 million a year for the cities and the voters in cleveland said, we ain't playing that no more. >> it takes effect immediately.
