for killing michael brown. news4 is following the protests in ferguson and across the nation. >> we will tell you about some new arrests that happened in just the last 30 minutes and a new plea from michael brown's family. and we are watching the chance for some snow before it comes. our temperatures are starting to slide. >> so we want to get right to storm team 4 meteorologist tom kierein to start weather and traffic on the 1s. after we got to the mid-70s yesterday, we were talking about snow. we have all the counties in blue under a winter storm watch for wednesday morning into wednesday afternoon to include frederick county, washington county in maryland, the panhandle of west virginia, shenandoah valley, and the nearby counties here where the snow is going to begin to pile up a little bit. but areas to the east of us, it's going to be mostly a rain event tomorrow. and might get a mix of snow during the afternoon. some of the roads will be maybe a little slushy, but everything will be wet. and any accumulation will be on grassy areas. but to our west, that's where it will be almost all snow.

accumulations likely. not just on grassy areas but also on the roads. so the roads will be slippery in the winter storm watch zone. right now off to a mild start. temperatures in the 50s to right around 60 degrees. a lot of clouds around. there's capitol hill under a cloudy sky. we'll see clouds through 8:00 in the mid-50s. near 60 by noon with a little sun trying to break out. then mostly cloudy the rest of the afternoon and falling back down into the upper 50s. the next weather and traffic on the 1s at 6:11. chuck bell is out with the storm team 4x4 with your travel weather for today and wednesday. now melissa is looking at travel early the tuesday morning. good morning, tom. looking forward to playing in the snow, perhaps, but not driving in. tysons corner, inner loop and outer loop is looking quite good. virginia 95 north of route 1, we have a lot of volume but no problems overall. we are looking quite nice. the beltway at forestville road is moving along and looking good as we take a wider look at things.

overall, in general, we're looking nice this morning. taking a look at 295 as you're passing 50, a typical slow spot there. then taking a look at 270, we are fairly slow. no reason for this, but as you head out of frederick southbound, probably 35 miles per hour getting into clarksburg where it opens back up down to the spurt. i'm back at 6:11 with weather and traffic at 6:11 when we talk about the travel times. 6:02 is the time right now. we are monitoring breaking news from ferguson, missouri. right now fire crews are making progress putting out more than two dozen fires overnight. this is video from just a little while ago of an advanced auto parts store. you can see plenty of smoke still smoldering. there were also reports of looting. police say they made close to 30 arrests. this is all after a grand jury's decision not to indict officer darren wilson for the shooting death of michael brown. so far, no deaths or serious injuries have been reported. the protests in california

are getting out of control. angie goff has more on that from the live desk. >> reporter: hi, this just into the live desk. a number of people have been arrested out in oakland, california. that is according to the san francisco chronicle. protesters here surrounded police and also blocked a major interstate. also, getting reports that an officer was struck in the head with a brick. this all happened after about 1,000 people started gathering downtown after hearing the grand jury's decision. some protesters laid in the streets in an effort to block the traffic. you're looking at the crowds gathering around interstate 580. a major interstate in oakland right now. we'll bring you more as we get it. for now, back to you. i want to share with you now what michael brown's family had to say shortly after the grand jury decision was announced. it says, quote, we are profoundly disappointed that the killer of our child will not face the cops consequences of his actions. while we understand that many others share our pain, we ask that you channel your frustration in way that is will

make a positive change. we need to work together to fix the system that allowed this to happen. join with us in our campaign to ensure that every police officer working the streets in this country wears a body camera. we respectfully ask that you please keep your protests peaceful, answering violence with violence is not the appropriate react. let's not just make noise, let's make a difference." and president obama echoed the brown family calling for calm. >> he also said the decision in ferguson reflects continued questions about racial tensions in america. but he said we can't forget the progress that's been made. >> we have made enormous progress in race relations over the course of the past several decades. i have witnessed that in my own life and to deny that progress, i think, is to deny america's capacity for change. >> the president also said the nation is built on the rule of

law and americans need to accept the decision that the grand jury made. thousands of duments were released along with that grand jury's decision. these are new photos of officer wilson taken shortly after the shooting. the photos were taken in the hospital and show a slightly bruised face and neck. right now ferguson, missouri, is waking up bruised and battered after all the protests. >> there were dozens of fires, looting, plenty of gunfire as well. jennifer bjorklund is joining us live from ferguson. jennifer? >> reporter: that's a great characterization, bruised and battered. but the miracle is that there was no loss of fe. that was the number one priority here of the police officers here as protesters got out of control early on. we watched a meat market set on fire and looted. fire trucks came by to put out fires but then moved on quickly as more fires were burning.

