power is knocked out, causing businesses to turn people away. and is there such a thing as too drunk to ride? metro says yes, and it's got video to prove it. our snow stopped falling long ago, but we could be in for another treacherous commute tomorrow morning. good evening, everyone. >> some school districts have already announced changes for tomorrow. the only district we've heard from in maryland is prince georges county. they're on a two-hour delay tomorrow. no word yet from d.c. or the federal government. >> in virginia arlington county schools have decided to scout two hours late along with fairfax, loudon. >> we have already seen examples

of cars slipping and sliding all over the place, and jackie benson will show us what it's like on the records. but we begin our team coverage with doug. doug help us out. >> we talked about how bad the morning rush could be all because of that snow that fell between 5:00 and 9:00. even heavy banding of snow. you see the bright white there around the 8:00 hour. it was around an inch per hour at times. that's why we piled up, 2, 3, even 4 inches. everybody is below freezing. not just a little bit. we're 29 in d.c. and 21 in gaithersburg. 15 at dulles. 18 at manassas. it's going to be very interesting to see how we do tomorrow morning. i think the main roads may be okay. but everything's going to be freezing. roads will be slick.

you need to give yourself extra time if you're walking to work even walking will be tough. give yourself extra time no matter what you do tomorrow morning. coming up we'll talk not just about the cold but the wind. we're talking brutal dangerous cold. we go to jackie benson now. she is in arlington where some drivers were still having trouble getting around tonight, jackie? >> reporter: we're seeing the effects of what doug was just talking about. conditions range from damp to dangerous. as temperatures dropped, hilly streets became treacherous. in arlington, police closed the; of fredericks street. michael young was in one vehicle. >> i pretty much stopped. but i slid and i hit one car. bouncing into another car by the side and hit, i think it was a school bus in front.

the school bus had no kids on it so everything was okay. >> reporter: fast work with salt and sand allowed the road to be reopened a short time later. a mile away this section of monroe street became off limits to motorists. narrow residential streets inside the beltway fare the worst during a snowstorm. >> normally they come out pretty quick. this street will get plowed pretty quick. but they didn't touch it when i left at quarter to 8:00 and yeah it's just icy. >> reporter: there were so many early morning crashes, nearly a dozen involving school buses, that for an hour the officers could respond to only the most dangerous. tomorrow is not on the main street but getting in and out of your car, driveway parking lot, they expect those to be dangerous and icy.

live in arlington jackie benson news 4. just how bad was it out there this morning? check out these numbers. 96 crashes before noon today in arlington. 101 wrecks in prince william. in montgomery 100 crashes between 5:00 and 1:00 this afternoon. and 142 crashes were responded to. major school districts are apologizing to parents for not canceling or dough laelaying school today. 12 buses were involved in accidents. >> we're deeply sorry for the concerns this has caused. unfortunately, we got it wrong today. >> traffic is just dangerous, and it's awful, i might say.

>> students in arlington, louden and fairfax who did not make it to school will get an excused absence. many who did go to class expressed their frustrations online. you can see it on our facebook page. at the airports there were problems. more than 900 flights canceled today. 5,000 more were delayed according to flightaware.com. many originated at national airport today. only philadelphia's airport had more cancellations. >> no school in chicago. the high may not get above zero tomorrow. gusting winds are expected to drive wind chills there to 30 below or maybe worse. wind chills 15 and 25 below in central new york tomorrow with a probable 3 feet of snow by the end of the week. even alabama could see wind chills belohse row.

hampshire avenue. several building the lights turned back on. some businesses closed early, and right now, some are in the dark still. >> i'm freezing and rushing and shocked. >> reporter: demetry is disappointed in dupont circle. safe way's closed. >> i have to figure out something else to eat. >> oh, my gosh. >> there's still power out. >> reporter: this generator is on to keep food from spoiling. across the street the golden arches are dark and many restaurants and businesses are without power. >> it's tough. i'm starving. >> reporter: crews worked in the cold to try to restore the power. thousands of customers don't have it after a fire sparked out this manhole cover this morning. three underground theaters failed. >> i'm wondering if my fish are still alive. >> reporter: while crews worked

in the chilly temperatures demetra put it in perspective. >> as long as it doesn't last more than 24 hours. >> reporter: i have news for you, demetra, take a look at this live picture. the lights are back on. but we just found out that customers between r street and s street and between 18th street northwest and connecticut avenue well you have an extended power outage. hopefully those lights will be turned on tomorrow. meanwhile, we'll continue to bring you updates as they become available at nbc washington. new at 11:00, a juror in the corruption trial of former governor bob mcdonnell talks about the two-year sentence on corruption charges. mcdonnell and members of his family thanked the judge publicly for giving him a shorter sentence than he could have received. mcdonnell ales lawyers will appeal his conviction.

