>> iced-over roads, delayed metro rails, wind chills still in the teens at this hour with the sun shining. >> storm team 4 is helping you fight these frosty conditions both on the air and on our nbc washington app. hello, everybody. i'm jim handly. >> and i'm wendy rieger sitting in for pat lawson muse. we're going live to kristin wright in northern virginia in just a moment. but we start with our meteorologist, amelia segal in the weather center. how low are we going tonight? >> wendy, we're looking at temperatures tonight to be around 20 degrees, not as cold as last night. and actually overnight temperatures are going to kind of remain near steady maybe even slowly warm. i'll be showing that in just a moment. right now, we're at 34 24 degrees, the high temperature so far today. the wind chill 16 degrees outside, breezy conditions 5 to 10 miles per hour. so the wind chills across the area still in the single digits and teens. feeling about 8 in gaithersburg. and 13 for those of you in leesburg leesburg.

16 in manassas. feels-like temperature at 6:00 p.m. tonight, single digits and teens. notice overnight wind chill temperatures feel like they remain in the teens. so tomorrow morning, another cold start. at least it won't be as cold as it was this morning. nonetheless, the kids need to bundle up as they wait for the school bus or walk to school feeling 13 degrees in washington at 7:00 a.m. as we look forward to the weekend, one frigid day in the forecast. i'll let you know what day that is coming up in a little bit, wendy. >> thanks amelia. this deep freeze is making folks desperate when it comes to staying warm. >> one homeowner started a fire while trying to thaw out frozen pipes, and he's not the only one. kristin wright joins us live from fairfax with a word of warning from fire officials there. kristin? >> that's right. a cold day in the neighborhood can turn disastrous and quickly. we saw that today. firefighters as you said say a homeowner accidentally was using a portable heater on ruby drive

to try to thaw a frozen pipe in his basement. but the home's insulation caught fire. fortunately, firefighters were nearby. they kept the fire contained to the basement and put it out relatively quickly. the fire was small, but the message here is huge. fairfax fire says this is the second fire they have responded to that started like this within the last 24 hours. during this extreme cold fire departments are asking all of us to be safe to be smart, when we're trying to stay warm. people are making mistakes that could cost them or someone else dearly. >> ashes. we've had two fires within the past week caused by improper disposal of ashes. so people will take their ashes, they'll try to take them into the garage because it's so cold outside, they go to bed, next thing you know we're called out because their garage is on fire. >> reporter: so ashes should always be disposed of in a metal

container, placed outside, away from the house. never try to thaw frozen pipes on your own. best bet is to call a plumber. tonight at 5:00 the cold is having far-reaching impacts across fairfax county including in the school district. coming up we'll tell you what the superintendent has to say about decisions whether to stay open or close throughout this cold cold week. in fairfax, kristin wright news4. >> and more on that now, kristin. parents in fairfax county talking this afternoon about the decision first to delay school then close all together. the planned two-hour delay became a system closure about 7:00 a.m. today when several factors combined to force the change. >> we had quite a number of bus drivers unable to report to work due to a variety of different circumstances. and we had quite a number of buses that would not start. we were very concerned that that might cause some delayed bus

pickups for students and because of the frigid cold temperatures we decided to close school for today. >> garza says schools will be closed again in the future if cold weather conditions make it necessary. delays are easing on metro this afternoon, hours after a cold and chaotic commute left so many passengers shivering on the platforms. chopper 4 flying over the grovener metro station late this morning. metro says it's fixed two rails that cracked or broke in the freezing temperatures. we're also going to have the latest on the potential for more delays which comes as metro's general manager is wrapping up his tenure with the transit agency. all of that is coming up in a live report on news4 at 5:00. and then check this out. it is not old faithful it is a water main break. this on navaho drive in the la conia area. 20 homes are without water because of the dead-end road. there was no impact on traffic. dramatic new surveillance

