he is now in serious condition. police do of this morning. developing story this morning, a 7-year-old boy died after falling into a frozen pond. this happened in prince george's county and news 4's jackie bensen was at the scene in oxen hill last night. >> police were on the scene. the child was in the water. they were getting the child out of the water. he was unconscious and not breathing at the time. >> frantic woman flagged down a prince george's county police cruiser after 5:30 pm and asked the officer to please help her son, who had fall nooenen into a large drainage pond. he was joined by another officer working an off-duty security job across the street. they plunged into the water to rescue the boy. frank foster lives nearby. >> i heard commotion and saw the lights. i saw them running up the hill with the baby. that's all i saw. >> reporter: it's located behind a townhouse complex.

police cordoned off the entire area with yellow tape. pieces of the boy's outer which are could be seen on the ground evidence of the cpr performed by the soaked and freezing officers as they tried to revive the unconscious child. the pond has an aerater, which keep it is from freezing solid. the boy's mother was alerted to the situation by another son. >> that's why detectives are out here trying to determine exactly what happened. is it foul play accident? what exactlypened tonight? >> and that was jackie bensen reporting. we know both officers were taken to the hospital as a precaution. right now we are working more -- working to bring you more information on this awful tragedy. a fourth terror suspect on the loose right now in paris.

this happened around 1:30 in the morning on green belt hanover parkway. the cruiser was rear ended. one person was arrested for dui. no one in that crash was seriously hurt. president obama wants to send your kids to college for free. he has proposed a program that would allow students to attend two years of community college for free. the white house says the program will cost the federal government about $60 billion over ten years. the president says this program will help train the workforce and improve u.s. competitiveness with other countries. a similar program already being tried out in loudon county. some high schoolers there getting the chance to take college courses in their own classes and it doesn't cost them a eager eyes watch mr. myron hankey. >> sometimes it goes away from you.

station along the sborng silver lines. watch closely. the passenger just exited a train and tries to sit on a wall to the left of your screen. he sways, back and forth, tumbles backward head over heels. the crowd runs to look down. about two minutes later he's finally back on his feet trying to climb out of the utility space below and stumbles again. a second man eventually pulls him out and tries to steady this man. the man who fell is 22 years old. i team has learned he is transported to the hospital and police officers describe the man as highly intoxicated. >> those walls aren't designed to be sat upon. >> reporter: the man should never have entered the station so intoxicated. >> if you find yourself in that intoxicated state, take a cab or travel with a friend who is not intoxicated. >> reporter: similar incidents last year. at least four hard long falls by passengers believed to be intoxicated. each of the passengers would

survive. metro has said it's made recent progress reducing crime and alcohol-related incidents. a 30% trop in citations and arrests limited to alcohol in 2014 compared to the year before. the agency saying it's deploying plain clothes, undercover police officers and has access to hundreds of security cameras to monitor crowds and incidents. joseph kitchen, former member of metro's rider advisory council says they can only patrol so much of the grounds. number of intoxicated riders will still pass through. they're often the ones causing trouble. >> issues we have are passengers under the influence in some way and unable to control themselves. so they are antagonizing other passengers. >> reporter: public intoxication in any major transit system are dangerous, high ledges tall escalators staircases so many high places you can fall from if
