randolph road. jackie bensen just arrived on the scene. jackie? >> to tell you where we are, where this parking lot is that detectives are looking at right now, it's a well-known shopping center for the korean supermarket and the unique thrift store and that is where what i would describe as a very strange accident happened. i'm joined now by captain paul starks, and montgomery county police. captain in the last couple hours, your investigators have come to feel this may not be as clear-cut as a pedestrian accident, as we call them. >> that's correct. initially, we did think it was a hit and run, but just less than an hour ago, the occupants of striking vehicle came into the police station and began telling us a version of their story. investigators believe there may have been an altercation prior to the vehicle striking the pedestrian, or something happening while that was going on. >> now, we have a 17-year-old young man in the hospital in very serious, described as grave

condition. the montgomery county police department needs the public's help to figure out what happened here. how can they help you? >> we need witnesses. while we have all parties involved. we need independent witnesses who were in the parking lot near the burger king or the unique thrift store at about 7:00 p.m. the striking vehicle was a black suv or truck. they may have seen something that can happen us. >> again, as we said, a 17 in what is described as grave condition after a collision tonight between a vehicle and that young man, one that police believe they don't know all the answers about yet and they need the public's help. >> jackie, thank you. and there's more breaking news right now. in the philadelphia kidnapping that ended with arrest in maryland, the suspect in that case, delvin barnes, should be arriving at a jail in virginia at any minute now.

before sunday's kidnapping he was wanted on attempted murder charges in the richmond area. he'll have to answer to those charges first. we also learned tonight that barnes admitted to kidnapping carlesha freeland gaither. we'll have more in about ten minutes. investigators are investigating a shooting at a walmart in virginia near potomac miles mall. there was chaos inside the store. the man broke a jewelry case with two hammers he was carrying. employees worked quickly to hide the customers who were frightened. shomari stone is in wood bridge. >> good evening, jim. tonight some of the customers and employees described it as chaotic, bizarre. they were stunned when they saw the man pull out two hammers like these right here, take them, and smash the display case. tonight police are trying to figure out why he did it, and why this off-duty police officer came out here in the parking lot and opened fire.

>> it's pretty scary. >> reporter: mike swane was shopping inside this walmart when mass confusion broke out. >> all of a sudden i hear all these women and children screaming and they're all running to one side of the store. >> tonight prince william county police tell us a man walked into walmart and smashed a jewelry display case before 5:00. this photo shows the case and damage. police say an off-duty officer and a woman saw the man smash the display case with the hammers. they confronted him and followed him outside to the parking lot. >> again, continuing to issue commands. during their altercation in the parking lot, one of the couple fired and shot the individual. >> medics drove the man to the hospital. meanwhile, customers were hiding inside. >> i just kind of ducked behind the last tv aisle. >> was the man a threat to any customers or employees in the walmart? >> it's kind of unknown at this point. he obviously had two hammers in

his hands. they're considered weapons. >> police processed the scene. mike stayed in the store and finished shopping, not knowing he was supposed to evacuate. >> i was just doing my shopping, kind of went about my business. >> tonight, are getting down to business, they'll interview the off-duty police officer. they haven't released his name or department, but it's worth mentioning he's not a prince william police officer. as for the suspect, as i told you, he's in the hospital, police have not released his medical condition. live here in wood bridge, virginia, i'm shomari stone, news 4. >> thanks, shomari approximate. police say the woman who called 911 to report an abandoned newborn baby girl is actually the child's mother. she described how she heard the baby crying outside her home in beltsville, but now jackson admits she gave birth in her home and then became overwhelmed. police say the infant was never left alone outside and they are

not pressing charges. jackson is receiving medical care. child protective services is taking care of the baby. a desperate search for two young missing children will continue without the help of the mother, accused in their disappearance. today a judge denied a request to let catherine hoggle lead montgomery county investigators to where she said she left her two toddlers. they were last seen in gaithersburg in september. today the judge decided hoggle wasn't competent enough to lead police to her children. she's insisted the children are alive and safe, despite beliefs to the contrary. family members say hoggle wants to cooperate. >> i asked her how come she doesn't show me, i could pick them up. she said she needed to show the police herself. >> the family says hoggle has been diagnosed with paranoid skid frenia. she's due in court in january. new reports tonight of

violence on a d.c. trail. a woman robbed, apparently lie teenagers, on a popular route for people who bike to and from work. it happened on the metro branch trail in the brookline neighborhood. before moving to breaking news in maryland, jackie bensen spoke to a man who had been attacked on that trail before. >> by 6:00 p.m., it's already too dark to see what lies around the next curve on the metropolitan branch trail, but people still have to get home from work. yesterday evening, a woman reported being grabbed from her bike, struck repeatedly and robbed of her wallet, by a man believed to be in his teens or early 20s who ran into the darkness. adam, who commutes on this trail every day, says he's always been targeted here. >> four kids tried to knock me off my bike a year and a half ago. called the cops, they did absolutely nothing. >> wednesday's robbery happened

one year after a man was surrounded, assaulted and robbed. police increased patrols after that incident and the number of crimes dropped. but long-time users of the trail say they can almost predict an increase in robberies and assaults after the clocks are turned backor daylight savings time. this almost completed construction project will provide a bridge to the nearby rhode island metro station. it will likely make this path even more popular with pedestrians and bicyclists. in northeast washington, jackie bens bensen, news 4. the rain is starting to move out tonight, but the cold is moving in. doug's here now with a first look at our forecast. doug, it's windy out there. >> yeah, it is a little bit on the breezy side for sure. we are talking about much cooler numbers as you step into friday. you'll notice when you step out tomorrow morning. here's our storm system making its way through our region. notice most of the rain out m in the atlantic. saw some showers, but those have pushed off towards the east.

