evening. good weather for the concert for valor coming up this evening. temperatures right now are pretty cold. we're down just into the mid to upper 30s. most of the region including shenandoah valley and into the mountains of west virginia and western maryland. and most locations right around washington, in prince george's, fairfax, montgomery counties, upper 30s to near 40. in the mid to upper 40s near the bay. and parts of north central virginia down into the low 30s including prince william and faulkier county. today the sunrise is at 6:46. still cold at 8:00 in the upper 30s. then jumping into the low 60s by noontime. just a few high clouds drifting over us. and then by 5:00 p.m., our sun sets at 4:58. still hard to get used to the early sunsets. it will be back down to the mid-60s. at 3:00, we are in the upper 60s by the middle of the afternoon. the next weather and traffic on the 1s. storm team 4x4 is live from the

national mall with your concert for valor forecast for tonight. now melissa is looking at new crashes. two brand new accidents, the first one in virginia. clifton at main street at chapel road. we are hearing reports of this involving a motorcycle. and the third street tunnel near southwest freeway, we have a new crash there. apparently a vehicle into a jersey wall. single car crash with police on the scene trying to get that out of the way. 66 here at 95 in virginia, no major problems at this point. we'll keep our fingers crossed. if it stays problem-free. prince george's side of things, pennsylvania avenue, branch avenue, everything is looking good there. 301 looking good as well. the beltway at river road, moving along with no issues there. everyone heading in and out of town, we are looking good. see you at 5:11 with a live picture of 270. just about 5:02 now. it is veterans day. and tonight hundreds of thousands of you in a whole lot of celebrities will be on the national mall. we are working to plan your day

ahead with what you need to know about the concert. megan mcgrath is live on the mall now with a preview. megan, good morning, a big day. >> reporter: a big day. we expect a big crowd for the concert. there's going to be a lot of road closures and a lot of pedestrians walking around town and a lot of security. so things to keep in mind if you're coming to the concert or among those working today. now yesterday we got a sneak peek at the concert. take a look here, this is carrie underwood doing her sound check in rehearsal yesterday afternoon. now she's among those performing. others are bruce springsteen, rihanna and eminem just to name a few. the concert is free, first come, first serve, until the crowd maxes out. you're going to have to pass through a security checkpoint, however. keep that in mind. similar to what we see on the fourth of july. so pack light. you won't be able to bring coolers or chairs or furniture, alcohol, anything like that. you are going to have your things looked at by security as you pass through the

checkpoints. so if you want to make sure that you pack light and appropriately. they are trying to chemotkeep t checkpoint lines down. a couple areas close to the washington monument open at 2:00 in the afternoon. the stage is near fourth street. so if you want a really good view, come early and get near fourth street. however, they do have jumbotrons located around the mall so you can still see the concert if you're farther back. the concert gets underway at 7:00 to last until 10:00. and it is being broadcast on hbo. even if you don't subscribe to hbo, cable providers will turn it on so everyone can see the concert. megan mcgrath, news4. back to you in the studio. the concert sponsors are looking forward to tonight. hbo is hosting the concert saying they hope this raises awareness for the challenges that they face.

starbucks plans to hire at least 10,000 veterans in the next five years. and the annual veterans day tradition will be happening at arlington national cemetery. vice president joe biden will take part in the annual wreath laying at the tomb of the unknown soldier. president obama usually attends the ceremony as you see in this video here, but he's in asia right now. today a man accused of abducting a woman off the street will be turned over to the fbi. court records show agents will transport delvin barnes from central pennsylvania to philadelphia for a hearing tomorrow. the former convict is accused of kidnapping a 22-year-old woman off a philadelphia street. that random attack was caught on camera. right now barnes is being held for the attempted murder of a 16-year-old girl last month in charles city county, virginia. the new york city doctor infected with ebola is now leaving the hospital. he returned to the states after treating ebola patients in

guinea. he was monitoring his own health when he came down with a fever. 41 days after the first bow louisiana diagnosis in the u.s., there are no known cases of the deadly virus in this country. the nurse who made national headlines fighting ebola quarantines in new jersey and maine is moving. casey hiccox incubation period expired at midnight. she and her boyfriend are moving from fort kent to the canadian border in southern maine. maryland officials are promising you'll have an easier time signing up for health insurance starting next week. the newly health exchange website is online for people to browse their plans. the site has been completely redesigned after major problems during the first open enrollment period. so far 9,000 people have browsed for insurance policy. open enrollment begins next wednesday. there are also several statewide events for people who want help signing up. and breaking news in the fight against isis.

