everything i have put my family through. >> and ray rice is breaks his silence. we'll tell you what he had to say about the night he punched his then fiancee. >> news 4 at 11:00 starts now. >> good evening, i'm jim vance. >> and i'm doreen gens ler. >> we begin tonight with winter weather advisory. colder air and rain moving into our area right now. doug, how's it looking out there? >> that rain already changing to snow and sleet in parts of the area. that's why we have the winter weather advisory for parts of the region. take a look at the radar right now. you can see the rain moving back in. temperatures have dropped by 30 degrees in some areas. and right now, we're seeing that rain, changing over to some snow, back toward the west, back into portions of west virginia. in frederick county. this is going to continue as we move on through the night, but everybody is going to be on the wet side tonight as there's a lot more moisture back to the west. because of the moisture and the

colder air, areas will see a lot of sleet over the next 12 to 24 hours, back to winchester, frederick, martinsburg. winter weather advisory in effect until 1:00 a.m. on inside, a 24-hour winter weather advisory. we'll talk about the timing of this and what it means to your tuesday morning commute coming up in just a minute. new at 11:00, an ambulance driver is in the hospital with critical injuries, after a crash involving several cars. it happened about 7:00 this evening at washington boulevard near kit kat road in elk ridge. several lanes were shut down by police and will remanin closed for a couple more hours. no word yet what caused this accident. a warning tonight after a student at the university of maryland told police she was sexually assaulted. jackie bensen in college park right now where news of the attack has students concerned. >> reporter: this happened

off-campus. the victim told police her attacker didn't stop even after she bit him. an alert said the incident happened between midnight saturday and 1:30 sunday morning at an off-campus apartment building. the alert says the female student was at what is described as a gathering at that location. it says she went into a room. a man entered, closed the door, put his hand over her mouth and told her t. r s bit his hand, he slapped her and continued to grope her sexually until he was startled by someone entering the room. the victim escaped and ran home. since september, at least three other female students have reported being groped by men who accosted them. police don't believe the incidents are related. students say they believe the university does a good job alerting them to and trying to

prevent sexual assaults on and off campus. >> just recently they sent out an online training thing that we all had to go through, it was lengthy and in-depth. i think they're trying to step it up. >> we get e-mail alerts multiple times a day about what's happening. >> there's also a new sexual assault workshop that all citizens are required to take, i'm pretty sure. >> because this happened off-campus, it is being investigated by prince georges county police. jackie bensen, news 4. >> thanks, jackie. the university of virginia, just got a large donation to help stop sex assaults on that campus. a group called the seven society, a secret group at uva announced a $57,000 donation to pay for training for what they call, bystander intervention. the university also outlined planned today to fund a new police sub station to increase patrols and to hire more trauma

counsellors. all of that is in response to a "rolling stone" article that suggested what it called a culture of rape at the campus. it's an opportunity to deal with issues too long ignored. those words tonight from attorney general eric holder about the protests and organized walkouts across the nation today. a week later, people are still angry that ferguson, missouri, police officer darn wilson, was not charged in the shooting death of michael brown. here in the district, protesters rallied outside the justice department and blocked traffic along several major commuter routes. tonight holder says he'll issue new guidelines aimed at limiting racial profiling by police. president obama is calling for new actions to ease tensions between police and some communities. the president sat down with officials and civil rights leaders to work on improving relations in the aftermath of ferguson. he's calling for the government to spend $300 million on community policing, including body cameras for police

officers. philadelphia police commissioner and former d.c. chief charles ransby is now heading the national task force. he supports the use of body cameras. >> to have an accurate record of what actually transpired during many encounters. quite frankly, the camera changes the behavior of both officers and people on the street. >> and the nfl says it won't discipline five st. louis rams players who walked out onto the field yesterday doing the "hands up don't shoot" pose. members of the st. louis police department criticized the display and demanded an apology. rams leadership met with members of the force today. they say the talks were productive. two r attacking and robbing three female exchange students here in the district. this is surveillance video just released today by the police. derrick ward spoke to a friend who was with the women just moments before the incident.