at one point there were at least a dozen buildings on fire. 25 fires in all. and several of them are still burning. and so much gunfire being just randomly discharged around this area. police officers saying they personally witnessed 150 rounds being fired off. and it led to some flight restrictions. the faa diverting flights overnight. about five flights diverted and are now just lifting that restriction and everything is back to normal, but that's a very different story and characterization for what is happening here. it's going to take a long time for this community to pick up and move on after what is happening here. >> jennifer bjorklund live in ferguson, missouri. thank you. the protests stretched across the kouchb triand into d.c. why it was so important to this group here to keep its protests peaceful.

fears of ebola had one airline take precautions. >> the united airlines flight from dulles to denver was held on the tarmac last night when it arrived. the passenger was stuck on the plane while others got off the plane. they were concerned about the person's medical history. they determined the passenger did not have symptoms of ebola and was released.

this morning the storm team 4x4 is looking into the chances for snow and the possibility of this disrupting thanksgiving. >> reporter: unfortunately, i think there could be a lot of delayed or slightly changed and altered travel plans into the big day for tomorrow. out here in front of union station right now, we are measuring 59 degrees at the storm team 4x4. we are looking over all the latest data. it will be very dicy around here by tomorrow morning. for now, temperatures in the 50s and low 60s outside. not much of a rise in temperatures later on today. as far as travel weather for today, if you can, get away early. i would definitely recommend it. especially if you are using the i-95 corridor north or south primarily going up to the north as today will be a relatively quiet day. our chances for rain here in washington arrive after the sun goes down tonight. and then for tomorrow, cold air moves in and it will change the

we are monitoring breaking news from ferguson, missouri, right now. this is new video of the fires set overnight. take a look at the flames. fire crews are making progress with these fires. officials say as many as 25 buildings were torched. police have made close to 30 arrests. this is all after a grand jury's decision not to indict officer darren wilson for the shooting death of michael brown. so far no deaths or serious injuries have been reported. here in d.c. protesters crowded lafayette park and pennsylvania avenue demonstrating at the white house late into the tonight.

hundreds were there and they held signs, put their hands in the air and some laid down in the rallies as dozens of secret service officers and police officers stood by. those at the rally were committed to a peaceful protest. >> we had police officers follow us down 7th street, but we kept telling them this was a peaceful protest and insisted it was peaceful. >> our news4 reporters on the scene there said police did not interrupt with the protesters. many of the demonstrators started on u street, some used megaphones and others cried. protesters picked up more and more people as they marched a mile and a half to the white house. d.c.-elect muriel bowser released a statement saying, let's stand with michael brown's family looking for solutions to

long-standing inequities. and here's a look at the "st. louis post-dispatch" this morning. it says, no charges for wilson. in ferguson this morning, schools are closed. a decision administrators made before the announcement last night. 6:18. and today the governing board at the university of virginia will discuss how to respond to reports of sexual assault on campus. right now all fraternity activities are suspended there. this after the rolling stone article that graphically described a rape at a frat house. and no matter how the board acts, all college policies in virginia could be changing. according to "the richmond times dispatch," the general assembly could treat the assaults as a criminal offense. they could hold hearings on this in january. and this morning all things are back to normal at bwi airport. everything is now running on time. an underground electrical cable failed yesterday to shut down