congress wants to know what happened into a cyber attack with the united states post service. the postal service said employee information including social security numbers may have been compromised. a spokesperson says people using their website were not affected. a new survey says we're not doing as much as we could to keep our identity from being stolen. i.d. watchdog found a quarter of the surveys never changed their personal i.d. numbers.

welcome back at 5:15. you're taking a live look at the national mall. this is the stage where more than a dozen celebrities and musicians will perform at the concert for valor tonight. >> this means there's a lot of people headed into d.c. today. and in less than an hour, there's a lot of road closures to deal with as well. kristen wright is at the chinatown metro station with a look at what you need to know about traveling downtown. kristen, good morning. >> reporter: good morning. the best thing you can do for yourself today is to plan ahead. we can show you, everything you see here on the map in red will

be closed. a good reason to not even attempt to drive anywhere near the national mall today. and things will be this way all day. the road closures start soon in about 45 minutes at 6:00 this morning. so, driving is not encouraged today for obvious reasons. but note that parking meters won't be open forced in the parking district because it's a federal holiday. no bikes will be allowed near the mall. now, big changes today for metro as well ahead of the concert for valor. more on that coming up in about a half hour. everything you need to know, live in northwest, kristen right, news4. coming up in 15 minutes, megan mcgrath will tell us about the security you can expect on the mall tonight and how police will be keeping you safe. new this morning, the captain of the south korea ferry that sank in april was sentenced to 36 years in prison. the chief engineer was given 30 years and 13 other crew members were sentenced up to 20 years in

prison. more than 300 people died in that accident. prosecutors say the crew's negligence caused the deaths. right now the search is on for three people suspected in the shooting death of a student in prince william county. police there say 16-year-old bren dan wilson was shot and killed yesterday afternoon on oakwood drive near woodbridge high school in the lake ridge area. they say he was a student at the school. that shooting happened on a trail that leads to the school's parking lot. now we spoke with the custodial manager as he was leaving campus. >> scary because i'm new to this building. so i don't know what to think. >> police say the three suspects took off in a pickup truck. if you have any information, prince william county police would like to hear from you. school is closed today because of the holiday. a crisis management team will likely be on hand tomorrow when students return. we now have some new information about a violent home invasion in fairfax county. investigators search for clues

last night on spencer road in mcclain. a man and woman living at the home were stabbed bay couple who came to the door on sunday night. police say they all knew each other and are lawyers. the attack may be linked to a workplace argument with the life-threatening injuries. tom says it will be cold by the end of the week and new concerns the city won't have shelters for the homeless this winter. right now there are 350 units available with about 800 homeless families expected to need a place to stay. jim graham says he wants the city to release just how many more shelters there will be. it has not done that quite yet. today new maryland governor-elect gary hogan is kicking off a thank you tour at the veterans day parade in st. mary's county. he plans to visit each of the 23 counties in the city of baltimore to thank voters for electing him. he thanked anthony brown in one of the biggest upset wins in the country. now to a developing story in

hawaii. a river of molt up lava finally reached a rural town on the big island consuming its first home. take a look at the video here of the slow-moving lava from the kilauea volcano. many have been urged to evacuate. since the lava started bubbling in late june, it's scorched trees, sheds and parts of a cemetery. the snow is still coming down in parts of the midwest. how about that for a contrast? here is one of the hardest-hit areas in st. cloud, minnesota. some areas received 10 to 15 inches of snow in the area. some people living in the area are seasoned for the snow. >> being from minnesota, i expect the snow from time to time. and i think it's great. >> wow, good for you. the snow is causing a mess on the roads. many cities are declaring snow emergencies so crews can plow

and later today county by county around the metro area, we'll be in the mid-60s right in washington. the upper 60s and much of western fairfax county and northern virginia. a few spots may get to 70 in culpeper county down to orange. leesburg should be in the mid-60s. so will manassas. southern maryland, most of the counties should be in the mid to upper 60s and a partly cloudy sky. except right near the bay waters, a little colder there with highs in the low 60s. away from the waters, should be in the upper 60s there. near the pennsylvania border including frederick county, washington, the panhandle of virginia, to lal day dayny, all should be warm. near 70 degrees out in the mountain this is afternoon. we'll have a southerly breeze

