about him. good afternoon. i'm pat lawson muse. >> i'm jim handly. we have team coverage for you this afternoon on all the big developi stories first at 4:00. and we begin with a scare today at a federal building in montgome coun >> chopper 4 was over the food and n facility in silver spring when police of raced in. let's get right to wendy rieger at the live desk. >> pat and jim, let's be clear. this incident happened on the white oak campus of the fda and there was acty no violence. but it was the fear of violence that drove the federal protecti servi to put the campus on lockdown after someone discovered an unauthorized we in a locked vehicle, right about noon today. rumors started flying, and people began calling montgomery police saying they thought they had -- there had a shooting on that fda proper. employees barricaded their doors, closed their blinds. but after police responded, checked the building, an all-clear was given. federal officers are still

looking into that unauthorized weap on the silver spring campus. there has been a shooting in the stay where you are. we'll be coming to you. >> take a good look at this cell phone video just released from inside the florida state universi library, near where a gunman opened fire in the early morning police warning students, there's been a shooting inside the building. u can hear the alarm going off in the background. police just announced, they believe that gunman is an alum and an attorney who, according to his journal, believed the governme was targeting him for prosecutio overnight, pole say myron may opened fire at the florida state university library, filled with hundreds of students. as they scrambled for cover, three were hit and injured. the gunman took a shot at police outside the building and was killed. authorities believe

acting alone. >> there is no indication of any additional threats to the university, to the students or our commit >> classes at the university were cancelled today. first at 4:00, the man arrested with weapons in his car outside the white house just pleaded not guilty in his first court appearance. rj capheim approached a secret service offic yesterday and said president obama had called him directly and asked him to come to the whous that raised red flags, and police searched his car. they found a loaded hunting rifle, ammunition and a knife in the car. news4's mark segraves was in court and will have more details from the police report. he just got his hands on it. coming up on news4 at 5:00. president obama will spark a brand new immigration showdown. the president will speak to the nation about the executive actions he plans to take. sidesteppi congress. the most controversial aspect is

of high humidity are enough. consumer reporter erika gonzales is here now with the latest. erika? >> pat, a very tense morning for takata here in washington. senators and takata execs faced off, putting the spotlight on those air bags that have the ability to spray shrapnel when they rupture. today takata apologized about each instance when its air bag inflaters didn't perform as designed. but they did not agree to the nationwi recall that the u.s. governme is dem these recalls have been linked to at least four deaths, and dozens of injuries. and coming up on news4 at 5:00 tonight, we'll hear from one woman who says her sister lost her life as a result of one of these defective air bags. that's coming up tonight on news4 at 5:00. and also, we'll hear, again, from that woman and one of the takata executive himself. we'll see you tonight on news4 at 5:00. >> erika, thanks. any time now, some people in e town of ferguson, missouri, are alrey responding to a

potential decision about an indictme before there even is someone. several people are in custody this afteoon. nbc's jay gray joins us live with the latest. what's it like there now? >> reporte hey, jim. right now it's calm, but you're right. the have been some people arrested here. it happened overnight. every day, there have been people -- and you can hear people as they drive by yelling out. gathering at the ferguson plagues. yesterday, about 15. which is the norm. but they decided they needed to block traffic outside of the police station. they were warned and then eventually fiv of that 15 were arrested. four for refusal to disburse. one had an outstanding warrant and was arrested as well. three arreste were from the missouri area. one from illinois, one from wisconsin. and that's something we have seen. lots more people now moving into the ferguson-st. lou area from outside of this region, preparin hear the decision from the grand jury. there are a lot of reports swirling rig now, many saying

massey energy, is charged with conspiring to violate safety standards and with lying to federal regulators. massey energy operated the upper big branch mine in raleigh county, west virginia, during the april 2010 explosion that killed 29 men. charging a ceo in a case like this is very rare. he could face more than 30 years in prison. take a close look at newly released surveillance video, which shows the suspect, prince ge county police are looking for in connection with a murder in chillum last month. hollis johnson was standing in the entryway of his apartment on chillum road on october 27. he held the door open. secos later, the suspect walked up and shot him. that suspect then took off in a light-colod four-door sedan with tinted windows. even more disturbing, detectives don't believe the two men knew each other. overseas, the debris field is almost clear. the final pieces of the wreckage were removed from the crash site today. bu the cause of the crash and who is behind it are still under

