we're dealing with another morning of extreme cold. temperatures will feel like they're in the teens thanks to the windchills at this hour. the cold is delaying a start to a school in a number of districts. we'll update those delays in just a minute for you. let's check in with storm team 4 meteorologist tom kierein with what you can expect on your way to work this morning. almost felt balmy when i got out of my car. we're 20 degrees warmer. still below freezin a few flurries and sleet. it is quickly tracking across the bay. farther west other flurries out

of the mountains. those may quickly zip on through this morning. small chance of that for the morning. good news for the afternoon. we'll have some melting of the snow. and roller coaster temperatures likely moving in later tonight and into saturday and sunday. right now mid-20s montgomery prince george's. windchills in the teens this so layer up before you head out the door. dry pavement for the morning commute. temperatures in the mid-20s. clouds around. coming up a look at the hour by hour temperatures for the day ahead. 6:02. the cold weather is having a major impact on the morning drive in montgomery county. a water main break is turning wilson lane and river road into a sheet of ice. we want to go to megan mcgrath live with with a look at how crews are work to go fix this break.

it's causing a lot of problems, megan >> reporter: eun, we have pretty sloppy conditions at the intersection of wilson lane and river road. you can see behind me a steady trickle. it's only 28 degrees out here. crews were out earlier. laying down salt. plowing the slush at times. the problem is a water main break wilson lane.

the brothers have been in contact with a hostage negotiator. they say they are prepared to die as martyrs. french police and military set to take them down. the small is unfolding. they are apparently surrounded by police. these are two of the three men responsible for the shooting ram page at charlie hebdo. you have 8,000 people who live there told to stay inside their homes, to lock their doors, windows. schools on lockdown. here's what the french interior minister said happened. the two brothers were involved in a car jacking. that started a gun battle. they have at least one person held hostage at a factory nearby. this is not far from the gas station where the two brothers were reportedly spotted

yesterday. also close to charles dugall airport. there is concern of a firefight and that aircraft could become involved. so two runways are closed. french police and military surrounding these two brothers. they are closing in and prepared to take them down. we will be monitoring developments from the live desk. >> 6:05 now. the man linked to the disappearance of uva student hannah graham will be in court. today defense attorneys will ask the judge for a gag order. they want to prevent the prosecution from making any public comments about the case. and they will ask for approval from a dna expert.

prosecutors said the victim did not want the cameras there. >> today olympic officials will announce boston as the bid city for the 2024 olympics in the u.s. it is the first time boston bid for the olympic games. the city will go up against international bids, rome among them. city officials here in d.c. are disappointed. we are closely watching metro for any delays. thousands of metro riders were delayed yesterday. they were left out in the cold. it caused older trains to break down yesterday. snapped and cracked rails. metro finished the repairs yesterday afternoon. they say when it is this cold they have extra crews checking the system to stay ahead of any potential problems. we learned that allegheny county

6:16. we are seeing the impact of this winter blast and the effect it's having on our region. wilson lane at river road is shut down because of a water main problem. the extreme cold has windchills in the teens around much of the d.c. area. >> the winter blast is letting some of your kids sleep in. parents in fairfax county want to make sure they know the plan as soon as possible. the county made the call too too late in the morning yesterday. school leaders said it would only happen after several buses would not start and some bus drivers could not make it in to work because of the weather. >> this deep freeze is having a

the pings have been coming and going for days now. of four more bodies were pulled from the water today. 162 people were on board. the moment a dump truck slammed is into two police cruisers wednesday in glen arden. the man is charged with attempted murder and assault. gene brandon was arrested shortly after the incident. officers say he got into an argument with them beforehand and accused them of shooting his brother, which never happened. >> speaks volume to the training the officer received how vigilant they are and tactical they are. >> brandon has a history of mental illness and was not on his medication. . police searching for clues today after a temple hills man was murdered.

a shooting inside this apartment complex. they searched the apartment but have no suspects and no word on a motive. security on heightened alert in the boston marathon bombing trial. authorities have been taking what they describe as extraordinary security measures. it started when the jury selection began in the trial of a suspected bomber dzhokhar tsarnaev. homeland security and boston police are patrolling outside the federal courthouse. u.s. coast guard boasts are patrolling the adjacent harbor. you may see changes the next time you're at the airport. the tsa is considering adding new guidelines for airline and airport employees. it may add more officers to the line putting in higher security and implement new random checks. five people were arrested for smuggling guns on to planes

between atlanta and new york city last month >> during a comedy show in canada bill cosby joked in reference to the sexual allegations against him. this was during a show in ontario last night. the woman who was sitting in the front row got up to go to the lobby. cosby asked where she was going. she said she was getting something to drink. cosby answered you have to be careful about drinking around me. cosby has been accused by more than 15 women of sexual assault. some of the women accused the comedian of drugging them by slipping something into their drinks. hockey players are notorious for being tough. we're learning caps coach barry trott is tough as well. take a look at this. he took a stick to the head. oh. ow. that was a collision in the bench last night. he didn't even leave the bench. he was stitched up right there by the trainer. i can't even look at that. this is what the players do too.

problems with your commute. a big dip we will see in temperatures into the weekend a little later in the broadcast. a live look at bethesda. >> if next year's school budget is approved by the county, teachers can expect a pay raise. molette, good morning. >> reporter: good morning, eun. $2.6 billion budget proposal. that's up 2.6% from last year or $64 million. the superintendent karen garza calls it practical and realistic. she says there are three big factors driving the numbers here. the growing student enrollment. they are looking at 188,000 plus students next year. the changing demographic. keeping the teachers from leaving and going to neighboring

school districts. quite frankly, fairfax county maximum teacher salary lags behind so many other school districts. now, this budget comes with a a big warning as well. the superintendent saying this is not reflective of all the needs the school has now and in the future. they're asking for $70 million from county supervisors. also karen garza in her warning says there needs to be some sort of long-term funding plan to maintain the quality of their school plan here. there will be some public hearings coming up later this month before all of this is over before the school board votes and before this is sent on to the board of supervisors. live outside of mcclain high school. >> 54,288 students received an undergraduate degree last may according to a report with the commonwealth council for higher education. a law put in place in 2011 says

virginia has to award at least 100,000 undergraduate degrees by 2025. a faulty power strip caused a destructive house fire in alexandria section of fairfax county. surveillance video shows this home on holly hill road completely engulfed in flames. the home owner said he had several electronics plugged in when the fire started. he is okay. it took firefighters 30 minutes to put out the flames there. one firefighter did suffer minor injuries. major track work back on metro this weekend. the braddock road station will be closed starting at 10:00 tonight. take a bus between reagan national and king street stations. orange and silver lines, you will have to wait up to 16 minutes. if you ride the red line you could have as much as as a 20-minute wait. city leaders and people in the district are saying about the news that we will not host
