be ready for the chance of maybe our first inch of snow this winter coming up on tuesday and bitterly cold weather wednesday, thursday on into next weekend. >> the freeze is looming. thank you, chuck. next up we have "reporter's notebook" for you, a look at stories affecting our community. >> we're back in 15 minutes. good morning. happy new year and welcome to "reporter's notebook." today we're looking ahead to 2015 on the political landscape. gentlemen, let's start in d.c. new mayor, muriel bowser coming on the scene, long-time council member. we've mentioned this is the first time in a long time where we don't unfortunately have marion barry there, fighting for residents who he fought so hard for for years. what can we expect from this new administration do you think, priority-wise. >> bowser has already set the stage in terms of the soccer stadium. while she was on the council, she made sure that got reshifted, took the reid center
6:16 am
off the table, moved the soccer stadium and got that deal done. i think depending on the shape of what the council will look like in terms of the two wards that have to be filled, ward 4 and ward 8. affordable housing is going to have to be a big issue the way the city is changing i think that's a no-lose position for her to take. if he pushes more affordable housing, whether she's successful on it or not, she mentioned that during the campaign. now let's see if she can legislate that into fruition? >> i think the other big story is going to be the election in ward 8. it's now wide open. it hasn't been for a long time. there are a lot of young politician ss who want to get their foot in doofrmt you have the mayor's son who is being mentioned as a possible candidate. so will name recognition play a
6:17 am
factor? ward 8 is rapidly changing. it's not going to be the same ward this year and probably five six years from now. i think that's going to be an interesting thing to watch, also. >> i think an extraordinary template for her might be what the current but soon to be non-mayor mayor did. everything was wonderful as far as his governance went. it was always this haunting shadow of what happened in his campaign was he colluding with people to have a false campaign and were people paid off and were violations ap plenty of campaign laws? he never was ever able to shape that. what happened was a very successful tenure. she could almost do that. hopefully she wouldn't have -- >> i was going to say the other thing we shouldn't forget is when is the prosecutor going to come down on gray? if not 2015 when?
6:18 am
that's something that -- that will be potentially big news too. >> were there any indications he was waiting for him to leave office? >> that was the rumor. but if that was the case it really was terrible the way that it was handled because it cost him the election. >> i was going to say i don't think so because could have held back until after the election. but i want to go back quickly to the ward 8 and ward 4 position. muriel bowser her former campaign finance manager brandon todd has already raised $50,000. he's the front runner in ward 4. she spoke to us on whur a couple weeks ago and wouldn't sort of commit to a candidate in ward 8. she did say ruby may, a former campaign staffer of hers would be a very good council person in ward 8. i think she's already lining up getting behind folks, even though she says i haven't campaigned for anyone. if she gets two people on the council that she can help push -- they can help push
6:19 am
through legislation for her, that will be a major issue. >> how will she get along with council members she's leaving behind? >> she got along with them pretty well. remember it was a council full of scandals and she was pretty much scandal-free. can i bring up something else that we might think about, too? what are we going to name after marion barry? i mean really when you think about this we had the walter washington convention center and i'm surprised that that didn't come up during the funeral, his home going celebration. you would think that some type of monument some place in this town that is extremely prominent will have the name marion barry on it. >> folks may have thought it was too early. i guess the first thought is maybe ward 8 because that's where his base constituency -- >> the marion barry ward?
6:20 am
>> if that's the case i think his son should run. >> a shoo-in. >> that's right. >> as much as we have said about his accomplishments, there was still a certain amount of controversy with marion but it will come in time he'll have his memorial. he should have one. how is the district going to fare with this new congress that is republican controlled in both chambers now? >> whoa. that's going to be difficult for the city. they've already had their confrontation over the drug law, harris and others in the republican party decided the city shall not implement it. the city is moving ahead, some strategy going on to do certain things with the law but step back from certain parts of it. they can't fund it. but there are apparently procedural things -- >> this was the marijuana law. >> the marijuana law -- >> something of aa spending bill
6:21 am
pushed it off the table. >> defunded it. you shall not use funds to move this bill. that's going to be topic number one and clash number one, how this plays out. what will the new congress concentrate on other issues or is it going to get sidetracked with d.c.? >> i think the marijuana law is so symbolic of the issue that the district faces. i've said this before it's very difficult, obviously -- and joe talked about this to get sort of the nation wrapped around this issue of the district and how things work and that there isn't representation. if there was ever an issue that maybe they could sort of get out there in the forefront and say here is what's going on it passed in ther states it passes in the district. yet congress sort of can defund this. but phil mendelson said i'm still going to put it before congress and i'm going to put this bill out there or some procedural thing, paperwork,
6:22 am
even andy harris says i want to stop that. phil mickelson says it costs about $2.00 to send the paperwork up there. i think they can take that and try to run with it if they're trying to push the broader issue. >> i think one of the things we have going for us is eleanor holmes norton. she's very savvy. she knows how to work both sides of the aisle. you remember during the reign of newt gingrich we got more things done during newt gingrich's reign than during the democrats. >> he was very sensitive. >> absolutely. i would put my faith on eleanor holmes norton. >> while we're at it a long-time supporter of d.c. voting rights and statehood, where do we see that or do we see that on the table? >> that is -- again, it goes back to what i said what you just alluded to you have got to
6:23 am
