wintry weather. a lot of people excited about this first taste of snow. we're not going to see many problems from this. i think that's the best news here. even though we are seeing snow to the west, most of us are going to wake up to dry roads. there could be slick spots tonight as temperatures dip to and below the freezing point. mixing at times with snow, i saw snow coming in in through parts of the northwest. southern maryland, this has been all rain. back to the west, it is changed to all snow. back towards front royal, winchester, frederick, all seeing snow. it's making its way towards the east. as it does, cold air is coming behind it. look at the numbers behind this area. temperatures in the 20s right now. that's where many of us will be tomorrow morning. will show you another chance for snow in my forecast. >> thank you.

there's a deep freeze in other parts of the country. it was minus six this morning when parents sent their children to school in denver. that was up from a record low of minus 14. in tulsa, oklahoma, not a good time for a water main break. everything was covered with a layer of ice. doug is back with more of what we are expecting over the weekend ahead in a few min. new accusations against a former substitute teacher in montgomery county. he has been fired and arrested over allegations inappropriately touching a student. now that school district wants to hear from other possibl >> reporter: since we first brought you this story on friday, two more students, one here at ridge view middle school and another at an elementary, have come forward with allegations of inappropriate contact by this former substitute teacher. 20, that's how many public

schools 50-year-old substitute teacher jose panetta taught in last year. he was arrested for inappropriately touching a 12-year-old female student at a middle school. but it was more than three weeks until parents at the school were notified in a letter that contained an apology from the school's princ. news 4 went to his home. do you have any comment? >> no. >> reporter: an announcement posted today on the website says principals at the 20 schools are sending home letters that show how many days he worked at each school. they ranged throughout the county. >> when are you going to answer the question why it took you a month to let us know what happened? >> reporter: it comes on the heels of an angry meeting between parents and administrators at baker middle school tuesday after school officials failed to notify them for a month about an incident where a contract worker was

arrested for alleged lly gropina female student in the hallway. he had previously been arrested but not convicted for similar sex of. he is a recent graduate of montgomery county public schools. >> anything involving children, i would think that they would want to come forward with these allegations, not because they were pressed to but because it would be what they would consider the right thing to do. >> reporter: a full list of the schools where jose taught is available on our website. new tonight, a man is dead after a shooting in southeast d.c. police are looking for clues as to who pulled the trigger. it happened on 37th street. police have not identified the man who was killed and don't have any information about the possible shooter. there's a new report out that blames failures in secret service training and communication among other things for allowing a man to jump a fence and get into the white

house. it happens back in september. pete williams has more on the new . >> reporter: this report by the department of homeland security says nearly everything that could have gone wrong that night did. it says uniformed secret service officers saw the man accused of the white house intrusion preparing to climb the fence and one made a call on his radio. as the man ran toward the white house, he triggered motion alarms. an officer issued a radio announcement of a jumper. but it was never heard by the officers out on the north lawn. an officer in charge of an attack dog did not hear any radio transmissions because he was talking on his personal cell phone. several officers who chased him thought the bushes in front of the north port i co-would stop him and were surprised to see him charge on through to the unlocked doors and into the white house where he overpowered one officer before another finally brought him down. the homeland security official calls this a harsh report

intended to identify problems that need fixing. the secret service says it has changed its training and its procedures. back to right now there may be another ebola patient headed to the u.s. for treatment. the nebraska medical center where two other ebola patients have already gotten treatment says a person who contracted the virus in sierra leone may be thrown in saturday. the associated press reports the patient is a surgeon who is a citizen of sierra leone but also a permanent u.s. resident. the last ebola patient in the u.s. was released on tuesday. officials at west virginia university have suspended all activities by the fraternities and sore rorryes on the campus. chris lawrence has more. >> reporter: one student is in the hospital tonight after he is in care. a university official had to hold an emergency meeting with fraternity and sorority leaders and put a stop to all of their

activities for now. last week, morgan town police arrested $19 student when a party spilled out into the street. they were out of control, kicking off garbage cans and there was a lot of alcohol involved and they were under 21. late last night came what the school calls a catastrophic medical emergency. a teenage student collapsed with no pulse, no respiration. police and emts gave him cpr and rushed him to the hospital. that led to the emergency meeting today in which west virginia put a moratorium on all the fraternity and sorority activities. it affects more than two dozen groups and 1,500 members. the dean of students said -- the student in the hospital is 18.