video shows the moment a dump truck rammed into two parked police cruisers. take a look at this. the truck literally pushed the cars several feet and investigators tell us the driver he did it on purpose. tonight, we're learning new details about that suspect. >> reporter: i'm darcy spencer at prince george's county police headquarters where they just released video of an incident yesterday where a man in a dump truck rammed two police cruisers. and here it is. that video shows the dump trucks speeding toward the officers at the woodmore town center parking lot and hitting both cars. the dump truck ended up on top of one of those police cruisers. the driver has been identified as 31-year-old dean brandon here in the county. this is video of him after attempted murder and assault charges. the police chief here said these officers are lucky to be alive. >> it's by god's grace these two officers weren't killed. >> reporter: coming up on news4 at 5:00 we'll tell you what the

suspect allegedly said to the officers right before the attack and how his mental state may have played into this crime. in palmer park darcy spencer, news4. now here's a sight you don't want to see anywhere especially not on the beltway. we first sent out this accident on twitter today, the inner loop near route 4 is clear again now. chopper 4 was above the scene earlier when two lanes of the beltway were closed. workers scrambled to get this messy accident out of the way before rush hour. one person suffered some minor injuries. police are still looking into why that dump truck overturned. dozens marched in front of the police headquarters in fairfax county today, demanding transparency from the police chief. this group wants more answers in the august 2013 shooting death of john gear. police shot and killed gear as he stood in the doorway of his springfield home during a domestic dispute. he was not armed at the time. police however, later found weapons in other parts of his house. just this week after facing

pressure from a judge, the police department identified officer adam torres as the shooter. protesters say there are still more questions that need to be answered. you'll be hearing from them in david culver's report on news4 at 5:00. first at 4:00 a record fine for honda after the automaker failed to report more than 1,700 deaths and injuries to the government. consumer reporter erika gonzales with the details. >> the government is sending a strong message to automakers come clean about problems or pay up. the national highway traffic safety administration is fining honda a record $70 million, because it says honda failed to report more than 1,700 deaths and injuries in >> erika, we're having audio issues. we're going to continue here. this is the largest auto safety fine in u.s. history, and honda has agreed to pay. now, under federal rule an automaker has five days from learning of a safety defect to

i'm dianna russini at the live desk. the nfl never saw the video of ray rice punching his fiancee before it was publicly shown. that's the final finding from a four-month independent investigation. the probe, led by former fbi director robert muller found no evidence anyone at the nfl had or saw that elevator video before initially suspending rice for just two games. but the report did acknowledge that a more thorough investigation should have taken place, based on the substantial information the league did have. we have posted a link on nbcwashington.com to the full details of the findings as well as recommendations made to the nfl to improve its personal conduct policy. guys back to you. >> dianna thank you. could it happen here?

that's the big question today, facing u.s. officials a day after terrorists killed 12 people at a newspaper office in paris. this wasn't a lone wolf with a hammer or axe. it was a para military style attack. steve handlesman joins us live now from capitol hill with the latest. steve? >> reporter: jim, thanks. it was para military. what happened in paris is just what a lot of officials here in washington have feared. not just a highly motivated terrorist, but a well-armed and well-trained team of terrorists who in this case could strike again. despite the intensive manhunt, the kouachi brothers were still at large as darkness fell in france. french soldiers rushed to paris, the number one concern said officials, is another attack. cherif kouachi, 32 was jailed in 2008 for helping send jihad fighters to iraq. he and his brother, said 34

for your prophet. >> reporter: as the eiffel lights went off and back on to honor the dead. the government of france asked the secret service for extra protection and now is enjoying extra patrols bit secret service at the french embassy here in washington on reservoir road northwest of georgetown. in case you wondered if the kouachi brothers were on the radar of u.s. homeland security the answer tonight is yes. they have been banned from traveling to the u.s. for years. they're on the no-fly list. i'm steve handelsman news4. >> here at home the new street car in the district on h street northeast isn't taking any passengers yet. but there have been some recent fender-benders. still getting used to this mode of transportation over there. d dot tells nbc 4 today have been eight incidents of street cars colliding with other vehicles since this track testing began in october. one incident occurred last night. officials say a car suddenly stopped in front of the street car.

