kidnapping. police say in virginia he kidnapped, raped and tortured a 16-year-old girl. our a affiliate in richmond is covering that story. they tracked down his father and said what he would say to the teenager's family. >> you ask they forgive your son? >> the 16-year-old girl was missing two days before she turned up. barnes is charged with rape and malicious wounding in that case. an 18-year-old had a scary encounter with a group of car jackers in bethesda at 7:00 last night on hamden lane off wilson lane. police say the woman was parked on the side of the road when a man opened the door, held a gun to her head and told her to get out of the car. a second man opened the passenger door and stole the woman's bag before they drove

off in the car. police are searching for the dark red volvo with maryland tags 1 ae 3792. police last saw the suv in silver spring and chased it to 14th street in primrose in d.c. take another look at the tags there. the suspects got away. no matter how you get to work, walk, bike, drive you are all targets of a traffic safety crackdown in arlington. police are enforcing lines in the rosslyn area. wilson boulevard and north lynn street and lee highway in north lynn from now until the 24th officers will ticket drivers who don't yield to pedestrians. pedestrianing will be cited for jaywalking. i'm richard jordan. a popular building in london is blocked off after some of the bolts fell to the ground. this is the cheese graeter building, 47 stories tall. a glass triangular tower there.

doing a vote canvas. the results won't be official until november 25th. at that point gillespie could ask for a recount. >> at least one person was stand outside a congressional office building capital street southeast outside the rayburn house office building. one person was taken to the hospital. police are looking for two suspects. and there was another stabbing outside dupont circle metro station. the victim ran into the metro for help last night. police believe the person was attacked outside at 20th and q streets northwest. a news 4 crew saw officers put a handcuffed woman into a cruiser. the victim is expected to recover >> the manhunt is over for an oregon suspect who shared his crime on social media. he turned himself in. he is charged with the murder of

his girlfriend amber copland. her body was found inside her apartment. he posted pictures of the crime scene on social media. he said he was hoping to die by suicide by cap. back at the live desk. remains of a former actor. may 1st, 2012, gavin smith. a hiker in the desert discovered his skull and some of his clothes as well as a shallow grave. smith was in a couple of films back in the late '80s to early '90s. he was 6'6". he became a movie executive at 20th century fox. there is a suspect. a man already convicted as a drug dealer. he was in rehab with smith's

wife. police plan to talk with him further once they get the final results of the autopsy now that they have the remains to investigate. aaron and eun, back over to you. thank you, richard. 5:17. the former principal charged with punching a student is expected in court in prince george's county. a judge could set bail for dwight jefferson who is currently in jail for child abuse and assault. he was a principal at dwight d. eisenhower in laurel. he punched a 13-year-old twice in the stomach and once in the face. a teach or notified authorities when she noticed the child had a swollen eye. today congress starts to decide how much money the country will spend fighting ebola. the director of the centers for disease control, along with the director of nih, will testify. the obama administration asked for emergency fund to address

the outbreak. virginia tech is taking precautions to prevent ebola from making it to staff. they are not allowing staff to travel to guinea, liberia and sierra leone. the university's new president is discouraging personal trips as well. they do not have any student projects in those countries. for the first time a texas nurse who became infected with ebola and survived is talking about the ordeal. amber vinson came under fire for traveling with a fever but in an interview with matt lauer she said there was no intention to break cdc protocol. >> i'm not careless, i'm not reckless. i'm an icu nurse. i embrace protocol and guidelines and structure. because in my day to day nursing it is a matter of life and death. and i respect that fact. i would never go outside of

guidelines or boundaries or something directly from the cdc tell me that i can't, that i can't fly. >> you can watch matt's complete interview with amber coming up at 7:00 on the "today" show right after news 4 today. police in fort lauderdale, florida are threatening to throw a 90-year-old man in jail for feeding the homeless. and he's saying go right ahead. he is a pastor and homeless advocate. a newly passed law in that area bans passing out food in public. abbott has been cited for violating the law once. a second could land him in jail for 60 days. the feisty 90-year-old said putting him away won't make the problem go away. >> you can't sweep the homeless under the rug. and there isn't a rug large enough to sweep them under. i spent two and a half years in combat and 50 years of my life fighting for civil rights.