s from buffalo and parents had to come down to be with him in the hospital. detectives are trying to identify any fraternity members and pledges who were with him last night. i'm chris lawrence. a case that got national attention, police wanted to take pictures of a teenager's privates in a sefting investigation. now a detective is suing that teenager's lawyer. jessica foster represented 17-year-old tray simms. she told reporters the warrant for the pictures was crazy and that simms was being persecuted. detective david abbott says those words were directed at him. he says they are defamatory and caused him emotional distress. he is suing for $350,000. sullivan king would have been 26 this year. tonight his mother cooked his favorite meal for family friends without him. he was killed in a hit and run crash ten years ago and it is

suspected gunman was out on bond at the time of the shooting. he was supposed to be waring a monitoring bracelet at the u.s. attorney general eric holder is answering questions about d.c.'s new marijuana law. he was asked if he would push to reclassify it so it's not listed among other dangerous substances. he said that would have to be done by congress based on science. they urged congress to decriminalize marijuana. congress has to approve the d.c. ballot initiative passed last week before it can become la next at 11:00, devastating hits on high school fields. most of the victims aren't playing football. >> i missed a month of everything. i had to drop my ap courses. >> we investigate how school districts are keeping female athletes safe. a new way to pay. why it's not quite ready for the

>> led to head? >> yeah. >> reporter: she blacked out as she collapsed to the turf. >> i didn't make it back for the season. >> reporter: she's finally fully recovered and is back on the field. in the time since, in the game -- >> i can't hardly remember anything from last year. >> reporter: and in the class. >> i missed a month of everything. i had to drop my ap courses. >> reporter: she suffered as so many other concussion vict. concussions are often associated with high school football. but a review of injury reports from every local public school system in the region found in each and every district female athletes suffered more concussions than the football players. more than 1,100 girls a year combined. that's compared to about 960 football players. >> any type of sign or symptom would mean we pull t. >> reporter: concussions are frequent among local high schoolgirls who play soccer. we found more than 200 possible concussion cases region-wide in just the past year.

centers for disease control records say one of every 30 teenage girls suffers a head injury. >> sometimes they black out. it's scary, honestly. >> reporter: ashley, a senior, says she has seen it. >> you can get kicked in the face. i got kicked in the face once. >> reporter: our review showed field hockey players pulled and dozens for cheerleading. each school district says it has a concussion protocol forage leads. ed they are only allowed to return after being checked by a physician. >> if there's any sign or symptom, they are out. >> reporter: fairfax county where the i-team compared the number of athletes to the number of concussions the district reported. noted one reported concussion last year for nearly every five athletes. far more frequent than the other districts. fairfax county public schools athletic director says their

threshold for pulling a kid off the field is very low. >> a headache is to us a concussion. that's wha >> reporter: they remain off the field for at least five days. fairfax has a full-time trainer to on staff to respond to possible concussions. we checked in with the maryland districts and nearly all have one staff trainer or use private contractors to be on duty during games. montgomery county increased the trainer staff to prevent teens from losing time on the field and in t. >> review the findings about concussions in your local district on our we click on investigation. >> cold but no snow of any consequence yet. >> really. some areas seeing accumulations, a dusting on some of the grassy surfaces. i want you to remember, this is not going to go down in history

it's early. we haven't had adversity yet. they have been fun in practice and working hard. >> not there on media day. but they have been working hard when they have been practicing. the first 13 non-conference games before big 10 action gets under way december 30th. baseball, it was mvp night. the nationals didn't win one but they were in the conversation. in the american league, it was angels outfielder mike trout winning the award by a unanimous vote. just 22 years old. he is good. only the tenth mvp to accomplish that. for national league, it was dodger's pitcher taking home the honors. he won the siy young award last night. the first national league pitcher since 1968 to sweep both.