the last word from prince geor county about this, the eastbound lan of silver hill road in suitland are still closed for water main repairs. the westbound lanes are open. the repairs are taking place in an area near suitland high school. repair crews did get water to the school and another nearby school in time for the morning bell. about 150 custo may still be without water service. > wssc's old water pipes get most of the attention, but aging water valves are troublesome too. the "washingtonost" reports more tha the valves needed to shut off are unusable, mostly because of sev corrosion.

workers turnedff valves to isolate broken water pipes and divert water around problem areas. inspectors have discovered 60% of the valves they tested were not working, mostly because of rust. a tb scare at a prince ge's has some parents yanking their kids out of classroom today. >> health officials are holding a news conference this afternoon to address those health concerns. news4's darcy spencer joins us live from potomac high school in oxon hill wit more on the story. darcy? >> r good afternoon. that press conference involving school and health officials just wrapped up here at potomac high school here in oxon hill. theye trying to make it very rt there has only been one confirmed case of tuberculos, and that person is doing just been no additional d cases. officials are trying to get out in front of this story, because a sense of panic that has set in here among some parents and students. a number of students who walked out of school this

morning, and some parents came to pick up out of a fear that t disease could spread here at the school. now school officials and health officials are saying there is no scare here. that this is a bacterial infection and that it's very diffict to spread this. there is no outbreak and no new cases so far here at this school. th peoe who were in close contact with this person who had tb are undergoing additional testing. but again, no new cases. now, parents and students are very concerned about this. not only because of the tb, but how this whole situation has been handled. you're going to hear from them coming up in my live report on ne ne4 at 5:00. reporting live from oxon hill, darcy spencer, news4. feeling the heat. last month was the fifth hottest october on record. that's accordi to the national oceanic and atmospheric administra the 58-degree avera out october of 2003. five of the last six months have set monthly global heat records.

so your warmest winter coat for tomorrow, 1:00 we're into the s. it will feel just a little better with the actual air temperate getting up to 37, maybe 38 degrees in town, over to college park, down toward waldorf, areas like annapolis, and even up into baltimore, 36, 37 degrees. that is a cold one, because of the cold and bit of wind hanging on tomorrow. the impact forecast all the way up to moderate. again, breezy, cold. but then we're going to flip it around again as we head into the weekend. w the cold will be the big story tomorrow, impacting our weather, there could be somethg else, another type of impactful weath coming our way for the weekend. doug? >> yeah, we've got a storm making its way our way and that storm system is going to produce the potential for a lot of rain here, especially overt sunday night. something else that's going to bring us much warmer temperatur. now the cold. the cold entrenched across the east and especially in through the mid atlantic and great lakes. as we move through the weekend, we'll start to see that rain making its way up here.

the latest developments whe an overnight shooting injured three students. we're learning more about the gunman who opened fire inside the library while hundreds were studying for finals. he was killed by police after firing at them. nbc's jeff patterson joins us live from tallahassee with the latest. jeff? >> rep good evening, pat. the shooting happened in this building on campus as students studying for exams. shots rang out, and people ran for cover. chaos and mayhem inside the florida state library overnight after a gunman opened fire.

judge, shaking his head back and h as prosecutors asked her to keep him behind bars until his next court hearing, because of the vio nature of the charges. and the judge agreed. it was just before 1:00 yesterday afternoon. according to court records, rj capheim approac a guard at the white house, saying he had an appointment with the said the president had called him directly and invited him to visit. made secret service agents suspicious. asked if they could search his car and capheim said yes, telling them he had a gun inside. they found a 3030 rifle fully loaded in the back seat with an additional 36 rounds of ammunition, a at that point, he was placed under arrest. the 43-year-old capheim told police he drove to d.c. from his home in davenport, iowa, where he reportedly works as an inventor. one was hurt during the incident yesterday.
