4:00 pm
l'enphant plaza has been evacuate and closed down. there are reports of smoke inside the station right near the platform. we see images confirming it smoke inside the l'enphant metro station. you can see these along 7th street northwest. d.c. fire and emergency medical services responding. by phone we're joined by the chief spokesman for metro. dan, good afternoon. what's going on? >> good afternoon, scott. this was first reported to us started getting these reports around 3:20 this afternoon of smoke and at times heavy smoke on the up ef level at l'enphant plaza. the station is closed for the fire department response, d.c. fire on the scene with metro transit police. the station has been evacuated and is closed. what that means for riders yellow and green line service the temporarily suspended through downtown. if you're top green line those trains will make it as far north as navy yard and turn back to branch avenue. yellow line makes it as far
4:01 pm
north as pennington and come back to the city. for green lines, there's no service on the green or yellow lines between mt. vernon square and either navy yard or pentagon city. good alternates for folks, the lower level of l'enphant plaza, trains are passing through but not stopping at the station. that's your orange blue and silver line trains will go through l'enphant plaza without stopping. you can use federal center southwest, which is a short walk. if you use any of those three lines and your normal station is l'enphant plaza, use federal center southwest as your alternate. if you're down at the navy yard looking for alternates walk to capitol south, about .8 miles to the north and that will get you back on metro rail to make other connections. >> do we know the source of the smoke? >> we don't. the fire department is on scene now. there are -- there was one train in a tunnel when all of this was reported. they're dealing with the passengers accommodating the
4:02 pm
pass jers on that train right now. obviously, that is their priority attending to those passengers. then we'll get to the source. we have not yet heard what the source of the smoke is. we have not seen any active fire. i can tell you that. but as to the exact location for where the smoke is coming from, we don't know. >> one more question dan. we assume the red line's unaffected doesn't get hit by l'enphant plaza, but there's got to be the potential of delays cascading through the system with so much bypassing and turning around of trains. >> exactly. expect delays not only on green and yellow which are affected by the suspension, but the but baseline in virginia will see residual effects as the yellow line trains turn around. that would be the primary thing to expect blue line coming northbound or inbound toward d.c. from virginia but heading outbound should not be a problem and the red line is not affected. >> dan, thanks for your time. bitz si afternoon. we appreciate that.
4:03 pm
we re capping, the l'enphant plaza metro station evacd and closed for now, smoke seen from an upper-level platform at the station. there will likely be delays because of this. so many trains being turned around. a lot of people opted for metro instead of driving because of the sloppy road conditions from the freezing rain this morning. at the live desk i'm scott mcfarland. talk about the rain we have and the roads during the commute this morning, what a mess. will we see that again this evening? >> veronica what about that? >> we won't see this evening, the refreeze roads just wet, but we have some fog and that will sink in. it's going to thicken and we could see visibilities trop to around zero. tower cam where the roads are wet. we still have showers falling, getting a little bit of a break around frederick and herrigerstown and points to the north. but more to come as rain continues to stream from southwest to east-northeast through the area. i think the rain hold up until maybe 9:00 p.m. to 10:00 p.m.

4:05 pm
facebook page as it was breaking. hackers posted a picture taken from a web cam inside a military office as well as contact information for a number of generals. one pentagon official telling nbc news today the hack is embarrassing but not a security threat and that no classified information was compromised. >> this is something we're obviously looking into and something we take seriously. however, a note of caution to folks as they're covering the story, pretty significant difference between what is a large data breach and the hacking of a twitter account. >> quick reminder stay on top of stories just like this. we push alerts to your smartphone. if you download our new nbc washington app and turn on the breaking news alerts. pat? >> thanks, scott. that's not the only online issue affecting people here in our area this afternoon. the government says a technical malfunction could affect the private data of federal employees. the office of personnel management says a mal function is impacting online services for

