judge, shaking his head back and h as prosecutors asked her to keep him behind bars until his next court hearing, because of the vio nature of the charges. and the judge agreed. it was just before 1:00 yesterday afternoon. according to court records, rj capheim approac a guard at the white house, saying he had an appointment with the said the president had called him directly and invited him to visit. made secret service agents suspicious. asked if they could search his car and capheim said yes, telling them he had a gun inside. they found a 3030 rifle fully loaded in the back seat with an additional 36 rounds of ammunition, a at that point, he was placed under arrest. the 43-year-old capheim told police he drove to d.c. from his home in davenport, iowa, where he reportedly works as an inventor. one was hurt during the incident yesterday. and there is no indication c

"rolling stone" details stories from others who say they too were raped at fraternities. the article goes further accusing the university of doing little to nothing to protect its female students and sweeping assault investigations the regular. uva officials say they're limited in terms of what they can say. but president teresa sullivan put out a statement saying, quote, the university takes seriously the issue of sexual misconduct. a significant problem that colleges a unive grapplin with across the nation. r goal is to provide an environm safe as possible for our students and the entire co sullivan says the article reveals a lot of new details the university didn't know. specifical jackie's case, which, again, she herself

suitland high rn closed. it's a 14-inch main that broke last night. crews say a gas main nearby, that needed work before the repairs could start. news4's pat collins joins us live at the scene with the latest. >> reporte indeed, wendy. hey, welcome to winter. this is the 60th water main break the wssc has been working on since just last monday. now take a look around down the stre. you see those pipes on that trailer? are what the replacement pipes look like for this project. w let's go up. this is where the action is. take a look at the hole in that street. this is where a 71-year-old pipe, a 14-inch, 71-year-old water pipe, burst open last night 8:00. it split like a half smoke. it sent water gushing all over the place. dirt and gravel pushed up from beneath the pavement. all of this pavement is going to have to be replaced once they

fix the pipe. now, silver hill road is detoured here. that is likely to continue on for some time. there are abo a half dozen businesses a couple homes that don't have wa but let's find out what's really going on right up to the minute. we bring in now jerry irvine with the wssc. first of all, when will people get their water back, jerry. >> we put the replacement pipe in. within the next half hour, we'll charge the main which means putting water through the pipe. we're looking at about 45 minutes to an hour. >> r and then about rush hour tomorrow morning. >> well, i just talked to the behavio n the size of the pavement and size of the job, probably more like evening rush tomorrow. so this will be closed, th section of silver hill road near suitland high school, will closed during the morning rush. >> that's right, unfortunately. i know it's a traffic snarl, but this is a big piece of pavement and looks like it will take longer to get done. >> rep thank you very much.

two investigations under way right now at the university of virginia. one involving sex assaults detailed in a "rolling stone" article. an abo vandalism. julie carey is live in fairfax county with more on the impact across the commonwealth. julie? >> reporte well, nationally, the issue of campus sex assault was already in the spotlight, made a focus by president obama. here in virginia, a governor's campus s task force is under way, examini the issue. and that "rolling stone" article only adds to the conc at the university of virginia, the immediate fallout from the "rolling stone" article, vandalism at fray named as the scene of an alleged gang rape. a sign was spray-painted and windows broken out. but some students there welcome the spotlight, no matter how harsh, on the question of whether vic are discouraged from reporting sexual assaults. >> i think it does pass a

officials say that's not nece should kids be afraid to be at school? >> >> and just tonight after more than 100 parents turned out to express conce over a vicious beating at a prince george's county school, another meeting is being held at a different school tonight about more discipline problems. in about an hour, parents and school officials will discuss concerns at eisenhower middle school in laurel. the head of the school's pta issued a scathing report at a board meeting last week. the pta president said the school has had five principals in the past two years and said that discipline problems are rampant inside t. the school district says there has been a high turn-around of leadership and it be addressed in tonight's meeting. an alterna lea center is also opening next month inside the middle school to better handle these discipline newly released survei video could be the key to tracking down a murder suspect

we're learning more now about the man who opened fire on the campus of florida state university. ch lawree at the live desk with new details. chris? >> reporte myron may was an fsu alum and an attorney, and police say he thought the government was targeting him. now may is accused of taking a gun and firing shots inside one of florida state's libraries. it was just after midnight, but between 4 and 500 students were in there studying at the time. three were hit. one of them still in critical condition. police say may's facebook page features posts about conspiracy theories and links about the governme reading people's minds. th also found some of his journals and videos. may himself was killed after being confronted by police outside that library. and university officials con celled cancelled classes today.

are you ready to find out what weather winter is going to be like? how much snow we're going to get? what to brace for there, doug? >> that is the big question. are you ready up there towards the buffalo area? yeah, they have seen it a little earlier, and so have we. we have been on the cold side over the last week or so, and looks like that cold air is going to last right through early next week into and around the thanksgiving time period. but what about the rest of the winter? well, here's our first thought two words. cold a those were the two words that crippled our region from january to march last winter. it was a winter that seemed as if it would never end. the big question is, will this year be as bad as last year? the answer, i think it may just be worse. last winter was cold, although it didn't start off that way. the cold set in january, and we

are talking arctic cold. that cold lasted all the way through march, and so did the snow. on average, d.c. gets about 15 inches a year, but last year we raked up over 30 inches. while areas to the west like dulles saw over 50 inches and a bit farther west, an incredible nearly 80 inches of snow. so what am i expecting this year? well, once again, we looked toward the el nino southern oscillatio year, however, it's a minor factor in the overall pattern. the biggest factor, a very warm north pacific ocean from just north of hawaii all the way towards alaska. something else we look at, snow cover in siberia. yep, siberia. there is a direct correlation between the snow cover in that part of russia and our cold winter. this year at record levels. combine that with the warm water in the nor pacif and you get very cold air forced to move in from the arctic across north america. would be a bit below average and that increases our chances for a white christmas.

but the real cold looks to set in janua. february also looks below average. bu shod be closer to normal. as for snowfall, i expect that to be well above avera. i expect d.c. to receive between 18 and 25 inches of snow. but that may be on the low side. we will see less to the southeast and more farther west, .here 25 to 50 inches could so get ready. if the cold from this week didn't get you thinking of winter, mother has a lot more where that came fr. oh, and if a couple storms are a little on the larger side, yeah, those snow totals could go up. one good thing to note here, last time in march we saw a foot of snow in march this past season. expect that, and i do expect march to be above maybe we get into a good spring. s hope so. current temperature, 54 degrees in d.c. 41 gaithersburg. 52 down towards ft. belvoir. nothing around our region. and, again, not much around the mid atlantic. the only area of snow right up towards buffalo where they continue to see that lake-effect