>> reporter: well, jim, we are in the unit block of l street northeast, north of massachusetts avenue. behind me, you see an alley between the camden apartment building and that office building. as alleys go, it's pretty clean, well lit. but it's still an alley and sometimes bad things happen in alleys. >> this surveillance video released by the metropolitan police department captures the robbery. it's 2:45 in the morning, on november 8th, as a victim tries desperately to open the door to the building, she's accosted by the robbers. off camera, one of the victims is pushed to the ground. all three are robbed. >> even the cell phones, i think -- or the keys, the money. >> this is woman is a friend of the victim. amongst a group of students studying in d.c. started here, there was a group of ten, that's what authorities

say you're supposed to do, walk in a large group if you're out at night. by the time they got to the apartment, some of the group had peeled off. the women were using a rear door to the building, down an alleyw alleyw despit surve cameras, apparently not enough to deter the men in the video. the victims lost personal items but were left with some altered perceptions of the neighborhood. >> we were coming from mexico and thinking it's safe, but now we change our opinion. >> it's not known if the men followed the women from the subway station, or if it was a chance crossing the paths that led to a crime of opportunity. police hope these images will be enough to lead to a break in this case. none of the women were injured in this incident. fortunately, they did not lose their passports to the robbers, so they'll be able to continue their studies. of course it was a lesson that won't show up on any syllabus. live in northeast, derrick ward, news 4. back to you.

police say the manhunt for a west virginia man is over after they found him dead of a self-inflicted gunshot wound. jody hunt was wanted for the shooting of four people in morgantown, west virginia. the shootings happened in three different places. late this evening, officers found the body of a man inside a truck matching the one that hunt had been in. officers say they're certain it's him. police aren't saying if they know what the motive is, but a post on hunt's facebook page says he was hurt by events that led to today and goes on to say, don't play a game with one's heart. virginia's former governor and first lady will not get a new trial in the corruption scandal. bob and maureen mcdonnell were convicted back in september. the couple had asked for a new trial. but today their request was denied. the judge threw out an obstruction conviction against the former first lady. prosecutors say they illegally tried to help a dietary

supplement maker in exchange for thousands of dollars in gifts and loans. the case prompted the creation of an ethics panel recommended a $250 cap on gifts to lawmakers. waivers in certain circumstances voting on grants that would benefit their family members. operation from a baltimore jail took the stand today. prosecutors claim tavon white impregnated four guards and used contraband cell phones to direct drug activity to the streets. he testified about five corrections officers, a kitchen worker, and two inmates who are charged with help being him run the operation. white is testifying as part of a plea deal for a reduced sentence. the grabego's company's

handling of the largest u.s. child seat recall in history is under investigation. the national highway traffic safety administration is opening an investigation. the defect involves buckles of child infant car seats that stick or become stuck in the latched position, which can create risk to a child's life in the event of an emergency. early this year, graco recalled more than six million defective car seats. graco could face up to $35 million in civil penalties. local postal workers are under investigation for stealing gi c from the mail. one report had them getting away with thousands of them. also tonight, why developers want to shut down a heavily traveled roadway in our area for a significant amount of time. and former ravens running and former ravens running back ray rice telling his

we are hearing tonight about a road closure that might affect your morning commute. the u.s. port police have told us southbound gw park way is closed between route 123 and spout run. that's because of damage to the roadway there. southbound traffic will be diverted on to route 123, and the ramp from 123, onto the park way, will be closed until further notice. northbound lanes on the park way are not affected. ray rice is breaking his silence for the first time since the nation saw that video of him beating up his wife. rice and his family spoke exclusively to nbc's matt lauer. they talked about his uncertain future and whether any team will

take a chance on rice after his nfl suspension was overturned. >> me and my wife had one bad night and i took full responsibility for it. and one thing about my punishment and everything going along with anything that happened is that i've accepted it. i went fully forward with it. i never complained -- or i never did anything like that. i took full responsibility for everything that i did. and the only thing i can hope for and wish for is a second chance. >> you can see the rest of his full interview tomorrow morning on the "today" show. the cyber attack on sony pictures has led to a warning from the fbi to other businesses across the country. it's a five-page warning that went out this evening. it includes details about the software used to hack sony. nbc news has learned that law enforcement agencies are investigating whether north korea carried out that hack attack in response to an upcoming movie called "the interview."