4:19 pm
well it's cleared up a little but are we done with all this stuff? >> not quite yet. as a matter of fact it could be even some other issues thrown into the mix beside just the wet roads and the rain that's fall across the area. that is fog, and then there could be a little bit of icy conditions around early tomorrow morning, not like we saw this morning, but there could be a few, so as we start out, we're going to talk road impacts for early part of the day tomorrow and that is again watching out for ice in some area roads and also of course on sidewalks, too, because temperatures in some locations will be down to around freezing. we're at 39 degrees right now. it's even hard to see on our tower cam, and that is the issue right now that until the wind starts picking up, which is not going to cur until late around 11:00 p.m. to midnight until that happens, with the rain that's falling and with all the moisture we're talking about fog that will only thicken and visibilities will continue to diminish throughout the area. so 39 38 degrees, temperatures pretty much hold steady.
4:20 pm
here's a look at your future weather. we start with today the green showing where the rain is any snow well off to the north and west western maryland areas of northern west virginia where you see purple and white, morgantown but watch this this rain continues throughout our area so keep the umbrella handy until about 9:00 p.m. to 11:00 p.m. before it starts making its way out of here. but it is around midnight when i think there could be some spots, some neighborhoods dropping to around the freezing mark montgomery county howard county if there's any moisture whatsoever left hanging on even if it's just drizzle, that may make for a little bit of freezing rain especially to some of the more isolated areas down through anne arundel, even st. mary's where calvert county we'll be watching that close hi in the next couple hours. a slight possibility, a low chance of that happening but nonetheless there. tomorrow afternoon, some sunshine partly sunny to mostly cloudy. it will be breezy too, throughout the area and that is the catch word for tomorrow that while today at least we've
4:21 pm
seen temperatures into the upper thirty tomorrow it's another cold one, breezy too, and you know what that happens. that makes the windchills come down throughout the area. windchills in the teens first part of the day, 28 there, po30 degrees at 9:00 a.m. ad 32 33 but around 1:00 it's back down again, so for the most part we'll be locked solidly in the upper 20s to low 30s with windchills feeling like we're around 15 to 20 degrees tomorrow. later in the newscast i'll take you through all the day parts tomorrow and show you what it will feel like around your area. for the most part temperatures fall tomorrow. there are some cold days coming up wednesday, a little better by thursday and this is what i like this warming trend that starts on friday later in the newscast. also we'll show you how long that could be sticking around. back to you. >> thank you. a major recall today of a popular frozen meal. morningstar farms is recalling two of their black bean burgers. the items may inadvertently contain peanut, an ingredient

back to our breaking news right now. news4's jackie bensen has arrived on the scene at l'enphant plaza metro station. what's the latest? >> reporter: i can tell you what you're seeing behind me this is one of the entrances to the station, you can see that is the epicenter of the firefighting operations that are going on right now, trying to figure out what is causing the smoke in the tunnel in the l'enphant metro station. this operation is taking up multiple square blocks in downtown d.c. and southwest, even going into other can kwauld rants of the city. this is unbelievable about how many blocks are closed off with fire and rescue equipment and
4:26 pm
people walking through trying to figure out what to do because we are nearing the end of the workday. so far i have seen one person put into an ambulance with shortness of breath. i have seen two other people given oxygen masks by firefighters on the scene. i understand all those conditions were related to the stress of having to get out of that station. i understand that there is one place in which the metro riders had to actually exit through one of the ventilation or the exit shafts. so when we get a feeling for exactly what's going on here what they have found in the tunnel we'll bring it to you right away. back to you. >> thank you very much jackie. first at 4:00 not backing down why an american who survived ebola says he's heading back into the worst of it despite his harrowing ordeal. five years ago this afternoon, the world was in shock. how people who survived a disaster are getting a second chance in our area. and some live pictures from

4:33 pm
>> it was terrible. everybody was in panic. >> reporter: this pastor couldn't verify who had lived or died in haiti. >> we tried to call. there was no communication. everything was upside down. >> reporter: knollta is married now and living in silver spring but nobody here forgets january 12th 2010. >> for me kind of sad for me because when you lost a family your close ones it's not easy when you think about that. >> all that aid that poured into haiti has help. the cholera outbreak is under control and crews rebuilt thousands of thomes. but tonight more than 80,000 people are still living in tents. coming down with ebola is getting in the way of one american's mission to help others. today dr. rick sacra explained why he's going back to west africa. he contracted ebola in liberia in august. he's now in good health after being treated back here in the