get the nation realizing it. most people on my show i'm telling you, they are just amazed when they find out that we have to have our budget approved by congress. they don't understand it. it's a -- no one in congress takes it up and moves it across the country. it has to be done through the media more than anything else. >> we need a deep pockets guy to work with the city council fund troops corps of people -- walter font roy, when we had a voting rights bill passed by congress petered out. what they need is another group of people going around to state legislatures explaining the way things are. we need a media campaign where there's a media buy and big markets, this is what your nation's capital is really like. it's astounding as joe said how little people know about it. >> it's a story sitting out
6:24 am
there that the media can take and run with it. eleanor holmes norton talked about the changing of the demographics, she talked about many folks coming from other places they come here and see what's happening on capitol hill say the d.c. law on layer ahn nah, they have no joe biden what congress can do that. you have a lot of residents that may be zeroing in on wait a minute what's the situation here. >> but it's new residents. that's the problem. it's got to be oregon washington arizona, ohio. it doesn't resonate with the rest of the country. >> we had that for a while under bill clinton. the thinking is if monica lewinsky hadn't popped up he would do second something for the city. i covered a story about how he put a lot of money in the city took a lot of programs made them federal took it off the
6:25 am
city's back let them govern better. his next step in the second term was to be more statehood and autonomy. >> is this something president obama can do? >> high on his list. >> maybe he can pull his pen out and do an executive order. with cuba and the district of columbia oh my goodness. >> remember he got criticized when he came out and supported muriel bowser. people said what's the big deal what have you done in terms of statehood? you've done nothing for the city. your endorsement of this person for mayor has no impact. there was criticism for obama. >> if he does what joe just said -- >> he can now because it seems like he's doing a lot with executive orders. got to take a break right now. pick it up, a lot more to talk about. we
6:26 am
6:27 am
welcome back to "reporter's notebook." we're talking about right now 2015 and the chances of a new fbi headquarters either in springfield, virginia or somewhere near landover greenbelt, maryland. this is a big deal to get this headquarters that is going to employ so many thousands of people. >> in terms of percentages, you can say prince george's county has the edge because they have two spots and springfield has one. >> all around metro stations. >> all around metro stations. i would say it would lean towards greenbelt because that area is sort of expanding. the metro is fairly new there, not really knew. you have more development over there, folks can hop on the beltway quickly. also remember the last major sort of federal government institution was put -- the cia was put in langley. in that sense, the federal
6:28 am
government can be looking at greenbelt saying virginia you had yours about 20 years ago. the county executive is counting on this as part of his legacy also. >> one thing they do have going, dave, you would know this. you have a republican-dominated congress and a republican governor that they probably would love to be able to put that feather in his cap. >> i think you're right. there's some thinking that would be the way things would turn out. now you have a republican governor in maryland and a republican majority in the congress that they'll work together. whereas before the democrats were in charge and they could push things through and didn't have to worry about republicans, now they do. there's some people that think the change would help virginia. because the democrats in maryland won't be as good on the hill as they used to be. there's people in virginia seem to see a way to get this. they also argue that just because we have langley, weave
6:29 am
got the wherewithal, we should have this. i don't know. a lot of people are throwing a lot of stuff into this. i think the hogan connection i think may be the strongest. >> just a minute left. we've got a new governor in maryland and also a changing landscape in virginia the congressional delegation lost three big names there with a lot of institutional knowledge, a lot of power in terms of purse strings, too. what does that mean for virginia's impact in this new congress? >> that's right. barbara comstock coming in and mr. buyer coming in replacing frank wolf and jim rank huge and seasoned appropriators. in spite of a ban of special favors for people things of that nature they know where to go to these spending bills and get stuff for the local jurisdictions and the state. they don't have that. eric cantor is gone. he used to be able to do that. the pressure is going to be on senators cain and warner to do that. warner is good at pot boiling. senator cain's reputation is
6:30 am
more on foreign affairs and national security. still, they're sitting members of the senate. they're not going to sit around and let the state get beaten. >> ten seconds left. optimistic about this new year for our region? >> yes, i'm perpetually optimistic. >> new folks in charge and i think that will make it interesting. it will make it interesting for folks covering them. it's always a good thing. thank you, gentlemen, happy new year to all of you. thank you for having us in. now back to "news 4 today." enjoy the rest of your weekend. hi everyone. welcome to "news 4 today." i'm angie goff. >> i'm adam tuss. we are starting out our sunday morning a little soggy. >> a little rain that's continuing into our weekend. a little on and off. right, chuck?
6:31 am
>> it's almost all on now, and it will be all off later. it's on and off, yes. but first thing this morning, you need the galoshes and the umbrellas ready to go as it's been raining steady all through the overnight hours. this rain is going to continue right on through the next couple hours as well. the overall impact the weather will have on your day today will be moderate mainly because of the rain outside first thing this morning. it will become breezy and mild and dry later on this afternoon. so the biggest impact will be here in the front part of the day. you can see it on storm team 4 radar now, rain all the way from carroll and frederick counties in maryland out to burkely and jefferson counties in west virginia. manassas warrenton, culpepper. temperatures now in the mid 40s. we'll stay in the 40s here this morning. but there will be a big rise in temperatures this afternoon once the rains turn off, temperatures will soar into the 60s. then the bottom falls out and winter returns. more about that coming up. >> chuck, thank you.

this week the 114th congress will convene in the capital. >> a new dynamic as republicans control the house and senate. joining us is "meet the press" moderator chuck todd. >> happy new year. >> back at ya. >> speaking of the new year, with the gop congress what issues do you really think, if any, that we're going to see the president and congress both be
6:42 am
