here's what's happening right now. search crews could be closer to finding the wreckage of an air asia plane. we have new information on objects that were spotted in the water today and where the search stands at this hour. also right now your ride on the new 95 express lanes could be costly. a look at the prices this morning, the first day of charges and as you can see right here from chopper 4, it was fairly light traffic when it comes to how the roads were. and a scramble right now to make sure your trash is picked up on time with trash haulers back on the picket line in laurel. good morning, everyone and welcome to news 4 midday. i'm angie goff in for barbara

harrison. as of today, you have the option of going full speed any time on i-95 in virginia. the express lanes are now online but that trip could cost you. megan mcgrat is live in alexander to break down how it all works. this could be pretty confusing for some. >> reporter: well good morning, angie. the 95 express lanes have been open a couple of weeks but today is the fist day that they actually charged tolls. granted, a lot of people are still on vacation so traffic is light, but things went s. >> reporter: no real issues this morning but the real test is next weekn people return from vacation and hit the highway in full force. >> i think folks did their homework prior to get out on the road. they were familiar with their entry point and hopefully their exit point as well. traffic volumes at the flyover

ramp are still very light. >> reporter: solo drivers and cars with only two people must now pay to uses the express lanes. richard doesn't mind so long as it keeps him out of traffic. >> it's bad. like this morning we left philly at 4:30 just to avoid the rush hour coming down through. >> reporter: the tolls vary depending on how crowded they are. at 8:35 this morning, a trip from dale city to the fairfax county parkway cost $2.45. but longer trips can cost $10 or more. too much for victoria hill. >> it's quicker, but the ones on 95 south will be too high for me. >> reporter: cars that are hov compliant, meaning three or more people, can use the lanes for free using an e-z pass flex the driver can flip a switch to the hov setting and there will be no charge. but don't try to cheat.

state troopers have technology in their cruisers that tell them which setting your e-z pass is on. if it is set to hov and you don't have three people in your car, you will be ticketed. a couple of things you need to know first of all, you have to have some kind of an e-z pass in order to use the express lanes, either the regular e-z pass or that flex pass. this is a completely electronic system. the other thing is when traveling north, the express lanes end at edsall road and turn into traditional hov lanes. so if you have one or two folks in your car, you're not hov compliant, you're going to need to exit after edsall road or else you'll we in violation of the hov rules. megan mcgrath news 4. right now we do have breaking news on the roadways. big problems on the beltway. melissa is here with more. >> breaking news here northern virginia. we're talking about the outer loop of the beltway just before

66. it is jammed. we have two lanes shut down because of a very bad crash there. your alternate is going to be leesburg pike. police pushing people off to leesburg pike. now we have two lanes back open so that is good news. you can see some of the jam here both inner loop and outer loop. because of this cras people on the inner loop slowing down taking a look at the accident. we'll keep you updated on twitter. also one lane of northbound branch avenue take a look this is in prince george's county it's closed off because of this overturned dump truck. southbound lanes, though those are open. no word on how long it's going to take to get the truck out of the way or to clean up this mess that spilled out of the truck. so a variety of weather conditions this morning depending on where you live. here in washington the rain has stopped but the skies remain gray. amelia segal joins us wi fist forecast. good morning, amelia. >> good morning, angie. for most of us it's a mostly cloudy and dry day today and

noticeably cooler than it has been the last few days. on storm team 4 radar i'm still tracking some showers south of washington and pushing further to the south as we work our way into the afternoon, even and overnight hours in extreme parts of st. mary's county and continuing down through areas like westmoreland county in virginia. you can see most of the area is dry, some limited sunshine developing in parts of frederick county and carroll county. we could have limited sunshine north of washington through the mid-afternoon hours until 2:00 p.m. after that though the clouds fill back in. temperatures today will be in the 40s. that's where we're at right now. 44 in washington. we'll only warm up three more degrees with a high of 47. cooler tomorrow, angie. i'll let you know how much cooler coming up in my forecast at 11:30. kristen wright is live with

more details. >> reporter: the faa and ntsb is monitoring the situation closely. both say they will send experts if they are asked to get involved. the search for air asia flight and its 162 passengers and crew is becoming a global effort. also developing now, aerial surveys spotted two oily patches and, quote, suspicious objects within the search area. work is being done right now to see if these discoveries have any connection to the lost plane. it disappeared during a flight from indonesia to singapore sunday. one of its pilots requested to climb to a higher altitude to escape threatening storm clouds. minutes later, the jet was gone from radar. the plan now is to expand the search on to land on tuesday. right now a bowie state