>> good morning. checking the latest rain totals. reagan national has had 1300ths. farther north and west some locations there had about a quarter of an inch. just enough to make everything wet. not enough for any flooding. might be a little ponding in some of the low lying areas. otherwise, no flooding. rain is tapering off in the shenandoah volley. especially areas in the dark green. it's moderate rain. a few pockets of moderate rain north and west of leesburg, along route 15. farther south a few pockets of moderate rain, fauquier, prince william, western fairfax. here and in northwest washington, a little light rain. and light rain in northern prince george's county now. the timing on the showers ending, the back edge of the rain should be exiting the metro by 8:00 this morning. and move across southern maryland, northern neck and the eastern shore.

the insurance institute for highway safety reviewed this year's booster seats and they say more than half are so-called best bets for your kids. three seats were not recommended. the olympia, the pacifica, and the batman no back booster. the institute said it measured how safe and snug the seatbelts were when children were buckled into seats. watch news 4 tonight. erika gonzalez will go in depth with all the rankings. it is important to know which seats are the best and make sure your child is in the correct seat and not taken out too soon >> many of you will pass one speed camera this morning. >> how many of you would like to have a say on whether they exist. in cleveland, folks did have a say. not surprisingly, they said they didn't want those cameras anymore. voters passed a ballot measure that said drivers can no longer be ticketed if they're caught on speed cameras. police fought the measure saying

this is the parking lot where federal agents closed in on their suspect and rescued that young woman late yesterday. she had been held captive they say for three days. of course we're talking about carlicia gaither. her violent attack and abduction caught on surveillance, as was the suspect at a bank and then a grocery store or convenient store. he will delvin barnes, 37 years old. tips from that videotape led officers here to jessup, maryland. yesterday they found this car in this parking lot. both were inside. she was reunited with her family overnight. he continues to be held by the fbi on attempted cap a tal murder charges and other

felonies out of virginia. police expected to charge him in a kidnapping case in the next couple of days. she's reunited with her family apparently on the way back to philadelphia. again, it all looks did from that end. back to you. thank you, jay. we also did some digging and learned this is not barnes's first accused crime n. 2001, he was charged with breaking and entering in an area around richmond. also in virginia, armed robbery and conspiracy that year. in 2005 in pennsylvania, police say he attacked his estranged wife and he was found guilty of rape and sexual assault. we learned barnes is wanted in richmond right now on charges of attempted murder >> today a judge could decide whether to allow 28 men out of prison. those men were arrested on drug charges. but the government has asked for the release after questions about an fbi agent's conduct. federal prosecutors filed motions yesterday asking for the charges against the men to be dismiss. last week, several of the men

were released from jail after questions about how the agent handled evidence. the fbi agent a has been suspended. and today the judge could decide to let all the men go free. ray rice and his wife are expected to testify in an appeal hearing over rice's suspension from the nfl. commissioner roger goodell testified more than two years yesterday. rice was suspended indefinitely from the nfl in september after video surfaced of him hitting his wife in atlantic city. the league initially suspended him for two games before the video went public. rice was arguing it not right for him to be suspended twice. >> 5:35. someone gave birth to a baby and abandoned her. police are trying to get to the bottom of who and why. a woman found the baby crying outside the home in beltsville. she was found yesterday morning. they believe the baby was born moments before she was

drive-through two intersections in arlington county you could get a ticket. megan mcgrath is live in rosslyn with a crackdown starting in just hours. megan, good morning. well, good morning. folks need to be aware if you're out and about in busy rosslyn. they will ticket folks who don't obey the traffic laws. we're talking drivers who don't yield in the cross walks. people on bikes need to be aware they have to watch the traffic laws and obey them. lynn street and wilson boulevard. police will be out at 7:00 this morning. they will look for violators and be writing tickets. lee highway and north lynn is part of a safety effort that will be happening the next couple of weeks. they will be out from 7:00 in the morning until 9:00. then they will be out again at

council is hearing new concerns about the deal. they presented a 400 page report that reports to potential problems, including environmental and financial risks. the stadium could cost $200,000 or more. >> we want d.c. united. and i think we can get to a deal that works for the tax payers. so if we can get that done before november 31st i think that's preferable. >> koubl members also seem ready to move forward with the stadium deal. >> 'tis the season. starbucks is bringing back its eggnog latte. they took it off the menu for the first time since 1986 and customers revolted and demanded it be put back on the menu. they hope to have it back by the week of november 17th.

indefinitely. maryland live casino took a hit from the new horseshoe casino, but it wasn't as bad as expected. the lottery and gaming control agency said revenue was down 3% from the same time last year. some experts predicted maryland could see a 25% drop in sales after horseshoe opened. maryland live is the state's largest casino. a wooded area next to campus is off-limits. last month several students were held at gunpoint while using a wooded area as a shortcut to hawaii avenue and taylor street. the university sent letters calling it dangerous. any student caught walking in the area will be disciplined. it is a soggy start to your morning. we take a live look outside. not too bad temperaturewise.