security checkpoints and ticket counters to force cancellations and delays. 6:19 right now. after such a warm day around here yesterday, this is sort of the buffer day where we transition into something ugly. >> yes, and it is coming at a bad time as people travel for the thanksgiving holiday tomorrow. we'll get an update on the forecast with tom. good morning. good morning. arriving tomorrow, here is the latest timing on the arrival of rain and the arrival of snow. a lot of clouds throughout the rest of the day today. then overnight tonight after midnight, the area in green is rain. so it could be raining by about 3:00 tomorrow morning, shenandoah valley. then to our west, we'll see that transition over to snow in the highlands of west virginia, panhandle of west virginia. that's going to be at 8:00 tomorrow morning. and then by around noontime it will change over to all snow, shenandoah valley and the blue ridge to the counties east of

the blue ridge. the pink zone is an area where we may get wet snow mixing in with rain around the metro area and northern virginia and north-central maryland. then it will change over to all mixing around much of the metro area by late afternoon and early evening. then it will quickly end tomorrow night. then it is all gone. so we do have a big area under this winter storm watch. all these areas in blue along the blue ridge and points west including frederick and loudoun county, northern falkier and p rapahanic county. we have snow off to our west that will move in the heavier accumulations and roads will likely be slippery. it will mostly be all snow there with about three to six inches. the highest amounts will be right along the blue ridge. perhaps the south mountain and closer to washington, maybe an inch or so near the immediate metro area on grassy areas. maybe the northern and western suburbs, western fairfax county

and northern montgomery county could get up to three inches. south and east, less than an inch and just all rain around the eastern shore and the lower part of the bay. all this ending by late tomorrow night. for today, fairly mild near 60 the rest of the day. just need a light jacket. after we get through the storm tomorrow, we'll have a rather chilly day on thanksgiving day with temperatures near 40 degrees and partly sunny. highs just near 40 again on friday. so there may still be some iciness around in the mornings both days because we are below freezing. milder for the weekend into the first part of next week. the next weather and traffic on the 1s and how quickly temperatures drop tonight, that's over the next 24 hours coming up at 6:31. melissa, what is happening with the roads? 270 at montrose road headed to the spur, again, nothing bad at this point. maybe some folks are already headed out of up to. a wider look at things, we are slow here top of the beltway, outer loop passing the mormon temple, we are slow inbound 395

bratton. in chicago more than 200 activists took part in this march chanting "whose streets? our streets!" and take a look at this silent protest in stanford, florida, where trayvon martin was shot and killed. many gathered outside the courthouse for this vigil. this morning we are looking at the documents to help the grand jury inissouri reach its decision. angie goff read the report with more from the live desk. >> reporter: going through the documents and evidence, here are some of the new findings. officer darren wilson spent a couple hours inside the hospital after the shooting where he was treated for bruising on his head and neck. and drug tested. it was negative. now, as for the shooting itself, wilson told the jury brown put his hands under his shirt and into his waistband when he ran at wilson. he says he thought brown was going to tackle him and that is when he shot. now, a friend of brown's testified that he did not run toward the officer. that friend being the person that was with him that day of

the fatal shooting. we also found out that the medical examiner never took photos of the crime scene. something they typically do, but they never took photographs because they said the battery in the camera died. aaron? eun? thank you. officer darren wilson is thanking his supporter this is morning. >> he issued a statement through his attorney that read in part, quote, officer wilson followed his training and followed the law. we recognize that many people will want to second guess the grand jury's decision. we want to encourage anyone who wants to express an opinion do so in a peaceful and respectful manner." and we are learning that officer wilson was shot two months after he shot michael brown. he was married on october 24th. this is the second marriage for him. the new york times reports the couple also owns a home together. wilson's previous marriage ended in divorce. the story is still unfolding today. there are going to be a lot of updates throughout the day. you can get push alerts with all of the latest developments on the nbc washington app.

