traffic officer. the identity of the second victim we don't know at this point. no one has been arrested. no word whether this is connected to yesterday a's mass shooting, though it seems it may not be. an arrest warrant for two brothers for the murders. 12 people were killed in yesterday's shooting. with more on the massive hunt, let's get to richard jordan at the live desk. richard? >> reporter: the two brothers still at large. still on the run. there is the potential for another attack. so there is still fear and concern. france on high alert. these are the pictures of those two brothers. they are two of the three men accused of attacking that satirical magazine. the third suspect, the 18-year-old turned himself in yesterday in a suburb of paris in northeastern france.

the magazine known for its satirical pictures of islam and other religions. he is known to french police. this is back in 2005 that he was arrested. he's also known to have left france for iraq to join islamist militants there. there is an all all manhunt for these two brothers. it is a national day of mourning throughout all of france. eun and aaron? >> thank you, richard. >> the power is back on everybody in dupont circle neighborhood. 2,900 people were without power when three breakers tripped causing flames to shoot through a manhole cover. the damage was specific to one significant area. with this very biting cool, school districts in our area are

closed or delayed. loudoun county schools are closed right now. also in virginia frederick county, clarke county, and winchester city schools all closed. your kids can sleep in if you live in fairfax county schools. they are opening two horse later as is arlington and spotsylvania and alexandria city. anne arundel is delayed two hours as well. falls church will be opening one hour late today. >> today is not as much snow and ice as it is these dangerously low temperatures out there. >> let's check with tom kierein and what is expected to be a dangerously cold day, tom. >> yeah. and it's a good call to delay or close. you don't want students standing out for a length of time in this type of very cold weather. look at our windchills. it is 2 below zero wind chill. gaithersburg's windchill is 10

rammed their cruisers actually ran over one. >> i'm not sure our officers clearly understand what he's saying. although preliminarily they believe it is a negative tone conversation. >> now, the officers were near the cruisers, not inside, though. they were not hurt. they were able to arrest a that man without using force. right now a huge pile of donations in gaithersburg set aside for the people killed in a plane crash into their home. marie gemmell and her two youngest children died. they received all of these items. the restaurant owner says donations came as far as away as from hawaii and austria. >> it's overwhelming. it probably exception 2,000 or

capitol hill now with with how this a attack is raising new concerns for u.s. counterterrorism officials. tracie? >> reporter: exactly. whenever something like this happens, aaron people wonder could it happen here? there is a lot of talk about lone wolf type of attacks inspired by islamist extremists around the world. there is a lot of concern. there is a lot of outpouring of support. we saw it here in a rally in d.c. another rally in new york at union square. people not only supporting the families of those who were killed in the paris attacks, but also standing up for freedom of speech. there is extra security around the french mission. the flag is the french embassy. president owe bam a ma a has called the french president offering help. some of that will be intelligence to track down what we know are two remaining suspects. it's been confirmed by the french that the 18-year-old

turned himself in. there are two brothers they are still trying to track down this morning, including one brother who spent time in prison previously for trying to join up with islamist extremists. an outpouring of support for the victims and the french people here in the u.s. aaron? . tracie potts on the hill for us. thank you, tracie. dozens gathered at the museum to read the names of the victims each followed by "i am charlie." rallies came out holding -- the people at the rallies were holding pens to support freedom of speech. >> they need to be stopped. >> at one point it did get so cold the museum invited these people inside to get a break from the weather. . it is now 4:48.

new this morning north korea is now demanding the u.s. lift its sanctions against them. last week the white house announced 10 north korean government leaders are band from entering the u.s. they do not have access to the u.s. financial system. north korea denies it was behind the cyber attack that led to the sanctions. the u.s. says it is confident they are. this comes as kim jong-un celebrates his birthday today >> crews are still testing the system. it is expected to start later this month. a crash banged up this car's bumper. police stopped the street car to investigate. we're told no one was hurt. this is the system's second crash in five days.

this is the second crash. the street car did not appear to be damaged in either crash >> the metro boss richard sarls is retiring this month. the agency's assistant general manager will be asked to take the reigns as acting gm. metro plans to make a permanent pick by the end of january. a d.c. man is recovering today after being accidentally shot at at a barbershop by police. a man was getting a haircut when a police officer fired a at a robbery suspect outside the shop who pulled a gun. that went through the store's door and hit the customer in the hip. he is expected to be okay. police arrested three men for robbing a nearby business. 4:49 now. the majority of the eastern half of the country is in a deep freeze this morning. some areas are dealing with significant snow. that caused snow caused major

accidents in michigan. a highway had to be shut down for hours after this 40-car pileup. state police say people were driving too fast in white-out conditions on u.s. 31 near grand rapids. no serious injuries were reported. . at least 17 cars and multiple tractor trailers involved in a deadly pileup in western pennsylvania. white-out conditions caused that crash. ambulances were overwhelmed. an ambulance had to be brought in to take 15 people to the hospital. two people died, 30 injured in the wreck. these cold temperatures, an uncomfortable feeling. dangerous for a lot of folks. well, the first snow stick challenge of 2015 is in the books now. >> the winner of the best snow hats received a coveted pat collins snow stick. it all came down to the final four. the cat in the hat on the left. the hamburger hat.