starting to see a little bit in the way of some clearing. our storm system itself, back to the west, and bringing in much colder air. tomorrow will be cool, but saturday morning, take a look at the windchills. 41 in d.c., 26 in leesburg, 26 in martinsburg. cold numbers, but that's not the coldest. that's in the seven-day forecast. >> thanks, doug. now at a 11, a teenager took a gun on to school property. 18-year-old aaron anderson was in the school and was told to leave. today school security noticed him back on school grounds during lunch and they called police. officers later found him on the street near the school with a stolen handgun in a gym bag. montgomery county should get out of the liquor business. that word tonight from a county council member after what he saw in a news 4 investigation.

the department of alcohol handles all alcohol sales, but multiple sources told us i-team some employees have been selling the beer under the table for cash. the team also found delivery crews pouring what appears to be alcohol into sty row foam cups and driving government vehicles. the council members wants both a criminal and -- >> i immediately shared that with the inspector general and he's been looking at a number of other concerns, but we'll follow up on this report and get to the bottom of this. >> the county did make some changes in the way it delivers alcohol, requiring any problems to be called in to supervisors right away. it also pulled those workers suspected of drinking on the job off the road while they're being investigated.

home depot tonight says in addition to debit card information and credit cards, hackers got hold of 53 million customer e-mail addresses. this happened during a breach that lasted from april to september. home depot says passwords and other sensitive information were not stolen. >> and target is hiring a new security officer, as part of its corporate overhall, after last year's big data breach. hackers got access to information from 40 million credit and debit cards over the business shopping weekend after thanksgiving last year. the new officer comes from general motors and will report to target's ceo beginning december 1st. more people charged in major drug crimes could go free, all because an fbi agent is accused of tampering with evidence in their cases. judges threw out indictments against ten defendants this afternoon. this comes to light in light of misconduct allegations against an fbi special agent named

matthew lowry. sources say they found him passed out in his car a few weeks ago in d.c. he reportedly had drugs on him. drugs seized from investigations in which he was involved. at least 18 other cases could now be thrown out. tonight, we know the sentence for an alexandria deputy, once accused of raping an inmate. former deputy daniel peg sis will spend three years in prison. he was charged with raping a lock in the detention center in may. the charge was dropped in june and he pleaded guilty to carnal knowledge. he won't be allowed to have any contact with the victim once he's out of jail. coming up at 11:00 tonight, we're following late developments in the philadelphia kidnapping case with ties to maryland and virginia. coming up, we'll tell you what the suspect admitted to and why his victim is now in hiding. and some good news tonight in the fight against ebola in the u.s. and around the world too.

final segment of the intercounty connector will open this weekend, and it will be ready for use on monday morning. this part connects i-95 in laurel with route 1. that will allow you to travel nearly 19 miles between gaithersburg and laurel. but you have to pay, fares will be $4.40 to go end to end during rush hour. the suspect in the kidnapping of a philadelphia woman has reportedly confessed. he was arrested in jess up, maryland yesterday and tonight

the victim is in hiding after being returned to her family. this report from our sister station in philadelphia. >> reporter: tonight we got our hands on the federal criminal complaint against delvin barnes. from the complaint, investigators say he not only admitted to kidnapping her, but he also acknowledged that he didn't know her prior. it goes on to say, barnes admitted to driving her from philadelphia to aberdeen, maryland. the document is crucial, because it outlines what allegedly happened, and the evidence the fbi has against the 37-year-old suspect. it suggests barnes is the man seen in the surveillance videos of the past few days. it follows his alleged path from a germantown street sunday night to his arrest in maryland yesterday. we also learned barnes was discovered in the back seat of his car with his alleged victim. the window was broken out and covered with plastic. the document charges kidnapping.

barnes was in court today to answer charges of attempted capital murder in southern virginia. in that case, investigators say he beat and raped his young victim. the family of carlesha freeland gaither said she's doing well, but needs time and spice to heal. the ebola crisis in texas is almost over. at midnight tonight, texas will be declared ebola-free. that means it will be 21 days since anyone in the state contracted the virus, or came into contact with anyone who was infected. thomas eric duncan, who eventually died, was the so-called patient zero for ebola when he arrived in dallas. nurses amber vinson and nina pham, who contracted the virus while treating duncan, have since recovered. and in some rare good news from the united nations, concerning ebola, the u.n.'s top ebola doctor said he's hopeful

the outbreak could end next year. he says his optimism is due to the massive global response to stopping the epidemic in the past month. an update tonight on the effort to get students vaccinated in prince georges county. the number of students still not in compliance with new state regulations has dropped to 132. those students are being kept out of school. students who haven't submitted a vaccination form will get five absences for truancey proceedings begin. officially open for business now, a ribbon cutting cerony was held tonight for a new giant replacing the old one at that same location. some of the neighborhood fought the new store and residential development for more than a decade. it took more than two years to build, and it's added 250 new jobs. >> is the parking better in that