as we look to next week keeping a close eye on a storm system that looks to impact our area namely on monday. temperatures right now in the teens and 20s. 24 in washington. 19 in frederick. 27 for those of you in fredericksburg. and temperatures overnight tonight, near steady slowly warming. you can see here in your hour-by-hour temperature forecast 8:00 p.m. 21 degrees. 11:00 p.m., up to 23. so tomorrow here are the high temperatures. gaithersburg warms to 33. la plata, 36. washington warms to high temperature of 37. now, clouds start off the day, but as we work into the afternoon hours when we hit high temperatures we're going to have partly sunny skies. maybe a few flurries around tomorrow morning, but just something you wouldn't notice. as we look to the weekend, if you're running errands, dry both days. maybe you're thinking with this cold snap we have maybe do a little winterizing this weekend. i would recommend sunday. it's the warmer of the two weekend days. heading to the health expo this weekend?

out today she will continue to get chemothaip therapy even though she doesn't want it. >> the court says she will be free to make her own medical decisions when she turns 18 this fall. erika edwards has more on the ruling and reaction. >> at issue in front of the connecticut supreme court thursday a 17-year-old girl a minor, be able to refuse medical treatment that doctors say is very likely to save her life. >> does the right to refuse treatment spring into being on the morning of the 18th birthday. >> reporter: cassandra has hodge kin lymphoma a cancer of the immune system a disease that has up to an 85% survival rate if treated with chemotherapy. cassandra calls chemoo toxic poison. her mother has said her 17-year-old is mature enough to refuse treatment. >> it's very serious. and my daughter does not want poison in her body. this is her constitutional right as a human being. >> reporter: but according to the court's ruling thursday

about the deep freeze. storm team 4 meteorologist amelia segal has an update. when is the temperature going to climb? >> well wendy, we're going to see warmer temperatures tomorrow but it's still going to be breezy. we continue to deal with the wind chill factor. right now, the wind chill temperatures are how it actually feels outside when you factor in the winds 5 to 10 miles per hour. about 16 degrees in washington and 11 for those of you in gaithersburg. 17 in ft. belvoir. so another cold night. right now, without the winds, the temperature 24. and throughout the evening hours, temperatures kind low 20s. actually overnight, we'll slowly see our temperatures warm. another cold start tomorrow morning, but not as cold. temperatures tomorrow morning, when you factor in the winds, will feel like they're in the teens, rather than below zero. we remain below our average high of 43 right through sunday and then we're tracking the potential for a wind-free mix monday. i'll have more in a little bit, jim. >> thanks amelia. frigid temperatures forced another day of school

to plunge to single digits let cold water slowly drip from the faucets served by exposed pipes. get more tips now using the nbc 4 washington app. a young dog is recovering now from severe burns. a $7,000 reward is now being offered for information that leads to the arrest of the person who did it. the 1-year-old gray and white pitbull was found last week huthsed in a backyard in clinton, maryland. vets believe someone poured a scalding substance on him intentionally. we cropped the photo so you wouldn't have to see the extent of the injuries. the dog is now being treated at the humane society of calvert county and is expected to be available for adoption when he gets better. new at 4:00 now, she is leaving washington but not giving up the fight. long-time liberal senator barbara boxer announced via youtube today she will not run for re-election in 2016. in a mock interview with her grandson boxer says she will never retire but she wants to go home to california and work

through her political action committee. boxer has been in washington since 1983. she served ten years in the house before she was elected to the u.s. senate. a teacher in the district now holds one of her professions most prestigious honors. michelle johnson was surprised today with the milken educator award, known as the oscar for teaching. she was recognized for getting kids excited about learning. she is a second grade teacher at seton elementary in the shaw neighborhood of the district. the students have shown big improvements over the past few years. johnson says what inspires her the most is the kids themselves. >> they want to be here more than any other kids do. they appreciate the opportunity. they come here every day and they work so hard. and make me incredibly proud. and i'm here for them. and i love it. >> michelle johnson is one of 40 teachers in the entire country to win this award. aside from the honor, it comes with a check for $25,000. johnson says she plans to use it

