national mall tonight. we don't just feel how cold it is, you can actually see it. >> repor jim, the store roy of what's going on right here is what you can see behind me. the wind that veronica talked about that was going to thrust us deeper into the deep freeze it's here. walks around this small park just show how treacherous the snow can be leftover from yesterday. the ice was treacherous. >> it needs to be salted. >> reporter: here the police blocked off a hilly section of the road after the freezing temperatures prevented any deicing chemicals that had been spread there earlier. on the streets, people were bundled up to their eyeballs with hoods and scarves. this is the night to pull out the hat with the ear flaps.

killing 12 people. now the world is rallying behind the newspaper. candle light vigils have popped up from paris to embassies in england and germany. a show of unity and support for freedom of speech. dozens of people gathered at the museum to read the names of the victims in today's attack. our chris lawrence was there. >> reporter: sometimes the simplest words carry the most power. they read the name of a victim followed by je suis charlie. i am charlie. >> we're against the monsters. they need to be stopped. >> reporter: this sirts's brother's grandparents are all in paris. >> everybody is shocked, sad. >> reporter: and he helped organize this vigil. >> it's kind of like a 9/11 in a

way. >> reporter: at one point it got so cold out here they had to move the vigil inside. but even there you could see the show of solidarity. the museum invited them in to get a break from the weather and some showed the support for the satire satire. >> the pen symbolizes freedom of compression and speech. >> the pen is showing its own signs of anger and fear. >> i'm scared of all of the things i'm seeing on seshlocial media right now. >> reporter: maybe this is a sign. one arabic the other french and saying the same thing. in northwest d.c. chris lawrence news4. this video just in to news4, another d.c. streetcar crashed into a vehicle this evening. the accident happened at florida avenue and 8th street northeast. no word on what caused the crash but we noticed some damage to the back end of the car as it drove away. this is the second three-car accident in a week.

on saturday a streetcar ran into a vehicle during testing. a dump truck driver intentionally rammed two police cars and ran up on the back of one of them at the wood m town center. police have not released the driver's name nor say why he did it. tonight we caught up with some of his coworkers. >> reporter: investigators tell us that the driver rammed into two cruisers on purpose in a busy shopping center parking lot around noon. is he a nice guy? >> yeah he's a nice guy as far as i know. >> reporter: earnest waders doesn't know why he friend would be go on a rampage. >> reporter: has he ever said anything negative about police officers? >> i can't say. >> reporter: t s when the dump truck driver drove into

the shopping zernt parking lot. two police officers were fluid for their cars. >> preliminarily, my understanding is it was a negative tone conversation. >> reporter: police say the truck driver drove away and then came back. he slammed into the parking cruisers. the officers were standing outside of them. they were not hurt. one cruiser was pushed into a curb. the man gets out and allegedly confronts the officers. police were able the arrest him without using force. prince gorges police are expected to release more information tomorrow. a trip to the barbershop landed a man in the hospital in southeast d.c. investigators say he was getting a haircut near the metro when a police officer outside fired a shot at a robbery suspect who had pulled a gun.

that bullet went through the store's door and hit the customer in the hip. he's expected to be okay. we're told police later arrested three men for robbing a nearby business. after 13 days on a picket line striking trash haulers will be back on the job tomorrow. those workers formed unity disposal which collects trash in howard went on strike december 26th over wages and benefits. a federal mediator urged the worker to go back to work. the two sides will continue their negotiations next week. next, following the money trail. new construction that could be dangerous cargo closer to home. why neighbors and the d.c. council want answers. it is much worse out west. veronica what's in it for us? >> it may hurt to be outside for any long period of time tomorrow. but we could see improvements before the week is up.

dedicated army to research this. >> reporter: this woman is suing csx and the department of transportation to stop the planned construction zone in her front yard. he says trains carrying hazardous materials make it too dangerous to reroute them so close to her home and those of her neighbors. csx says it needs this land to double the size of the 110-year-old turnl because it's too small, cracking and flooding. csx says it participated in more than 200 public meetings and made substantial modification to the proposed tunnel design and construction process to reflect community feedback. it also submitted nearly 3,000 pages of documentation which chris frinch of the neighborhood association says raises more questions an answers. >> there's a certain amount of money, $4 million, csx in a

contract promised to give to t dot would give back and then what ssx would give back again. that back and forth doesn't pass the trust. >> reporter: so the news4 i team filed a request and received another 400 pages. records show csx paid ddot about $34 million for design changes to the nearly 11th street bridge project. ddot made multiple payments back to csx totaling more than $1 million. but we don't know why because a ddot spokesman can't answer the questions due to the lawsuit. >> it's got many concerns. but we respect our government to represent us providing the answers. >> in my view you can't script it better for creating distrust

and encouraging conspiracy theories. >> this representative says he's had trouble getting answers from ddot during his hearings. >> my answer is whether the right of way could be expanded. you're not sure because you're not a lawyer? >> i'm sorry. i can't answer that question. >> i remember r i remember i was d enough that i made some phone calls and said i don't understand why there's a gag order. >> the council voted to fund a rail safety study. >> the transportation system has talked for years about this and done nothing. after we put that in the law and identified the money, then the d.c. department of transportation went ballistic and said you have no authority to even study this which is ridiculous. >> the new d.c. mayor told the i team today that the safety of the district's residents is her number one concern and she just