it's 5:22, but we'll take it. beltway at indian head highway looking good. no issues there. overall, we're looking quite nice with a will the of the construction earlier now out of the way. we'll keep you updated on the closures because of the concert for valor. live updates all morning long. 5:23. and d.c. and some of the other places have decriminalized or legalized marijuana. there's new research about how the drug affects your brain. researchers at the university of texas found chronic marijuana users had smaller brain volume in the area linked to addiction. but they also showed increased brain connectivity. researchers also say that many marijuana users had lower i.q. scores but they were not able to determine whether that was due to the use of that drug. mcdonald's is recalling 2.3 million hello kitty themed whistles included in mighty kids

will cool down. let's go to meteorologist tom kierein to look at how to plan your day. >> good morning, we have the moon setting in the western sky with a mostly clear sky this veterans day morning. starting off rather cold again. not quite as cold as yesterday. nearby suburbs in prince george's county near 40 degrees. and it's in the low 40s to near upper 30s in southern montgomery county. the northern part of thecounty is quite cold. most locations in the upper 30s to near 40. western fairfax down into the mid-30s as is prince william, loudoun and faulkier counties. and much of southern prince george's and southern maryland, charles county, st. mary's n the upper 30s. hour by hour, temperatures in the upper 30s by 8:00. lots of sun. the low 60s by noontime. and then by around 3:00 we'll hit the upper 60s. by 5:00 p.m., still pretty mild with clouds coming in. then this evening hour-by-hour we get cooler, but the clouds

that hold in some of the warmth will be hovering in the 50s. so the rest of the evening and by this time tomorrow morning the low 50s. the next weather and traffic on the 1s at 5:41 with the national mall forecast. two thumbs-up for the commute at this point this morning. we'll take it. looking at 66 here, if you're hopping on the prince william parkway here in centerville and headed into town, you're fine. headed out of town, you're fine. no problems with earlier construction now out of the way. taking a look down south here at 95 virginia at the weigh station moving right along. prince george's county, branch avenue, pennsylvania avenue, 301, indian head highway, everything is moving along nicely. lots of green, lots of movement on the scream, which is great. maryland now, 295 at cherry hill road. a little blurry, but folks are moving along well there. a wider look at things, no problems in or out of town with a little bit of a mess later downtown with the concert for valor. but right now all the main

routes into the beltway are looking good. i'm back at 5:41. 5:32 now. the concert for valor stages a major tribute for veterans today on the national mall. the roads will close in a half hour from now. more than 800,000 expected to see performers from rihanna to bruce springsteen starting at 7:00 tonight. your safety is one of the biggest things organizers are keeping track of tonight. >> they paid a big bill to make sure nothing goes wrong. news4's megan mcgrath is live on the mall right now to tell us about the security in place there. megan? >> reporter: good morning. you mentioned the big bill. the district is charging hbo about a million dollars for security. actually, a million dollars to have the event in the district. $750,000 of it is going to security. so that gives you an idea of the effort underway here to make sure everybody is safe. if you look behind me here, you can see the stage. everything is set and ready to go. we are also starting to see the

security perimeter widening in the area. there are a number of roads in the area of the mall that have already been closed. basically the streets that cross through the mall. they are closed already. at 6:00, that perimeter is going to widen even more as they start to expand out and close roads like independence and constitution avenue. so people need to keep that in mind. everybody who attends the concert, the general public as well as ticketed guests, you are going to have to pass through a security checkpoint. similar to what we see on the fourth of july. your things will be checked by police. no chairs, no furniture of any kind, no hard coolers, no glass, that sort of thing. and also keep in mind that the security lines could get a little bit long. so pack light. bring your patience and calm early. reporting live on the national mall, megan mcgrath, news4. back to you in the studio. the crowds coming to the concert are expected to rival crowds for the fourth of july. metro is making service adjustments to tell you to expect delays, even if you're not going to the concert

tonight. there are several service changes you need to know about for your commute. we'll break all that information down for you at in 15 minutes. before the big concert tonight, there's traditional veterans day ceremonies across the area. defense secretary chuck hagel will pay service to those at the veterans memmural. this marks the anniversary for those at the mural. that is open to the public. there's a special ceremony in fairfax county with more than 130 military families connected to the school. this includes active military personnel from each of the five branches of the armed services and also a concert by students. right now president obama is wrapping up the second day of the asia-pacific economic cooperation summit near beijing. president obama and russian president vladimir putin were on hand for this morning's meeting.