ferguson where crews are working to put out all the fires and restore order. nbc's craig melvin is live in ferguson with overnight developments on arrests and injuries. craig? >> reporter: good morning to you, eun. much of ferguson is still smoldering. a number of hot spots still have to be put out, and we don't know precisely how many structures were set on fire last night but did find out a short time ago that 29 people were arrested. i want to show you one of the buildings here along the street, this is sam's meat market, a neighborhood grocery. it was looted first and then set on fire. and that was the case for a number of businesses along the strip here. there's a public storage right next to it. and you can't see it from your vantage point, but i can tell you there's still flames in the public storage as well. and at one point last night during the height of the violence, the faa actually banned aircraft over the city of

ferguson. flights were not allowed to land at st. louis international airport and were diverting flights as well. i was in front of the ferguson police station where a number of gunshots rang out and the crowds dispersed. tear gas was used not once but twice. it was not the scene that so many people here had been calling for, the scene so many people were expecting. over the past few days, you heard so much talk about a peaceful protest and that's just not what we saw. in fact, there was a news conference at 1:30 that was held by the unified command. the law enforcement umbrella group overseeing the polices's response to the protesters, and the officer in charge said this was far worse than what we saw here in the wake of michael brown's death. later this morning, the parents of michael brown at 11:00 a.m. are expected to hold a news conference. at that news conference in addition to responding to the prosecutor's remarks from last night and the grand jury's decision, we are also expecting to hear michael brown's parents

once again call for calm in this city. a number of streets have been blocked off as well. you can see behind me, and this has been happening the past few hours, law enforcement vehicles zipping by as well. the focus right now, again, the focus right now is getting a lot of the fires under control and also going back with some of the small business owners into their businesses and starting them to help pick up the pieces, so to speak. not to use the cliche, but that's literally what they will be doing. >> craig melvin live in ferguson, missouri, for us this morning. thank you. angie goff here at the live desk where we are just getting new photos from st. louis police showing a closer look at what they are seeing. this is posted on their facebook page. bricks thrown at officers. two police cruisers set on fire. and police seizing this gun, an automatic weapon. the police stating this is much worse that what happened any night in august.

jesse matthew, the man accused of abducting hannah graham, to another case of morgan harrington who disappeared five years ago. our affiliate obtained a search warrant related to this case say investigators found a wood up tip from a cigar butt in matthew's wallet. it had dna on it that was a match to one of the pieces of dna found on harrington's search. shirt or shirt. and american, delta and united are all waiving their change fees. if you are supposed to fly out tomorrow, most airlines say they will allow you to change your flight to thursday or friday for no additional fee. they are trying to think ahead because we know we are on this winter storm watch. and they don't want to have to cancel flights for those heading out tomorrow. if you can leave today, that's a good option. do that if you can because we are going to have a winter storm of all things up credibly after

we were in the mid-70s yesterday. we're talking about snow within the next 24 hours coming into our region. so we have a winter storm watch up for all the counties in blue including the nearby counties of loudoun and northern frederick counties and points west for the day tomorrow. areas east of there from fairfax, montgomery county, around the metro area, we are going to have a minute mall impact. the rain will change over to wet snow and the roads will be wet maybe a little bit slushy. most accumulation will be on the grassy areas around the metro area. however, off to our west we'll likely see it almost all snow with accumulations likely, especially near the shenandoah valley into west virginia. most of the roads will be slippery during the day tomorrow. and that includes 270 through frederick and uplythe hagerstown and interstate 70. interstate 81 especially from hagerstown through the sheppen doe washington valley and the

western section of 66 is going to be impacted by this. up the 95 corridor up the east coast from washington through philadelphia to new york city to boston, that's going to be sort of the edge of the snow until you get to southern new england where they will likely have the heaviest snows and run into real problems tomorrow afternoon into tomorrow evening. here is the timing on the arrival of rain. it does look like after midnight tonight all the area in green is rain. then by around 8:00 tomorrow morning we may see the mix of some snow with rain in the shenandoah valley. all snow out of the mountains. after that, we'll see wall snow closer tomy. all of this quickly ending by early evening wednesday. then it is all gone and leaving in its wake one to three inches around the metro area. mainly three to six inches farther north and west and much lower amounts, just less than an inch near the eastern shore. and temperatures right now in the 50s to hold steady this morning near 60 during the afternoon. so you'll be comfortable in a