ward war is now at ninth and main where we understand there is an evacuation point. >> reporter: there these are those grates you often see in the street. i'm going to direct your attention to this ambulance. just a few seconds ago it appeared that a firefighter was loaded onto there. the person had on a mask. they were conscious. didn't seem to be in any distress or pain from what we could tell but that person came out of that tunnel. shortly before we got here if you could take a look behind me this is where the pe test ran sign is that raised concrete platform is that access point to
4:40 pm
the tunnel. now, we are a few blocks from the l'enphant plaza metro station entrances, but as you know the tunnel is running here and just to give you a scene setter this is where the old gates, h2o, the downtown southwest waterfront used to be. most recently the tennis stadium and soon to be some waterfront development. so this is pretty much a construction site with the access tunnel being on the edge of that construction site. like i said we are several blocks away from the entrance but of course this is where firefighters emergency personnel can get access to the tunnels and in an emergency where people can be taken out of those tunnels. as we said when i got here there were two yesmen who had just come out of here. they were actually taken away in a police car. they didn't seem to be in any kind of distress or seem to need any sort of medical attention. as a matter of fact they're on their cell phones talking to folks.
4:41 pm
just a few seconds ago, a firefighter was put on this ambulance. again, a person who didn't seem to be in any immediate medical stress or what have you. she was wearing an oxygen mask. we're assured that's just a procedural thing. the ambulance is still here so probably something from smoke inhalation. we don't know exactly. if you heard earlier on metro doesn't exactly know what caused this smoke or led to the smoke in the tunnel. but of course with smoke being in an enclosed area like that, if you inhate it breathe it it's definitely not a good thing. we can't joel few if there's anyone else that's going to be coming out of there, any more evacuations to be made but we did know one was made here and two earlier. we'll keep you posted on this situation as it develops. right now we are live in southwest. derrick ward news4. back to you. >> thank you, derrick. we'll stay on top of this breaking story. we have multiple crews on the scene at l'enphant plaza. we're receiving new video and new pictures. our live team coverage will continue in just a moment.

employ spokesman just on the phone with him, he characterizes these injuries as minor but he does confirm there are injuries. seeing new images of people being treated outside the l'enphant plaza metro station just in to news4. we're told the fire the smoke that's inside this station began emanating at about 3:20 this afternoon. here's a live picture skrout side the station. you can see the size the scope of the emergency response. smoke began around 3:20 metro not able to tell us yet the source of the smoke. back to you, pat and barb. >> thanks. veronica this is a messy day to have something like that happening. >> exactly. the wet roads, rain still coming down fog building out there, all kind of getting in the way i would think of some of what's going on down there. but for us i think our biggest issue will be tomorrow in terms of what it feels like. there could be some pockets of icy conditions around the area as temperatures drop close to
4:46 pm
freezing to our north and west. the other thing is the wind was going to pick up tomorrow. we're talking windchill temperatures that will be low. you can see rain showers coming down throughout the area from frederick toward waldorf and to the north and west, the white, a little snow around morgantown around i-68. this area of snow up here will stay put right there. around midnight close to the freezing mark could get icy. tomorrow a temperature around 29 degrees in the morning. breezy and cold tomorrow night with 25 the high temperature. we're back to 26. not much movement tomorrow. the feels-like temperatures throughout the area 6:00 a.m. tomorrow morning in the teens. listen it's going to be a bundle-up kind of day throughout tomorrow. 12 to 17.
4:47 pm
20 degrees we max out around noon then maybe a little better 22 21 degrees by 3:00 p.m. tomorrow. but cold and windy. that means moderate conditions at least at the bus stop some icy spots on the sidewalk so watch for that. cold and windy at recess. by dismissal, 15 to 20 degrees that windchill temperature. however, while we have not one but two really cold days it looks as though we are going to be moving into a milder pattern i think by the time we get to day four. doug, you have more on that. >> everybody is waiting for the milder pattern. temperatures have been so cold couple day, some of us not making it above the freezing mark for a couple days straight. the old kold air is here denver dallas towards the northeast. that cold air finally beginning to retreat after the next couple days. we're talking act the weekend here thursday and friday here comes the weekend, nice weather moving in, the cold air retreats back to the north. how nice is the weather? temperatures warming towards the weekend, temperatures near 50 degrees.
4:48 pm
unfortunately for many of us it will not last though but good news is it comes just in time for that weekend. much more on this forecast and the rest of us coming up around 5:15. >> here's your storm team four-day forecast. two cold days as we promised right there on wednesday, chance for some flurries mainly east of i-95 and to the southeast with windchills that will be in the teens and 20s. folks around pax river, pocket around st. mary's calvert county, could be the possibility of some flurries coming in with no accumulation but 48 to 50 the weekend, again more on the falling temperatures for tomorrow before the warm-up this weekend. stick around. >> thanks veronica. a new law may require companies to change the way they handle data breaches. >> consumer reporter erika gonzalez joins us now with news from the president. >> and it could actually be really really fantastic news for consumers. president obama wants congress to pass a law requiring companies to let customers know of a data breach within 30 days. this is called the personal data
4:49 pm