to pay off student loans. any time now. we could find out whether the nation's capital could host the summer olympics. news4's aaron gilchrist shows us. >> reporter: the district and three other american cities are all hoping to be chosen here. the united states olympic committee is meeting in denver today, and they're also considering three other places boston san francisco and los angeles for this bid. members are expected to announce their decision as soon as this meeting is over. we don't know how they're evaluating the candidates but if you remember there were d.c. area leaders, politicians, sports figures, people like you, that put together this video in hopes that it would help their case. now, it's fun to imagine what the olympics would mean for our area. things like a new stadium, maybe. however, if d.c. is chosen today, it's still going to be a long time before we have an idea about whether we have any real hopes for the games.

chrissk with breaking news. >> a major fire in fairfax county. chopper 4 on the scene now. let's take you to live pictures looking down. you can see that fire still burning there. that's a townhouse on holly hill drive. this is off route 1 in fairfax county. the choppers had to stay back a bit because of a no-fly zone enforced over that. but you can see, that fire is completely burned through that one townhome. it's also started to burn into the townhome it was attached to on the left and it looks like the winds or sheer force of the

fire was powerful enough it jumped the gap in the middle and actually scorched the side of another set of townhomes there on the right. so two-alarm fire. here's a still picture that gives you a clearer view. you can see the damage that was done to the townhouse and how powerful it was. we'll stay on this get more information for you. for now, at the live desk i'm chris lawrence. >> we have developments this afternoon in the investigation of last month's airasia jet that crashed off the coast of indonesia, a frustrating delay for investigators looking for the cause of the crash. >> yeah they have located the plane's tail section, which should have the black boxes. but conditions are keeping them from retrieving what they need. nbc's kelly cobiella has our story. >> reporter: search and rescue officials here in indonesia have decided to try to lift the tail section out of the water tomorrow. we have seen the pictures of this piece of wreckage on the sea floor. it's about 100 feet of water. it appears to be upside down. and according to search and rescue officials, is partially

buried in silt and mud. but it looks relatively intact. and officials here are fairly confident now that the black boxes are still inside. so here's how the operation will work if they're able to carry it out. they'll send divers down to this piece of wreckage to strap cables or rope to this tail section. on the other end, they'll attach flotation devices, inflate those, bring the tail section partially to the surface and bring it the rest of the way up using a crane. now, all of this of course is dependent on those divers reaching the wreckage. they tried earlier today, and had to turn around didn't even make it as far as the tail section, because of very strong currents and poor visibility. visibility down to less than three feet again. so as is the case with so many of these search operations regarding flight 8501 progress once again is dependent on the weather.

area but clouds pushing in. and it will become mostly cloudy overnight tonight. those clouds stick with us tomorrow morning. temperatures right now in the teens and 20s. this is pretty much the warmest it's been all day. 18 in hagerstown. 25 in culpeper and 20 in annapolis. the temperatures now pretty much where they're going to stay throughout the overnight hours. we'll slowly warm so you can see lows tonight also are going to be in the teens and 20s. so your hour-by-hour planner for tomorrow 7:00 a.m. it's cold but it's not brutally cold. temperature of 28 degrees, breezy it will feel like temperatures are actually in the teens, maybe a few flurries. clouds will give way to afternoon sunshine. it will remain breezy throughout the day tomorrow. a high temperature at 3:00 p.m. of 37 degrees. as we look to saturday and sunday we're keeping it dry. and then monday rain is in the forecast and a high temperature of 37. vj we have been keeping a close eye on the storm system because it's not only rain we're talking

about, but maybe a wintry mix. what we need to keep a close eye on too is the arrival time, when it will get here. >> that's right. temperatures start coming up even for the afternoon. but we're going to be right on the line there, right close to that freezing mark at least for the early start for a couple days. let's take a look at it because this is day three of the arctic air. this unseasonably cold air being over us. and it goes all the way down to the deep south atlanta, georgia, right now at 32 degrees. but watch what happens. we're going to see a pattern change and that cold air is going to start to retreat up to the north. saturday it's around the carolinas. by the time we get to sunday monday, second half of the weekend, we're talking about highs in the mid 30s. but a new system coming in and that may lead to a brief period of freezing rain early monday. not looking like a major storm, but i like the 30s versus the 20s for at least highs. amelia? >> i have to agree with you. so when we're feeling that cold high temperature on saturday of only about 26 degrees, know that after that we're looking at a