university student is in court because he said he was hazed when he tried to join the alpha phi alpha fraternity last year. he claims he was punched, slapped and paddled in the process. he's asking for $3 million in damages. today kathy lanier will explain how the district is responding to violence in the petworth neighborhood. there were multiple shootings, including two deaths there in the last week alone. bowser asked lanier to review what police were doing to reduce crime there. police have already charged someone for one of the deaths but haven't arrested him yet. they said marvin lopez killed arroyo on christmas eve. they are offering a $25,000 reward. arroyo worked in the same block where the shooting happened. you can see her friends and neighbors. they set up a memorial to remember her. trash haulers are back on

the picket lines in laurel asking for better pay. workers began protesting today around 5:00 in the morning. the workers want unity disposal to negotiate a better contract howard and montgomery counties. right now public work officials are working with other companies delaying trash pickup. right now in howard they are only picking up the gar so recycling is pushed back a week. right now everyone is finally off that greek ferry that ought on fire. coming up new information on the struggle to get those passengers and the rising death toll. and for a child born in 2015 how much is that going to cost you? the new number, very big. that's

i'm kristen wright at the live desk. right now we've just learned that the washington yil closed. this is a live picture of the monument this mo thers some sort of leak we're told happening there of an undetermined origin. it's above the security screening room at the entrance to the monument. we're told it's affecting the x-ray machine and potentially compromising security procedures. maintenanc crews are there on the scene. you can see them on the left side of your screen there. the monument will remain closed until they can fix this leak and get security measures back to

normal. we'll be following this on our website, nbcwashington.com. again, some sort of leak happening at the washington monument above the security screening area at the monument. that's the latest from the live desk. i'm kristen wright. right now investigators are trying to figure out what caused a greek ferry to catch fire. it killed seven people on board. that death toll has been rising all morning. the ferry caught fire yesterday morning. the ship was traveling from grease to gr 414 people were rescued from the ship and the captain was the last to leave. a 50-year-old man is recovering from a great white shark attack. this happened yesterday morning right off the central california coast. witnesses say the man was surfing when that great white shark bit him on the hip. they say the thing was 8 to 10 feet and the attack happened without warning. the shark drag the man under

the water but the surfer was able to get to the shore with the help of others on the beach and he is expected to be okay. lucky, lucky guy. a boy is recovering after he jumped from his burning apartment in alabama. we are now hearing and seeing the dramatic rescue all caught on cell ph >> come on! come on! your mama right here! your mama say do it! come on! >> frightening moment. you can see a man catch a boy who jumped from the burning apartment. the fire broke out early christmas morning when the family was opening up their presents. two adults and 4 children were inside at the time of the fire. the boy does remain in critical condition. investigators say food that was left cooking on the stove unattended is what started the fire. we have new information on an episcopal bishop accused of hitting and killing a bicyclist

right now a maryland episcopal bishop is on

administrative leave accused of hitting and killing a bicyclist and then leaving the scene. a spokeswoman for the episcopal diocese of maryland confirmed heat invold in the deadly crash in baltimore on saturday afternoon. she is the second highest ranking leader in the diocese. a 41-year-old man died from his injuries. cook left the scene but returned 20 minutes later. it's still unclear whether she will face charges. as you know president george h.w. bush is in the hospital right now, but he could soon go home. the former president is 90 years old and his doctors say he is improving after he was taken in for trouble breathing last week. a spokesperson said we could learn when he will be released as early as today. president bush is the oldest living president. right now police are searching for a second man suspected of shooting at a police car in california. now, this happened last night in the los angeles neighborhood. investigators say two police officers were responding to a

call when someone fired a rifle at their patrol car. the officers then fired back and no officers were hurt. extra police are on the lookout for the gunman. officers did arrest one man and then warned people living in the neighborhood to stay inside their homes overnight and police did find a rifle. tensions are still running high across the country between the police community and the government. the weekend burial of an nypd officer highlighted that rift between the new york city police department and the city's mayor. construc dialogue needs to take place to bridge this gap. richard jordan has how the social issue is quic >> reporter: this trust has grown between the police and community and now police and officials. bill bratton expects tensions to continue. >> i think it's probably a rift that's going to go on for a while longer.

however, we will be making efforts to sit down and talk with the union leaders in particular to deal with their issues. >> repor thi weekend, protests showed the divide. some people gathered to support police and many others demonstrated against recent police-related deaths. thousands of police officers turned their backs to a screen showing new york mayor bill de blasio at the funeral for brooklyn officer rafael raymos. >> the reality is the mayor of the city of new york should not be blamed for the of those police officers. >> reporter: the nypd called the demonstration inappropriate. >> this is a mayor that cares very deeply about new york city police officers cares very deeply about the divide in the city at this time and is working very hard to heal that divide. >> reporter: but there is support for dialogue to heal the change. one solution that is getting widespread support, those police body cameras.

