the impact all this cold weather on the morning routine. >> breaking news. police on the trail of two men on the road expected in deadly shootings in paris. richard jordan at the live desk with the latest. let's get you up to speed. french police say they are closing in on the two brothers behind the shooting rampage at the charlie hebdo magazine headquarters on wednesday. these are live pictures where the standoff is taking place. 25 miles northeast of paris. this is not far from the charles duegall airport. there are helicopters in the air in that flight space right now. here's how all of this got started. there were shots fired at the brothers when the brothers pulled off a car-jacking. it started a gun battle.

at least one hostage these men apparently have held up in a factory there. this is not far from the gas station where there was a reporting sighting of them yesterday. again, helicopters in the air right now. a perimeter has been set up. french authorities say is they are confident they've got these guys. they've got these guys cornered in this area. this operation is unfolding right now. we will stay on top of it all morning. aaron and eun. thank you, richard jordan, from the live desk. 5:01. welcome to news 4 today. we'll start off this go round with information about metro. >> it is open at this point. we know you're hoping for a smoother and easier commute today. that wasn't the case yesterday. the freezing cold temperatures caused a number of problems and a whole lot of delays. metro says all the issues are now fixed. metro says extra crews are tracking the system to stay ahead of any potential problems today

eun? . tom, thank you. right now a water main break is turning a busy intersection into a sheet of ice at the intersection of wilson lane and river road. we want to go right to news 4 megan mcgrath with the impact this is going to have on your commute. megan? >> reporter: well, eun, we have an icy mess here. we have a water main break. that's actually on wilson lane. but it's causing a con flow of water to come down the street and down on to river road. this is the westbound side of river road. lots of people use this road to get from bethesda to the beltway. because of the cold temperatures everything has just frozen. a little while ago, take a look at the video, crews were here on the scene, putting down salt trying to melt the ice. they used a plow to push the slush out of the roadway. they're trying to keep up with it. but the water is still flowing and it's continue to go freeze.

jesse matthew is facing trial in an unrelated fairfax county sex assault case. they want to prevent the prosecution from making any public comments about the case. they also asked for approval to hire a dna expert. yesterday the judge decided not to let cameras in the courtroom. 5:06 now. today president obama is proposing free community college programs. he said the programs would be free for anyone willing to work . . that's right. free for everyone willing to work for it. it is something that will train our workforce so we can compete with anybody in the world. >> officials say there is little information about the program or where the money would come for to pay for this initiative. the white house said if all states participated, 9 million students could benefit saving

if next year's budget is approved in fairfax county teachers can expect a pay raise. molette green is live at mcclain high school with more. >> reporter: many people waking up to hear about this much anticipated budget news coming from the largest school district in the state of virginia. $2.6 billion is the budget proposal up from 2.6% last year or $64 million. $59.4 million in salary increases. now, if you look at it fairfax county ranked last in max mux teacher salaries. karen garza said we are in fact losing some of the best teachers and best administrators to
