10:11 am
student came up with the idea of a lifesaving ambulance drone as a graduation project. with its built-in defibrillator, a camera can stream realtime instructions provided by emergency operate rs. it's designed to save time, shaving long minutes off the average response time of a street ambulance. he says his research suggests it could dramatically increase chances of surviving a heart attack. >> most people hear the word drones and they associate it with killing and deaths. >> i'm trying to change the perception that drones cannot only do those bad things, but can also do very good things for our society. >> for years drones have been used as lethal killing machines. now more and more companies are trying to expand how they're used. domino's is experiencing with drones to deliver pizza. amazon.com is developing a drone delivery system.

10:16 am
versus a troop on the ground that has to take up arms. i think the new congress at some point has to take up the issue of what are the parameters of this fight against isis. right now, remember, we are still operating under the original war authorization that a congress in 2002 passed. you've got to assume that 12 years later, 13 years later a new congress should also be talking about these things. >> speaking of the new congress, you've had a busy week. >> it has been. nothing like the even numbered years in november, they sort of go together -- >> like a mini limps for you. >> the republicans walk away with big rins this wook. talking about the new congress, the fact they're controlling both of the houses, are we not so much talking about the democrats and republicans working together. let's talk about the republicans and republicans working together, right? >> this is something we get into on the show. it's like both parties have to figure out what they're going to
10:17 am
do with concerned constituency groups within their core bases. with the tea party wing, they want to dismantle health care. if the republicans leave with that, that's a recipe for gridlock. we already saw a government shutdown over it. it will be incendiary. then you have the democrats, president obama made a promise to hispanic community about -- specifically about taking action on immigration since congress would president act. the republicans say if he does that, that's inincendiary. if he doesn't, his base will feel like they lied to him. they're in their both odd boxes. they have to figure out their own politics and figure out where are they going to meet when they have a d versus r combination. >> were you surprised by the maryland race and virginia race. >> they are the big shockers. >> if i was with the democratic party in the white house, the two states that know the most
10:18 am
about washington, know the most of the story of this function, basically vote to punish the president or punish the president's party here. turnout wasn't lower, but maybe the makeup of the turnout. i feel like these races -- there's something here that democrats and the white house ought to not ignore. maryland and virginia, they know this town better than most, the other 48 states and look how they voted. >> i'm sure they'll be tapping into that when they launch this new review. all right chuck todd, big show coming up. >> absolutely. >> you can see "meet the press" with chuck on sunday right after our show here, "news 4 today." today you are going to be able to get a look at the private art collection of bill cosby and his wife camille. they've donated some art to the national museum of african art.

10:20 am
all we want to. sun sets today at 4:59 and won't set at 5:00 again until 2015. that sounds like it's so far away. >> outside on a sunday morning, a very pleasant day to be out here. now, in fact, i've updated my forecast. i've raised expectations and raised today's forecasted high temperature up. i moved it up from 58 to 61. i'm brimming with optimism here. a lot of sunshine out here. we're already 53 at reagan national airport. not much of a breeze right now. a light north to northwesterly wind, but less than 5 miles an hour. not much of a breeze. temperatures have already made low to mid 50s. that's the reason for my optimism, that we may be able to crack 60 here today. hometown forecast, girl scout hometown in herndon, virginia, 55 degrees at 11:00.