the plot of that movie involves an assassination attempt on north korea's leader. employees are under investigation for allegedly stealing thousands of dollars in gift cards. the probe began after a manager found a razor blade and 200 pieces of open mail. a federal search warrant obtained by the news team, said that one employee admitted stealing $200,000 worth of cards. the investigation into all this is ongoing, and so far, no charges have been filed. >> we've learned that a massive development project could shut down one of the most traveled stretches of road in our area. sources tell news 4 that developers of the capital crossing project want to shut down the third street tunnel, so that construction could move faster. crews need to build a framework around the tunnel to support new buildings that will go over it.

some people, though, say things are just fine the way they i th crowded, and it wouldn't look very pretty. because it would be like very congested. >> the capital crossing project is expected to take years to complete. it is not known just how long that tunnel would be closed. sources close to the project say d.c.'s department of transportation is not happy with the idea, because the third street tunnel is part of the evacuation route out of the city. in less than an hour, d.c. police will start issues more tickets for traffic violations caught on camera. the district installed eight new automated traffic cameras a month ago and gave a 30-day grace period to drivers caught speeding or running stop signs at the new location. but at midnight, those warnings will turn into tickets, some of them up to $300. for a complete list of traffic camera locations, visit our

picking up. and that is sleet in winchester. also reports of sleet in frederick county maryland. it's all rain, though in fairfax county, prince georges county, montgomery county, towards loudon. it's off to the west that we are starting to see that mix appear. you can see some of that around martinsburg, and hagerstown too. you can hear it on the roof or windows of your house. that is sleet. it will bounce. freezing rain is just rain that freezes on contact. sleet is ice pellets that will bounce. not a lot of moisture behind this. so this is the second push that we've seen. we saw one earlier. see another one now. behind this, not a ton of moisture. this is not going to be a very big storm for us, but it's coming at a critical time. 7:00 a.m. tomorrow, rain to the south, a mix around d.c., and snow around gaithersburg and

leesburg. i don't believe this model. i think this will be sleet. but we could see snow in portions of the west. heads up for the sleet early tomorrow morning, could affect your early morning commute. by noon, showers to the west, areas of sleet back towards the west -- showers to the south and east, sleet back to the west. but most of the area on the dryer side. so we're not talking a wash-out tomorrow. but take the umbrella in case you're going to need it. 5:00 in the afternoon, same deal. more areas of rain and sleet. maybe freezing rain in the valleys back towards the west and same thing torrow night at 11:00. winter weather advisory from frederick down i-81. heads up in this area. showers likely, nothing heavy. it's back to the west we'll see areas of sleet with some snow. roads being get a little slick, especially early tomorrow morning. give yourself that little bit of extra time you need to head out the door. temperatures, rebounding on

maryland terps picking up some awards in their first season in the big 10 conference. will whitely has been named to first team big 10, leading the conference with six interceptions this season, taking two back for scores. brad krad ok also first team all big 10, named as the anderson award winner for the conference's top kicker. the junior missed just one field goal this season. that came saturday in a loss to rutgers. moving on to the nfl now, ryan fitzpatrick is back as the starting quarterback in houston. he threw six touchdowns against the titans on sunday. pretty impressive. fitzpatrick is a harvard graduate. also impressive. today his young son took the spotlight and showed his old pops may not be the only brains of the family. >> i want you to give brady two numbers from 90 on 99 in there and he's going to multiply them together for you. two 90 numbers?
