where police are focusing their investigation. there is a major back-up on the outer loop of the beltway just starting to clear. a pedestrian was hit by a car on the beltway between georgia avenue and columbia pike in silver spring. >> maryland state police say the man may have jumped out of a car. derek ward is along georgia avenue right now. >> reporter: good evening. we are indeed along georgia avenue just south of the beltway. you can see beltway traffic is what's moving across left to right on your screen about what you would expect it to be about this time of evening. but we have some footage to show you from chopper 4 and from some cameras mounted along the beltway. a pedestrian was struck just

after 8:00. how the person got there is a bigger mystery. there are unconfirmed reports that the person may have jumped from a car on the beltway. at one point one lane was getting by on the outer loop, two lanes getting by on the inner loop. that resulted in a huge back-up. mystery is how this person got on to the beltway. that person was taken to the hospital we are told with non-life threatening injuries. investigators are on their way to talk to this person. again the mystery has not cleared up though the traffic has indeed cleared up. as to how a pedestrian in the dark got on to the beltway and was struck by perhaps more than one vehicle. to our weather now. one of the coldest nights of the

city. >> reporter: any time the temperature dips below 32 degrees legally d.c. has to provide shelter. but some of the homeless men that i spoke with tonight say they can't always get a bed so sometimes they go to creative lengths just to get out of the cold. >> you know -- >> reporter: is this man really sick? he tol d.c. policee was but officers tell me on bitter cold nights the trip ot hospital is sometimes the only way to warm up. he's been living outside for one been thirds of his life. >> i've been on the street 15 years. >> reporter: two men died from exposure back in april during the last blast of frigid temperatures. earlier this week city councilman jim graham raised questions about the district's plan after city officials didn't specify any new shelter sites. >> we are looking at today

whether the city is prepared to respond to a crisis of homelessness this coming winter. >> this year officials say they have 124 empty rooms and only 49 families are in hotels right now, far less than last year. >> last year was pretty bad. we weren't prepared for the number of families coming in. >> reporter: there needs to be consistent outreach. >> it is very dangerous when it is this cold. >> reporter: officials tell me they'll be refusing proposals all weekend from hotels that can lanl a surge of homeless families. they expect to make an announcement next week. live in northwest, chris lawrence, news4. in it has not been determined yet whether these cold temperatures played the role in the death of a 90-year-old woman in d.c.

lillian rubian was found dead just a short walk from her family. we are told she had several medical problems. police are saying it is an undetermined quake. a 7.2 magnitude quake was measured off the coast of indonesia. it has the potential to generate ldzous wauvz but no threat of a pacific widespread tsunami. no reports of any damage. lundz of people got together tonight at west virginia university to remember a freshman who died after collapsing at a fraternity house. students held a candlelight vigil for 18-year-old know lap birch when he was found dead

wednesday night. police won't say whether alcohol was the cause of his death. the fraternity had recently had its charter revoked at west virginia. now all of the greek life activities are on hold on the campus indefinitely. a maryland doctor had contracted ebola in sierra leone is expected to arrive in the u.s. tomorrow. he will be taken to the nebraska medical center for treatment in omaha. he is a citizen of sierra leone but has permanent residence in maryland. nbc news spoke to the doctor's son. >> he loves helping whoever in need of his help. and he always sacrifice just to make sure someone else feels happy. >> the doctor is the tenth patient to undergo treatment for ebola here in the u.s. his family in maerld says they are making plans to travel to omaha to be near him.

the pentagon is calling out 2,1 t 10 arm and national guard soldiers to replace troops already in senegal and liberia. the soldiers are building treatment centers in areas hit hardest by the outbreak. the pentagon says the troops will receive training on ebola prevention before they leave for africa. tonight the fourth young suspect wanted in the murder of a local high school student is lined bars. dion moses turned himself in earlier this evening. a judge allowed officers to release his name yesterday even though he is a minor. four people are now charged in the shooting of brenden wilson. tonight family and friends gathered to sigh good-bye to wilson at a memorial service. a man was arrested wearing nothing but a diaper. it is only one of the bizarre new details in a violent home invasion in maclean, virginia. investigators say the man poised

pa as a police officer w on the door. they he tazed the male homeowner, tied them up, stabbing a number of times all while his wife waited in the car outside. the attack is believed to have stemmed from a workplace dispute. schmuhl's wife was recently fired from the law firm where one of the victims works. a man accused of abducting a student pleaded not guilty today in a rape case. police say he dragged the woman to a wooded area, beat and assaulted her. the victim now lives in india but plans to come back to testify in the case. matthews faces a hearing in december. new tonight the parents of

the black teenager in ferguson missouri killed by a white police officer are back in the st. louis area. the parents were in geneva attending a united nations human rights commission hearing. that hearing highlighted the injustice of the killing of black young men here in the u.s. their son was unarmed when he was shot and killed by the ferguson police officer back in august. the grand jury is still deciding whether that officer in the case, darren wilson, will be indicted. the shooting of michael brown led to days of police clashes with protesters back in august. now the region is bracing for the grand jury's die significance about clarnlharges. the st. louis school district will be notified before any decision is released to be sure schools are safe. from in the town of berkeley,