string of mid to up you per 30s for high temperatures. so sunday definitely the warmer of the two weekend days. and even though we'll have a little more cloudiness around i think overall it's going to be the better of the two weekend days to get something done outdoors. again, like vj said we're keeping a close eye on the system on monday with a potential for freezing rain. as far as the wintry mix is concerned, mixing in with rain and a chance of rain and snow next thursday. veronica is going to have more on that system coming up at 5:00 wendy and jim. >> thanks amelia. we're seeing more video of the deadly encounter at a park in cleveland where 12-year-old tamir rice was shot and killed by police. that video shows the victim's 14-year-old sister running toward his body after the shoot shooting. you can see the officers force her to the ground and handcuff her. this happened in november. during a recent interview, his sister described what happened. she said she had to sit in the patrol car, next to her dying brother. >> i couldn't get over to him, because the officer attacked me

5:00 on saturday and then again 9:00 to 4:00 on sunday at the washington convention center. i'm chris lawrence at the live desk where we are tracking a pretty big house fire out at fairfax county. let's take a look now. fairfax fire rescue is on the scene on holly hill drive. this is off route 1. this is a townhouse fire. chopper 4 is live above right now, giving you some pictures. it has completely burned through one townhouse. and it looks like the flames were so powerful that they have now burned into the townhouse that was to the left of it. and the winds may have even pushed some of that flame across that gap and into the townhomes on the right. you can see the picture there, damage across completely lost. at the live desk i'm chris lawrence. >> doctors say the disneyland is linked to a measles outbreak. >> reporter: cold rails on metro leading to all sorts of problems all over the system today. i'm adam tuss.

snake. they said it likely is someone's pet. and wasn't too far from home. some parents are dealing with a health scare after visiting a popular theme park. >> nine people who vacationed at disneyland are infected with the measles, as nbc's gaddy schwartz reports, that situation has renewed the debate about vaccinations. >> reporter: in a place where huge crowds are constant measles are still posing a threat. >> i think of it as cleaner than the subway or a bus an airport or any place is crowded. >> reporter: the health department put out an advisory saying a person with measles infected at least nine people who visited disney land at california adventures from december 15th to the 20th. those infected from alameda, orange pasadena riverside, san diego, and even utah. >> it's a little scary. >> reporter: turns out, this northern california family was at disneyland during that outbreak. >> there is not such a common thing and i don't think people have enough knowledge about what it is and what we're dealing with. so i think any time you have

>> reporter: new steps being taken for a northern virginia man gunned down by police when he had his hands up. and final review. the nfl fumbled the ray rice assault case and we're getting the first reaction from commissioner roger goodell. the deep freeze continues now at 5:00. >> and the cold weather is impacting everything from metro to schools to firefighters. some had trouble today staying on their feet battling the blaze with water turning to ice there. metro customers sounded off on social media, tweeting out about cracked rail chaos. and this arctic blast is affecting nearly 200 million people across our country. storm team 4 meteorologist veronica johnson is here with more on what is the coldest air of our season. >> that's right. you have to go all the way back to last january, early part of january, to find ahat's been as cold for us. yeah it's been unseasonably cold and this is day three of it. we're almost out of it though. take a look. we're at 23 degrees.

the wind chill, 13. by almost out of it i mean folks, we've got another cold night to get through. 23 now. look at the temperatures across some other locations. neighborhoods up around gaithersburg around leesburg around manassas and fairfax and falls church at 21 degrees. but factor in the wind and we're already in the single digits in a couple neighborhoods from montgomery county up through areas of frederick county in maryland. low temperatures tonight dropping down to around 14 to 21 degrees across the area. but factor in the winds, which are going to be picking up as another little weak system steps into the area. we're talking about another extreme night for us. gusty, harsh start for tomorr