many people believe those may help rebuild the trust between police officers and the communities they serve. richard jordan nbc news washington. preside obama is talking about the next two years. for more we are joined by carrie dann. thanks for joining us. for having me. >> the president is very clear, he plans on using his veto pen a lot more in the future. are you surprised by this? >> not really angie. one reason that the president -- for all of the conversation about gridlock in washington, the prest has only used his veto pen twice in his tenure so far. but now because the senate republicans will have control there, he's not going to have that buffer that he had in senate majority leader harry reid. he said normally legislation that i disapproved of died in the senate anyway. now it is more likely to pass the senate and likely to vetoed. i think house republicans will

want rollbacks of obama care or the action on immigration. those are both things the white house has already said we will veto. >> he was also asked if the election just passed liberated him and thi >> a lot of the work that we've done is now beginning to bear fruit and it gives me an opportunity then to start focusing on some of the other hard challenges that i didn't always have the time or the capacity to get to. >> yeah but he also said that he anticipates a lot of tough fights ahead, obviously, with republicans controlling both chambers in the new congress. what do you say to that? >> i think there are some things that the president views as things that could be low-hanging fruit for both parties to get done. one of those issues is trade. the white house has been working on for a while a trade agreement to provide the largest free trade zone in the world.

day out of the next seven. that's new year's eve day. new year's day also looking chilly. outside today, you can definitely feel the chill in the air. you're noticing those cooler temperatures. showers well south of . most of us except for those of you in the southernmost parts of southern maryland stay dry for the rest of today and some peeks of sunshine for areas north and west of washington. overall it is a mainly cloudy day for most of us. now tomorrow morning a very slight chance there is light snow or rain shower moving through the area that would also favor southern maryland. only about a 30% chance that that actually happens. otherwise we'll see clouds decreasing throughout the day tomorrow. chilly for new year's eve, new year's day. rain is possible as we look to the first weekend of 2015. i'll have more on that in a moment. temperatures right now for the most part are in the low to mid-40s. 44 in washington 43 over in college park 41 in leesburg and 49 for those of you in

gaithersburg. 43 in manassas. here's what you can expect for the rest of the afternoon. temperatures near steady maybe climbing a few more degrees. our high of 47 will hit at 3:00 p.m. in the afternoon and after that we'll continue to tumble. by 6:00 p.m. a temperature of 44 so as we're heading out today, travel looking good. roads for the most part dry at this point. doing some exercise outdoors still some damp surfaces out there. definitely need that warmer jacket maybe even a scarf. for tomorrow we start off with cloudy skies, a temperature around 37 degrees. there's that slight chance of an isolated rain or snow shower until 11:00 a.m. clouds start to break up in the afternoon hours. by 3:00 p.m. partly sunny skies and a temperature of 42. that 42 that's our high for tomorrow so a little cooler and then tomorrow night that's when we turn cold. cold air here for wednesday morning to greet us and a high temperature on wednesday of 39 degrees. now, if you're going to be out wednesday night at midnight ringing in 2015 mainly clear

hands of his customers. he was beaten robbed and then stuffed into the trunk of his own car. this happened early on sunday morning. he was taking a group of men from adams morgan to congress heights d of pairingy get fare the men attacked, choked and punched him. and demanded his money. >> my mind was telling me i was not going to be okay. they put me in the trunk. >> he has been driving a cab about ten months and isn't sure if he will return to the job. this afternoon the actor who played screech back in the 1990s television show "saved by the bell" will be in court. dustin diamond is accused of stabbing a man during a bar fight on christmas day in wisconsin. he's facing several charges, including carrying a concealed weapon and disorderly conduct. diamond told police he accidentally stabbed a man while trying to defend his fiancee.

right now we have an update to a crash on the outer loop of the beltway that happened this morning in fairfax county. we've learned from virginia state police that it is a fatal

influence plays a major role in that chilling statistic. something these high schoolers don't want to be a part of. so they are here looking and acting like they have been drinking. >> i feel like if you have a personal experience it's easier to be like i'm not going to do it. >> reporter: it's called ford driving skills for life where kids wear the drunk suit. with weights that put them off balance. and drunk goggles that blur and distort vision. when these artificially impaired young drivers are seeing double it's a real eye-opener. >> oh wow. >> reporter: frankly, it's the type of course parents could benefit from too. >> if you gave me this test on the side of the road i'd be going downtown now. >> you'd have failed this test. >> oh yeah. >> reporter: with vision blurred and feeling disoriented, things become scary. >> i can't concentrate on where i am. >> just consider if you were