relations between the u.s. and russia are at a new low after the u.s. and european nations sanctioned russia for interference in the ukrainian affairs. the montgomery county school board is meeting today to discuss the controversial part of its calendar. the board will decide whether to add the muslim holiday to the calendar falling on the same day as yom kippur next year. many say that not taking this day off bothers them. >> it's the same as the christian day and i don't meyom >> the school board says currently the holidays they take off are due to low attendance. state lawmakers in virginia nixed plans to close the budget gap. they easily passed both measures in the house assembly today to

welcome back at 5:39. if you travel overnight, starting this friday there will be rolling traffic closures on a stretch of i-66 between route 29 in centreville and the beltway. take a look here, work will happen between midnight and 2:00 a.m. all lanes will be closed for 30 minutes at a time. they are installing a new automatic traffic system to display road conditions and travel times. work takes place thursday to sunday night. no major closures on holidays or during the thanksgiving holidays, november 26th through the 30th. the crowds are building in d.c. in a couple hours as music

lovers head down to the concept for valor. >> chuck bell is live at gallery place in chinatown's metro station with conditions you'll be dealing with tonight. chuck, how are you doing out there? >> reporter: no complaints here with a mild 47 degrees here in chinatown. a little cooler down on the nation mall mall by a degree or two. a lot cooler away from the urban heat island and away from the warm waters in the bay and the potomac. some nearby suburbs are in the mid to upper 30s. a little bit of a chill there. as far as veterans day goes, wow, what a perfect day to be outside today. temperatures are going to be mild. so what to wear? a light jacket for your way out the door first thing this morning. don't forget the sunglasses near 100% sunshine this morning. we'll see a gradual increase in clouds later on this afternoon, but that will not put any dings on the beauty of the day at all today. near perfect weather for veterans day. high temperature today, 68 degrees. a far cry from 11/11/87 when we

concert for valor happening. yellow line trains will replace blue line trains today. that should mean faster and more frequent service to and from the concert and also more eight-car trains. this is also going to help those not going to the concert and just need to get where they are going. all stations are open today except smithsonian because it is in the security zone for the concert. now, metro rail is running until midnight. keep in mind, nine stations near the mall will stay open past midnight to accommodate people who are already in line at this time. we do have all the metro information for today on nbcwashington's facebook page. trains are running every 12 minutes and will gradually ramp up to rush hour service. that's every two to three minutes in most places immediately before and after the

hen k henkins on six felony counts after he had sex with a young boy in his office in alexandria. we reached out to hankins' employer but have not heard back. the company removed his information from their website. if convicted, hankins could face 30 years in prison. a maryland man will send 20 years behind bars after raping a woman in her 80s. he picked her up at a bus stop back in june and took her to aed wood area to sexually assault her. his attorney says he was going through a mental breakdown. we are learning more about a high school hazing scandal today. prosecutors say seven football players at sayorsville high school will be charged as juveniles. they are accused of attacking four younger members of their team. the charges against them include criminal restraint and aggravated sexual assault.

health analysis but the problem started last thursday when the water main broke up the street backing up the sewer pipes and flooding homes. a group is meeting in montgomery county today to protest cell phone towers at your children's school. the county school district plans to build one at clemente middle school in germantown. the group says towers can cause health and safety issues from radiation or potential accidents. they also believe state schools have not been transparent enough about where the towers will be built. police are looking for a man who may be connected to five armed robberies in hotel rooms in northern virginia. this happened four times over the weekend in manassas and woodbrim. take a look at the surveillance pictures where the man wears a black beanie with a white cloth wrapped around his face. they say he shows a gun, demands cash and takes off. if you recognize the man, call prince william county police. also in northern virginia, two teenagers pleaded guilty to creating an online collection of nutd photos of their classmates.

the washington post says they created file sharing account with pictures of 56 girls from mcclain high school in fairfax county. the 16 and 17-year-olds pleaded guilty to three misdemeanor charges. they were ordered off social media. if you live in fairfax and loudoun county, mark january 6 down on your calendar for a special election for many of you to pick a new state delegate. that seat was left open by barbara comstock elected to the u.s. house of representatives. right now one democrat and two republicans are vying for the seat. the gop will hold a firehouse primary on friday to pick their candidate. maryland health officials are promising that you'll have an easier time signing up for health insurance starting next week. the newly revamped health exchange website is now online for people to browse through plans. the site was completely redesigned after major problems during the first open enrollment period. so far health officials say 9,000 people have browsed for