we spoke to one juror who felt community service would have been appropriate, but another juror disagreed. >> i feel like i wasted six weeks of my time that i didn't even know who he was. i just moved to virginia. so i went in without knowing anything about him. >> i want to thank the court and judge spencer for the mercy he dispensed to me today. >> you can see the full interview with that juror on nbc washington.com and the nbc washington app. developing tonight, right now, in texas, a gunman dead after he opened fire at a veteran's medical clinic. it happened in el paso texas. that is near ft. bliss. it is part of a compound that includes an army medical center. along with the alleged gunman, we have learned that another person was shot and killed. the fbi's leading that investigation, and it has hundreds of potential witnesses. that is the same v.a. clinic that came under fire last year

for having some of the longest wait times in the country. new at 11:00, the woman accused of vandalizing two d.c. landmarks is now free. she was released from st. elizabeth's hospital after the department of health ruled that she shouldn't be committed. she was charged with vandalizing the washington national cathedral and the lincoln memorial with green paint. the judge ruled the 60 year old was incompetent to stand trial. that means there is no way to criminally prosecute her. republicans officially took control of both houses of congress. representative john boehner was reelected house speaker, and while 80% of the new congress is male virginia republican barbara comstock is among the few women sworn in. a special election also was held today to fill comstock's vacancy

in her district. a democrat kathleen murphy was elected. it's happened again. a passenger on metro, too drunk to ride and taking a serious fall. the video you won't see anywhere else and what metro's doing about it. the redskins closing in once again on the hot free agent, but you won't see this one in uniform. it's not just the cold.

video of another drunk metro passenger, taking a huge fall inside the station. that passenger survived but he is just the latest example of a passenger who metro says is too drunk to ride. tonight the i team and scott mcfarland takes a look at the ongoing battle against booze. >> reporter: about 1:30 new year's morning, this is the boston station along the orc and silver line. watch closely, a passenger had just exited the train and decided to sit on the wall. he sways back and forth then tumbles backward head over heels. a crowd runs to look down and about two minutes later he's finally back on his feet trying to climb out of that utility space below and stumbles once again. a second man tries to pull him out and steady him. the man who fell is 22 years old, he was transported to the

hospital and the they describe him as highly intoxicated at the time. >> those walls aren't designed to be sat upon. >> reporter: the man should have never entered the station so intoxicated intoxicated. the i team reported several falls last year. each of the passengers would survive. metro has said it's made recent progress reducing crime and alcohol-related incidents. 30% drop in citations in arrests for alcohol violations. they are deploying plain clothes undercover police officers and has access to hundreds of security cameraing. joseph kitchen, says officers can only patrol such ofo much of the

bao bao rolling around and playing in her first snowfall. she looks a lot like kids in the area rolling around without worrying about staying warm. that's the same little panda who didn't want to come out of the tree a couple short weeks ago. so ice is a big concern tonight. and the cold too. >> yeah. i mean winter's really showing its nasty head here. we have snow that came out early this morning. some arias picking up 2 to 4 inches of snow. and yeah that snow is going to be changing over to some ice. take a look at the moon tonight, 98% full tonight. and wasn't it gorgeous? that shows you how clear our skies are. anytime we're that clear with snow cover, temperatures are able to fall quickly. look at the wind chill, already

down to 21. the wind not quite a factor just yet, but by early tomorrow it will be a factor. 18 in manassas 27 in fredericksburg. radar not showing anything. we're not going to be seeing any more rain or snow coming up over the next 24 48 72, you can go into the weekend, i don't expect anything. what will be a problem for the morning commute is ice, icy spots for sure. the secondary roads could be a real problem. 22 degrees, especially on some of those hills. by tomorrow afternoon, look at that only 24. and windy. low temperatures tonight in the teens. but it's not going to feel that warm when we wake up in the morning. here we are at 4:00. the wind chill tomorrow will

actually fall as the day goes on. normally our temperatures are rising but not tomorrow. the cold air really racing in. the wind chill of 5 in winchester 8 in leesburg 12 in the district. so you know we are in for one cold day. and look at thursday morning. 5:00. 2 belohsew zero at. very cold air making its way in. bring in the pets for sure. 28 degrees for a high on wednesday. 24 on thursday. that's the coldest day and the cold els morning. 37 on friday so we break out a little bit, but then we're right back to 29 on saturday. we're a little breezy there, too. sunday a high only 37 degrees. then we get to monday and tuesday and another storm system that's going to make its way up the coast just a chance of some snowshowers, maybe some
